The Oakdale City Council approved the final plat for Willowbrook 11th Edition on Tuesday, marking the completion of single-family development in the neighborhood.

The council unanimously approved the 37-lot development on nearly 13 acres of vacant land in the northeast portion of Willowbrook. Developer Lennar will also create two outlots - one for stormwater management and another for trail connections. The project includes construction of 42nd Street and Hyde Avenue.

Community Development staff member Luke McClanahan told the council this represents the last single-family lots available in Willowbrook and features some of the neighborhood's largest lots. The development must meet several conditions before proceeding, including execution of a development agreement by March 15 and approval of construction plans by March 30.

The approval requires the developer to transfer both outlots to city ownership by April 1. However, the homeowners association will maintain responsibility for retaining walls within the outlots, as city staff considers them unnecessary public improvements.

The council also conducted routine business, approving meeting minutes from four previous sessions and consensus motions. Acting Mayor Moram announced the closure of outdoor skating rinks for the season and highlighted upcoming indoor markets at the Discovery Center. The meeting concluded with a closed session to discuss attorney-client privileged matters related to a pending lawsuit with Oakdale Marketplace LLC.
