We [7:05] do have uh one person for the open forum. Um Jeff has come before. So you [7:10] kind of know the the rules of the road. I don't think we have anyone else. Um you get about three minutes. No, it's perfect. [7:16] So well, welcome. Um we have a new thing. We used to ask you for your name and your address for the record. Now we [7:21] just ask you for your name and your city of residence. Ah, okay. Well, then I'll just be even [7:26] more brief. Um Jeffrey Reg, longtime citizen of Woodbury. So, thank you, [7:32] mayor. Good to be with all of you tonight. Um my last visit to the city council was just over a year ago and at [7:40] which time I shared observations and concerns over the removal of virtually [7:46] all the landscaping and bushes and shrubs and trees in and around the [7:52] angel site. Uh actually it was also uh around the veteran site to a good extent [7:58] as well. It was not looking very good at that point. Um but tonight I'm very happy to [8:06] report that what happened at the site because of the removal of all the [8:11] vegetation turned out to be a blessing in disguise. I love when blessing in [8:17] disguises happen and it certainly happened in this case because all the replacement landscaping is now better [8:25] and more beautiful than it ever was at its original state. So, uh, if you've [8:31] been there in recent months, you know exactly what I'm talking about. So, I'm [8:36] here to say a big thank you and note of appreciation to the mayor, to the [8:42] council, city administrator, department heads, Michelle Okata, Josh Kenny, and [8:49] all that have contributed mightily to the beautifification and the restoration [8:54] of this very special area to the city. So, that was my principal purpose [9:00] tonight. But I also want to have a few other comments very briefly. Currently, the Angel is home to the names of 93 [9:09] children. Eight new names will be added to the memorial in a few weeks at the annual [9:15] Angel of Hope ceremony on August 21st at 6 p.m. Many of you have attended this [9:23] ceremony in the past. And if you have, you know, it's a beautiful ceremony. [9:28] It's touching and impactful with many families coming to remember and honor [9:34] their child. Uh the name of each child is always read aloud at each of the [9:39] ceremony. So if your schedule permits, please it would be wonderful to have you to attend this again this year. So with [9:47] that, mayor, council, um many thanks to all of you truly from the bottom of our [9:54] heart and there are hundreds and hundreds of people that would be behind me that would want to also convey the [10:00] same message for your care, for your love, and your ongoing support of the [10:05] Angel of Hope Woodbury. Thank you. Great. Thank you, Jeeoff. And um [10:11] I'll just state publicly I I always enjoy going to those ceremonies because they're just very moving and very [10:16] beautiful. Unfortunately, I've got a different commitment this this go round, so I can't attend. But, um, I agree. I [10:21] remember when we came in last year and well, by the way, I should introduce we have our new city administrator here, Jeff Dah. Um, so this is Jeff to [10:29] everybody listening. Um, he just started on Monday, but when Clint Gridley was sitting in [10:34] that seat and you and he and I had both seen it, others had seen it. you came in and we were just sick to see what had [10:40] happened um with the chopping down of things and it was done as a route as a as a maintenance but uh the a group of [10:48] people did rally to say we got to work fast to improve this and um and it is it [10:53] is lovely. So turned out wonderful. Yeah. So thank you for your patience and and and and give us a good swift kick [11:01] when we needed it to do something a little bit different. So um Jeeoff it was a really a truly wonderful [11:06] partnership. you'll have to hear the story about how all this all came together, but just a really really lovely lovely spot. Members of the council, I was on the vacation for the last week and a half and I feel like a lot of stuff has been happening. So, I'm [13:36] really glad to cover the transportation report because I feel like it's been almost two months since we've really done one. Mhm. [13:43] So, the active construction projects are the water treatment plant and pipelines, uh, Dale Road, Radio Drive to Copper [13:49] Ridge Drive, the 2025 road rehab project, uh, Baylor Road Water Tower, [13:54] Tamarak Road Rehab, and the Woodlane Drive trail project. [14:00] So, near city hall, um, I'm sorry, here, the water treatment is it's well underway. All areas shown in orange are [14:07] under construction this summer. Uh this construction requires closure of major roadways across the city. So to see [14:13] details of these closures, I recommend going to our project web page uh under the Woodbury Water Treatment Plant and [14:19] Pipelines project. Um it has info line numbers, email to answer all water treatment and construction related [14:24] questions. There's also an email subscription through InTouch for updates. So for some construction photos, um this [14:32] is pictures of Pioneer Drive and Interlockan Parkway. Uh water man has been installed and roadway [14:38] reconstruction has progressed continuing south to Pioneer Drive. Water man is being installed from north to south with [14:44] roadway reconstruction following behind. Interlock and Parkway at the north end of Pioneer Drive near Lake Middle School [14:50] will be reopening to traffic prior to Labor Day. Wait, say that again. Be reopening prior to Labor Day. which [14:57] Pioneer and Lake Pioneer in the um near Lake Middle [15:02] School, Pioneer Drive and and uh and the roundabout at Lake and Pioneer. [15:08] Okay. So, in other words, uh people will be able to get to school. Okay. Through the roundabout. Gosh, I just met with probably not like north of Lake on [15:14] Pioneer. Uh you'll be able to go north, but uh south on Pioneer, south of the roundabout will be under construction at [15:21] that time. Okay. So, still south to Bailey. Yes. Oh, I go back to Okay. [15:26] Oh, but yours will open. Thanks. Okay, good. So, how will they access the school then if south of [15:32] Lake will be closed? Southbound. Southbound. So, you'll be able to [15:37] So, there'll be there'll be detour routes. So, if you look at the map under orange, what's constructed now is from [15:43] at Valley Creek and Interlockan down to Lake and then the roundabout at Lake and [15:49] Pioneer is currently under construction and they're moving through that. What we're saying is that will be reopening [15:55] prior to to to Labor Day, but the work south of Lake Road is still going to be [16:01] under construction till the end of the summer. So access into Lake Middle School, they're typically all the routes go in [16:07] off of Pioneer and do the drop off and come back out Pioneer. You're going to have them routed off of Lake to get in [16:13] to do car drop off. I'd have to check a detailed construction schedule, but I I would say that um our staff has worked [16:20] really closely with the school district to make sure they're up and operational by the time school starts. There's a way in and out, which is [16:26] exactly how it's going to be. Okay. Y might just be off of Lake Road. [16:31] Yep. So, near city hall, um about 3/4 of the [16:36] water man has been installed on Valley Creek Road between Tower Drive and Interlockan. For the month of August, the contractor will work on surface [16:43] restorations and begin water mane construction on Radio Drive north of Valley Creek Road. Their next roadway [16:49] closure will be after Labor Day to install the last quarter of the main along Valley Creek Road. This will [16:54] require a closure of westbound Valley Creek Road [17:00] near Bailey Road and Radio Drive. Water main installation continues and trail reconstruction has begun. [17:06] So this is a picture of Cottage Grove Drive looking south towards Woodcrush Drive. Uh on Cottage Grove Drive, Paing [17:14] is underway and turf restoration will begin shortly at Settler's Ridge Parkway. The water manes installed and [17:19] the roadway is back open to traffic. Valley Creek Road from Woodcrust to Settlers. Pipe work in the area is near [17:26] Settller's Ridge Parkway is currently underway. Edgewater Drive, construction has begun [17:33] on the storm water quality improvements. Um, there will be minor impacts to Edgewater Drive with occasional lane [17:39] restrictions and traffic flagging. This work is anticipated to be completed mid August. [17:45] If you are Dale Road, you've seen that construction off of Radio Drive has been completed, uh, but they've closed it [17:51] essentially east of Chestnut Drive for phase two. It's currently under, um, construction with an anticipated [17:58] completion date in 2025. This includes a roundabout at Dale Road and Chestnut Drive, water mane installation, trail [18:04] construction on both sides, and the construction of a two-lane divided roadway. [18:11] So, these are p pictures of the phase one of Dale Road and Stable View Drive and then east of Chestnut Drive as it [18:18] currently sits for the 2025 road rehab phases one, two, [18:24] and three. So, that's the yellow, blue, and the purple have been paid with the first layer. The final layer of pavement [18:30] will be placed on all phases following construction on phase four. Phase four will begin following Labor Day weekend [18:36] once adjacent construction projects wrap up in those areas. [18:42] So, this is a picture of the phase two and the traffic circle near Lakeidge Drive and Kil Bernie Road. This is uh [18:48] council member Stafford's favorite uh traffic circle. I just waited to see how long it's going [18:55] to take somebody to take out that street light. Well, hopefully they're not going fast enough to do that. It's not you. Uh, [19:03] it's certainly I've driven through there several times. It's certainly effective at traffic calming, which was a primary goal of that neighborhood. In phase one, [19:11] uh, formerly known as Forest Hill Drive is a picture of the new trail coming in. [19:16] Mhm. Uh phase three at Powers Lake Park. It's a picture of the trail parking lot and some of the storm water BMPs being [19:23] installed for Tamarak Road between Weir Drive and Radio Drive. Construction on Season's [19:29] Parkway, Tamarack Village, Coller Way, and Tamarak Bay has been substantially completed. Work on Tamarak Road started [19:36] in July and traffic is still reduced to single lane in both directions for curb replacement as well as trail [19:42] reconstruction on the south side and new trail construction on the north side. [19:49] Um there's a picture of the reconstruction of the trail. Uh and then there's a picture of Tamarak Road from [19:55] Susan's Parkway and Wood Lion Drive trail. This is the [20:01] segment uh that connects on between Valley Creek and Ger Drive right near the Kohl's. Um a new Trent 10-ft trail [20:07] is being built on the west side of Woodling Drive between Valley Creek Road and Ger Drive. Uh there are intermittent [20:12] lane closures to accommodate construction activities. Access to businesses will be maintained throughout construction. And the contractor is [20:19] currently working on grading pond construction and retaining wall construction. So, if the council remembers, this was expressly uh desired [20:26] as part of the gold line uh development project, but it was just outside the boundaries of the gold line. So, in [20:32] exchange for the Washington County License Center, the city committed to building this trail, which served our [20:38] interest as well. Chris, what's the approximate go back approximate timeline for completing that [20:44] red section? You know, I don't have the notes here, but I got to imagine it's it's going to be probably within the next month and a [20:49] half, two months. Okay. And just a note, the license center, I've got it on my calendar for late mid like August 25th for [20:57] 26. Is that the official opening? I don't I have it on my calendar, but I think that's pretty close because [21:02] they're fully evacuating the the building at the new the old license center by September. Okay. Tuesday mid September. [21:09] Tuesday the 26th. Okay. That's supposed to be open and ready for use. Yep. Okay. [21:14] And one of our staff members took a tour of that. It's it's very nice inside. It's uh one of the unique buildings [21:20] that's all wood frame construction. Wood frame. Yeah. Timber construction. Yeah. And then lastly, uh we were actually [21:28] informed about this uh from the Mandot side, but uh so we're thankful for that, but uh we're less thankful that there's [21:34] more construction activities at the same time we're doing all our construction activities. So, uh it looks like um [21:40] they're going to be closing the eastbound Interstate 94 ramp to Radio Drive. So, the off-ramp [21:46] beginning at 5:00 a.m. Monday, August 4th, weather permitting. Um, the crews are going to be replacing [21:52] the traffic signals as well as making uh improvements to the ADA ramp. So, motorists will be directed to use [21:58] Woodbury Drive exit as their detour. Um, and crews are expecting to reopen the ramp in mid October. [22:04] Oh my gosh. Tell me. I found out about this at 5:00. My staff [22:09] my staff knew about it. I didn't. So, um Wow. [22:15] Let's all say it together. Thank you, Mindot. Yeah. Wow. Can they truly not provide [22:21] communication like way? They haven't before. Why would they start now? Communication. That's [22:27] Can you remind me when is Tamarak going to be off of um 494? [22:35] Oh, the Weir and Tamarack. Tamarak between Weir Drive and Radio Drive. Yeah. uh started in July, but I'm it [22:43] says it's been um I'm guessing it's going to be Octoberish time frame by the time it's fully complete. [22:49] Okay. Because I was just thinking what are those other alternatives and then Yep. Well, I know that that timing on [22:55] that project and I don't have the phasing timeline on my but I know that that has been timed with the Valley [23:01] Creek road closures and the water main pipe construction and some of the other east west detours. So that has to be [23:07] completed before we open other segments of east west routes throughout the city. Okay. [23:12] So if council would like more detail, I I just don't remember that offh hand. But back to this, I just want to know [23:18] how I need to get home. Yeah. But back to I'm here to to serve. So this exit ramp is could be really [23:24] problematic. It's going to push all the traffic to Woodbury Drive. Correct. And then Hudson Road and trying to get on Tamarak because people are not going [23:30] to do this recommended one. It's not going to happen. Yeah. Um, and then it affects all the [23:36] businesses that are overburdened with traffic and all the ones that no cars go by anymore. [23:41] Correct. Do we do what kind of communication have [23:47] the businesses in this area had? Um, I'm not sure since this was [23:52] it's not it's not our project. It's not new. It's not new to the the staff. I found I found out it day today, [23:57] but they had been working with some of our staff members for the the last six months on this and they had a precon [24:03] just last week. And so this is literally like this is coming up on Tuesday, correct? May the 5th. Okay. [24:08] Yeah. Okay. Oh, wow. Well, be prepared. We're going to get a lot of complaints. [24:14] We just sent them to Yeah. Chris permitting. Is there a possibility that any of these could be pushed [24:20] forward and be done earlier? She's new. [24:28] Polyiana over here. I don't know what they're planning for. [24:34] I don't have high hopes. Uh based on past practice with Mindot's construction activities there. There's a lot going on [24:41] here, too. When you have a freeway and an interstate, you can't. You have to do a lots of advanced signage and lots of [24:47] other, you know, mobilizations and worry about uh the speed of traffic. So, I full anticipate this is probably going [24:53] to last for October. like they mentioned. Okay. Okay. I'm going to state this right now. Oh, go ahead. And I have something to [24:59] say to the ramp closure. Yeah. Overall projects throughout the city. [25:04] I'm sorry. Say that again. Weather permitting all the projects we [25:10] have going, the road rehabs and the water treatment. Could that move ahead in the schedule? Possibly. [25:15] Well, the weather has been unfortunately rainy the last few months. I know, but it's not going to snow till [25:20] after Christmas, so we should be good. We tend to make hay whenever it's dry and the temperatures are uh viable. Uh [25:28] the biggest issue during construction is rain in the middle of the summer. You know, uh especially if you have clay [25:34] soils, it takes a long time for those to dry out and they just can't work it because it just makes the soils worse. [25:39] Well, I will comment as part of the Fox Run Rehab project that McNamera [25:45] Construction who's been amazing worked in the rain. There's very little types of activities. [25:52] One of them, I'm sure, that they were doing was grading of the gravel base, the the crushed limestone. [25:57] That actually is benefits by rain because it allows to be densified easier. [26:03] But everything else, it's not a good idea to work on the rain. All right, I'm going to do a little shout out here to Woodbury NewsNet, [26:09] somebody usually listens to this meeting. The newsletter comes out tomorrow morning. Love it. Maybe you [26:15] want to put a note in there about this exit ramp being closed and to caution [26:20] people and warn them of traffic and patience and all that and make it very clear it's mind. It's mindot. This is a mindot project. [26:27] Mindot net. Could I just build off of this mindot project and the woodbury news? I have [26:34] received um a phone call from a resident. Now I have not been able to call this um gentleman back. So if [26:41] you're listening I plan on it. I know you called this afternoon. I was tied up with some stuff. I was gonna ask, did he like address it [26:48] to you? Yeah, he called my voicemail. I know, but I got one that was really vague and I was going to find out if [26:54] others got the voicemail because it was all it said was a question about construction. I'm I'm guessing it has to do with all [27:00] the road construction that's going on because this this would not be the first the first one I'm fielding. So, I do I I [27:08] understand that this is a water treatment project and we need to get it done. Um, but I also feel the pain of [27:17] businesses and residents um as someone who lives right on Interlockan and [27:24] Valley Creek um and who has to utilize Valley Creek with a single lane that [27:30] backs up past Kobby Lake Drive. So, I'm [27:35] I I want to um find out are is Valley Creek planning. I mean, it's going to be [27:42] done and ready and fully open by winter. No, it's going next year coming, [27:48] but it will be paved. We're not going to have this construction through the winter. Correct. It'll be paved through the winter. And if I go back to the work [27:56] that's occurring, um most of the work is going to be wrapped up by winter. So, it'll be fully [28:01] paved. Okay. There is work that is going to be completed from Interlock and East all the way to Cottage Grove Drive. That [28:07] will be happening in 2026. The restriction at this point at Interlock and Parkway is they've [28:14] actually um that portion between Radio Drive and Interlockan um all of the [28:20] water man is passed except for the water man at the intersection of Interlockan. And what I mean by passed is it needs to [28:26] be pressure tested and it was leaking and not because of fault of the bad [28:32] joints or any of the construction activities. There was a 2-in bypass pressure bypass and they were having [28:39] trouble uh with the valving and so they had to replace the valve. So long story short, they have to get it pressure [28:44] tested to make sure it's good. Once that's done, they'll go ahead and seal up that portion of the westbound uh [28:51] portion of uh Valley Creek. Unfortunately, if they don't get it to pass, there's another section of Valley [28:57] Creek that's opening up on that westbound lane. So, there's a question of do we just now keep it closed under [29:04] the one lane? And so, the city is working very closely with Washington County to sort of coordinate that so [29:09] that it works out as best as possible. But, we have experienced some delays. Some of it's due to rain, primarily due [29:15] to material supply on the 36 in pipelines. The material suppliers have barely kept up, but it's caused all of [29:22] the contractors to consistently and constantly change schedules and vary things to make things happen. From the [29:28] public's notice, um there's a lot of construction work going on. I don't know if they're seeing the impacts anymore [29:34] than they might see them uh with our original proposal. I think we knew that this was going to be painful and we're [29:41] hurrying as quickly as we can, but we heard from the council the priority was implement this as quick as possible in [29:47] the most effective and feasible way. This is what we're doing and unfortunately it is painful [29:53] and I agree. I agree that council we need to get this water treatment plant done. That that's a given. I'm just [29:59] questioning all the other construction that's going on in addition to this that does not have to do with water [30:04] treatment. And is that something that maybe we should on the main roads like Dale or Tamarak as people are using [30:11] those for alternate routes when we can't get when we can't get through town on our um any major roadways. It it makes [30:19] it it's very concerning. Well, that said Dale is already it's contracted. It's underway. I don't think [30:24] it can get correct. Dale is underway and Tamarak is underway, but I'm talking about future forward [30:30] forward. Yeah. So, we tried go backwards. We tried to push off as many things as we could. Uh a lot of the [30:36] projects that are currently under construction, under development are associated with grants as well. So we [30:42] tried to organize our schedule to outlay, you know, capital outlay of the the five years. If you notice there's a [30:47] lot of D's on some of our projects. That means they were delayed one, two, even up to six or seven years on a lot of our [30:53] projects just so that we could coordinate with this project. The ones that are remaining over the next couple [30:58] years by and large are either the roadway rehabilitation projects. I think people have an expectation that their [31:04] issues on their neighborhoods are getting addressed and the other ones are primarily projects that have federal funding tied in a deadline. [31:45] Um, yeah, just a few quick things. one is um we uh for the for the next workshop [31:52] meeting which will be held on August 13th uh the agenda topics will be the 2025 performance measurement report the [32:00] 2026 key budget considerations discussion and then a close session for safety planning protocols uh and council [32:07] incident notification protocol review. So that's coming up at the next meeting uh mid August. Uh and a reminder also [32:15] mid August on the regular meeting we have that continued public hearing from uh the mid July meeting for Ranch Road. [32:23] Um the big news in terms of future meetings and and um processes going on [32:29] will be the special election that will be held uh for the Senate District 47. [32:34] Uh a special election has been scheduled officially. Uh uh the governor um [32:40] solidified that earlier this week uh to fill the vacancy in the office of the state senator. Uh Senate District 47 [32:46] includes of course Woodbury in the southern part of Maplewood. Uh the special primary will be taking place on [32:53] Tuesday, August 26th, and then the actual election will be held Tuesday, November 4th. So, I know uh Miss [33:01] Sullivan and and a bunch of others at city hall are working to accommodate that both at city hall and so much of [33:06] the voting is early voting. Uh but we we'll do the best we can and um that's coming over the next few months. So, uh [33:14] I'm sure we'll have that on a lot of our communication avenues as well. Um [33:20] and then lastly, I've been here for uh three days uh so far and I love this [33:27] place. It's my home and uh I couldn't be more thrilled. So, thanks council for affording me the opportunity to be your [33:34] city administrator. I've got big shoes to fill. I've been so impressed um with with you working with you, council, and [33:41] our staff. Um and speaking of that, they are award-winning and so is the council. [33:47] I know the mayor won an emergency leadership award from the league uh that was presented uh last uh month, but I [33:55] think there the league is going to come in and make that more official here in August. And then we just found out that [34:01] our uh community relations team really cleaned house at the um the Northern [34:08] Lights ceremony today for all government communicators. Our communicator of the year was Shelley Schaefer. uh new [34:15] communications professional award was Ashley Bedar. Um community, we got two [34:21] community uh awards for the videos that we've put out, Mr. Richard video and the engineers read your traffic messages [34:28] video and then also our DEI advancement in your community uh for the [34:35] one Woodbury video. So um we are award-winning and I'm just thrilled to be part of the team. We'll get um uh [34:42] some type of more council recognition for that those specific awards uh in the future as well.
