They've put three walkways. The walkways give them access to the garden, but it also gives them ample access to the vegetables on either side of the garden.

The optimal thing is to grow up. This particular garden, they put cages on the tomato plants, and so the tomato plants will grow up, but it'll keep the tomatoes from falling on the ground where they rot.
