Oakdale approves major industrial development at 94 Exchange site
The Oakdale City Council unanimously approved a comprehensive development plan for the 94 Exchange project on July 29, clearing the way for two light industrial buildings on a 36-acre site at the intersection of Interstates 94 and 694. The approvals included amendments to the city's comprehensive plan, a preliminary plat, and a detailed site plan.
The council voted unanimously on three separate items related to the 94 Exchange development. The project involves replatting four existing parcels into new lots, with a 13-acre parcel designated for two industrial buildings. The development will include 192 parking spaces, stormwater management systems, and utility connections along Hudson Boulevard. Access to the site will be provided via Hadley Avenue and 4th Street at Hail Avenue.
City Planning Manager Luke Mlanahan explained that the comprehensive plan amendment was necessary because the site's B2 zoning now permits manufacturing, but the existing plan guidance did not. The site plan requires the industrial buildings to meet enhanced exterior design standards, with at least 70% of exterior materials classified as high-quality Class One materials. The council also approved conditions requiring submission of a photometric plan and details on screening for mechanical equipment.
In other business, the council unanimously approved a $384,498 bid from KA Wit Construction of New Prague, Minnesota, for the final phase of Willowbrook Fields Park. The project includes an open-air shelter and restroom facility, coming in approximately $15,500 under the engineer's estimate. The council also approved $99,000 in additional shade umbrellas for the park's pickleball, volleyball, and soccer courts, keeping the overall project within its $2.066 million budget.
During the public comment period, residents raised concerns about ordinance enforcement failures, including illegal fireworks and improperly parked commercial trailers. One resident reported a public safety crisis at an RPM Living property, citing increased police calls and inadequate security measures, and requested the council review the building's conditional use permits. The council also heard a proposal to redesign Tanner Lake with a relocated motorized boat launch and new bike trail network.
Council members celebrated the launch of a new embedded social worker program with the police department and announced upcoming community events including the Farmers Market, Night to Unite, a pop-up splash pad, and the Touch a Truck event in partnership with Washington County.
