Good evening and welcome to the city of St. Paul Park regular council meeting for December 1st, 2025. This meeting is being recorded by True Lens Community Media. First item on the agenda this evening is approval of the minutes for the November 17th, 2025 regular city council meeting and wave the reading of the same. >> So move. >> Second. >> I have a motion to second. Item number two. >> Nothing from the public. >> Seeing no one, we will move forward to the consent agenda this evening. On the consent agenda, we will be approving payments for the bills from November 18th to December 2nd. Tobacco license for Duffy's uh approved games of skill for Menota Valley Amusement. Resolution 1761 authorizing a Met Council uh grant program approving the contract with the police for the next three years. Uh resolution 1762 accepting bids received and we will be rejecting all the bids for the Lions levy park pedestrian bridge replacement. Approve payment number six uh for construction of the generator and approve 1763 uh modification of requesting a modification for the community designation. And that's it for the consent agenda this evening. With that, Mayor Frankie, I move that we approve tonight's consent agenda. >> Second. >> Motion a second. Any further discussion? >> Um, Mayor Frankie, I just want to commend uh the city administrator and his staff and also the police department on working on uh an amicable and quickly uh taken care of contract with the police. >> Thank you, uh, mayor and council. This evening, we will be appointing Cindy Curts to the public works commission with the term to expire December 31st, 2026. We would like to thank Cindy Curts for stepping up and being part of the commission. Remember, anybody can come up to city hall and put in an application to join any one of our commissions. Um, always need some help and always looking for some input. So, I'll make a motion to appoint Cindy to the public works commission with a term to expire December 31st, 2026. >> And I'll second. >> I have a motion in a second. Any further discussion? >> Mayor Frankie. >> Yes. Council member Swson. >> I think there's some new news. I believe uh Mrs. Curts wants to join the public safety commission. I think this is incorrect here on the [laughter] on the agenda. >> She'll have more fun on the public or works commission. Oh, [snorts] >> right. You know, I believe that was the case, Council Member Swinson, till she found out who the council liaison was. >> Mhm. [laughter] >> All right. I have a motion, a second. Any further discussion? All in favor say I. >> I. I. Motion carries 40. All right. Item number five, reports from the council. Council member Hagerty, public works commission. >> Right. Yes. Public works commission. We have one new member. Uh but we still have an opening for one additional member. Uh at least one additional member. We have to figure out attendance on our next meeting. And our next meeting is tomorrow uh at 6 p.m. down here at city hall. Um and if you want to come down uh come down to the city, volunteer, fill out an application just like Cindy did. Uh and more than likely you'll be on the uh public works commission with us. Thank you. So 6 p.m. tomorrow. >> Thank you, Council Member Hagerty. Council member Swinson, Public Safety Commission. >> Thank you, Mayor. Speaking of members, we too on the Public Safety Commission are short two members. And unfortunately, one of the three will not be able to attend this Thursday at 6:00 when we had a scheduled meeting. So, that means we will be without a quorum and we will be without a meeting. That's all I have. Mayor, >> thank you. Council member Swenson, Council Member Conrad, Planning Commission. Our next meeting will be on the 8th, Monday the 8th, here at city hall at 7 p.m. >> Thank you, Council Member Conrad. And Council Member Whipred Hemingston is out today, excused. So, I will move on to myself with administration. Um, we've still been negotiating and trying to come up with an amicable solution through staff and and our partners and neighbors on EMS. Um, we are still continuing down that path. Uh, also contracts have been taking up some time and going back and forth on those. Um, and a few other things with the road projects and others. So, um, I think things are looking up and I think our budget is starting to form up and shape up really good and I'm I'm very happy with where we're going on that. Um, and uh, glad to see and more to come at the next meeting on what the budget will look like. Um, so yeah, that's about all that I have this evening.
