The Economic Development Commission (EDC) is scheduled to hold a meeting on June 23, 2026, at
7:30 a.m. in the Ash North and South Conference Room at City Hall, 8301 Valley Creek Road.

## 5. Destination: Woodbury Update
2026 Initiatives
As we enter the second full year of being a fully operational DMO, staff have emphasized making the
DMO’s marketing tools more actionable for visitors, while increasing destination visibility. Several
projects are ongoing to support this initiative.
## Sizzle Reel Video Production (Consult)
At the April meeting, staff asked commissioners to identify three Woodbury locations or events that
enhance the visitor experience and would make compelling content for the DMO sizzle reel. A copy of
the results of the exercise is included with this packet, and Commissioners should be prepared to
discuss the results of the exercise at the meeting, with the goal of prioritizing the locations and events
that should be highlighted in the sizzle reel.
• Question to consider: If you had out-of-town family or friends visiting, what would you do in
Woodbury?
Following the upcoming EDC meeting, staff will share the selected locations and events with the
production company to guide the creation of the sizzle reel, which is expected to be finished later this
summer or fall. These recommendations will also serve as valuable references when directing content
creators and influencers.
Objective: Discuss results from Woodbury locations and events that were identified during the April
EDC meeting activity to showcase the city and identify potential gaps or missed locations.

Quarterly e-Newsletter (Inform)
The EDC reviewed three e-newsletter header concepts at the April meeting. Based on feedback, staff
worked with the designer to finalize a version and incorporate it into an email template. The first-ever
DMO e-newsletter, “Know & Go”, was launched on June 11th. The goals for the first e-newsletter were
to achieve 100 subscribers, a 20 percent open rate, a 10 percent click-through rate, and 10 website
clicks. These targets were established based on general email marketing industry averages, although
travel industry benchmarks tend to be higher.
The e-mail campaign exceeded expectations, generating 238 subscribers, a 62 percent open rate, a
22 percent click-through rate and 51 website clicks. A key contributor to subscriber growth was a 10-
day social media campaign, which staff implemented with a budget of $100. While there were 238
subscribers, 11 email addresses bounced resulting in 227 emails delivered to subscribers.
Staff will present the full results at the meeting including 2026 goals for the e-newsletter.

Objective: Review first edition of the e-newsletter, engagement results and collect feedback from

## 6. Washington County Community Development Agency (WCCDA) Presentation (Inform)
Chris Eng, Economic Development Director for the Washington County Community Development
Agency (WCCDA), and Tyler Hilsabeck, Business Advisor with Open to Business, will present on
economic development programs and initiatives in Washington County.
Objective: Update the Commission on WCCDA economic development programming and initiatives and
provide an opportunity for feedback and questions.
7. DMO Update (Continued)
## Marketing Campaign (inform)
While still in its early stages, staff is developing a co-branding strategy that strengthens the
Destination: Woodbury brand through high-impact partnerships with Explore Minnesota, local events
and content creators/influencers.
## 1. Explore Minnesota
Goal: To increase hotel room nights at Woodbury hotels from out-of-state visitors
## Target Audience: Visitor drive market specifically Wisconsin, Illinois and Iowa
Tactics: The Explore Minnesota website uses native advertising, web sponsored article content,
custom newsletter, business listing, and social spotlight.
## Timeline: July - December
Explore Minnesota is the state's tourism agency charged with promoting Minnesota to

travelers. Staff are exploring opportunities to leverage those efforts to attract out-of-state
visitors to Woodbury. This approach would allow the DMO to co-brand alongside Explore
Minnesota while reducing costs compared to hiring a marketing agency to develop and launch
a campaign from scratch. The purpose of this tactic is to amplify our destination’s visibility and
reach regional audiences ready to explore destinations in Minnesota. Visitor insights collected
by Destination: Woodbury’s data analytics partner, Zartico, overlaps with Explore Minnesota’s
top markets—Wisconsin, Illinois and Iowa and traveler demographics like age and household
income.
## 2. Local Events
Goal: To increase local brand awareness as the go-to resource for tourism in Woodbury.
Target Audience: Residents and local visitors within 50 miles
Tactics: Print and digital sponsorship advertising at the largest Woodbury events, Hometown
Celebration 4

of July and Woodbury Days.
## Timeline: July-August
The industry standard regarding how much DMOs spend on local sponsorships and events is
approximately 15 percent of the advertising budget. This aligns with Destination: Woodbury’s
current marketing approach to target local visitors and drive brand awareness. This year, the
DMO is exploring co-branding opportunities with the Hometown Celebration Fourth of July
event and a Woodbury Days sponsorship of musical entertainment, an initiative previously
discussed with the EDC.
## 3. Content Creators/Influencers
Goal: To engage in user-generated content with different voices and perspectives on suggested
itineraries and travel inspiration to Woodbury.
Target Audience: Local visitors within 50 miles
Tactics: Partner with content creator/influencers who have at least 10,000 followers on social
media and facilitate their visits within the destination.
Timeline: August, October and November depending on location/events feedback from EDC
At the April meeting, the EDC recommended expanding storytelling efforts by encouraging
external contributors to share their experiences in Woodbury rather than relying solely on staff-
generated content. These partnerships increase social media followers for the DMO and curate
the destination’s unique differentiators to out-of-town visitors through suggested itineraries
and visual inspiration.
## Large Regional and National Event Opportunities – (Consult)
Staff would like to engage the EDC in identifying opportunities related to major regional events,
including the NFL Draft, which is scheduled to take place in the Twin Cities in April 2028. This marks
the first time Minneapolis will host the event.
In partnership with the Minnesota Vikings, Minnesota Sports & Events (MNSE) played a key role in
securing the NFL Draft for Minnesota. According to MNSE, the 2024 NFL Draft in Detroit attracted an
estimated 775,000 attendees, with approximately 30 percent traveling from outside the region.

As a gateway city along I-94, Woodbury is well positioned to attract out-of-state visitors to its hotels,
restaurants, attractions, and local businesses. Through the DMO’s membership with MNSE, staff have
access to event updates and collaboration opportunities as preparations for the Draft begin to ramp up
in the coming months.
Objective: Staff are seeking input from commissioners on strategies to attract and engage visitors as
they begin making travel plans for the event starting next year.

Pursuant to due call and notice thereof, a meeting of the Economic Development Commission was
held at Woodbury City Hall, 8301 Valley Creek Road, on the 2 4

## ITEM 1. CALL TO ORDER
Chair Emanuel Ekstrom called the meeting to order at 7:30 a.m.
## ITEM 2. ROLL CALL
Upon roll call the following members of the EDC were present: Emanuel Ekstrom, Michael
Zoladkiewicz, Philip Rush, Tim Horton, Amy Schmidt, Jory Deloach, Silwai Ing, Erik Simonson, and
William Sevold.
## Absent: Erich Mische and Paul Leindecker
Also present: Janelle Schmitz Community Development Director, Jamie Fritts, Housing and Economic
Development Manager, Eric Satre, DMO Manager.
## ITEM 3. APPROVAL OF MINUTES
MOTION: Emanuel Ekstrom moved to approve the minutes from the January 27, 2026 EDC
meeting.

## ITEM 4: REVIEW OF DRAFT 2025 COMMUNITY DEVELOPMENT ANNUAL REPORT
Mr. Fritts discussed the updated draft of the 2025 Community Development Annual Report with the
commission. He stated the updated version includes edits and suggestions provided by the
commission at the January EDC meeting. In addition, Mr. Fritts stated there are several new pages
regarding historical reinvestment permit trends and city efforts to assist local public schools and
charter schools with large remodel and expansion projects. Mr. Fritts stated the new pages will be
considered deep dives and related to the report’s theme of Comprehensive Plan Guiding Principles.
Mr. Fritts asked the commission if there were any items that stood out as needing to be addressed
instead of reviewing the document page by page. Several commissioners brought grammatical,
spelling, and formatting suggestions to the attention of staff. Staff documented the suggested edits
and stated the report will be updated accordingly. Other items discussed were citations for data sets
within the report, alternatives for displaying data to enhance messaging, and suggestions for images
that could be used instead of what is currently in the draft report.

Mr. Fritts thanked the commission for their feedback and stated suggestions and edits will be
incorporated into the final plan which will then be distributed to City Council in March.
## ITEM 5: DESTINATION: WOODBURY UPDATE
Mr. Satre provided DMO updates which included the Explore Minnesota Conference, Slick City grand
opening, and interviews with Twin Cities Business Journal and Woodbury News Net. He stated the
Destination: Woodbury website was awarded best destination website in the state at the conference.
He thanked the commission for its work on the website and developing a high quality product that
received recognition at the state level. He also provided an update on key takeaways from the
conference which included utilizing social media and influencers to highlight local businesses.
Mr. Satre then discussed the 2027 budget process and the budget items to be included. He
explained the sources of revenue currently available to the DMO, namely the lodging tax, and how it
is collected and projected each year. He stated tax collection in 2025 appears to be much higher
than anticipated, however a significant portion of the revenue was from uncollected tax from
previous years. Mr. Satre said he does not anticipate the amount of back tax to be as high in 2026
or 2027 and 2025 was a correction year after the implementation year of the tax. He then described
the different budget items the lodging tax is used to pay for. Mr. Satre stated some budget items,
particularly in advertising and promotion, are discretionary and will be discussed at the April EDC
meeting.
Mr. Satre then discussed the Destination: Woodbury Event Rebate Program. This program would
provide a rebate or sponsorship to event organizers hosting events in Woodbury that meet a
minimum number of hotel nights actualized. Sponsorship amounts would be based on the number of
hotel nights attendees of an event generated. Organizers would complete an application for funding
and require the organizer to describe their event and provide verification of the number of attendees
and hotel rooms and nights. Mr. Satre said a final policy would define what events are eligible and
maximum sponsorship amounts. Mr. Satre asked commissioners for their thoughts on the program
and things to consider for the final policy.
Commissioners provided feedback that included the following:
• Have we discussed what amount of funding is meaningful for events to apply for this
program with interested parties?
• Will the city work with hotels to share leads on large events and ensure hotel nights are
actualized?
• The DMO should not be risk adverse and leave out good event ideas while deciding which
events qualify for funding.
• Will staff report back to the EDC on applications and approvals?
• Should a but-for-test be applied while determining eligibility?
• Clean up the language of the draft policy to make more concise and clearer.
• Staff should consider protections to prevent fraud or reduce fraud concerns, include checks
and balances.

• Should the policy only serve new events or any qualifying event?
• Does attendee mean event “participants,” “spectators,” or both?
• What if the event consists of all in state attendees that need hotel space?
## ITEM 6: DEVELOPMENT UPDATE
Janelle Schmitz gave a development update advising the commission about future and existing
projects in the City. She also reminded the commission that the Mayor’s State of the City address is
coming up and encouraged commissioners to attend.

## ITEM 3. APPROVAL OF MINUTES – MOVED TO NEXT MEETING
## ITEM 4: EDC MEMORANDUM CHANGES
Jamie Fritts, Housing and Economic Manager, advised the Commissioners that they will notice some
modifications to the meeting format to make discussion items more engaging, with the goal of
maximizing participation and generating more robust recommendations and actionable feedback. He
said these changes will also provide more clarity as to the objective of the EDC discussion
(information purposes or policy direction, etc.). He said staff recently attended training regarding
meeting facilitation, and these changes are a result of that training.
Changes include:
• Stating the level of participation requested from commissioners for each agenda item
(inform, consult, involve, collaborate, and empower).
• Defining a clear objective for each discussion item to ensure conversations conclude with the
intended outcomes outlined in the memorandum.
• Incorporating activities to increase engagement for discussion items that require higher
levels of participation and influence decision-making.
## ITEM 5: DESTINATION WOODBURY UPDATE
Eric Satre said April 5 marked the one-year anniversary of the launch of the Destination: Woodbury
website. Year one focused on building a strong foundation, including launching the website and
supporting marketing tools. He reviewed the historic county-level lodging data, first-quarter
dashboard and DMO key performance indicators.

Washington County data provided by Explore Minnesota revealed year-over-year visitor spending
increases since the pandemic across categories lodging, food and beverage, transportation and
more.
He gave key highlights in Woodbury from the quarterly dashboard:
• Hotel occupancy is off to a strong start in 2026. The 12-month hotel occupancy is an average
of 70 percent, a significant milestone not reached since before the pandemic.
• Website data analytics show sessions and number of users are down slightly year-over-year
for first quarter but engagement time is up.
• DMO social media channels didn’t meet first quarter targets.
• Markets showing the most growth in the first quarter include the Dallas–Fort Worth,
Milwaukee and Washington, DC-Maryland region.
• Top overall visitor markets over the last 12 months include: Chicago, La Crosse-Eau Claire,
## Duluth-Superior, Milwaukee and Fargo (outside of the Minneapolis-St. Paul Designated
## Market Area (DMA))
He gave the Commissioners a reminder that this is the first full year of DMO operations, and that
while the 2025 Annual Report included many of the metrics, they won’t be included in the overall city
performance measures until 2027.
Commission comments and questions included:
• What are the actual followers? Are they new followers?
• Are there any trends in the 12-month overall market?
• When was the last time the city had a hotel go out of business in Woodbury? Is there a
disparity between hotel occupancy?
• How did the Metro Surge ICE activities impact the hotel occupancy and/or lodging tax for
January 2026? Specifically noted were the top travel markets listed in the report.
• Is this only an out-of-state listing, as it seems that out-state cities like Rochester or Duluth
would be top travel markets.
• How does Woodbury compare to other Washington County cities?
Mr. Satre gave an update on recent projects that have been completed saying staff implemented Wi-
Fi sponsorships at Central Park and M Health Fairview Sports Center. He said when users log onto
the public Wi-Fi at either facility, a splash page appears featuring the DMO logo, followed by a forced
redirect to a landing page on the DMO website. He said while the Central Park Wi-Fi was
implemented very recently, the Sports Center has been active since March and has generated more
than 500 users for the website.
Questions from the Commission:
• Are we able to see when people click off of the link or when guests exit automatically?

Mr. Satre said staff have emphasized making the DMO marketing tools more actionable for visitors.
He gave information on several projects that are underway to support this initiative.
## Quarterly E-Newsletter
A key benefit of an e-newsletter is the ability to promote tourism to a targeted audience. Staff
evaluated two vendors for the Know & Go e-newsletter logo and template design and selected
Pernsteiner based on the strength of its proposal and its ability to expand the current brand in a
modern, visually appealing way.
Mr. Satre presented three logo and header concepts for a new e-newsletter launching in May. He
asked for input on the header design and to pick a favorite. He noted the background color will
change on a seasonal basis.
The Commission felt that options A and C were the favorites but asked to staff to run a test on which
option would work best.
## Content Creator Visits
After evaluating two content creator platforms, staff selected Shrpa based in Rochester, MN. Shrpa
connects destinations with content creators and local contributors to produce diverse, authentic
visual content and itineraries across marketing channels. This approach supports efforts to inspire
visitors to Woodbury and increase engagement with the local amenities. These content creators are
also mini-influencers who will promote the new content on their channels as well.
## Summer Marketing Campaign
Marketing campaigns are a great way to expand reach and visibility in key visitor markets, especially
during Minnesota’s busiest travel season. The summer marketing campaign will leverage our
convenient location and growing number of tourism offerings, connecting visitors to local amenities
and businesses, extending their stays and promoting Woodbury as a home base to the region.
## Sizzle Reel Video Production
Mr. Satre noted that destination marketing organizations often produce a primary tourism video to
showcase their communities. Staff is working with a production company that specializes in high-
speed drone videography to produce a ‘sizzle reel’.
He stated that staff are seeking input from commissioners on which community locations and events
should be featured in DMO video content. Mr. Satre asked Commissioners to write down three
specific locations, events, or things to do in Woodbury to feature in future marketing efforts. The
group then reviewed all locations listed and voted five times for their favorites, other than their own.
Mr. Satre said that the results would be reviewed at the June EDC meeting.
## 2027 Budget Priorities
Mr. Satre discussed the 2027 Budget priorities noting that staff anticipates collecting a similar
amount of lodging revenue as the previous year. He noted that the advertising and promotion budget
includes digital and print marketing, sponsorships and event promotions. Technology Support and
Services includes items like website hosting and upgrades, including ADA accessibility compliance,

and data analytics subscription services. Finally, he said that the 2027 budget includes professional
services for an update to the strategic plan and search engine optimization.
Commission feedback and discussion:
• Marketing to date has been mostly about creating brand awareness of the DMO and we are
transitioning to marketing strategies that encourage visitors to take some type of action.
What are the tangible things we can take advantage of?
## ITEM 6: ECONOMIC DEVELOPMENT INDICATOR DASHBOARD- (INFORM)
Mr. Fritts advised the Commission of the attached Economic Development Dashboard created by
LOCi Consulting. He provided additional context of the data displayed on the dashboard.
Questions and Comments from the Commission:
• Was the city surprised by any of the metrics, or any recommendations from staff in terms of
how to respond to these findings?
• Is there interest in the vacant building located in the Northeast Business Park?
• Is there an initiative to recruit certain businesses to relocate here?
• Broader policy to look at on how to go about that and what are the key businesses we want.
• Partnering with Greater MSP may be something to look at in the future.
