i. PUBLIC HEARING – ZONING ORDINANCE AMENDMENT – RECREATIONAL VEHICLE STORAGE
Planner Max Lohse provided an overview of updates that have been proposed to the
Recreational Vehicle (RV) Ordinance in the Zoning Code. These updates were suggested by Code
Enforcement and the Building Inspections team. They indicated that many citizens are not able
to comply with existing RV regulations. RVs, as defined by the Department of Natural Resources,
would include campers, motor homes, boats, All Terrain Vehicles, snowmobiles and others. This
item was brought up at a recent Council Workshop. Residents desire greater flexibility, while still
maintaining neighborhood standards.
There are four changes suggested.
1. Increase the number of RVs allowed from one to four as many residents have multiple
recreational vehicles.
2. Switch from seasonal setbacks to universal setbacks. This would allow winter recreational
vehicles to be parked in the summer. Likewise, a summer recreational vehicle could be
parked in the winter.
3. Remove the hard surface requirement on the side and rear yard of a property. Hard surface
parking would still be required on the front yard.
4. Add language that the vehicles must be free of leaking hazardous fluids. This change would
help with the loosening of the hard surface requirement for the side and rear yards.
Staff recommended approval of these updates to the ordinance. As this is an amendment to the
Zoning Code, this item is subject to a public hearing
Commissioner Willenbring asked what will be considered a side yard. After some discussion, it
was suggested that this may need to be clarified moving forward.

## ii. OVERVIEW OF THE 2050 COMPREHENSIVE PLAN UPDATE
Planning Manager Luke McClanahan provided an overview of the 2050 Comprehensive Plan. A
comprehensive plan defines the visions, goals, and aspirations for long term development and
redevelopment for the city. The Metropolitan C ouncil (Met Council) requires all cities in the
seven-county metro area to update their comprehensive plan every 10 years. The plan cannot
conflict with Met Council regional system plans.
The following eight elements are required in the comprehensive plan. A city could provide more
elements if they wanted to.
1. Land Use. Specify future land use categories and residential density requirements. Must
align with infrastructure capacity the city has.
2. Housing. Provide an inventory of existing housing and project future needs. Required to
plan for affordable housing.
3. Transportation. Align local infrastructure with regional systems, such as the county and state
systems. The plan should address both vehicle and pedestrian transportation.
4. Water Resources. Sustainability of wastewater, water supply, and surface water
management systems.
5. Parks and Trails. Recreational infrastructure, and to preserve environmental features
(habitat).
6. Climate. Aim to reduce greenhouse gas emissions, reduce flooding and extreme heat. The
city also applied for grants in this area. Any money awarded would be used to support the
comprehensive plan.
7. Natural systems. Reduce pollution and also look at sensitive issues, such as wetlands.
8. Implementation. Outlines the process in how the city will achieve the goals of the plan.

The existing 2040 Comprehensive Plan will be used as framework for the 2050 Plan. There have
been 10 recent plans completed since 2021. Other plans, such as MnDOT Highway
120/Century Avenue Study, Washington County Climate Action Plan, and Washington County
Long Range Transportation Plan, would also be referenced.
Key areas of focus would include community engagement; vision, goals, and strategies;
redevelopment/opportunity sites; and climate/environmental planning.
The City plans to hire a consultant within the next couple months. The goal is to complete the
draft plan by the end of 2027 and hold the required public hearing then. Overlapping or adjacent
jurisdictions, such as school districts and nearby cities, will have an opportunity to review and
comment on the plan. The City would then submit the plan to the Met Council by June or July of
2028. The plan is not due until the end of 2028.
In response to a question from Commissioner Willenbring, Mr. McClanahan informed the
Commission that the population projections are being appealed. The City ’s opinion is that the
Met Council projections are low. The City is actively working toward a resolution of the
projections.
In response to a question from Commissioner Willenbring, Mr. McClanahan indicated that the
technical infrastructure issues are more of an engineering issue, but they will likely be part of
the Plan.
In response to a question from Commissioner Wilson, Mr. Lohse indicated that the Met Council
review would likely take a couple months once the City submits the Plan. Ideally, if the City
submits the Plan by June or July of 2028, the Plan should be approved by the Met Council a
couple months afterwards.

Mr. McClanahan provided updates on the new Public Works facility and the expansion and
remodel project for the Police Department and City Hall. He also noted that there will not likely
be a May Planning Commission meeting.

## BACKGROUND
On November 26, 2024, the City Council adopted Ordinance No. 937, an amendment to the Oakdale
Marketplace Planned Unit Development (PUD) allowing commercial retail and residential uses on certain
property located within the PUD area. The PUD area is shown on the location map below.
Also on November 26, 2024, the City Council approved Resolution 2024-89 amending the 2005 Oakdale
Marketplace PUD Plan. One of those changes redesignated the portion of the PUD property located at the
southeast quadrant of 34
th
Street North and Market Place North from retail to restaurant or fast casual
dining in connection with a multi-tenant commercial use. The property owner objected to the change.
## Location Map - Oakdale Marketplace
The 2005 PUD Agreement pertaining to the Oakdale Marketplace Planned Unit Development contained
a provision by which the City agreed that it would not change the land use regulations relating to the PUD
without the property owner’s consent. The property owner and the City disagreed over whether that
provision in the 2005 PUD Agreement was enforceable. The matter went to court and the trial court ruled
in the City’s favor. That ruling, however, was later reversed by the Court of Appeals.

As a result of the Court of Appeals’ decision, the PUD plan needs to be amended so that any retail use
allowed in the B-1 Commercial District (formerly referred to as the C-2 Community Commercial District)
would be permitted on the site located at the southeast quadrant of 34
th
## Street North and Market Place
North. The amendment would supersede the provision in Resolution 2024-89 that requires a restaurant
or fast casual dining use at that site.
## ROLE OF THE PLANNING COMMISSION
The role of the Planning Commission is to review the proposed resolution, hold a public hearing, and
provide a recommendation to the City Council.
## RECOMMENDATION
Staff have determined that the proposed resolution amending the Oakdale Marketplace PUD Plan is
appropriate and consistent with the City’s Comprehensive Plan. Staff recommend approval of the
resolution.

WHEREAS, on November 26, 2024, the Oakdale City Council adopted Resolution 2024-89

## INTRODUCTION
Shane Cronk, resident and authorized applicant, is requesting a Conditional Use permit (CUP) for an
oversized accessory building (shed) at 6966 40
th
St N. The accessory building (shed) is planned to be
920 square feet in size, 320 square feet of which is planned to be a covered patio. The maximum square
footage allowed for an accessory building on this site, per applicable zoning requirements, is 200 square
feet. Larger accessory buildings are permitted through the CUP process. The larger shed is requested for
residential storage.

## COMPREHENSIVE PLAN DESIGNATION
The subject property is guided Low Density Residential per the City’s 2040 Comprehensive Plan.
## ZONING DISTRICT REQUIREMENTS
The subject unit is zoned R-2 Low Density Residential. In accordance with this zoning district, accessory
buildings are allowed to be up to 200 square feet, and may exceed 200 square feet through the
Conditional Use Permit process.

## ANALYSIS
The zoning ordinance states the following (Sec. 25-03-301(a)):
A conditional use is a permitted use that is allowed only when it is shown that the use meets certain
general and specific standards related to the proposed conditional use.
All conditional uses must meet seven (7) general criteria in order for a permit to be approved. This allows
the City to review the potential impact(s) the use may have and ensure that the use is consistent with the
vision for the area in the City’s Comprehensive Plan.
In addition, some conditional uses have specific criteria that must be met which are intended to address
potential issues that may arise associated with that type of use. If an application meets all of the criteria
in the ordinance, then a conditional use permit shall be granted.
General Criterial for Granting a Conditional Use Permit. The general criteria for granting a conditional use
permit (applicable to all conditional use permit requests) is listed in Section 25-03-302(c) of the Zoning
Code. The conditional use is evaluated according to the following criteria:
(1) The conditional use will be in conformity with the City’s comprehensive plan and with the
purpose, intent and applicable standards of this article.
The use is in conformity with the City’s Comprehensive Plan as the property is guided low density
residential and oversized accessory buildings are permitted in residential zoning districts,
provided certain conditions are met.
(2) The conditional use shall be located, designated, maintained and operated to be compatible
with the existing or intended character of that zoning district in which it is located.
The accessory building is located in a residential area where similar accessory buildings are
present on other nearby properties. Approval of this request should not alter the residential
character of the area. This condition is met.
(3) The use shall not be hazardous, detrimental or disturbing to present and potential surrounding
land uses due to noise, glare, smoke, dust, odor, fumes, water pollution, vibration, general
unsightliness or other nuisances.
If this CUP request is approved, the accessory building will need to meet setback requirements.
The applicant’s initial site plan appears to meet setback requirements (setbacks will be verified
at time of building permit review). The proposed use, shed, is not anticipated to generate any
nuisance conditions. This condition is met.

(4) The use shall not create traffic congestion, unsafe access or parking needs that will cause
inconveniences to the adjoining properties.
The building would be situated in the rear yard of the property and will not affect any traffic
congestion or parking needs. This condition is met.
(5) The use shall be served adequately by essential public services, such as streets, police, fire
protection and utilities.
The property is adequately served by public services and the accessory building will not require
additional services beyond those that can be provided by existing utilities. This condition is met.
(6) The use shall not create excessive additional requirements at public cost for public facilities
and services and shall not be detrimental to the economic welfare of the city.
The accessory building should not create any additional requirements at public cost. This condition
is met.
(7) The use shall preserve and incorporate the site's natural and scenic features into the
development design and cause minimal adverse environmental effects.
The property in question is 1.3 acres, and the accessory building will not impact any natural
features on the site and is not anticipated to cause any adverse environmental effects. This
condition is met.
Specific Conditional Use Permit Criteria for Private Garages and Accessory Buildings Exceeding the Size
Requirements. The specific criteria for granting a conditional use permit for an oversized accessory
building is listed in Section 25-09-201(d)(3) of the Zoning Code; staff evaluation of the application follows
the citations:
(A) The parcel of land where the private garage or accessory building is to be located may not be
subdivided as long as the private garage or accessory building is on the property.
A condition of approval, to address this requirement, has been added to the accompanying
resolution for the Conditional Use Permit.
(B ) The private garage or accessory building must not be of a pole building type construction
(defined as a structure that utilizes treated lumber buried in the ground that serves as the building
foundation).
The proposed building is not classified as a pole building type construction, as it does not have a
foundation that is buried into the ground. This condition is met.
(C ) The private garage or accessory building must not have a door or other access opening
exceeding ten (10) feet in height.
The accessory building’s door is planned to be approximately seven (7) feet in height. This
condition is met.
(D ) The private garage or accessory building must not be used for commercial or industrial
activities, except as allowed by the regulations governing home occupations.
In the applicant’s narrative, it is noted that the accessory building will be used for residential
related purposes. No commercial or industrial activities are proposed to occur in the building. This
condition is met.
(E) The private garage or accessory building shall not exceed 1,500 square feet in size.

The accessory building is proposed to be up to 920 square feet in size. This condition is met.
(F)The private garage or accessory building shall not exceed 25 feet in height.
The accessory building is proposed to be approximately 11 feet tall. This condition is met.
(G)Parcels of land containing single-unit dwellings must not have more than one additional private
garage or accessory building exceeding two-hundred (200) square feet in size.
This application is the applicant’s first request for an oversized accessory building or additional
garage. This condition is met.

My name is Shane Cronk. My mother bought this house right at the end of covid. We have
been fixing things up around the property and working towards this shed project for a few
years. Our family is firmly rooted in Oakdale. My brother lives and he owns the house next
to us and my grandmother owns the farm behind us. Some of you may be familiar with the
large red barn that can be seen from 40

st. We look forward to removing and building a
new shed for personal reasons but also believe the community will benefit from removing
the current eyesore.

## LOCATION & REQUEST DETAILS
The Energy Conservatory, Inc., the applicant, is requesting Site Plan Amendment approval to construct a
second detached building at 403 Hayward Ave N (legal description: Lot 1, Block 1, Gateway Addition).
The property is located at the intersection of 4
th
Street North and Hayward Avenue North. It is
approximately 2.0 acres and currently contains an industrial building owned by the applicant. If approved,
a 1,140 square foot detached building would be constructed southeast of the existing building. The
applicant states that the proposed building would be used as a training center for participants to learn
how to perform energy audits, weatherization techniques, and building testing technologies in a
multifamily (apartment) setting.
In September 2025, the applicant received City Council approval for a site plan amendment to construct
a building addition. Under this plan, the applicant would have constructed a building addition to house
the multifamily training facility. The applicant is now proposing the detached building concept to provide
more realistic conditions for their multi-family testing building.

## COMPREHENSIVE PLAN DESIGNATION
Per the City’s 2040 Comprehensive Plan, the subject property is guided for Industrial / Office uses.
## ZONING DISTRICT REQUIREMENTS
The property is zoned B-3 Light Industrial, where light industrial uses, including research and
development, are allowed.
The designations of the surrounding property are displayed in the table below:

## SITE PLAN STANDARDS
Site Plan review considers the relationship between the plan elements and conditions both on and off
the property to ensure conformance of the Comprehensive Plan, zoning code and design standards.
(1) Setbacks and Height: The proposed development meets the setback requirements for
industrial buildings ( 20 feet from interior lot lines, 30 feet from corner side lot line) and parking
lots (5 feet from interior lot lines). At 22 feet 4 inches, the tallest part of the building does not
exceed the zoning height restriction of 40 feet.
(2) Access, Circulation, and Parking: No new accesses or drive aisles are proposed for the site.
The existing parking lot contains 97 parking spaces; four parking spaces are proposed to be
removed as part of the building, bringing the new total to 93 spaces. This figure exceeds the
City’s minimum parking requirement of 69 spaces.
(3) Exterior Building Materials and Design: In accordance with Sec. 25-10-200(e) of the Zoning
Ordinance, industrial buildings must be comprised of at least 50% Class I materials, as defined
by the Ordinance. The proposed materials (consisting primarily of brick veneer and glass)
exceed the Ordinance requirement. This condition is met.
The proposed facility is designed as a training center for participants to learn how to perform
energy audits, weatherization techniques, and building testing technologies in a multifamily
(apartment) setting with model apartments. As a result, the facility is designed to resemble a
small walk-up apartment building. Staff initially had concerns with the proposed design, as the
property is zoned B-3 for light industrial / office, and residential buildings are prohibited in the
B-3 district. In addition, the model apartment/testing facility will not consist of habitable
dwelling units, and the building would receive a commercial Certificate of Occupancy rather
than a residential Certificate of Occupancy. From a practical perspective, only one commercial
restroom will be installed, reducing the feasibility of residential use. A condition prohibiting
residential use of the new building has been added to the accompanying resolution.
One concern associated with the proposed building is the potential for a future subdivision
that divides the lot into two, leaving the proposed model apartment building as a standalone

structure. To address this concern, a condition prohibiting subdivision without removal of the
building has been added to the accompanying resolution under the advice of the City Attorney.
(4) Trash Enclosure: As required by the Ordinance, the proposed t rash collection area is fully
screened from the eye level view from public streets. All trash collection is handled internally.
This condition is met.
(5) Landscaping: Two trees will be removed to accommodate the building, but the removals will
not prompt the tree preservation ordinance. The number of trees that will remain on site meets
the landscaping requirements of the City’s Zoning Ordinance. Additionally, shrubs will be
planted around the proposed addition. The landscaping requirements are met.
(6) Screening of Rooftop Utilities. As required by Sec. 25-10-701(b)(4)(A) of the Ordinance, rooftop
equipment must be screened with materials comparable and compatible with that of the
exterior building materials. Currently, no information on rooftop equipment screening is
provided.
The applicant will need to provide additional information on rooftop equipment screening.
As proposed, the front façade of the building is designed to resemble a small apartment
building. In recognition of the parcel being located in an industrial / office district, the front
façade will face internally towards the existing building, screening its appearance from 4
th
Street North. The rear building façade and western facade, which more closely resemble a
traditional industrial building, will face 4
th
Street North and Hayward Avenue North.
(7) Site Lighting: No new freestanding lights are proposed. The applicant has stated that new wall
lighting will be installed. As required by the Ordinance, lighting may not exceed 0.5 foot-candles
at any property line.
The applicant will need to provide a photometric plan at time of building permit.
(8) Signage: The applicant will need to obtain a permit for the proposed wall sign. All signage must
conform to the City’s sign regulations.
(9) Grading and Utilities: The applicant submitted plans for grading and utilities. The applicant will
need to work closely with the Ramsey Washington Metro Watershed District on stormwater
provisions.
(10) Other Regulatory Review: As mentioned, the applicant will need to work with the Ramsey
Washington Metro Watershed District to satisfy stormwater management provisions. Due to
the relatively small amount of disturbance, a permit may not be required.

## EXECUTIVE SUMMARY
The Energy Conservatory (TEC) respectfully requests support from the Oakdale City Council for the
construction of a multi-family training display facility on TEC's campus in Oakdale. This project is
Phase 2 of the Minnesota Home Energy Training Center — a state-funded initiative administered by
the Center for Energy and Environment (CEE) and designed to equip Minnesota's weatherization and
home performance professionals with the skills needed to create energy-efficient, healthy, and safe
homes.
Phase 1 — a training center and single-family demonstration house inside TEC's existing Oakdale
facility — has been successfully completed with the support of the City of Oakdale. Phase 2 builds on
that foundation by constructing a dedicated, standalone multi-family training display building on TEC
property. This structure will be designed to deliver experiential learning: a hands-on environment
where professionals can study, diagnose, and remedy the most common energy and health
deficiencies found in multi-family residential construction across the past several decades. Because of
the dedicated training design, it will also serve the needs of building science and HVAC research as
well.
This investment will help establish Oakdale as a nationally recognized destination for building science
- drawing students, researchers, and industry professionals from across the United States.
We are hoping to get early feedback and guidance on approvals for the project.
• We have the General Contractor (Lindee Construction) involved and supportive of a project
which can start as soon as approved and will be completed within a 5-month schedule.
• The fiscal year for the grant funding ends on June 30, 2026. To ensure continued funding of
this project into the next budget cycle, we are being asked to break ground on this project by

## WHY THIS INVESTMENT MATTERS
## A Unique Training Resource for the Nation
Multi-family housing presents a distinct set of energy, health, and safety challenges that differ
substantially from single-family construction. Shared mechanical systems, stack-effect pressures,
combustion appliance proximity, and complex airflow dynamics require specialized training that does
not currently exist in a hands-on facility format anywhere in the region.
TEC's proposed training display home will be purpose-built to replicate and demonstrate the real-
world conditions that weatherization professionals encounter every day. It will feature dedicated
spaces that highlight the most prevalent deficiencies in multi-family construction — from improper air
sealing and duct leakage to combustion safety hazards — allowing trainees to identify, measure, and
correct these issues in a controlled and repeatable learning environment.

Because no comparable facility exists in the United States, TEC's training center will become a
destination for building science professionals not only from Minnesota but from across the country and
internationally. Weatherization contractors, home performance contractors, building inspectors, HVAC
contractors, energy auditors, utility program managers, and code officials will travel to Oakdale for:
• Hands-on weatherization and diagnostic training programs
• Applied research in building performance and indoor air quality
• Advancement of industry standards and best practices
• Continuing education for licensed and certified professionals
The result is increased hotel, dining, and economic activity within Oakdale — and a long-term
association of the city's name with excellence in building science education.
## Strengthening Minnesota's Weatherization Workforce
Minnesota's weatherization assistance programs serve thousands of low-income households each
year, reducing energy burdens and improving home comfort and safety. The workforce delivering
these services requires ongoing, high-quality training — especially as housing stock ages and multi-
family properties become an increasing share of the weatherization portfolio. TEC's facility directly
addresses this workforce development need at a statewide scale, ensuring Minnesota's professionals
remain among the best trained in the nation.
## THE PHASE 2 TRAINING FACILITY
The proposed multi-family training display home will be constructed on TEC-owned property adjacent
to our main commercial building in Oakdale. Key design parameters include:
• Built to residential and light commercial construction standards — not multi-family occupancy
code, as the building is not intended to house residents
• Purpose-designed interior spaces replicating common multi-family construction configurations
from the past several decades
• Dedicated training stations addressing air sealing, duct systems, combustion appliance zones,
ventilation, and moisture management
• Fully instrumented for diagnostic measurement and demonstration using TEC's industry-
leading testing equipment
• Capable of supporting simultaneous training cohorts, independent research sessions, and
manufacturer demonstration events

The facility complements Phase 1 — the classroom and lab space within TEC's main building — to
create a comprehensive, end-to-end training campus unique in North America.
## ABOUT THE ENERGY CONSERVATORY
The Energy Conservatory is a small (~30 employees) but highly technical company headquartered at
403 Hayward Ave N, Oakdale, Minnesota.
Founded in the early 1980s, TEC has grown from a pioneering research organization into the world's
leading manufacturer of diagnostic equipment for the building performance industry — most notably

## THE VISION: GARY NELSON, FOUNDER
TEC was founded by Gary Nelson, a physics and engineering grad of St. Olaf and The University of
Minnesota, who is still active in the company despite selling to the new owners in 2017. Gary’s vision
in the early 1980s was both ambitious and purposeful. Gary envisioned creating a Conservatory - a
place of community, learning, and research — centered on the emerging science of building
diagnostics and energy efficiency. At a time when the energy crisis of the mid-1970’s had exposed the
enormous waste embedded in America's housing stock, Gary believed that field measurements and
systematic process could transform how buildings were built, maintained, and improved.
Gary's passion for building science and his commitment to sharing knowledge drove major advances
in the weatherization and building industries — particularly in understanding how leakages and
pressure differentials drive the movement of heat & air & moisture. His work contributed directly to the
development of standards around combustion appliance zones (CAZ) that are reflected in building
code throughout the United States. These standards protect millions of homeowners from the risk of
back drafting, which could lead to carbon monoxide poisoning.
The move to Oakdale in 2024 and the investments TEC is making today are, in many ways, the
fulfillment of Gary Nelson's original vision: a permanent home for building science education,
research, and community — a Conservatory.

## LEADERSHIP: STEVE ROGERS
TEC President Steve Rogers is a recognized expert in airflow and building systems. Steve and others
at TEC are members of standards committees for both ASTM International and ASHRAE — the
American Society of Heating, Refrigerating and Air-Conditioning Engineers. They help shape the
technical standards that govern building performance measurement and testing across the industry.
Steve's connection to Oakdale is personal as well as professional. He grew up in the area and
graduated from Tartan High School. His roots here reflect TEC's commitment to the community: this is
not simply a business location for TEC, but a hometown. Steve's leadership ensures that TEC's
technical reputation and Oakdale community investment will continue to grow side by side for
decades to come.
## TEC'S COMMITMENT TO OAKDALE
The Energy Conservatory's decision to establish its permanent campus in Oakdale was not made
lightly. It reflects a deliberate, long-term commitment — rooted in the personal ties of TEC's
leadership, the support of the City of Oakdale, and a shared belief that this community is the right
home for a world-class building science institution.
TEC's investments in Oakdale — Phase 1, now complete; Phase 2, now proposed — are designed to
ensure that TEC's presence here is durable, distinctive, and beneficial to the city for generations. We
are proud to bring high-skill employment, national recognition, and a steady stream of professional
visitors to Oakdale, and we look forward to continuing to grow in the Oakdale community.
## OUR REQUEST TO THE CITY COUNCIL
TEC respectfully requests the Oakdale City Council's support for the Phase 2 multi-family training
display facility, including:
• Approval of the necessary permits and zoning accommodations for construction of a
residential/light commercial training display structure on TEC's existing campus property.
• Continued partnership and goodwill as TEC works to establish Oakdale as a nationally
recognized destination for building science education
• We are hoping to get early feedback and guidance on approvals for the project.
• We have the General Contractor (Lindee Construction) involved and supportive of a
project which can start as soon as approved and will be completed within a 5-month
schedule.
• The fiscal year for the grant funding ends on June 30, 2026. To ensure continued
funding of this project into the next budget cycle, we are being asked to break ground
on this project by approx. June 1, 2026. We realize this is a quick turnaround and
welcome your feedback and guidance on what work needs to be completed to consider
approval, given the previous revision of the project design was approved by City
Council in September 2025

## A RESOLUTION APPROVING A SITE PLAN AMENDMENT FOR 403 HAYWARD AVENUE NORTH
## SUBJECT TO CONDITIONS
At a meeting of the City Council of the City of Oakdale held on Tuesday, June 23, 2026, at
Oakdale City Hall, 1584 Hadley Avenue North, Oakdale, Minnesota, with the following
members present: Mayor Kevin Zabel; Councilmembers Kari Moore, Andy Morcomb, and Gary
Severson, and the following members absent: None, the Oakdale City Council resolved:
WHEREAS, The Energy Conservatory, Inc., the developer and property owner, received
approval for an attached building addition for the property addressed 403 Hayward Avenue
North on September 23, 2025, and
WHEREAS, The developer requests an alternative Site Plan amendment to allow for a
detached building on the property, and
WHEREAS, the Site Plan amendment consists of a detached building of approximately 1,140
square feet, and
WHEREAS, the Site Plan is consistent with the 2040 Comprehensive Plan and meets Zoning
Ordinance standards, and
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Oakdale hereby approves
a Site Plan amendment for 403 Hayward Avenue North (Legal Description: Lot 1, Block 1,
Gateway Addition) subject to the developer satisfying the following conditions:
1. Approval of the site civil construction plans by the City Engineer.
2. The building shall not be used for dwelling purposes.
3. The parcel of land may not be subdivided as long as the additional building is
situated on the property.
4. Provide a photometric plan in compliance with the City’s Zoning Ordinance.
5. Provide details on the methods of screening for any rooftop utilities.
6. Permits and approvals must be obtained from all applicable outside government
agencies and proof of approvals must be provided to the City.
