--- title: MINUTES author: Oehlke date: D:20260630163548-05'00' --- ## Minutes ## Woodbury City Council Workshop Wednesday, June 10, 2026 Pursuant to the due call and notice thereof, a workshop meeting was held at Woodbury City Hall, 8301 Valley Creek Road, on the 10 th day of June 2026. Present: Mayor Anne Burt; Councilmembers Kim Wilson, Jennifer Santini, Donna Stafford, and Steve Morris. Others Present: Jeffrey Dahl, City Administrator; Angela Gorall, Deputy City Administrator; Lynn Haseleu, Assistant CFO/Budget Manager; Department Heads; and additional staff in-person and on-line. Meeting was called to order at 5:32 p.m. Council agreed to address the Review of Draft 2027-2031 Capital Improvement Plan agenda item first. ## Workshop Discussion Items Review of Draft 2027 – 2031 Capital Improvement Plan (CIP) Gorall introduced the presentation and provided an overview of the CIP and summary pages of the document. Each Department Head then presented CIP requests for the five-year period for their respective department. Council questions, comments, and discussion throughout the presentation. Council provided the following direction to staff:  Project 071-PR-26 – Powers Lake Trail Connection Construction – No adjustment to the CIP for the project; direction provided to staff on providing Council detail on the trail design and public engagement prior to proceeding with any construction.  Project 110-PW-26 – Parks Recycling Receptacle Conversion – Adjusted to $100,000 per year from the CIF for the next five years. With staff to also work with the County to evaluate effectiveness of the recycling program at parks before proceeding with additional projects in 2028 or later.  Project 034-PW-21 - $120,000 for a new mower in 2027 moved to 2028.  Project 25-ENG-15 – Afton Rd Fire Station, rename to Afton Rd Fire Station Parking Lot.  Project 25-ENG-01 – Safe Streets Priority Projects, adjusting 2027 to $200,000 with staff to report back to Council on projects implemented. Update of Street Reconstruction/Maintenance Fund Status and Discussion of Staff Recommendation on Long Term Funding and Task ## Force Engagement Presentation provided by staff with Council questions, comments, and discussion throughout. Council provided consensus that no task force would be created at this time, no further specific direction was provided. Administrator Comments and updates ## None ## Mayor and City Council Comments and Commission Liaison Updates ## None ## Adjournment Meeting was adjourned at 7:18 p.m. for the regular Council meeting.
