--- title: MINUTES author: Oehlke date: D:20260515095241-05'00' --- ## Minutes ## Woodbury City Council Workshop Wednesday, April 22, 2026 Pursuant to the due call and notice thereof, a workshop meeting was held at Woodbury City Hall, 8301 Valley Creek Road, on the 22 nd day of April 2026. Present: Mayor Anne Burt, Councilmembers: Kim Wilson, Jennifer Santini, Donna Stafford, and Steve Morris. Others Present: Jeffrey Dahl, City Administrator; Angela Gorall, Deputy City Administrator; Mary Van Milligen, Public Works Director; Tony Kutzke, Assistant Engineering Director/City Engineer; Michelle Okada, Parks & Recreation Director; Reed Smidt, Recreation Operations Manager, additional staff in-person and on-line and members of the public in attendance. Meeting was called to order at 5:30 p.m. ## Workshop Discussion Items ## 1A. Update on Drinking Water Strategic Initiative: Water Treatment Implementation Presentation provided by staff with Council questions, comments, and discussion throughout. Council provided direction to staff on 2027 water rates to continue implementation of the 5-year plan as previously directed to staff, which includes annual increases of eight percent (8%) for water rates and five percent (5%) for sewer rates, along with a four percent (4%) MCES pass-through, for a total sewer‐related impact of nine percent (9%). Council provided no further direction on the White Bear Lake Work Group, with support of staff actions to date. 1B. Consideration of Ordinance, Helmet Requirement for E-Bike Users under 18 Years of Age Presentation provided by staff with Council questions, comments, and discussion throughout. Council provided direction for staff to present the ordinance proposal potentially at a future workshop. Public Safety was requested to provide further specific details on enforcement concerns as discussed. Council was supportive of first having staff provide a memorandum with further details for Council review. Administrator Comments and updates No comments ## Mayor and City Council Comments and Commission Liaison Updates Councilmember Wilson requested information about a monument that is no longer present behind City Hall, asking if its location was moved. Councilmember Wilson requested a review of flags at City Hall and Central Park for compliance with flag placement standards. Councilmember Morris asked if Council had consensus to take action on the ICE related resolution.
