--- title: MINUTES author: Oehlke date: D:20260630163030-05'00' --- ## Minutes ## Woodbury City Council Wednesday, June 10, 2026 Pursuant to the due call and notice thereof, a regular meeting was duly held virtually and at the Woodbury City Hall, 8301 Valley Creek Road, on the 10 th day of June 2026. ## Call to Order Mayor Anne Burt called the meeting to order at 7:30 p.m., and she welcomed those attending the meeting both in person and virtually. Mayor Burt explained that members of the public may attend the meeting in person and may also join the meeting using a computer, tablet, or smartphone. She stated public comments will be accepted during the meeting both in person and virtually. Virtual questions should be submitted via the online Q&A feature within the virtual meeting link. Questions regarding the meeting will also be taken between the hours of 8:00 a.m. to 4:30 p.m. via email at council@woodburymn.gov or at 651-714-3524. Questions received after 4:30 p.m. will be responded to in the next three to seven business days. Mayor Burt stated that meetings are recorded through True Lens Community Media and are broadcast live and replayed on cable channel 799. Meetings are also available on the City of Woodbury’s YouTube channel. Members of the public are welcome to join and have an opportunity to speak in person, or can watch virtually. Virtual questions can be submitted online, and the City Clerk will monitor them throughout the meeting. ## Pledge to Flag Audience, staff, and Council pledged allegiance to the flag of the United States of America. ## Roll Call Upon roll call the following were present: Mayor Anne Burt, Councilmembers: Kim Wilson, Donna Stafford, Steve Morris, and Jennifer Santini. ## Absent: None Others Present: Angela Gorall, Deputy City Administrator; Kevin Sandstrom, City Attorney; and Jeffrey Dahl, City Administrator. ## Special Order of Business ## No Items Scheduled ## Open Forum Andrew Murray, City resident, asked the Council for transparency around public safety facility funding and whether any such funding could create obligations to accommodate federal law enforcement agencies like ICE. He urged the Council to adopt a Resolution opposing the construction of an ICE detention facility in the City, and to prohibit ICE agents from staging on City property. It has been well documented that ICE has operated outside of its constitutional bounds, and accountability has been removed from the agency. There has still not been any accountability for the two agents who murdered two Minnesotans. He respectfully pushed back on comments made by the Council, suggesting that immigration enforcement in Minnesota is winding down or is altogether over. Tactics have shifted and are receiving less media coverage. He pointed out that there has been competitive authoritarianism, which is a strategy employed by right-wing movements globally that involves consolidating media control, redistributing governmental power to political allies, manipulating electoral systems, and weakening judicial independence. He asked the Council to be transparent and forthcoming with residents about agreements involving federal law enforcement going forward. He asked for information to be included in the newsletter and the City website. The information could include the answer to the questions about the current status of the contracts with DHS, ICE, and CBP at the Hero Center, and the details around federal funding or State funding for the Woodbury Public Safety Campus Project. Lori Pelerite, City resident, agreed with Mr. Murray’s comments and referenced Brookings Institution's statistics. Between January 2025 and April 2026, approximately 400,000 people were detained by ICE. Of those detained, 205,000 children were impacted, and 22,000 have been left without a parent in the home. There is no system in place. This is not what residents want in the community. Residents want the Council to adopt a Resolution that includes a recorded vote. Julie Miller Hayes, City resident, stated the community wants to know where the Council stands on using a facility for ICE in the City. The Council has not made a basic statement. The community wants to know if the Council is fine with renting the City’s buildings for ICE activity, and wants the Council to pass a Resolution on the record if they are fine with ICE using the City’s facilities. She added that the community wants the Council to create a policy about letting the citizens have a vote about having ICE rent facilities in the City. ## City Council Meeting Minutes Wednesday, June 10, 2026 Page 2 of 3 Kelly Teima, City resident, stated there are residents who are in favor of ICE having access to facilities in the City. She added that she is pro- military and law enforcement, and the City needs ICE for safety. Tom Schmitt, City resident, expressed support for law and order and added that we need to get back to righteousness and justice. There are many people in the community who want law and order. He stated that he is fine with his tax dollars going towards training. Mayor Burt asked City Administrator Jeffrey Dahl to clarify the usage of facilities in the City. Mr. Dahl replied that there was a previous public comment asking about a 287(g) agreement and if there was any space being programmed in the new public safety building for cooperation with other law enforcement parties like ICE. He noted the information he would share would be included on the City’s website. A 287(g) agreement is a formal partnership between local law enforcement agencies and the US Immigration and Customs Enforcement (ICE) authorized under section 287(g) of the Immigration and Nationality Act. The agreements allow specially trained local officers or deputies and counties to perform certain federal immigration enforcement functions under ICE supervision. Woodbury Public Safety does not have, nor has ever had, and is not interested in pursuing any type of 287(g) agreement with ICE. No space in the new facility is being programmed for ICE or any other law enforcement agency. There will be a dedicated workspace in the building for the two Washington County social workers assigned and embedded with the community support team. ## Consent Agenda Item A 1. Approval of Council Minutes – May 27, 2026 Item B To adopt a motion authorizing the Mayor and City Administrator to execute an Electrical Inspection Services Agreement with Kohout Inspections, LLC, an independent contractor, as approved by the City Attorney. The term of the Agreement shall run from July 1, 2026, to June 30, 2031. Item C To adopt the following resolution Resolution 26-72 Resolution of the City of Woodbury, Washington County, Minnesota authorizing the acceptance of the Woodbury Community Foundation Grant and approving the associated budget amendment. Item D To adopt a motion to review and accept the 2026 First Quarter Budgeted Fund Summary Report as provided with Council Letter 26-123. Item E To adopt the following resolution Resolution 26-73 Resolution of the City of Woodbury, Washington County, Minnesota, approving the labor contract between the City of Woodbury and the Woodbury Police (Sergeants) Law Enforcement Labor Services union, and authorize required signatures. Item F To approve the designation of Deputy Clerks as the Responsible Authority in the absence of the City Clerk. Item G The abstract of bills includes payments made from the operating or project budgets for expenses of the city. The expenditures are from all funds of the city. Any purchased contracts requiring signature of the mayor and City Administrator is hereby approved. Staff recommends approval of the abstract of bills for May 15, 2026 in the amount of $6,183,265.73, May 19, 2026 in the amount of $10,028.11, and May 22, 2026 in the amount of $6,552,062.41. Councilmember Stafford moved, seconded by Councilmember Morris, to approve the Consent Agenda items. There are still opportunities for community members to sign up, and information can be found on the City’s website. Tomorrow, Destination Woodbury will be launching its new Know and Go e-newsletter. The newsletter will feature seasonal activities, local deals and discounts, business spotlights, and upcoming community events. The finance team recently had the AAA bond rating reaffirmed, which is the highest rating possible and creates several important benefits to the community, and can borrow money at much lower interest rates than most governments, and saves taxpayers money. During the July 8 th City Council meeting, the Council will recognize the first responders who were involved in a recent incident on the St. Croix Bridge. He noted the Dick Stafford Charity Golf Tournament hosted by the Lions Club would be on August 10 th . More information can be found on the Woodbury Lions’ website.
