[2:10] pollution prevention plan um annual

[2:19] indicated this is our annual hearing it

[2:21] has been posted and published and it's

[2:23] an opportunity for the public to come

[2:24] and express any concerns they may have

[2:26] regarding our surface waters our lakes

[2:28] our creeks and our wetlands um it is

[2:31] part of our storm water pollution

[2:33] prevention program

[2:35] and I do have a presentation if I could

[2:38] put it on

[2:43] overhead there it is

[2:48] okay all right thank you again this is

[2:50] required as part of our uh permit there

[2:53] are two parts to it there is a

[2:54] construction permit that's required for

[2:56] every construction project uh the

[2:58] current permit was issued August of 2023

[3:01] and expires in 2028 so we have a few

[3:03] more years on that project the uh storm

[3:07] water pollution prevention MS4 general

[3:09] permit expires this coming December and

[3:12] that's for our storm sewer system so

[3:14] there is a a requirement that we uh

[3:17] reapply for that permit and that's going

[3:18] to be coming up here shortly uh the

[3:21] current permit we did receive coverage

[3:23] in October 15th of

[3:27] 2021 so the new permit will be

[3:30] uh coming out here this coming year

[3:33] there's going to be a two-part

[3:34] application process where we have to

[3:36] apply for the permit and then we'll

[3:38] there'll be some conditions that'll need

[3:40] to be included in there the application

[3:42] will have to address our um our current

[3:45] storm water pollution prevention program

[3:47] we'll have to continue uh improving our

[3:49] best management practices in the six

[3:52] control areas uh we'll be looking at

[3:54] trying to manage our pollutant loads

[3:57] that go to our wetlands and service

[3:58] waters and then also uh working with uh

[4:02] the responsible parties within the

[4:05] city again as I mentioned the the

[4:08] reissuance of the permit uh once that's

[4:10] issued we will uh be notified there'll

[4:13] be a public notice and there'll be a

[4:14] 30-day period for people to comment on

[4:16] our new permit application uh we'll have

[4:19] to address those and then it'll go into

[4:21] effect uh 12 months from that date of

[4:23] coverage uh there are some things that

[4:26] we've already been aware that's going to

[4:27] be required in the new permit um they're

[4:30] going to have to be more specific and

[4:32] measurable goals uh there's going to be

[4:35] a prohibition on firefighting foams that

[4:38] contain PAS and also uh water quality

[4:41] trading uh will be an

[4:45] opportunity the current status we're

[4:47] we're pretty much uh complete on our

[4:49] current permit there are just a couple

[4:50] of things that we're still working on

[4:51] one is a checklist being developed for

[4:54] grading and erosion control we do have

[4:56] the the checklist in place and we just

[4:58] need to incorporate it in our policy and

[5:00] then continuing to work on our elicit

[5:02] discharge inspections um throughout the

[5:06] community so with that I'd stand for any

[5:09] questions that council may have council

[7:42] Officers Memorial Day and the week in

[7:44] which it falls as National Police Week

[7:46] to pay special recognition to law

[7:48] enforcement officers who have lost their

[7:49] lives in the line of duty for the safety

[7:51] and protection of others and whereas the

[7:53] International Association of Chiefs of

[7:55] Police has declared uh police officer

[7:58] safety and wellness a top priority and

[7:59] the IAP's Center for Officer Safety and

[8:02] Wellness promotes the importance of

[8:04] individual agency family and community

[8:06] safety and wellness and whereas it is

[8:09] important that all citizens know and

[8:11] understand the problems duties and

[8:12] responsibilities of their police

[8:14] department and that members of our

[8:15] police department recognize their duty

[8:17] to serve the people by safeguarding life

[8:19] and property by protecting them against

[8:21] violence and disorder and by protecting

[8:23] the innocent against deception and the

[8:26] weak against oppression and intimidation

[8:29] and whereas the city of Oakdale commends

[8:30] the brave men and women of our law

[8:32] enforcement community for continually

[8:33] summoning the courage to fulfill their

[8:35] so solemn oath and to protect and serve

[8:39] and whereas the city of Oakdale also

[8:40] takes pause to remember those men and

[8:42] women of our law enforcement community

[8:44] who have lost their lives or have

[8:46] suffered permanent disabilities

[8:52] Burnsville police officers Matthew Rugie

[9:12] a dedicated service to their communities

[9:49] health and safety and comfort of this

[9:50] community greatly depends on these

[9:52] services and whereas the quality and

[9:55] effectiveness of these facilities as

[9:57] well as their planning design and

[10:00] construction are vitally dependent upon

[10:02] the efforts and skill of public works

[10:04] staff and whereas the efficiency and

[10:07] qual uh the efficiency of the qualified

[10:08] and dedicated personnel who staff our

[10:10] public works departments uh is

[10:12] materially influenced by the people's

[10:14] attitude and understanding of the

[10:15] importance of the work they perform and

[10:18] whereas the American Public Works

[10:19] Association will celebrate the 65th

[10:22] annual National Public Works Week which

[10:24] will be held the 3rd week of May with

[10:26] the theme people purpose presence

[10:28] therefore I Kevin Zabel mayor of Oakdale

[10:30] Minnesota do hereby proclaim the week of

[10:32] May 18th through the 24th 2025 as public

[10:34] works week and acknowledge the important

[10:37] contributions that the public works

[10:38] department makes every day to our health

[10:40] safety comfort and quality of life in

[10:42] the city of Oakdale

[10:45] may is always a very special time when

[10:47] we get to recognize um two departments

[10:49] at the same time um and I've said it

[10:52] before I think every elected official

[10:54] that has served this city has said it

[10:56] before we will stack our police

[11:00] truly have some of the absolute finest

[11:03] employees and more importantly people um

[11:06] in our in our city government um doing

[11:09] the public's work providing critical

[11:10] services providing necessary safety in

[11:18] do the city would not exist without you

[11:21] um and uh please keep up the great work

[11:23] we truly truly appreciate everything you

[11:25] do for our residents businesses and city

[12:37] business sign which was pretty cool and

[12:40] then also for the Willowbrook 12th

[12:42] edition plan unit development amendment

[12:45] final plan and site plan all passed

[12:48] which I believe is the final edition up

[12:50] there that's exciting the last one

[12:54] alrighty we'll keep things rolling check

[12:56] in oh move on to award bids we have a

[12:59] couple tonight uh I'm going to guess

[13:02] public works director corey come on

[13:05] down walk us through these two action

[13:08] items uh thank you mayor i'll take the

[13:10] uh the first one about the Willoughbrook

[13:12] Park uh project so this is an extension

[13:15] of the conversation that has been

[13:17] ongoing for quite some time uh back on

[13:19] March 11th uh you as council members

[13:21] approved uh plans and specifications for

[13:24] uh what will become the Willowbrook West

[13:26] and North projects um as well as the

[13:29] installation of a uh restroom and open

[13:32] air shelter picnic area there uh at the

[13:34] previous council meeting we did approval

[13:36] for uh architect for the restroom this

[13:39] is another approval as part of that same

[13:41] project uh we went to put out a request

[13:44] for bids and seeking a general

[13:46] contractor for the larger scope of the

[13:48] project site work uh site amenities

[13:51] landscaping uh really the the main body

[13:54] of the project that's going to happen

[13:55] out there so we're very happy over the

[13:57] 22 days uh that that was out to bid that

[13:59] we received uh seven bids from different

[14:01] contractors were um very competitive

[14:04] very happy with all of the contractors

[14:06] that went through ultimately um Sunra

[14:09] Construction uh was the low bidder uh

[14:12] with a bid a base bid of

[14:15] $890,650 um all in told uh the project

[14:18] we originally had an estimate um for the

[14:21] project with to include a 10%

[14:23] contingency of $979

[14:27] uh715 and with this one uh coming with

[14:30] the contingency um number into that we

[14:32] were

[14:33] $9,742 under our projection so that that

[14:36] was definitely favorable um uh for us

[14:40] and we're happy to move forward with it

[14:41] um just as a reminder for um for council

[14:45] and for those members of the public that

[14:47] um that may be curious the funding

[14:49] sources through this project uh started

[14:52] as a consortium of a couple different

[14:53] projects the council moved to merge

[14:55] those ultimately settling on a overall

[14:57] project budget of

[15:00] 2,66,000 we at this point with the bids

[15:03] that we've received so far we're

[15:05] projecting to be about

[15:07] 2,65,000 so we're just under $1,000

[15:10] under that um but that also does include

[15:13] some um alternates for pick some shade

[15:17] features and then some lighting which at

[15:19] this point staff is requesting that we

[15:20] table those decisions we're only asking

[15:22] you to um requesting that you accept the

[15:25] bid and recommending that uh the council

[15:27] accepts the bid for Sunram Construction

[15:29] again their base bid of

[15:32] $890,650 and once we um as we work with

[15:36] the architect and finalize the details

[15:38] of that restroom and open air shelter

[15:40] and are able to finalize exactly what

[15:42] those numbers will be we um at that time

[15:45] we would come back to the council with

[15:46] uh requesting uh your feedback on uh how

[15:49] you would like to proceed with any

[15:50] alternates and we'll be in a a much

[15:53] better position overall to ensure that

[15:55] we stay within that budget line so with

[15:57] that happy to answer any questions

[15:59] council members any questions for Corey

[16:02] i have one how long are the bids for the

[16:05] alternates valid for so and do we expect

[16:08] having that decision before those bids

[16:10] expire yes so Sunramm Construction they

[16:13] were responsible for two of them as far

[16:15] as the or they're in their bid um as bid

[16:16] alternates for shade features i spoke

[16:19] with the uh the owner um of a president

[16:22] of that company myself and has no

[16:25] concern with delaying that uh we're

[16:26] we're expecting um to be able to come

[16:28] back to you in July uh whether it's the

[16:30] first or second meeting with those and

[16:32] um we'll be able to they feel that

[16:34] they'll be able to adjust their project

[16:36] schedule to accommodate that um that

[16:38] would be shooting and as far as the

[16:40] lighting goes that's with a separate

[16:41] contractor must go and and there's no

[16:43] concern with us um actually the numbers

[16:46] that you see in the table provided in

[16:48] the RCA you know while we had a almost a

[16:51] $9,000 um difference in the general

[16:54] contractor price there's only about

[16:55] $1,000 difference because when we came

[16:57] to you in March those were um estimates

[17:00] we didn't have the final numbers for the

[17:02] electrical and we have since received

[17:04] those so the numbers in the table are

[17:05] are final and so they're aware of our

[17:07] intent to um delay that decision in the

[17:11] whole situation of you know what we're

[17:13] trying to achieve and are are willing to

[17:14] support that

[17:16] okay uh council members any other

[18:40] High Point North uh basically between

[18:43] the new Aldi and the new Starbucks it's

[18:45] zoned Immatian PUB commercial sites are

[18:48] allowed and it is guided commercial as

[18:51] well uh the purpose of this subdivision

[18:54] is currently it's one uh single lot and

[18:57] the uh owner developer would like to

[18:58] replplat that into four individual lots

[19:01] to allow for uh potential selling off of

[19:04] those individual parcels at at a later

[19:07] date um there was a slight modification

[19:11] um since the from the uh

[19:14] uh resolution that was in the packet

[19:16] where we had two conditions and I

[19:17] believe you have a revised

[19:20] uh copy in front of you that only has

[19:21] one condition u we did receive

[19:24] clarification that the uh the former

[19:26] condition that um they modify the

[19:30] resolution or the easement related to a

[19:33] private utility easement that's been

[19:35] addressed they provided the significant

[19:36] documentation so just to make this clean

[19:39] we'd uh uh request that uh council would

[19:43] act on the revised resolution that has

[19:46] just one condition and I'll read that

[19:48] which is the final plat must be revised

[19:50] as necessary to meet all city attorneys

[19:53] plat opinion and the buyer developer

[19:55] shall further adhere to all

[19:56] recommendations of the city attorney

[19:58] regarding title matters and recording

[19:59] instructions for instruments associated

[20:01] with the development

[21:43] tall trees in um the backs of their cars

[21:54] the master gardeners who supported and

[21:56] gave out those seedlings because my

[21:58] white pine seedling named Basil is uh

[22:02] planted in the backyard right now so um

[22:04] just what a wonderful event after 50

[22:07] years we got the rhythm down you know

[22:09] it's a smooth event um doing great i'll

[22:11] echo Council Member Moore's comments a

[22:13] big thank you to all of our staff um you

[22:15] know we've changed the process we've

[22:16] changed the location we've made tweaks

[22:18] as as we've learned more every year it

[22:20] does incredibly well our residents love

[22:26] fire department for hosting at the North

[22:28] Station um to all of our public works

[23:25] of trees dead trees dying trees damaged

[23:27] trees were cut out of there um and so

[23:29] this project is tackling the

[23:30] reforestation of that park this year so

[23:32] um if you are interested in volunteering

[23:55] the recreation programming and uh the

[23:57] schedule of events for Summerfest and so

[24:02] information for our residents about

[24:04] what's going on in the city as well as

[24:06] especially what's coming up in our city

[24:11] Celebration is just 6 weeks away that is

[24:14] a little scary to say um but always so

[24:18] much fun mark your calendars for June

[24:19] 23rd through the 28th uh for Summerfest

[24:22] featuring crowd favorites like the Grand

[24:24] Parade free concerts uh the Nature

[24:26] Preserve 5K food trucks fireworks tons

[24:28] of kids events bigger and better even

[24:30] more than last year which is pretty cool

[24:38] thank you to the Oakdale Summerfest

[24:40] community organization a group of

[24:41] volunteers who do so much work um

[24:44] pulling this event together um I met

[24:46] with them on Friday they are they are

[24:48] full steam ahead they are excited

[24:50] they're ready to go um but they are

[24:51] putting in a lot of work to make this a

[24:53] big another success this year so a big

[24:56] thank you to them finally city offices

[24:58] will be closed on Monday May 26th in

[25:00] obser in observance of Memorial Day

[25:02] regular hours will resume the following

[25:04] day um hey we even have a city council

[25:06] meeting that night so if you're looking

[25:07] for something to do on Tuesday May 27th

[25:09] come on down come hang out with us it's

[25:11] in my

[25:13] script uh claims we got to pay the bills

[25:16] uh claims roster April 23rd through May

[25:18] 13th 2.395 million and change council

[25:21] members were there any claims we wanted
