[10:33] Amendment for the 3M imation PUD staff presentation Community D

[10:40] community development director Andy gsof welcome good evening mayor and Council

[10:45] I'll give the the presentation tonight on on this item um this PUD uh Amendment

[10:53] request is to enable the placement of a new pylon sign near the superior thirdparty Logistics site at 3490

[11:00] Hayward Avenue North the applicant is requesting flexibility from the city zoning regulation stall uh 50 foot uh

[11:07] pylon sign containing two sign faces each sign face would be 350 square feet

[11:14] um the request exceeds the city's zoning standards which allows for a 30 foot tall sign and 150 square uh feet per

[11:22] side py signs are also only allowed in commercially zoned property whereas the Forefront is actually it's it's a PUD

[11:30] and it's a mix of underlying districts including research and development light manufacturing office showroom office

[11:36] warehouse use and uh the intent behind the sign is to um take advantage of that

[11:42] high visibility uh from from 694 that would be adjacent that' be adjacent to the

[11:48] sign um the Pud zoning does enable greater level of flexibility provided

[11:53] that uh public benefit is derived from requested deviations um staff does find that the request for the pilot sign is

[11:59] acceptable given that it's placed away from existing signage on the Forefront campus the the design elements material

[12:07] pure consistent with the existing signage and be appear appear of high quality and um this sign helps to um

[12:15] have a more comprehensive approach to the campus there's some pictures of what other directional signage and the

[12:21] overall branding to help people na navigate within there and also to um

[12:26] identify the campus as a destination if the Pud amendment is approved applicant would need a building permit

[12:33] for the use mindat also took a look at the application uh noted that any illumination should be kept at

[12:39] reasonable levels and not distract drivers on the interstate Planning Commission held their public hearing

[12:44] December 5th there were no P there were no comments uh commission recommended approval again uh staff is recommending

[12:52] approval of the request um happy to take any questions the applicant is here as

[12:57] well and I'll uh just remind Council this is a there's a public hearing here tonight that will need to be opened

[14:32] of Law Enforcement Officers Nationwide established January 9th as national law enforcement appreciation day and whereas

[14:38] law enforcement officers of every Rank and file have chosen a profession that puts their life on the line every day for their

[14:44] communities and whereas these officers have answered a call to public service that is demanding and often

[14:50] unappreciated and whereas Law Enforcement Officers play an integral part in society by protecting and

[14:55] serving and whereas on National Law Enforcement appreciation day residents have the opportunity to thank them for

[15:02] their service and offer a token of respect and whereas all residents are called upon to take time not only on

[15:08] January 9th but throughout the entire month of January to show their appreciation for law enforcement officers if for I Kevin zel mayor of

[15:15] Oakdale Minnesota do hereby proclaimed January 9th as national law enforcement appreciation date in the city of

[15:20] Oakdale Oakdale is incredibly fortunate to have the finest Police Department in

[15:27] the entire State led by Chief Newton um all the way through every single rank in

[15:32] that organization uh or that department uh Chief Newton on behalf of the city on behalf of our residents we say thank you

[15:38] um we do not say it nearly enough for all that you and your officers do for this city every single day of the year

[15:44] so we appreciate it um please uh share our appreciation with your department as

[15:49] well but thank you I also want to offer some recognition to two outgoing uh City

[15:56] advisory Commissioners first up car Moore uh she upon taking her oath of

[16:02] office for city council resigned her seat on the uh Oakdale Parks Commission so Carrie Moore was appointed

[16:09] to the parks and rec commission last year shortly after moving to Minnesota during her time she provided valuable Insight on the city's Park system plan

[16:16] and the commission's work plan when not reading packet material or attending a meeting Carrie enjoyed getting out in

[16:22] the community frequenting the farmers market and indoor market and many other Recreation Department sponsored events

[16:27] throughout the year Carrie is a strong proponent of getting involved in her community and has worked

[16:33] hard to get to know oakdale's Park system and Recreation offerings recently Carrie was elected to the Oakdale city

[16:39] council which required her resignation from the parks and recommission her service to the city is not ending but merely evolving and it's going to be a

[16:45] lot more uh on behalf of the city council the city's Park and recck commission and our residents thank you

[16:51] Carrie for your service on the parks and wreck commission thank you since both of these are for both of you let me just

[16:57] read both and then we'll go down there and present them and we can take a little group photo how about that uh Gary is uh leaving the economic

[17:05] development commission Gary Severson was appointed to the economic development Commission in 2021 throughout his time he has

[17:12] helped shape the format structure and procedures of the city's business retention expansion and attraction

[17:17] program the Bria program provided valuable input on important city projects including the comprehensive

[17:23] zoning and subdivision update the Glenbrook small area plan Oakdale development Oakdale development map the

[17:30] 12th in Geneva Redevelopment study the park system plan and the city's bike and pedestrian plan he has been an

[17:36] unwavering voice and or unwavering member of the EDC and continues that dedication to Oakdale as he takes a seat

[17:42] on the Oakdale city council Gary on behalf of the city council the economic development commission and the city and

[17:48] our residents we thank you for your three years of dedicated service let's go take a picture and we

[17:54] can present the certificates we're getting our steps in tonight yeah

[21:10] home occupation a dental workshop at 4066 Goodwin Avenue

[21:16] North and the site is zoned R1 home occupations are allowed through

[21:22] conditional use permit process the applicant is seeking formal approval to continue operating a dental Workshop

[21:29] specializing in making crowns and Dentures uh the business operations are contained within the applicant's garage

[21:35] the applicants describes the use as being similar nature to a wood shop or a jewelry repair business uh special equ

[21:42] equipment for the business includes polishing machines suction units and and

[21:47] molds uh there are no uh reported uh customer visits on the site uh as the

[21:53] applicant um picks up and drops off his products at the dental office the

[21:59] Planning Commission held a public Hearing in this request on December 5th um at the hearing there was one neighbor

[22:04] that voiced concerns about the use uh particularly a noise uh noise and event

[22:10] on the on the garage um while two other neighbors stated that there are no noticeable indications that the business

[22:17] was located there and uh staff has done an external uh inspection and also didn't notice any um thing out of the

[22:25] ordinary going on at the at the at the location uh at the Planning Commission they did end up recommending uh approval

[22:31] of the request uh as you're aware cups are subject to certain review criteria

[22:37] found in found in the ordinance um staff finds the cup criteria have been

[22:43] satisfied as detailed in the the Planning Commission staff report uh staff does recommend approval of this

[22:49] request subject to uh some following conditions one is hour of operation

[22:55] shall be from 9:00 a.m. to 5:00 p.m. Sunday through Saturday and these are hours that uh um the applicant was uh

[23:01] had proposed and was comfortable with uh no more than one outside worker shall be employed for the use which is U the

[23:08] maximum allowed by code all sign in for the use shall comply with ordinance requirements and lastly if applicable

[23:16] the applicant shall obtain and maintain any required approvals or licenses from state or federal government agencies to

[23:22] to operate the the use um with that I'd be happy to um answer

[24:26] to your right check in with City administrator Chris Wilkers Chris Than You Mr Mayor city council I'm going to

[24:32] ask um assistant City administrator Jake Foster thereus um to come up and go over

[24:37] our legislative priorities we did discuss this in Workshop the the reason why it's read on the agenda is we

[24:43] clarified instead of past T's current language for the LGA section um it was

[24:49] referencing in the reverse so we fixed that and I will let Jake take it away

[24:54] that's correct uh good evening mayor and Council as student administrator vlar uh mentioned the one change um made to the

[25:03] local government Aid section isn't really substantive which is more grammatical than anything you have a printed copy of the most upto-date

[25:10] proposed version in front of you that includes that language that has been updated for the L LGA section so um the

[25:17] legislative priorities are exactly what they sound they're kind of focus legislative areas that the city supports

[25:23] there are Oakdale Oakdale focused East Metro and Statewide focused priorities ities these will be shared with our

[25:31] elected officials at the legislature and also sort of guide any sort of um you

[25:36] know Focus we would have um in terms of you know things that happen at the state legislature um as uh administrator vkr

[25:45] mentioned this was discussed at the December 10th Workshop so early or late

[25:50] last year excuse me um the only things that have changed in addition to that rewarding of the LGA section are um the

[25:57] removal of the language relating to preemptive local zoning Authority so there just wasn't consensus amongst

[26:03] Council on there so um that was something that was removed um furthermore there was

[26:09] language relating to a tax exemption for construction materials um relating to

[26:14] our police facility expansion uh city city staff learned of an exemption that we could already take advantage of so

[26:20] that um was essentially un necessary and removed from the document um furthermore

[26:25] the other thing that one thing that was changed um um there's language relating to noise walls along Interstate 694 they

[26:32] had some pretty specific language relating to the areas in which the wall could be or should be um constructed

[26:40] that was just moved to make more of a general um sort of guidelines as to just anything that abuts a residential

[26:46] neighborhood along I 694 and then the last thing that was changed was some added language relating to um requesting

[26:55] an extension for the city's use of UN obligated tax increment financing Revenue so we do have a project in the

[27:01] queue uh I think Andy and and staff would say it's it's likely we feel confident that it's going to go forward

[27:07] with construction however those funds would need to be expended by the end of the year um if not um and if anything

[27:14] were to happen construction were delayed the project were to fall through we would lose the ability to use those funds so we're simply would be asking

[27:20] for an extension um in the use of those funds um and I think with that that

[27:25] pretty much covers any of of the changes so if you have any questions be happy to answer them council members any questions for Jake any questions for

[28:38] hey all right um but I also want to commend uh council member moram this has been something that you brought to the

[28:43] table a while ago and you've been relentless on getting this done which is

[28:49] fantastic um it is a real need in every Community making sure that un unused or unneeded prescription drugs are being uh

[28:56] disposed of properly so so having another option for our residents to to do that um right here at City Hall very

[29:04] important so um thank you for that thank you to our staff who made that happen and our partners at the county so we

[29:10] know this was a lot of red tape to navigate but we got it done which is great uh I have a number of updates um

[29:17] like I said before it's our first meeting in 2025 it was fantastic having four weeks off between uh our last

[29:24] meetings and over the holidays um but we are back we are raring go for what will be a very very busy year um so on behalf

[29:31] of the city I want to thank uh or I want to wish our residents um a very happy uh new year a year of Happiness success and

[29:39] prosperity so uh we look forward to serving you all throughout 2025 and

[29:44] please feel free to reach out if you need anything uh good news as of last Thursday our three skining rings are now

[29:49] open East Side uh Walton pleasure Rank and Walton hockey rank Mother Nature is finally cooperating especially after

[29:56] last year that is a very good sign um all outdoor uh hockey or ranks are maintained supervised ranks uh with

[30:03] heated warming houses the rink hours are Monday through Friday from 400 to 8:00

[30:08] p.m. should that be the warming House hours because the Rings are always open yeah the the warming House hours are

[30:14] Monday through Friday 4: to 8:00 P.M Saturday uh 12:00 to 8 and Sunday 12:00 to 7: um so we hope everybody uh takes

[30:21] the opportunity to get out and enjoy those hockey ranks while we can because you never quite know when it's going to warm up and wreck the ice so um also a

[30:29] note if it does warm up um we really appreciate it if residents can keep off of the ice so our Public Works Crews can

[30:36] repair it so I know often there's there's an itch to get back out there the second we have a cold morning but

[30:42] often it takes a day or two for Public Works to get out there and build a good thick layer of ice so um patience is

[30:48] always appreciated if you see signs posted saying give us a little bit more time uh stop by the Oakdale indoor

[30:54] market at the Discovery Center this Saturday January 25th from 900 a.m. to 1 PM uh there will be more than 20 local vendors offering a unique variety of

[31:01] items so come on out shop local support them um always a great variety of items

[31:07] uh also just kind of a fun opportunity to um hang out at the Discovery Center uh very exciting news we have a new

[31:13] Transit option covering parts of Oakdale called Metro micro uh it is a service available through microtransit Metro

[31:19] micro is a shared ride service using Ada accessible mini buses you can book a ride through the free mobile app or by

[31:26] phone the cool thing about it is they pick you up where you want they drop you off where you where you want um anywhere

[31:31] within the service area for One Flat Rate so um it's a really cool option to expand accessibility and transportation

[31:38] in our community you can get more information on metrotransit website metrotransit.org

[31:44] micro- Woodberry um and we probably have a link to that on our City website so

[31:49] you can just find the link there that'll be easier uh Public Works is still disposing of

[31:54] natural Christmas trees for residents through the end of the month if you have your tree up yet I'm guessing it's pretty crispy um but if you do and you

[32:02] want to have Public Works dispose of it for you they will chop it up they'll turn it into mulch uh you can bring it

[32:08] down to the public works campus at 1900 Hadley Avenue North um there's a minimal cost of $3 per tree uh to drop it off

[32:15] just pop into the office pay the fee they'll point to you where to go to drop off the tree and you're good to go so um

[32:20] the Public Works campus is open Monday through Friday from 7:00 a.m. to 3:30 p.m. a reminder that city offices and

[32:28] Facilities will be closed on Monday January 20th in observance of Martin Luther King Jr Day staff will be back to resume regular hours on Tuesday finally

[32:36] um I want to offer a big congratulations to anybody that's been taking a oath of

[32:41] office throughout the month of January Public Service uh it it's getting harder and harder to find people willing to

[32:47] dedicate the time necessary to do this very important work and so when people do raise their hand and uh offer to

[32:54] serve and take their oath of office it is something that's very special so um to all of the elected officials at the

[33:00] federal state county City School Board any level um thank you for uh offering

[33:07] to serve agreeing to serve taking those very important Oaths to your community um we all truly appreciate the work that

[33:13] you all do we got a lot of bills to pay um unattended consequence have taking

[33:19] four weeks off so we have two claims rosters in front of us tonight first up

[33:24] uh December 11th through December 24th in the amount of one .52 million in change uh council members
