present this staff report for this item all right Elanor you're online tell us what what we need to know hello everyone I do believe that most of you were there at last week's um public hearing um but this plat is a simple residential plat to add a new 5 acre residential lot um breaking that off of a 40 acre um existing lot um the only items of note was that this would be going off of a shared driveway with two other um residents already using that driveway but we had um passed a variance back in the back in March to allow that so we've been talking about this plat for a while um I think we're on the same page with that as well as a wetland delineation that kind of had some issues but has now been resolved and everything is a okay with the Wetland delineation at this point so does anybody have any specific questions that I can help answer just a quick one Elanor is this one where we're requesting um replacement uh drainage and utility ements or is that a separate item um can you repeat replacement drainage and utilities talking to Jake softly about a drainage and utilities is it on this plat no it is on a it's on a lot line adjustment that we're working on I just wanted nothing else to do today all right uh so now we're on to the Heavy Hitters we got the sheriff in town and Jessica would you please go through your program absolutely good evening mayor council members as most of you know I'm Jessica Slavic I am a lieutenant with yoa County Sheriff's Office and I'm also the liaison between our office in the city of Columbus um tonight I've prepared a report to talk about this last quarter calls for service um and wanted to cover some things in particular I wanted to do things a little different this time than what I previously have done instead of rambling a bunch of stats off I kind of wanted to break things up into different call types um I did give everybody some statistics um and some graphs on the second page just showing Trends since 2019 and calls for service to date um ending September 2024 but I wanted to start uh just by saying that summer months are typically very busy for law enforcement Columbus was not an exception to this um July August and September brought in 225 more calls than it did in the previous quarters so this was about a 45% interest uh increase and the calls for service um and I wanted to start by talking about property crimes because we did see a small spike in property crimes um we were trending pretty good with no burglaries or attempted burglaries um but we did have two burglaries 13 thefts and five damage to properties um however if you look at the graphs from the second page you'll still see that we are significantly lower than where we have been um dating back to 2019 and even into 2021 um I just wanted to cover a couple samples of some of the reports that we received so people have an idea of some of the burglaries and thefts that are occurring um the first one I want to share with you was from July 28th it occurred at the 14100 block of West Freeway Drive I don't know if many of you are aware um I've been in Minneapolis lately but they have those electronic scooters and bicycles everywhere and you basically just scan a QR code put your payment in and then you can Cruise throughout the city and then wherever you leave the scooter or bicycle um they're all GPS tracked so the company can pick them up charge them and get them where they need to be well the deputies had a call from one of these scooter companies um reporting that they had a bunch of stolen scooters and they were tracking to the location on Freeway Drive the deputies responded to the location and saw a couple males outside tinkering with the scooters um it wasn't the VIN numbers to the ones that were reported missing and ended up being additional ones um so they were able to recover all of those scooters and then that is going to formal criminal complaint to be charged with felony theft um the other burglary or damage to property we had was on August 19th um at the 5500 block of 197th Avenue there was an enclosed uh trailer left at a job site um it was secured locked but it was broken into and multiple tools were stolen on August 30th at the 7600 block of Broadway Avenue there was a theft of package from somebody's front steps and then on September 9th at 91 100 block of Howard Lake Drive there was a theft of a vehicle overnight the keys were accidentally left in the vehicle um and the home owners woke up with a vehicle no longer in their driveway and then recently um we had a couple on September 29th um one of them was the 9700 block of Howard Lake Drive um around 11:00 p.m. the homeowner heard a loud thud and then waited a couple minutes heard another loud thud and upon inspecting somebody was trying to boot in the service door in their garage um so deputies checked the area they were unable to locate any suspects um but then that same night uh the 8900 block of 178th Avenue um while a homeowner was out on an elk hunting trip out of state he did return home that same day and found that his pbor had been broken into um some of the items stolen included an ATV a fish finder and a lot of other outdoor equipment so that kind of summarizes property crimes um again a small increase over the summer months with people out cusion neighborhoods and checking to see if doors are locked and if vehicles are left unsecure um so I'm just making sure everybody's Vigilant about that um especially if you're having work done on your garage doors or anything and you're leaving your vehicles in the driveway taking those garage door openers out for the night ensuring that keys aren't left all those little things um unfortunately people are walking our neighborhoods in the middle of the night looking for those opportunities um any questions on property crimes well I have um can I ask a question about the um about this or haven't we gotten to that yet we can go right ahead okay well I was curious because and I like the way you have this um it really tells a story so when I'm looking at like even the one up in the first Corner the burglaries in 2019 2020 21 you know they were high and it's just gone down to two or one over the last two year I mean that's a significant decrease so was there any change it is a decrease and I don't know whether it's the crimes are changing um some other things to take into consideration is a lot of times when people were committing burglaries they were looking for prescription medic ations they were looking for checkbooks um things that they could then leave um sell utilize checks and a lot of that has shifted to where people don't have checkbooks and pay with check like they used to um the prescription drugs aren't being readily prescribed like they used to since the opiate settlements and stuff like that people don't have a large amount of Narcotics laying around after surgery and then there's the been the huge increase in the introduction of home security systems the ring doorbell all of the other types of home surveillance so it is an interesting Trend yeah well then that probably answers the other one I was looking at which is the drug arrests were really high in 2021 2020 and 2019 and then they went way down so that must have been right after that same yeah uh the drug yeah it's definitely a contributing factor I there's could be other reasons for that as well um I mean I know that the opioids are still being used and Y um we're still seeing it but well that's good news that things are I mean I see other things yes have gone up but at least some things are going down yes yes so there was that increase but I think the overall trend is still in a good spot and thank you for the feedback on this type of report I think if it's okay with everyone I'll continue bringing something similar moving forward I I've got a question Jessica what is this kind of a trend in the county or is it just us I will say the property crimes in general have gone down um overseeing the criminal investigations Division and the crime scene Unit were not responding to as many burglaries as we used to to where recovered stolin and residential and Commercial burglaries back in 201 and into the early 2000s we were our 20 up to 2020 21 were our bread and butter that's primarily what we did but then uh you know when you're looking back in the Years here like these theft calls when uh you have something like a catalytic converter taken from let's say it's a dealership and they got five cars is F5 calls yes that would be five separate incidents CU there a case number would be pulled for each victim okay so that would give us a higher number so and a lot of education and awareness has gone into that the tags um recycling companies now have rules and regulations so as you know the crime starts being committed at a higher rate different things are put in place to help combat that so that's good helps but the this does still include all the retail theft um gas drive off some people pay you don't pay for their gas and and those sorts of things but yeah about uh computer crimes you know are is that's do you guys get a lot of calls on that like the big computer crimes that we do get that I'm most familiar with from working in the criminal investigation division is the solic itation cases um solicitation of minor the unlawful distribution of pornographic images um we do we do try to do a lot of Internet safety planning with families um around surrounding teenagers having access to cell phones and all of the different social media apps and messaging apps um it tends to lead into problems so we do get a lot of the unlawful dissemination ation and solicitation of teenagers finding strangers online and engaging in conversations and sharing of images that they shouldn't be sharing but but the Cyber crimes aren't as bad like the white collar cyber crimes no I don't get a lot of that well I like to format too good kind of shows us where we're going yeah I do like this too thank you okay let's move on to oh I'm sorry before you go on I have a question and I don't like to expose my ignorance but what's the difference from a burglary and a theft so a burglary is an actual dwelling so a residential dwelling you enter a dwelling if it's an occupied dwelling it's a first degree burglary if it's unoccupied dwelling it's a second third um degree burglary and a theft can be anything from a shoplifting um taking something without permission or without paying for it so the burglar is a little elevated from somebody's home yes our our resident so and a theft could be walking over to Walmart with a stealing a candy bar yep right taking something out of somebody's house or some out of somebody's vehicle so because a vehicle is in a dwelling that would be called a theft from vehicle versus a burglary that it and I have a quick question too I also like the format the traffic arrests versus the traffic stops does that so if I'm reading this correctly so far in 2024 there's been 731 stops and 137 arrests are the is the difference between those warnings yes yes and that's typically at the deputy's discretion a lot of times uh traffic enforcement can be educating the public and a lot of that also depends on the driver their driving history and taking those things into consideration and is there still um kind of a concerted effort towards speeding yes okay I we had a open house here last night on some uh proposed projects on pomac and boy did I hear lots of people talking about speeding on that road thank you for sharing that with me I did get some of the meeting notes from yesterday and at any time whether it's due to this or the general public calling with complaints feel free to let me know I can put some concentrated efforts in those areas and saturate that area thank you I see your do eyes are up are you guys having any uh programs going on on that or they just you know we do have a DWI task force I don't know when they run their operations and what locations they're doing them in I think they're primarily in saturating different areas more in like Fridley Rapids I don't think there's been one in the Columbus area I think that's just the traffic enforcement it's not even the holidays [Laughter] yet okay let's move on to some property crimes um this last quarter we did have three assault arrests and one robbery um I want to talk about the robbery that happened at the Grand Stay Hotel um it involved um it occurred on August 24th and it involved a male and a female they had recently just met through an online dating app they agreed to meet up at the casino um sometime during the evening between their time at the casino and the hotel things went wrong um the female tried to leave she got into the passenger seat of her friend's vehicle and then the mail party came around the rear passenger door and was able to reach in and remove the female's purse who was sitting in the front passenger um he then fled in his vehicle he came back to the hotel deputies were able to locate him and then he was arrested for the robbery and um that case was assigned to the criminal investigation division um and then been charged out through a formal complaint as well um I wanted to talk about some motor vehicle accidents um there were 14 personal injury accidents and 39 property damage crashes in this past quarter um we did have a pretty scary incident that just occurred on um Broadway at the 6700 block it was an actually a head-on collision um luckily nobody was seriously injured uh but what we had was a vehicle traveling Westbound and another vehicle traveling eastbound the westbound driver was a 17-year-old male he had gotten distracted or zoned off he ended up veering into the opposing Lane of traffic in hitting a woman and her son head on um luckily everybody the 17-year-old was taken by ambulance to a local hospital for his injuries um but he was eventually issued a citation for the careless driving um so that's always important to be a very defensive driver and Vigilant because you never know when somebody's going to Veer in to uh into your Lan of traffic so um going back to some of the traffic enforcement um we did have a lot of DWI around one of them occurred on August 8th at the 6500 block of Broadway Avenue um the deputies actually were attempting to stop a vehicle for going 100 m an hour in a 55 Zone um anything over 30 is automatically a careless driving um you can still be cited for the speeding but it's also a careless driving um that vehicle decided to flee and uh the deputies pursued that vehicle uh for the Reckless d driving um and then a call was aired that a vehicle matching that description had just gone off the roadway Witnesses stated that the male and female had ran from the vehicle down the driveway um deputies were able to give Chase they did catch the driver um she stated that she swallowed 3 gr of fentanyl uh an ambulance was started for her so she was transported to the hospital to be evaluated prior to being arrested and transported to jail and then the K9 um responded and the Drone was launched in the air and they were able to locate the male suspect and he was also taken into custody and then on September 18th uh there was a second degree DWI a caller reported that a vehicle was all over the road on Broadway going in and out of the ditch and in and out of the shoulder and the deputy was able to intercept this vehicle get it stopped assess the driver for their conduct um he smelled like alcohol um observed multiple bottles of vodka in the passenger seat and he conducted fied sobriety test and he had a blood alcohol concentration of 323 oh my gosh so whoever the citizen was that called this in I very much appreciate that because the public is our eyes and ears when we can't be to all places at once so calling in a DWI safely staying back and following the vehicle and giving dispatch updates if they turn off the roadway so we can get in and uh start following the vehicle observe the driving conduct that will lead to you know making a lawful stop and then we can assess at that time um I do want to bring up something as I read all the Columbus reports um one really stuck out to me that made me chuckle a little bit I didn't even know that we had a call type called stuck elevator and I don't know about any of you but when I'm anywhere and there's 17 floors I always hope that I don't get stuck on an elevator um but our deputies were dispatched to Grand State Hotel on September 26th for two men who were stuck in an elevator the surveillance video showed that they were jumping on the elevator which caused it to get stuck the Forest Lake Fire Department responded as well as elevator repair company and the jumpers had to pay $1,000 in service fees to get that fixed so yikes don't jump on an elevator I think that might be the only elevator in Columbus I just I had to laugh I've never seen you know I see all the other titles of trespassing domestic assault and then I saw one that said stuck elevator and I thought what is this uh but overall arrest were also up Deputy has made nine felony arrests 11 gross misdemeanor arrests and 20 misdemeanors and their traffic enforcement did lead to 7 DWIs four narcotic arrests and then 10 warrant arrests um other than that from the last time I was here we had some discussions about the call volume um depending on the time of day and I did take a look at all of the calls for service as you know our coverage is from 14 or from 2:00 p.m. to 2 a.m. um and I looked at all the calls that come in between that 2:00 a.m. and 2:00 p.m. period where there isn't a Columbus Deputy um and that was only about 30% of the call volume so the other 70% of the calls are within the time that a deputy is assigned to the city of Columbus the other thing that we look at is all of the calls are assigned a different priority level and the majority of the priority level calls are in that window of 2:00 p.m. to 2: a.m. and that's what I prepared for a quarterly report any other questions um this is Janet I just have a comment first I wanted to thank you so much for uh your help with Fall Fest and for all of the deputies that participated I mean we didn't have great weather but um you know there it's it's always one of the favorite things for people who are there the the K9 demonstrations and the fingerprinting and the drones and the whole bit so I just very much appreciate all the help that you give us on that and and the traffic control too it was now not a nice day to be out there Mak sure that people could safely cross Kettle River thank you Janet I'll make sure I pass that recognition on cuz I believe there were detention deputies from the Jail Division and um folks from all different divisions that can appreciate it thank you thank you in addition to Jessica's report the 2025 an NOA County Sheriff's Office law enforcement contract for the city of Columbus is presented for Council consideration and recommended approval for tonight's meeting I might add that this year's contract is a 2.4% increase over last year's contract which contrasts greatly with the 12.8% increase that occurred between 2022 and 2023 Jessica's also informed me that there are still ongoing contract negotiations with the deputies but has told us if there's any difference in the cost that an NOA County will absorb those and not pass that along to the city does Noone know that that you've said that yes unfortunately um the bargaining the negotiations take so long and I think they're anticipating a 5% increase but we just don't know and we don't want to indicate that increase there's already other increases that take place every year so we'll just wait until those are settled thank you so I do have two questions um first of all um do you or um I'm not sure Jack or if anybody knows if you did a comparison of the language of our of the contract the proposed one to our current contract it's the same it is the same okay all right and my other question is and you might not know the answer to this but I just started looking at the numbers on the pricing which you're right it's only two you know 2.4% higher and I must not have looked at this last time but I was looking at the health insurance I know health insurance is high but for 2 and a half people 37,000 in one year that's it like where I work the company pays part and I pay part yes so is this the full amount do you know or does like the county pay for part of it and this would be what the county is paying for okay so it could even be more than that potentially yes yes and I know that we were told cuz our open enrollment starts at the end of the month and there's a 5% increase in the premiums okay do you think it's higher for police officers just because of their line of business or I don't know I really actually feel like the county offers really good benefits personally but I don't know in comparison to other okay I was just curious it just it stood out to me as being even higher than normal okay um for I mean I know it's high but it just seemed higher than normal so okay I will ask I'm going to look into a little bit more of that okay get back Sue I will give you an example of a neighboring City that offers a cafeteria plan similar to ours and their monthly contribution or payment of that is $1,500 a month which would be $18,000 a year for two and a half people that would be $45,000 oh okay so compar that's probably yeah that's even a little higher that's a really small group I mean I'm I'm assuming the Count's participating in as a pretty big entity yes so I mean I can tell you that the health insurance that I purchase through the university and I pay everything so it's the same as what the employees get is more like 12,000 a month or 12,000 a year oh wow so but they're huge right I mean that they have a huge group so I mean a lot of times your rates are really based on how many people are enrolled in the program so well let me get a little more information soon and I'll follow up on them thank you just to kind of build off that in question so is your insurance through the county or is it's through the officer's Union it's through the county it is okay gotcha yeah cuz I I feel like it's it's pretty close to going right for what I'm what I see out there um work with pension plans and health insurance and things like that it's right in there okay I mean some are substantially higher than that if that's for two people right yes yeah well I am getting a way better deal than I thought at my work yeah I know some of the increases are vehicle insurance went up about 177% um and then the jet costs so the joint law enforcement Ethics Committee had a slight in um increase and I'm assuming somebody's a representative on Jil is that youu no okay so for those that don't know that it's kind of the joint law enforcement in inoka county that works on all of the RMS and CAD systems and squads when we need to purchase new radios all of those kind of joint County Law Enforcement efforts and those fees are increasing oh okay all right otherwise that was all the question questions I had anyone else anything J no and the budget is presented to you requesting you consider approval of it there's a motion prepared if you wish to act on that so I can make the motion um so I would move to approve the 2025 and Oka County um [Applause] 30 bye all right now onto something more fun Force Lake ATV 2020 2025 budget presentation Paul follow that come out you had your health insurance primary right into me what's yours going up to please pull your microphone up close and I do not want mine know what mine is going up to yet I shall find out very soon yeah that's pretty good so I am here to ask for your approval for the same percentage that you give every year of your franchise fees Peg fees to Lakes area TV I can go through a few highlights of what we're going through and and we'll just kind of start from there if you have any questions stop me at any time because I'm making this up so um we live stream a lot of things we started doing that a few years ago CU that's where a lot of our viewership comes and our home opener football game this year had 9,000 live viewers which was the most we've ever had so we were kind of proud of that previously it was about 6500 for a football game so that was kind of cool for our live streaming um this year I've been I worked a lot with the Chamber of Commerce last year so then they offered me to partner with them next year going forward so we're going to offer some production packages to chamber members I've I meet with Nan all the time I just met with her to offer some commercial opportunities for people to sponsor certain football games if we have 9,000 eyes per game you know we get 20,000 viewers per season we we can make pretty good commercials for people we're going to call them promos I can't have commercials and so we're looking at that going forward um do we need to advance the slides for you nope that's a different thing okay so that's Sue's fault we're going to get to that later okay I kind of brought that to my cable commission and blew through it and I didn't know if I should use it or not and Sue said that's fantastic bring that to my Council all right close I'm paraphrasing a little bit um reaching out to neighboring communities we have never really worked with Wyoming in the past and and I started live streaming Wyoming's uh songwriters in the round uh sometime last year and that is slowly growing we bring in they've been doing that for years with a one camera and then they would stream with a cell phone and I bring in a four camera system and I bring in a really nice sound system tap into their audio and we do a multicam live stream the bands love it it's growing in the community and so that's just kind of a cool thing that we just reached out isn't necessarily part of our joint Powers but I believe that brings value to Columbus and Forest Lake residents so they have that option to watch that live and then it stays up there after live and that gets that gets a lot more viewers after live than it does live but it it gets hundreds of viewers so kind of a cool new thing uh launched our new website which I can show you when we get to a slide in there and I kind of told you about that last year where all of your meetings now you can go to any meeting and find an agenda item within 10 seconds it's just very quick you it's I I've I've limited it to the year so you're not going through hundreds and hundreds of meetings which you usually do if you got to go to an old meeting they're all on our YouTube channel they're categorized but on our website you you can pick a date click it you're in the meeting the agenda pops up on one side we have chapter markers on the next side click a chapter marker and you're watching the exact thing you want to watch and so those kind of go for every meeting we do now and we finally launched I've been working on the website for quite a while but I just get kind of busy so I finally got that kind of automated to where all meetings are going up in that um another thing in anticipation of the election I just kind of had a brainstorm idea let's see if we can highlight candidates so I kind of reached out to local cand Cates if they wanted to give their stump speech you look at me like you didn't get this so I can see it now I will offer it to you right now if you want so Ron no he got he got it through the chamber everybody got it through the chamber so were you at the chamber one though or you weren't you but you got that off yeah so we we did a live stream forum for the chamber and we did three different forums there from split rocks we did Wyoming and Columbus in one room we did Forest Lake City Council and mayor combined in the next room and then we did a lot of state representative candidates went first in that at split rocks and then I worked with League of uh League of Women Voters from White Bear Lake branch and we did a forum for Forest Lake for the school board and then for city council and mayor in there and those are all online the individual candidate videos are all on our website they're all on our YouTube channel so people want to just go watch you know Ron did very nice came in for 3 minutes here's what I'm here's what I'm fighting for here's what I'm going to do for you and that's kind of what I want wanted to you know a lot of times people don't get their exact message out the way they want so I tried to give candidates you know a chance to just say here's what I'm going to do for you and I just thought that was kind of cool and I'm getting pretty good response from a lot of people on that so I'm kind of glad I did it just to add on of that so I'm about 95% of the way there technically at how I'm going to do this but I'm going to live stream all the results of the election live as they come in from Secretary of State on my YouTube channel and on my TV channel so you don't if you don't get cable I'll give you a YouTube link and you can go sit at home drink some wine you can go go to the bar and have a beer and I'm reaching out to all the local bars and restaurants so they can put it on TV and as results come in I will be updating them and you will see them on the bar on the TVs oh very cool really nice I've got most of it figured out I know I will have it within a month so I'm confident of that um that was the live election oh one just kind of personal things kind of cool is I do a thing called a mck car crash I partner with the police department in Forest Lake I part I partner with the school in Forest Lake and the fire department and every two years we do a mck cratches was kind of a bring awareness to what an innocent action can changed the lives of a lot of people this year we did one on distracted driving there was no alcohol there was no drugs was literally kids on their phones and I thought it came out kind of good so I entered it for an Emmy just to see what happened and I got nominated for an Emmy cool but we will find out next Friday if I won the me wow congratulations so IND highlights of the budget for revenues um as in previous years our revenues Dro because cable subscribers drop and streaming services is kind of where it's at so our revenues drop a little bit every year this year we will come in about $7500 over budget and a big part of that is because we are required by annually to have an annual have an audit and our a our auditor estimated this year at $10,000 and we reached out to I reached out to a lot of places and that was just kind of what a lot of people said we're going to start at $10,000 so that's and we we have a we have enough cash in the bank we have quite a quite a surplus sitting there so we can cover that it doesn't really hurt us and the whole commission kind of voted that we have our joint Powers agreement coming back up for renewal in 2028 so many rules may get Rewritten may change at that point so we'll kind of worry about how the audit fits into that at that point and we have enough to cover it next year just to follow the regulations we're supposed to do it and that isn't even a state requirement we fall way under what the state says we should make to to require an audit it's up to the commission the commission doesn't really want it but it's the city of forest lake that is requiring it by annually and the the reasoning by behind that is if you go more than two years your books can get off quite a bit and we even had our board chair fix our auditor numbers on the last one which is kind of bizarre that was interesting um I'm doing the the way the rules are is we haven't really done a lot of promotional stuff but I am I am reaching out and doing sponsorship opportunities for local businesses to help bring in more income as a production company we did I did quite a few extra videos that brought in I think we're up to 10 $15,000 that I brought in just doing Productions like the M car crash paid us $2,500 and I do things for the schools and so by adding business sponsorships to things I'm hoping to offset that $7500 that we're in the red next year um our expenses are three main things um our salary is going up I'm the only full-time employee health insurance is going to go up we're going to find out how much in a few weeks here but we I think we guessed 5% was that what we yeah and so I I have my insurance guy on a hot line as soon as the numbers come out he's going to reach out to me and so that's kind of where our budget is and you guys have the budget in front of you and if I am here mainly tonight just for approval of that and and you guys give the same percentage so it should be already somewhat figured into your budget I'm not asking for a higher percentage than normal any questions I got a question Paul okay so I watched the football game okay against Woodburry yep what was the matter with the broadcast they go off or come on it go off which one was that Woodberry one last week last week so that was my guys did something that was the audio only Version Y yep that was my guys they do that on their own and unbe announced to me they did it from their garage this time and watched it on their TVs and announced it and I had a wireless hot spot they used and they put it in a place that they did not have a good enough signal and it got fixed after the four first quarter it should have we figured out how to transfer it to their home Wi-Fi oh well it's a great great uh tool I mean homecoming your team uh your cameraman did a great job so yeah and I don't know if you watched the first game that we had the 9,000 viewers I will say we had 9,000 slightly upset viewers because we had an entire grid blackout with 2 minutes left in the game where all all of Forest Lake lost power and when it finally came on it was out for about six or seven minutes when it finally came back on they started playing like that my system does not do that there is so many things that have to boot and connect and so by the time my system was up and running the game was over and literally Forest Lake was down by like three and marching down the field and the power went up oh boy and it was like come on man I don't know if it it's good or bad they did not make it so and Brian who was sitting in the room had the foresight to hit record on his camera so then the next day we took his recording and I have all the footage of the blackout I mean our Ranger fans in the stands are doing chance and dances they're having a ball in the blackout all of their cell phones are on so we ended up posting the end of the game with the game the next day so thank you Brian he can hear me in there yeah he did a good job running up and down the field yeah I got I have a new wireless system for him he's always been tethered and we would plug into the field and it's always been a little wonky and we have these new wirelesses that you're supposed to be able to go a th feet and it's the first time he's not Tethered to anything and I want to put a camera just on him because he's running back and forth with his camera up and down the field should I go in this end zone now should I go in this one now and we're getting just spectacular footage I put one camera just on the Ranger fans so we can jump to them when they're going crazy so it's it's it's getting better and better and and our crew does really well at that well it's a great system because uh I know grandparents or who was ever well they're not doing it now in Florida but they can watch the game you know yeah we we I I have fans especially when we do hockey I have I have parents that come up to me and and they're thankful when their team is playing Forest Lake because they know they can stay home and watch the game because it looks great at home so we're pleasing the other cities too do a good job thank you and then I just want to thank you also for all the work you did on Fall Fest I mean you were there Friday night all day Saturday Sunday with the worship in the park it was amazing you spent a lot of time doing that and um I really I really appreciate the coverage and and and you share those shots with us for the following year and that's just so wonderful too so thank you for that you are more than welcome it was very frustrating Saturday because of the weather yeah trying to find because everything got moved so Jan's literally saying wow we got this going on quick over here cuz everything I mean I think the the Humane Society got rained out four times yeah they'd start it'd rain they'd stop and so that was a little frustrating and then the worship in the park was just this glorious sunny day and I have the most spectacular footage I was I didn't know what I was going to film and it just filmed so well at the past I had one of the pastors come up and say I don't know who you are but I can tell you're getting great shots how do I see well that was that it was it was just you went over and above that was really really nice absolutely my pleasure so I just got a quick question so for the hockey games is that direct directly through your television station or is that through like the hockey Barn that is through me so I do all of the home games and so to cover my costs I couldn't afford to do all the games so I work with the hockey boosters boys and girls and they covered just my production costs and so I break even by going there so I only have a certain amount of budget for my camera people and I have to show up with at least two camera people sometimes three or four two announcers plus me so it's just kind of to cover what it cost to be there it's very cheap and this year for the second year in a row boys and girls bought the entire season that's great yep so we will stream all of them I am also hopefully working with Minnesota mards I put in a pitch to them to do their home games and the initial guy was working with was very excited he's not there anymore so now I'm working with the second guy and I don't know if what kind of legal reasons they're going to run into and if they have sponsorships that will not let me do it or not but I working towards that at least as long as they're here so that should be very cool yeah very cool so and another question I'm involved in the Hockey Association there is and Ron had alluded to like you know grandparents go watch it and things like that they're out of state if there's like a big jamby or tournament or something like that can the association reach out to you to have maybe that that per se filmed be life you can try so I run in it isn't money it's usually somebody 45 in the past has own rights to all postseason games and even if they're not filming them they will not let me film them live okay they will let me film them but I cannot post them until the game is over which that point kind of is what it is so last year we had a couple of games where both teams agreed to it and then I would have the activities directors reach out to 45 and make sure it was okay we were able to do a few sure but usually usually as a rule postseason jumps into another thing and somebody else owns it and a lot of times they don't even film them but don't let anybody else do it but I do try I work with the activities directors they call the other coaches and the other teams and we do what we can yeah that's great thank you yep all right are we ready for the motion I'll make throughout the state because cable companies are trying to kind of get rid of cable access and I hate to just throw that out but that's just what they're doing they're going to streaming a a whole streaming and a want to say service but that's their business model now which kind of hurts our numbers so I just kind of put together in the 80s when cable access was put together it was for one particular reason people couldn't see these things they couldn't see these meetings you had to have cable TV now I have a 100 times the viewerships streaming than I do actually on my channel so I just decided to put together a little slideshow just to show what we do do and I learned at my meeting I have to go really fast and the way I am I've already told you almost everything that's going to be in here so this was just the evolution of it we've involved just because of Technology everything is online now everything is streaming I I do my best to make sure we have a Roku Channel we have an apple it TV CH an apple Channel we have an Amazon channel so you can see us almost anywhere you just have to search us out if you have a smart TV or pretty much everything we do is on YouTube all of your meetings that same chapter system we do on YouTube now so if you go to my YouTube channel go to your meeting we have your chapters book marked in the notes so you don't even need to go to our website if you don't want so just kind of modern technology um stream worldwide kind of went through that um there's all the channels they have a tendency to go too fast so these are you can you can view us on any device you have period that's just the way it is this year with the new website I made it so you can actually watch what's on the channel live on any device I put that on two different pages on the website go to the site it'll say watch us live you can see what's playing right now um there's me talking about Miami again and that's more technology I'm out there filming with Cinema cameras that are Netflix approved I could I'm using the same technology they're using in Hollywood right now so it's kind of cool the quality we can get with gear that is so affordable that I'm just kind of having a ball playing with all of it uh I work with a high school just an absolute ton so I I stream all of their big events I work with the principls I work with the teachers I needed a camera person for this Friday cuz I have two people that couldn't do it so I reach out to the activities directors career counselors principles and they all just send me people to kind of help us out you know and they they I have teachers reach out we have you know I had meteorology students studying they wanted to see if they come in and do a fake weather reports so we set up the green screen they sit there with a TV and they do their whole you know whatever they do I figure out a way to help them figure out what they can do if they want to learn how to make films I teach them how to make films if they want to learn how to do 3D animation I have independent study program with some students whatever they want to learn I am just there to kind of help them do it we film a lot of teams in the green screen do kind of cool videos go their Jumbotron has been doing that for years so it's basically the partnership with the school has has just kind of blossomed into this this super cool thing on top of that podcasting so that's kind of growing as well I I think I pitched it to you guys last year and the year before if you ever want to make something can be about anything can if you think you're a great chef you want to make something on cooking come and ask me I will make a podcast on that I literally just filmed one for the community ed Department in Chisago Lakes today they just filmed their inaugural podcast cuz they just said okay let's just try it start it so if you want to do you know Jesse you're leaving but you do your your mayor's corner on your website if you ever wanted to just do an audio version of it I will bring it to you so it's up to you guys and I I say that to to you as people get to see how you're voting for things here but then if you wanted to get more in depth and kind of explain why you're voting a certain way everybody's life experiences are why you're voting a certain way because everything that you've gotten you to this point people kind of like want to hear that sometimes you know they may disagree but explain why you're doing it they might go okay I get that so if you want to go more in depth that's always out there we are on Spotify iTunes iHeart Radio Pandora anywhere you get a podcast search out Lakes area TV our podcasts are there um again we just kind of stream everything I I get I get emails from people on the other side of the world saying thank you I got to watch this I got an email last year from a parent who's who their parent the grandfather of a of a kid who was graduating got to go see his he would have never been able to get to the stands sit in the stands sent me this super long letter how he felt like he was right there and got to watch his grandkid graduate and it just was the coolest thing I love reading things like that I get those kind of emails all the time just kind of Thanking us for what we do this goes back to how your meetings that's how your pages look for your meetings probably could have put a Columbus one on the slide sorry about that and then so your agenda will pop up on the left the meetings on the top right the items are there you click anywhere on the right it jumps right to that part of the meeting and at work we do that for every meeting they're usually up the day after you have the meeting and just in general we're working as an archive all these things we have thousands of videos now on our YouTube channel and we have another archive but as long as YouTube's not going away everything we film just sits there you can search it out and find it our YouTube channel we categorize stuff very carefully so it's hopefully easy to find and I just love meeting people and telling stories and and getting to do what I do so I feel like I'm playing every day and thank you for letting me do it that's all I got wasn't quite as fast as when I did it for my commission but very good and thank you so much and it it really has been enjoyable being on the uh commission and learning about what you do and your passion for doing this and how it benefits the community and the school especially I think that the kids and the well the football fans um it's all it's great so I have been it's been nice being involved in that and I I love it so thank you and you're cool voice Center commission we're going to miss you so you come up with questions that you know that other people don't come up with so and I I appreciate that I'm always learning something from somebody and I don't discriminate other sports football gets a ton of viewers hockey gets usually an average at least a thousand viewers for every boy game live girls games get around 500 each game live basketball I five people would watch it I tried it was just kind of weird you know I try all the other sports just to see where the viewers are and if nobody's watching I don't do them so that's why I just kind of are doing those two sports because they consistently do very very well so all right again on to letter D city engineer good evening mayor and City Council Members um I guess the first thing I was going to do is ask Jack a question but I guess I won't do that right now um the other second item I had was to um as I indicated at our last meeting that uh of my intention to retire after the end of the year and so I and with me tonight is Brian bachmeier um who I wish to introduce as my replacement and uh Brian has a very extensive resume over 35 years in um Service as a city engineer in public work director but I will let Brian maybe kind of give you an overview of his resume and maybe tell you a little bit about himself so all right good evening mayor and Council it's a pleasure being here and as Kevin mentioned my name is Brian bachmeier I currently uh serve as a Consulting city engineer with Bal and mink I'm serving the city of Lindstrom and the City of Oakdale prior to my employment with Bolton mink I was the city engineer and Public Works director y Oakdale for 30 3 years and so um I have a pretty extensive Public Service experience uh while I was in Oakdale there was a lot of development so I was involved with well projects water tower uh construction Wells and lift stations so very familiar with Municipal services that are provided through your public works and uh public um infrastructure projects generally anywhere from 5 to10 million a year in projects on a on a personal note uh my wife and I live in Oakdale we've been there for 34 years we have two sons adult sons and no grandchildren yet we're patiently waiting for that eventually and uh we enjoy Woodworking and golf and just being outside so I'm looking forward to providing services to this community if you will have me and uh looking forward to a good and continuing the successful projects that Kevin has been involved with thank you thank you thank you welcome yeah and he likes to write a Harley too don't you well maybe a little bit um getting back to now that Jack's back um I had a question did those srf invoices get recommended for approval in regards to the West I don't know if that was on the uh consent agenda or not no that won't have to be we can we can pay those the explanations been given and that be done immediately so say that again I didn't quite catch up I said the explanation we had that you gave that to us at the last meeting so we verified what those invoices were so we're good to pay those okay so yeah cuz there are now at the U last meeting there were two invoices and now I found out there's four so the total the total cost of those invoices is and Cheryl will get up with those two those will have to be sent and backd because they're over 35 days and we'll get those backd and as soon as those are we'll process the payment well and it's not something for the city to pay it's just basically we're just recommending approval an NOA County will pay the invo all I'll give that recommendation to Ina County then so so anything else uh I have nothing further counselor no report tonight what nothing going on anywhere all right uh mayor and city council report run I have nothing well I have nothing I don't think unless Janet needs help with Personnel so I can phone a friend you can phone a friend all right Janet you're next um so I'm going to just mention something under the council report and then when we're done with this I can I can do the um Personnel commit report so um last Friday I think Jack sent down an email to all of us he he had forwarded an email he received from Jim uh I remember don't remember his last name Jim at the county Dickinson Dickinson um so he's the county uh administrator and it had to do with uh an application that we had submitted in partnership with midco and if you read that email it looked pretty Grim that we were we were turned down and and that was because the Grant application didn't meet qualifications or or um some of the requirements of the of the solicitation the RFP um I knew differently I knew that that wasn't true and so I've been working with um Jack and Jim and um commissioner Reinhardt to get this back on track and I am happy to say that it looks like we're going to be able to do that um so it looks like the it's not final yet so you never really know but it looks like the um uh Grant application that was submitted will get funded through a different program and we should be able to do those four neighborhoods that were um included in the Grant and so um you will get more information as this sort of a uh gets figured out and solidified but I just wanted to let you know that we're not dead in the water it's great news Rob uh couple things uh the Eda Columbus event um though it was a light turnout it was it was good interaction um I know multiple of us were able to get good interaction with the businesses over there um but it was a good event a lot of food was left but uh we you don't really know who's going to turn out some that RSVP didn't didn't show but uh but I thought it was a good event and uh Ron Jesse I were there till the end and and we're able to chat with some of the uh folks we didn't even know uh that were doing business like like Haley there that showed up and um so yeah that was a good event uh thank you to Ron for covering the fireboard meeting for me uh that I was unable to attend a couple weeks ago and then also just had a question as far as I I don't want to call it campaigning but question to Jack are are buttons and things of that acceptable last night um I did get calls after I left there was a few people that were mad and I said you should just call Jack and talk to him as it relates to wearing campaign things inside city council buildings parking lots things like that is that acceptable or not so I know for future events I can address that Jack reached out sorry Jack want to introduce it uh Rob called me this morning and asked me the question so I reached out to bill for the legal opinion on the matter so he'll present the standards that apply to this and related to last night's event okay mayor and Council I did took it take a look at the statute the statute provides that um wearing those items is prohibited during voting hours so when you're outside of voting hours it's not prohibited except for on the day of the election okay so that's the that's the rule that's the bright line okay thank you thank you for that I would also just add that we actually had cleared that beforehand so we we had asked that question of Jack at a time yeah no I know I had my regular official city council tag on as did you but I I was asked the question by multiple people and I had oh it was more than asking questions people were taking pictures and posting it to their Facebook page and got told to get the off the property yeah I got pictures sent to me too so that's due diligence for constituents I need to follow up right so Mr Mayor and Council and I've offered this to each of you individually um with our retainer agreement um You can call me anytime you have a question as long as it's City business and that that question would be City business so I I encourage you you don't have to wait 24 hours or you know you can call me at any time you have that type of question and I'll be happy to provide the guidance that I can thank you thank you you Mr Mayor I got I'd just like to compliment uh council member uh Janet hegan for this MCO deal I think if she excuse me wasn't looking in it so deeply like she did we wouldn't be getting this money this 300,000 I believe that's more than that yeah and I mean it could have slipped through the cracks and uh I don't think our c cens would have been getting the the updated MCO you know broadband internet service yep so I thank you you're welcome yeah definitely thanks and there there's a lot of grateful people out there I know like like zingu I was out there and they were pretty happy that they're going to get served at some point it's very easy to kind of I know you've worked on it for years the Minco but it's still very easy just kind of Let It Go but I seen you brought it up to our commission County Commissioner Jeff tryart and and and I have to say he has been truly an advocate for Columbus I mean every time I've reached out to him he's really gone to bat for us so I think he feels strongly that you know this is something that the county should be helping us achieve and and I am it's really kind of exciting because when I came on board my goal was to get the whole city served and with these four neighborhoods that will be complete we will have the whole city served and I would never beli we could have done it in six years it was it was you know when we looked into the cost of what it would be if we just had to fund it ourself it was about $6 million and that was all given to us through these grants and and I have to say matching uh dollars from uh from midco they've they've really been wonderful to work with so I'm so appreciative of them because they're they're the only providers that would actually help us with this everybody else just wasn't interested well it's hard to believe that there are people out there that still don't have it you know that's that's what was the I think when I received it I just thought everybody had it but they still little pockets so thank you oh you're welcome and I'll just tell you that if once we get this one done that's another 113 homes and four businesses that will have high speeed that don't have it now or don't have anything there was 113 homes3 homes and for businesses so Janet if we're able to clawback this money from however they were going to spend it when would the when will this be accomplished next year or the next so we have to we have to make the commitment or they have to make the commitment by the end of this calendar year and then the work has to be done by the end of next calendar year and midco right now has us on the construction schedule so I made a frantic call to Ellie at Med so don't take us off yet I think we're going to be able to make this happen so it should happen by the end of 2026 y it has to the money has to be the work has to be done by the by the Federal grant L uh deadline all right uh personel committee report ladies so I'll do that one really quick um I'm just going to report on one thing and then I think Jack is going to give us a report on where we are with the assistant City administrator um search So Yesterday um the Personnel committee uh interviewed a candidate for the per um Planning Commission this is for the position that is being that was vacated by Barb bobic um so we interviewed um Susan bous she's a resident of Columbus lives on Broadway and has been here um since 2016 um prior to that time she uh lived in Wyoming so she's been in this area for quite quite a while um her background is um in title insurance and and and uh a real estate agent and she has been working for the city or sorry town of Lynwood um since uh the fall of 2023 as their zoning administrator so she has a lot of really great experience for the Planning Commission she knows how to read plats and she knows ordinances and really understands the process so we had a really great interview with her she's very excited about um being able to get more involved with the community um you know she told us the story that she and her husband have their forever home here in Columbus and they really both want to be more involved in um in learning about um ways that they can serve the the community so um both Sue and I thought she was a she would be a great addition she's available to start um right away so um unless there's any questions I would move to rec amend uh appointment of Susan bow to our Planning Commission and it could be as soon as next week I think she said she was available for her first meeting so do you want to add this is no nothing to add I completely agree and I think she'd her because she said she would be too scared to watch tonight I will I'll do that thank you as another item from the Personnel committee the Personnel committee interviewed five finalist applicants for the assistant City administrator position today the committee is in the process of recommending the candidate to city council and the committee will finalize their recommendation of a selected candidate and present this to the city council at our October 23rd 2024 city council meeting so we had some good candidates and uh that recommendation will be coming forward very soon um the only other thing that I would add is that there are two other positions being posted one for the assistant um actually not being posted that have been posted they were posted last Friday one for the assistant account accountant position and one for the um permit Tech so those are going to be up for two weeks so they'll close um a week from tomorrow no a week from Friday and um and then you'll be hearing more about our uh our pool and our um recommendations for hiring in those positions got lots lots of activity y fingers crossed anything else Janet that's enough don't you think so nope all right Jim Public Work report uh Mr Mayor and Council um just a little update on our meeting last night for pomac obviously there there was 112 people that signed in for that meeting so it was a fantastic turnout um there were there were a lot of people that were Pro a lot of people not so much we heard a lot of lot of good input in which um I emailed all of you the sheets from Anoka County that had the sign-in sheets it had all the written comments and you know just the the um paperwork that they put together as a um kind of a combination of what of what they heard last night as well so you all have that uh in your emails just to kind of look over um we had 26 written comments and of the 26 written comments and now I'm going to talk about Trails there were 60% that were not in favor so 15 people and 40% that were in favor 11 people those were the only people that wrote comments um I know that we all kind of talk to different people um one of the things that I do want to kind of throw out there um because we all kind of heard that you know the county will kind of do what they want to do and the people don't feel like they maybe have a have a say in this but I I'm going to kind of throw out the inoka County website they if you if you Google Anoka County um projects they have websites for or they have pages for all the project projects and the pic project is for 2026 and there is a line on that page that says um interactive map and projects and then you can provide comments on that on that page as well so they can go there it kind of shows the project limits and then people can just write whatever comments they want um I'm not exactly sure what the criteria is or or any of that but you know you can go there there's also contact people from Anoka County on that site as well that they can reach out to if they don't want to email so um they they're definitely looking at taking public input and input from from all of us um and you know I think it was a fantastic turnout I think they got a lot of good information um I'll be very curious to see kind of what the final turns out to be so that that's kind of all I got on that unless anybody has any questions I do have one question and maybe more of a comment but can we put the link to that um site to give comments on our website yeah just in case they come to our place first it would be easier for them if they saw the link okay and it may be uh I know I know we have added some of those in the past and I guess I don't know where the disconnect was between Conor and haly mhm um so so it there might be something on there but but I can't guarantee that but okay okay thank you and I think I'll just mention too that I spoke with quite a few people last night there was um there was some confusion even after they ended up talking to some of the folks from inoka County about um the trails and there were quite a few people who made the assumption that if they vote if they didn't like I don't want to say voted if they didn't do the trails that there would be less uh land that they would need for RightWay and I asked uh Jerry o and he's like no the the RightWay take that we need to do this project is going to be the same whether or not those trails are put in um so I guess I I it would be good somehow I think to make that clear to whoever you know asks or talks because I I don't think that the percent that voted no for Trails would have been that high if they really understood that that wasn't going to that wasn't going to decrease the amount of land that they were going to need to do that project so good point yeah um on another note um at the last budget meeting you approved the preliminary Budget on that budget is a vehicle purchase for 2025 for um Public Works the lead time on the truck is probably 3 to 6 months and the equipment that goes onto that is about a year so I'm kind of looking to see you know what we've done in the past is I've gotten approval from you to place orders now and obviously nothing gets paid until after you know the first of the year anyway so I'm just basically pulling a placeholder right now by giving them a you know the signed signed agreement with the caveat that we don't pay anything until after 2025 calendar year do they require a deposit when you do that no wow that's nice it you know I think it's it's somewhat becoming more standard now that you know they're they're basically just putting it on their it's it's a placeholder M so you know a lot of the places don't really purchase anything now Boyer truck is is who you know the truck would would come from um they just order it we don't pay them anything until it shows up do you need do you need a motion or anything yes please okay so I make the motion uh for Jim to authorize the order of the F450 Ford with utility box and and just to be be clear I I read that earlier it's actually an F550 I don't know that that really means anything but if we're splitting hairs um yeah I would authorize the order of AF 550 thank you for with utility box and this is second the motion is there any questions or I I have a question the utility box is totally different than the truck right correct so do we have a one already and that we do on one so the truck that um you know you see the guys drive around it has the crane on it we're replacing that vehicle okay so it will look same similar different color it'll be white not gray oh nice I think it's gray um but basically look somewhat same similar but nothing's coming off of the old truck to go so we just then we'll sell that later that one will as soon as we take delivery of the new one then that one will go down to the minbid auction site and um it'll it'll go up for auction and when that happens I'll bring that to you to you know say here we're going to dispose of this um because we took delivery of the new so you'll you'll see me in I don't know I'm going to say late late 2025 because that's we that the city hall will be open on Saturday October the 26 for voting from 9:00 to 3:00 a.m. and on November 2nd and 3rd Saturday and Sunday for direct ballot voting prior to the general election uh City Hall will also be open until 5 p.m. on the Friday preceding the 2 and 3rd of November and that Monday and then open until 700 p.m. on Election Day so there's many opportunities to vote outside normal working hours and uh we're starting to get quite a bit of Voters we've gotten over a hundred so far and uh take advantage of this if you can't show up for the general election the other item I have is to request authorization for an appraisal of city property p number 2432 2211 006 which is the 7.7 Acre Site adjacent to and immediately north of the high ve property we're starting to get lots of inquiries on that and I'm thinking that the next step we need to do is be able to start convey pricing for that property should we have an interested buyer something we need regardless but I think now the time to do it because we've had three separate inquiries on that in the last 3 or 4 weeks the cost of the appraisal will be approximately $1,200 Jack that's a site or maybe someone else knows that was the site where the batch plant was for the highway no this is a site that's right across the street from Caribou yep okay yep sorry Jack you weren't here for during that time okay thank
