No soldier or police officer should ever be put into a situation where their leaders force them to choose between the service and fellow soldiers, their fellow soldiers or officers or our oath to defend the Constitution.

We've been very thoughtful in terms of our development of this program, the placement of the devices, specifically around commercial and retail um locations. We're continuing to look at how we evaluate the system.

Out of an abundance of caution, we have restricted all access to Woodbury data from outside agencies as Chris mentioned. Um so the new procedure is if anybody wants to look at our Woodbury data, um they have to make a formal request including the case number and the reason for making that request.

This is also a neighborhood where we see quite a bit of water mane breaks. So, we've got two areas that are really highlighted here... that's got quite a few um water main breaks. These are some of the older neighborhoods in Woodbury that have um cast iron pipe um that's really at the end of its its useful life.

So, right now the calculated assessment is about $16,000. So that was the number that we showed at that second neighborhood meeting. Um the benefit appraisal was that 12,000 number. So, so the only way the assessment would come down is if the calculated amount was reduced by basically 33%.

The proposed special assessment... corresponds to nearly a doubling of the residents city property taxes oh every year for the next 15 years. This is an unexpected increase that residents have had very little time to prepare for.

So, I just want to reinforce what Mike has been saying about the urgency and the severity of this problem at least in this neighborhood. And while we are concerned about the cost to the homeowners for doing this project, the um the alternative is to do nothing and let these problems come up pop and all the homeowners are going to have to bear that cost anyway.

The ownership and maintenance agreement is uh between the city of Woodbury and the metropolitan council is to provide a clear understanding as to who owns what infrastructure and who is responsible for the maintenance of it.

The agreement that's uh before the council tonight is only addressing the Gold Line specific infrastructure that was constructed with the Gold Line project. That is a required process um for Gold Line to get this I'll call it project closed out and get an um uh established agreement for who will own and maintain the components of that specific project.

They've made huge progress on removing the garage and the and really the southern side of uh the public safety campus that's existing.

For about a 4-week period, we will need to close the north um I'll call it north leg of Woodbury Drive uh at Delic Road.
