The project involves the purchase, rehabilitation, and continued ownership of three existing affordable housing properties – Gentry Townhomes in Oakdale, Westridge Townhomes in Forest Lake, and Victory Villa in Stillwater. The proposed tax-exempt conduit financing, in an amount not to exceed $17 million, would support acquisition and rehabilitation costs and extend existing affordability contracts that are currently set to expire in 2027, by an additional 15 years. Ms. Huot continued, the City's conduit debt policy permits this type of financing for projects that provide a community benefit, including housing opportunities, even when some properties are located outside Oakdale. The bonds would be payable solely from project revenues and would not affect the City's credit rating, debt limits, taxing authority, or assets. The City would receive a 1% issuance fee based on the bond amount, as well as a previously received non-refundable $3,000 application fee. Lastly, Ms. Huot asked the Council to hold the public hearing, adopt Resolution 2026-31, and authorize the Mayor and City Administrator to execute the necessary project documents at a later date prior to closing. Mayor Zabel opened the public hearing and welcomed comments from the audience. No comments were heard. Mayor Zabel closed the public hearing. ## A MOTION WAS MADE BY COUNCIL MEMBER SEVERSON, SECONDED BY COUNCIL MEMBER MOORE TO ## WAIVE READING AND ADOPT RESOLUTION 2026-31, AUTHORIZING THE ISSUANCE, SALE, AND DELIVERY ## OF ITS CONDUIT MULTIFAMILY HOUSING REVENUE NOTE (WASHINGTON 3 PORTFOLIO PROJECT); ## ADOPTING A HOUSING PROGRAM; AUTHORIZING THE EXECUTION AND DELIVERY OF THE NOTE AND ## RELATED DOCUMENTS; PROVIDING FOR THE SECURITY, RIGHTS, AND REMEDIES WITH RESPECT TO THE ## NOTE; AND GRANTING APPROVAL FOR CERTAIN OTHER ACTIONS WITH RESPECT THERETO. Mayor Zabel explained that conduit debt financing allows developers to access tax-exempt financing through the City for qualifying development, redevelopment, or improvement projects. While the bonds are issued in the City's name, the City does not assume the debt, is not financially liable if the borrower defaults, and experiences no impact to its credit rating, debt levy, or taxing authority. Instead, the City receives a fee for serving as the conduit issuer. ## 5 AYES ## A MOTION WAS MADE BY COUNCIL MEMBER SEVERSON, SECONDED BY COUNCIL MEMBER MORCOMB ## TO AUTHORIZE THE MAYOR AND CITY ADMINISTRATOR TO SIGN AND EXECUTE WHEN/IF APPROPRIATE 3 ## THE 1) PROJECT LOAN AGREEMENT, 2) FUNDING LOAN AGREEMENT, 3) REGULATORY AGREEMENT ## (STILLWATER PROPERTY), 4) REGULATORY AGREEMENT (OAKDALE PROPERTY), 5) REGULATORY ## AGREEMENT (FOREST LAKE PROPERTY), 6) FOREST LAKE JOINT POWERS AGREEMENT, AND 7) ## STILLWATER JOINT POWERS AGREEMENT. ## 5 AYES ## OPEN FORUM ## a) Proclamation: Maplewood Oakdale Lions Community Strides Day Mayor Zabel proclaimed June 20, 2026 as “Maplewood Oakdale Lions Community Strides Day”. Doug Olson, Maplewood Oakdale Lions Club Treasurer, invited the public to participate in the upcoming Diabetes Awareness Walk on June 20 th from 10:00 a.m. to 1:00 p.m. at the Nature Preserve shelter. ## b) Recognition of Outgoing Parks and Recreation Commissioner: Glen Bearth Mayor Zabel thanked Glen Bearth for his service on the Parks and Recreation Commission and presented him with a certificate of recognition. Council Member Morcomb thanked Mr. Bearth for the time and expertise he shared as a member of the Parks and Recreation Commission. Glen Bearth expressed his appreciation for the opportunity to give back to the community he loves. Mayor Zabel invited comments from the audience. ## Mike Bender, 6051 Upper 46 th St N, expressed concerns about the City’s deer population and requested that the City consider measures to manage or reduce said deer population. ## CONSENSUS MOTIONS Council Member Morcomb pulled consensus item c). a) Request that the City Council authorize the Mayor and City Administrator to sign the quote from Motorola Solutions for the purchase of three body-worn cameras and two in-squad cameras. b) Request that the City Council approve the renewal of the Secondhand Goods Dealer license to Game Related, LLC located at 5685 Geneva Avenue North and Guitar Center #394 located at 8316 3 rd St N for the license period of one year from the issuance date, thus effective June 14, 2026. d) Request per City of Oakdale Code of Ordinances, Chapter 2, Article IV, Sec.2-36 (c) that the City Council appoint Brady Spets as a full-time probationary Community Service Officer, effective on or after June 10, 2026, at a rate of pay consistent with the City base pay schedule conditioned on passing all background requirements. 4 e) Request that the City Council approve issuance of a Tent Sale License for TNT Fireworks, Inc. to operate a temporary Fireworks Tent Sale located at 7191 10 th Street North, subject to the following conditions, which the applicant has agreed to: 1. Adherence to the site plan and layout as submitted to the City. 2. License to be valid from June 20, 2026, to July 5, 2026. 3. Hours of operation to be limited to 9:00 AM to 10:00 PM daily. 4. All materials for the use must be removed promptly from the site following the selling season and no later than July 19, 2026. f) Request that the City Council acknowledge receipt of the 2025 Annual Comprehensive Financial Report. g) Request that the City Council approve issuance of a Tent Sale License for Homestead Steaks to operate a temporary Tent Sale located at 3205 Hadley Avenue North, subject to the following conditions, which the applicant has agreed to: 1. Adherence to the site plan and layout as submitted to the City. 2. License to be valid from June 19 to June 23, 2026. 3. Hours of operation to be limited to 10:00 AM to 7:00 PM daily. 4. All materials for the use must be removed promptly from the site following the selling season and no later than June 24, 2026. h) Request per City of Oakdale Code of Ordinances, Chapter 2, Article 4, Sec.2-36 (c) that the City Council appoint the above listed as Seasonal/Temporary Public Works Maintenance, effective on or after June 10, 2026, conditioned on passing all background requirements. ## A MOTION WAS MADE BY COUNCIL MEMBER SEVERSON, SECONDED BY COUNCIL MEMBER WRICH TO ## APPROVE CONSENSUS MOTIONS A-B AND D-H, AS PRESENTED. ## 5 AYES ## CONSENSUS ITEM C) REQUEST THAT THE CITY COUNCIL AUTHORIZE THE MAYOR AND CITY ## ADMINISTRATOR TO SIGN THE AGREEMENT BETWEEN THE CITY OF OAKDALE AND WASHINGTON COUNTY ## FOR COORDINATED MENTAL HEALTH RESPONSE. Council Member Morcomb expressed immense support for the Coordinated Mental Health Response program, noting that this is the result of more than three years of work by the City Council, City staff, the Police Department, and Washington County. He stated that the program will begin July 1 st and provide residents with an additional resource and support system to help them access the care they need. ## A MOTION WAS MADE BY COUNCIL MEMBER MORCOMB, SECONDED BY COUNCIL MEMBER WRICH TO ## AUTHORIZE THE MAYOR AND CITY ADMINISTRATOR TO SIGN THE AGREEMENT BETWEEN THE CITY OF ## OAKDALE AND WASHINGTON COUNTY FOR COORDINATED MENTAL HEALTH RESPONSE. ## 5 AYES ## ADVISORY BOARDS AND COMMISSIONS ## Environmental Management Commission (no meeting, Council Liaison Zabel) 5 ## Planning Commission (met on 6/4/26, Council Liaison Severson) Council Member Severson reported that the Planning Commission held two public hearings – one for the Oakdale Marketplace Planned Unit Development Plan Amendment, which was tabled until the July 9, 2026 Planning Commission meeting, and the other for a Conditional Use Permit for an Oversized Accessory Building, which was approved. The Commission also approved a Site Plan Amendment for The Energy Conservatory. ## Parks and Recreation Commission (no meeting, Council Liaison Morcomb) ## Tree Board (no meeting, Council Liaison Moore) ## AWARD OF BIDS ## None ## STAFF REPORTS ## None ## CITY ATTORNEY No report. ## ADMINISTRATOR'S REPORT No report. ## COUNCIL PRESENTATIONS Mayor Zabel made announcements about the following: • The weekly Oakdale Farmers Market began on June 3 rd and offers a great variety of fresh fruits, vegetables, baked goods, and more. Check it out every Wednesday from 2 PM to 6 PM (through October 14 th ). This year's market has moved to the Walton Park West Parking Lot off 15 th ## Street N, immediately west of the Bandshell. Public parking will be available in the adjacent lot. • City offices will be closed on Friday, June 19 th , in observance of the Juneteenth holiday. City offices will reopen on Monday, June 22 nd . • It's hard to believe that Oakdale Summerfest is just two weeks away! Mark your calendars for June 22 nd to 27 th and check out the full schedule of events at www.oakdalesummerfest.com. Highlights include: o Monday: The Medallion Hunt kicks off Summerfest on Monday, June 22 nd – watch for clues at 8 AM each day at www.oakdalesummerfest.com. o Friday: The fun starts at 3 PM at Walton Park with inflatables, kids’ marketplace, food trucks, and beer pavilion. Bingo starts at 4 PM. Stay for the 5 PM skateboard contest and 6:30 PM concert by Free & Easy in the bandshell. o Saturday: The Oakdale Nature Preserve 5K race starts at 8 AM at the Discovery Center. Walton Park activities start at 10 AM with the maker’s market, then at 11 AM balloon artistry, kids’ marketplace, inflatables, food trucks, and beer sales. New this year, the Ted Bearth Grande Parade will start at 12 PM on Saturday and use the same route down 15 th Street. The afternoon will be packed with events such as a traveling zoo, basketball skills, Teddy Bear Band concert, pop-up splash pad, face painting, bingo, and hot air balloon rides. Finally, Coyote Wild will perform a concert in the bandshell starting at 6:30 PM until the Fireworks begin at 10 PM. A big thank you to the Oakdale Summerfest Community 6 Organization for their volunteer efforts in coordinating this cornerstone community celebration. We look forward to seeing you all at Summerfest! • Every summer, the City recognizes eye-catching landscaped properties with the Oakdale Acorn Award. Nominate as many properties as you would like by June 30 th .
