Update of 2026 City and County Property Valuations by Washington County Assessor
Lisa Young, Washington County Assessor, presented on the role of the Assessor's office, the annual assessing and valuation process, and the 2026 Assessment Report. The presentation highlighted that property tax payments depend on tax rate and property valuation, with the City controlling the tax levy and the County Assessor determining valuation based on market sales from October 1, 2024, through September 30, 2025. Key data for Woodbury indicated a median single-family value of $521,800 (+1.8%) and median multi-family value of $287,400 (+0.6%). The residential parcel count increased to 27,238, and new construction added $156,050,300 in value, although new home starts decreased by 37.9% from the prior year. The workshop served as an informational session preceding the 2027 Budget Process, with future opportunities for public engagement planned.
Notable Quotes (6)
The intent of the workshop session is to provide a forum for City Council and City staff to discuss more in-depth Council items, exchanging viewpoints and visions prior to the item being set for Council action at a regular meeting of the City Council. Workshop sessions are neither a public hearing nor an open microphone session. No formal votes will be taken and any direction from Council will be in consensus format.
Lisa Young, Washington County Assessor will be in attendance to present context regarding the Assessor’s office, the assessing and valuation process, and then provide an update on the most recent County and Woodbury valuations.
The two most important variables on how much a property owner pays in property taxes are tax rate and property valuation.
The law requires that all real property be valued at market value, which is defined as the usual or most likely selling price as of the January 2nd assessment date.
For example, the sales that occurred between October 1, 2024, and September 30, 2025, are used to establish the January 2, 2026, assessed values.
Property owners who have questions or concerns regarding the estimated market value that has been established for their property are encouraged to contact the property appraiser responsible for their area.
