the Oakdale Council this [2:00] evening I'd like to briefly introduce myself my name is Abdullah Abdullah and I work in the office uh in St Paul's [2:07] office uh in an Outreach capacity uh my business card is included in this folder of information so please feel free to [2:13] reach out uh also in this folder you'll find our offices constitu service guides as well as casework issue areas uh that [2:20] we can assist our shared constituency uh today I'd like to discuss Community Project funding also known as cpfs uh [2:27] each year members of the United States House and Senate can sponsor a limited number of one-time funding requests for [2:33] local community projects uh that do not easily fit within existing Grant programs or appropriation request unlike [2:39] a regular Federal Grant application which are submitted to federal agencies cities submit a application which uh is [2:46] submitted directly to their Federal legislature a community Project funding grants uh provide investment in a wide [2:52] variety of projects such as housing homelessness prevention Workforce training public facilities Parks [2:58] resilience planning and and other critical infrastructure and services included in this folder is a complete [3:04] list of all Community projects sponsored by the congresswoman uh for Minnesota's fourth congressional district since FY [3:11] 2022 we do not yet have official guidance from the House Majority on whether Community Project funding will [3:17] be available in fiscal year 2026 or what eligibility requirements will be if Community projects are [3:24] allowed however in the interest of best preparing our potential Partners to apply for cpfs before those decisions [3:30] are announced please see the information included in this packet as well as on our website at mum. house.gov [3:36] Congressman McCullum encourages applicants to submit proposals for projects that one have a strong demonstration of Community Support [3:43] examples include letters from local officials resolutions state or local funding commitments uh that are s shovel [3:50] ready uh are able to quickly move to utilize funds uh once they are made available and our uh discret single-ear [3:57] projects request uh should not be for one year of funding uh for an ongoing [4:02] commitment or uh general program funding also in your packet you will find uh [4:08] guidance and a list of eligible Federal accounts from FY 2025 uh again we do not [4:13] know yet the eligible requirements eligibility requirements for FY 2026 uh [4:19] until it is announced by the house majority but um the FY 2025 guidelines are the best uh starting point currently [4:26] available uh once FY 2026 is announced hopefully in the coming weeks there will be a short window to apply with our [4:32] office before the deadline if you have potential projects in mind or any questions please do not hesitate to [4:39] reach out to our office soon uh on behalf of the crossed them uh [7:03] undoubtedly I will be voting against this hire mayor thank you for your comments I [7:10] don't know if this is open comment time but um I I I'm in agreement with you so [7:15] Hearing in January and the project was ordered and [10:34] so the plans have been prepared they are consistent with what was discussed at the public Improvement hearings um as [10:43] far as the one item I do have on there there are no U state or federal funds associated with this project so it's a [10:49] council's discretion on prevailing wage the resolution that we have before you is to wave the requirement for [10:55] prevailing wage um so I wanted to bring that to your attention um with that I'd stand for any questions [11:01] that Council may have council members any questions for Brian all right look for motion make a [11:09] motion to wave reading and adopt resolution [11:19] 2025-the the advertisement for and collection of bids there's motion of [11:24] there second second certificate um which which requires we [11:59] need to initiate the offers on the temporary easements so the two actions requested this evening are to authorize [12:06] a preparation of plans and specifications for the sidewalk project and then also to um authorize the offers [12:14] for the temporary easements with that stand for any questions the council may have council members two actions on this [12:20] one tonight uh if you have any questions feel free to jump into either of them I suppose I have a question on the last [12:26] one really quick council member will bring can we add the word [12:31] temporary uh for the acquisition of temporary easements in emminent domain is it in the resolution yes Council yes [12:38] council members mayor it is in the resolution which is the here I got this okay um sorry um so so what we're what we [14:41] want to do is acknowledge the donations so Madison is here um and what we want to do is acknowledge her donation she [14:47] did a lot of work and gathered um a lot of support for the project she fundraised the project um way more than [14:54] than we thought she was going to do or that she thought she was going to do I think she did a great job and therefore we get received 16 duck houses that um [15:02] her and a group of volunteers built and then they worked with the public works staff and they staff and they deployed them they replaced all the um duck [15:10] houses in that area that we needed to replace anyway so it was a great partnership we're very grateful that she [15:16] um reached out to Oakdale and that she was um willing to work with us and to get that done so with that I think the [15:22] mayor has a little bit of a thank you on our behalf because it was a big deal and it was a lot of work and you saved us a [15:28] lot of work and um we want to make sure we know you know that we appreciate that and nice job thank you let's take the [15:35] action first and then I literally just saw this big red section that I was supposed to read but Chris took care of [15:41] so I'll read it anyways because um some really good comments in there but let's go ahead and take the action and accept the donation yeah I'll take this one [15:47] because it'll be fun for me I'm going to wave rating and adopt resolution 2025167529 [15:58] installed within the Oakdale Nature Preserve valued at $1,440 there's a motion uh some of the [16:15] comments that uh were provided to me um to share a little bit more about this donation Madison has spent many months [16:21] and countless hours planning and executing her Eagle Scout service project as part of the project process [16:27] Madison identified a need constructed a wellth thought up plan and led a group of family friends and peers from start [16:33] to finish to complete the project for those who may not know within the Scout BSA program an eagle scout is the [16:39] highest rank and symbolizes leadership skills community service and character development all of which Madison [16:45] exhibited through her work on this project it should be noted that Madison is the first female eagle scout to come [16:50] out of an Oakdale troop in Oakdale history this is a tremendous accomplishment on behalf of the Oakdale [16:56] City Council in the entire city of Oakdale we thank thank you Madison for your hard work and gracious donation um [17:02] we're going to come down there a little bit we'll get a picture with you but we want to offer you an opportunity to step up to the microphone if you'd like to say any comments please feel [17:10] free no pressure If you don't want to don't you worry I had a little bit of [17:15] something prepared just in case perfect the floor is yours I wanted to thank you for the opportunity to recognize all of my hard work because it did take a lot [17:21] to get here and I appreciate that and I am just honored that I had the opportunity to help our community and our nature preserves in such a great way [17:29] well we award she's got to go before a board of review three adults in their district and she has to basically defend [18:53] her project and the work that she's done in leadership up up until this point so it's it's a big deal once you get that [18:59] accomplishment very cool very cool well good luck with your interview we know you got it [19:04] so uh what else we got oh CIP plan Amendment um staff [19:12] presentation Mr Mayor we've got um community development director Andy Goff and um Public Works director Corey T to [19:18] talk about this all right who wants to go first mayor councel uh good evening [19:24] I'll K I'll kick this item off here again this is for um associated with Award of bids Amendment of the uh the [19:30] CIP as well um waiting for the PowerPoint here to queue up and go to [19:36] the next slide so uh as you recall um the construction of the parks three [19:41] total within willbrook was laid out in the master development agreement between the city and the uh and the developers [19:48] on investing in in the Willowbrook neighborhood um last fall we opened the first of those those three Parks which [19:55] was Willowbrook Commons which would be the largest of the three then the new community uh Park so we have two [20:01] more Parks remaining um as of now we're referring to those as Willer Brook Park [20:07] West and willbrook Park North uh names to be determined at a at a um later date [20:14] so um the action before you here uh in regards to the capital Improvement plan is the adopted 2025 through 2029 Capital [20:22] Improvement plan had a budget of $200,000 uh for willbrook Park West and [20:29] $325,000 for Willowbrook Park North uh we did have um you know to develop the [20:36] designs for these Parks we had initial Concepts and then we also went out and gathered stakeholder input um we had a [20:42] survey as part of that we talked with parks and re commission and other group other user groups brought that back to [20:48] council as a series of workshops at the latest workshop on de December 10th when [20:53] Council directed staff to um uh basically to amend the CIP p and to uh [21:00] combine willbrook West and North into one project to create some efficiencies when we go out there and bid and we also [21:06] had volleyball court um that was based on public input that we got that was added back in and the proposal is to [21:13] move the money over that was originally assigned in the last year CIP so that brings the budget to $2 m66 th000 for [21:21] the overall project which is a $325,000 uh investment from what the [21:26] original budget was um the plan going forward is for site work for both parks [21:32] to be completed in 2025 and the following the and then the [21:38] combined picnic shelter restroom building for willbrook Park West uh that would be bid uh separately to uh um try [21:46] to capture some cost efficiencies and completed in in [21:51] 2026 uh so the reason why Corey and I are both up here uh today is this is really a um a pival point in the project [21:59] where we're going to be transitioning leadership roles um from the beginning of this Community Development has been [22:05] in the driver seip but we've been working collaboratively as departments Public Works and community and Community [22:11] Development to bring this through to design but now that we're going to move into the construction phase this is that logical Point Public Works is going to [22:18] be the ones responsible for maintaining this equipment uh over time for them to [22:23] be in the driver's seat in into the construction projects and we'll um move [22:28] into a supporting role so with that I'll turn over to Cory who's going to walk through um the actual the concept plans [22:36] the that we're agreed upon and we are both available to answer any questions on the approach to the bidding process [22:42] the overall budget and all the bid Alternatives and fun stuff like that thank you Andy um as he mentioned these [22:49] uh starting out with the the Willowbrook West concept uh this is the image that [22:54] you see in front of you is is pretty uh pretty common for things that we've been going through there is the u12 soccer [23:00] park the volleyball court up to the North End of the image or the top of the [23:06] image that would be artificial turf there is the brown area um and white kind of in the center that is the [23:12] restroom and uh there's actually would be a a covered space over top of that for picnic tables where in the future [23:19] could become a rented space um similar to the other um Shel Community shelters that we have uh full facilities there [23:25] with a two stall uh unisex bathroom similar to um real identical to what we [23:31] have established in Willowbrook Commons and then currently we have four pickle [23:37] ball courts there is additionally some uh covered spaces uh options and then [23:44] picnic tables and benches around uh all the athletic spa or the athletic spaces being the volleyball uh space and the [23:51] pickleball there is in the uh draft bid [23:57] documents there is some option options is some alternates for some lighting I know there's some various uh um [24:03] questions on Where that appropriateness works out so we did in the documents do them as alternate so that we leave uh [24:09] full decision up to the council when that time comes based on where those bids come back as to where we want to select yet uh maintain within the the [24:16] overall budget this this picture here is basically the same thing just uh you know in a in a black and white image [24:23] there uh then moving to the north uh concept this being more of uh you know just an open space native Prairie Land [24:29] The Green Space to the to the left um would be a mode area for promoting you [24:34] know uh neighborhoods wanted to play ball or flag football or something like that in there or you know if somebody [24:39] wanted to sit around the trees or something just to to enjoy uh you know the weather at that time there we are [24:46] looking to do some in the on the left side of the trail on the the brown areas [24:51] to the top in the bottom around those trees some uh Native plantings like pollinator habitats or something [24:57] potential options there there is a couple of seating nodes that are out of uh you know Limestone Stone and uh some [25:06] garbage recepticles and stuff like that there is a a really neat uh wooden bridge uh it's about 20 ft long to allow [25:14] the water from the one end to to get to the other but it'll be it'll be really aesthetically pleasing through that area [25:19] once that that space is uh completely built out it's important to note that as we'll see in the next page I have this [25:25] up where that pond is the blue space there um B basically look at the left side of that um this project encompasses [25:32] uh from the left side of that pond all the way to the left of the image the right half um would continue as another [25:38] project for the trail extension and stuff that's going on um in the 2025 season so this where this image here [25:45] you'll see that pond and there's a line that's got U you know half a dozen dots on there essentially the restoration [25:51] part would be from that to the left of uh of the image uh overall schedule as [25:59] um requesting Council approval tonight we'd be active on um advertising for bids uh immediately with a bid opening [26:06] around the middle of April um award that would obviously uh come back for [26:11] reapprovals and um finalize what those alternate items would be an option for the council and then [26:19] um keeping in mind that that restroom space that uh we have separated that out [26:25] from the general part of the project um so why would have a construction end date of 2026 we're optimistic that we'll [26:32] get the majority of it done in 2025 but in case there's a you know some restoration or something that has to be [26:37] done um and as that restroom project gets um gets designed and stuff we'll bring that forward to the Council on a [26:43] on a separate item so uh with that uh either one of us stand to answer any questions you might have uh question [26:52] about the alternate bids um are we deciding which ones go in tonight or or [26:58] we just saying send them out let's see what the numbers look like and we'll correct roll up our sleeves and Duke it out later correct okay um council [27:07] members questions Mr Mayor I just Clarity um the restroom picnic shelter [27:13] building is included in the budget which just be build uh bid separately y think of it like two phases where the the [27:19] general North and all the the uh atletic field space are going to be one but we've decided to separate that out and [27:26] have an architect design more of a built a little bit more to um allow some [27:32] options that are more favorable for the site but budget wise they're together okay as a project separate [27:40] okay um question for Chris so when we say authorized City administrator approvals [27:46] for change orders that's just on the bid piece or the actual project itself that's a project it's similar to what [27:52] we're doing I think we only went up to my limit that you already gave purchasing policy yeah exactly for the but it's for the project similar to what [27:59] we're doing for construction projects there has to be some quick decisions but I mean in theory we could reject all the [28:04] bids so I'm curious why that authorities coming now that's after well because that's how we do it right at the [28:09] beginning when we authorize the bids we authorize a project we authorize not the details of the project and we authorize [28:15] how it's going to be processed and handled got it okay uh let's get a [28:20] motion and then we can open up for comments and questions after that can I get a motion yeah I make a lot of numbers and a lot of horse trading that's going to have to go on over the [29:37] next month and even longer perhaps you know um so it it's it looks big now [29:44] because it is as we're projects right for both [30:36] Public Works and the police City Hall um project I'm going to let Don explain what we're asking for tonight but the [30:42] good news is we're we're kicking off the construction manager process so thanks [30:47] joh welcome thank you mayor good evening mayor councel once again I am Don Tyson your owner's representative for these [30:54] two projects I was so excited before I get started I forgot Chris had that first item so I jumped right up [31:01] here so this slide shows the agenda items that we'll cover tonight leading to the city council approvals that'll be [31:08] recommended at the end and uh finish with the project schedule and certainly any [31:14] questions so the current city capital Improvement project in plan includes two projects remodeling of the and expansion [31:22] of the police department and remodeling of City Hall city and police leadership uh [31:29] specifically City administrator assistant administrator the police chief and police captain have completed the [31:35] selection of the architectural team and we're now in the process of negotiating a contract with that team we're planning [31:42] on trying to get to the council for contractor award March 25th meeting it may get pushed to the next meeting just [31:47] to work out all the details we'll certainly have more information on the firm that's going to be recommended at [31:52] the contract award but it's bkv group uh they are one of the premier Minnesota [31:58] architectural firms that deliver police and public service buildings and they just did an outstanding job in The [32:04] Proposal process and interview process so with an architectural team selected the next step is to select a [32:11] construction manager at risk team and we are recommending to continue to use that [32:16] process to deliver this project it is the delivery method that's being used in the public works project and you'll see [32:22] here uh four bullets that are really high level benefits that we've seen so far of using being a construction [32:28] manager at risk what I like to tell people is that using the construction manager really creates a strong [32:34] three-legged stool to deliver a project you have the architect who does the design work you've got the owner the [32:40] city that governs the budget and the scope of the needs and then you have the Builder that can help guide us on how to [32:46] build this and having that strong three-legged stool really creates a great team and as you see here delivers [32:51] benefits that we've seen so far on the Public Works project I would say it's probably the most popular delivery [32:56] method for local a agencies that have to build complex projects using a construction manager at [33:02] risk so with that said because it's so widely used back in [33:08] 2023 the state legislature passed a law on how does City Select a construction manager at risk and they changed the [33:15] process or I should say they defined the process and it's different than what was used when you selected car Anderson for [33:21] the public works project and I just want to cover the highlights of that difference that you'll see as a city council and it really starts with [33:28] tonight um for the public works project you were able to issue a request for proposals do interviews and select the [33:35] team now it's more of a two-step process it starts with issuing a request for [33:42] qualifications or an RFQ and with your approval tonight that process would start tomorrow as issuing that RFQ uh [33:49] certainly advertis on the city web page on the Pioneer Press as you advertise all your other [33:54] projects part of this then is the city needs to appoint a selection committee to make the determination of which [34:01] construction manager at risk best fits for this project the legislature defines that you could have to have at least [34:07] three people and one of those people has to have construction experience we're recommending you appoint the city [34:12] administrator the police chief and the architect of record who certainly has a lot of construction experience and they [34:18] would be the formal three people uh making the decision there certainly other people would be given input to [34:24] them but there would be the three that would I quote unquote vote vote on the selection so after the rfqs are [34:32] scored the the selection committee select can select up to two or more firms to submit or request a request for [34:39] proposals and send them to them so then you're at the RFP stage after those rfps [34:45] are received then the selection committee once again decides how many firms do we interview so combining all [34:51] those scores the RFQ the RFP and the interview that grates the top scoring [34:57] firm that this we would recommend to the city council for a contract that's a big difference that [35:03] you see for the selection process another significant difference is how we'd get competitive bids from contractors if we recall for the public [35:11] works project we had great success with bidding we had over 140 contractors bid on this project with public [35:17] bidding with the new law what'll happen is we'll actually advertise well first of all we'll start with the construction [35:23] management firm and the city needs to work with them to agree on qualification criteria for contractors and then that [35:31] construction management firm would advertise the contractors submit your qualifications so we can pre-qualify you [35:37] for that work you could see some benefits of that that means only qualified contractor is going to put in [35:42] bids you're not going to have quote unquote a fly by night company come in and try to bid on this project then once that list is approved [35:50] the construction manager will solicit bids from these qualified firms and come back with recommendations to the city [35:55] for award the whole time we're working with that construction management firm and agreeing to every step along the way [36:02] so they're just not making these decisions the city has to concur with all the decisions that that firm is [36:08] making so with that there's some actions that we need to have the council or should say we're recommending the [36:13] council make tonight the first is approve the request for qualifications for the construction manager at risk [36:20] also approve that the city administrator police chief and architect of record serve on the selection [36:26] committee and then as I discussed there's a lot of steps after this with qualifying contractors and all that and [36:32] we're recommending delegation to the city administrator for City approval of the request for proposal criteria [36:39] contractor pre-qualification criteria in process and the final list of pre-qualified [36:45] contractors once this whole process is complete and we have the bids and everything I should have said on the last slide it looks the same we'll come [36:52] back with awards for you the project will be managed just like it's being managed for the public works project so it looks exact the same it's that [36:58] upfront piece that the legislature threw a little bit of a Hoops in for [37:03] us so farbe for an engineer to say we threw Hoops into a [37:09] issue with that also just a quick look at the schedule uh with an architect [37:14] expected us to be on contract as we said either in late March or first April we would start with space PR game and concept design move into schematic [37:22] design and that's where we start to look at how where the boxes all kind of look and fit together design development that's when we kind of know what the pro [37:28] is going to look like construction documents next winter uh certainly at this time and be able to bid April of 26 [37:37] and just showing a year construction without knowing exactly what would be built for the police department and this really reflects what I understand as the [37:43] council's priority is the police department needs to go first and so that's what the schedule is [37:49] reflecting with that mayor and Council certainly glad to take any questions uh Council questions for Don I [37:57] have one on the timeline how um How firm are those dates for construction because [38:03] I noticed it was June to June so that would impact two summer [38:09] fests do we have a good enough building season that we can maybe move to to July and be done by May yeah abely we have [38:16] that control okay just trying to think of impacts to the community in this area very good point we should adjust our [38:22] schedule when we put this out for bid thank you uh council members anything questions I guess on any of the items I [38:31] suppose all right let's Dive Right In who wants to make the first [38:36] motion I'll make a motion to approve the CM RFQ dated March 12 2025 and authorize [38:43] its advertisement there's a motion is there a second second motion a second any conversation all those in favor say [38:49] I I opposed and that is approved next I [38:54] recommend we appoint the city administrator police chief and architect active record to be the selection [39:00] committee do we need to specify like RFQ selection committee or is that implied [39:06] it certainly is implied because these actions will always come to you for final decision right the architect this [39:11] is getting it through not the architect the the protction measure will come for recommendation but we got to keep it moving for the new statute so that's [39:18] what this is about it's implied if you want to add some clarification feel free if you don't feel like it's necessary I [39:25] guess I don't have to is there another I in my tongue another selection committee that it could be conf [39:32] well okay let's just add RFQ selection Committee in there recommend we appoint the city administrator police chief and [39:38] architect of record to the RFQ selection committee that works there's a motion as there second second motion a second any [39:44] conversation all those in favor say I I opposed and that action is adopted last [39:50] one I recommend we author I we authorize delegation to the city administrator for [39:56] City approv approval of RFP criteria contractor pre-qualification criteria and process and final list of [40:02] pre-qualified contractors there's a motion is there a second second motion a second and day on one vacation and I [40:22] just lose my mojo yep uh Council presentations I got a hold Bunch but those can wait uh anybody want to go [40:29] first I have two council member more just shocking everybody tonight um I [40:36] just had the opportunity to go to the league of Minnesota City's training for new elected officials and I learned a [40:43] lot of course but I think what I walked away with more than anything was a deep [40:49] appreciation for Chris our city administrator and for our city staff because listening to all of the other [40:57] elected officials talk about the actions and the drama inside of their cities um [41:03] just I I I just kept saying oh no that's a city administrator role in our city or [41:09] that's a you know um I so appreciative of what we have here in Oakdale so um [41:14] thank you to all of our city staff and Chris to you and your entire team thanks to everybody thank you of course and um [41:21] on that uh I just wanted to point out which is the weirdest thing in the world to say publicly um what I like about [41:29] reading our claims roster is that you get this snippet of information about [41:35] how a city runs and it is so interesting um so I think for me it's just an encouragement to um go to the bottom of [41:43] the agenda and look through and see all of the things that um it takes to [41:48] purchase and do to make our city run it was such a interesting realization how satisfying it was to me to read through [41:56] every single one of those transaction CS so that's it those are my two things thank you Carrie uh Andy or G anything [42:03] tonight I would just Echo what Carrie said I went through a different session of the uh newly elected leaders from the [42:09] league of Minnesota cities and same experience that um how much that we rely [42:14] on staff uh and larger cities have to rely on staff and the smaller cities don't have that luxury so I'm very [42:22] appreciative and grateful for the staff that we have as well thank you Gary uh I have a few that [42:28] staff would like me to cover uh springload limits are now in effect as of Monday March 3rd for the city of Oakdale Washington County and mot weight [42:35] restrictions or load limits are implemented each spring in an effort to preserve and protect streets that are weakened during the Spring thaw by water [42:41] that's become trapped below the pavement uh the weight of vehicles traveling over roads can cause them to uh Bend and [42:47] potentially crack so please observe I think we have signs pretty much everywhere around the city um been a very long road to get here to get a consistent Rel reliable Transit Line [44:58] running through the East Metro um it has definitely been a long road and um it's [45:03] very exciting to see all the growth that's popping up around the line including at our helmo station um and [45:08] then also we have Greenway Avenue Station in Oakdale so um come join us it'll be a lot of fun um it's
