Task Force Memorandum 26-01 ## 2050 Comprehensive Plan Task Force Memorandum 2026-01 Date: May 1, 2026 ## To: Task Force Members ## From: Jamie Fritts, Housing and Economic Development Manager ## Subject: May 7, 2026 Task Force Meeting The 2050 Comprehensive Plan Task Force is scheduled to hold a meeting on May 7, 2026, at 3:30 p.m. in the Ash North and South Conference Room at City Hall, 8301 Valley Creek Road. 1. Call to Order ## 2. Ice Breaker Your name and neighborhood; How long have you lived in Woodbury; Favorite thing about Woodbury; and One unique skill, experience or perspective you bring to the group. ## 3. Taskforce Overview, Scope and Background ## Task Force Overview and Scope: City staff will provide an overview of the role and scope of the Task Force within the comprehensive plan update process. This overview will outline the purpose of the project, the advisory role of the Task Force, and how its input will inform policy direction and decision- making. Staff will also review meeting structure, member expectations, and the overall project timeline, including key milestones. ## Background: City staff will present an introduction to comprehensive planning to establish a foundational understanding of its purpose, key elements, and practical application in guiding long-term community development. This will include an overview of how comprehensive plans influence land use, infrastructure investment, housing, and service delivery. Staff will also provide a brief background on the City of Woodbury’s prior comprehensive planning efforts, highlighting how past plans have shaped growth patterns, development decisions, and the provision of city services, as well as how the upcoming 2050 plan will build on and update this work. ## 4. Metropolitan Council Presentation City staff have invited representatives from the Metropolitan Council to provide an overview of its mandate and regional functions at the May meeting. Guest speakers will include Mark Jenkins, District 12 Council Member, and Meritt Clapp-Smith, District 12 Sector Representative. Understanding the role of the Metropolitan Council will provide important context on regional systems and their implications for metropolitan cities and their comprehensive plans. ## 5. Visioning Exercise The desired qualities and characteristics for the City of Woodbury through the year 2050 will be articulated through the guiding principles in the comprehensive plan. The comprehensive plan serves as the City’s long-range policy framework for achieving that vision. Developing and applying a vision requires residents to reflect on future conditions and identify shared priorities for the community. During periods of change or uncertainty, the guiding principles serve as a guiding framework, helping to align decision-making with common values and a consistent direction. Staff will facilitate a visioning exercise to begin this process and introduce the task force to the concept of guiding principles and their role in shaping plan content. Initial feedback gathered during the May meeting will help inform next steps, including future revisions to the vision statement and the development or refinement of guiding principles that will guide the 2050 comprehensive plan. ## Objective: Gather initial input from task force members on the community’s guiding principles and shared priorities, identifying gaps and establishing a foundation for refining the vision statement and guiding principles for the 2050 Comprehensive Plan. ## 6. Interested Party Identification The City is committed to fostering an inclusive and welcoming community where residents feel safe, valued, and connected. A key component of the comprehensive planning process will be the development of a community engagement plan. This plan will establish strategies, key messages, and objectives for engaging interested parties in city projects both to inform the public and to gather feedback that helps shape decisions. It will also help manage expectations among residents, interested parties, staff, and city leaders by clearly defining levels of engagement (Inform, Consult, Involve, Collaborate, and Empower). The initial phase of engagement planning is the identification of interested parties which are individuals or groups who are affected by or have an interest in the outcome of the project. Best practice is to identify and analyze these parties early in the process to ensure meaningful and effective engagement. The comprehensive plan addresses multiple aspects of the community that may impact or interest a wide range of groups. Guiding principles serve as core values that inform decision- making and shape actions, providing a consistent framework to ensure alignment with the City’s overarching goals and priorities. In addition to these overarching principles, each chapter of the plan includes topic-specific goals and strategies, such as those related to housing, transportation, and parks and trails. Therefore, it is essential for interested parties to be engaged in the updating of chapters that directly affect or interest them. Staff will lead a brainstorming activity in which task force members will identify specific groups and organizations to include as interested parties in the community engagement plan. T his exercise will assist staff in drafting the engagement plan and determining appropriate participants and levels of engagement for each chapter throughout the comprehensive planning process. Reviewing the draft community engagement plan developed by staff will be an agenda discussion item for the June meeting. ## Objective: Identify interested parties who should be engaged in the comprehensive planning process, ensuring inclusive representation and informing targeted engagement strategies. 7.
