[5:11] right thank you very much um the first item on our agenda this evening is the [5:17] Woodbury Leadership Academy and we have Eric with that one thank you Chair [5:23] woodbury Leadership Academy has submitted an application for a conditional use permit to expand the [5:28] existing school use uh located off to the south side of Hudson Road the [5:34] expanded use would offer grades 9 through 12 uh within an existing building located at 8147 Globe Drive the [5:43] property is zone B1 Office Park District and and is guided as places to work on the land use [5:48] plan little bit of background uh at their March uh 2006 meeting the council [5:54] approved the Minnesota School of Business/Gold Globe University project [6:01] the initial approvals included a three-story just shy of 70,000 square [6:07] foot structure that was the corporate headquarters for the Minnesota School of Business and Globe College and it also [6:13] had post-secary education uses within that structure the college and corporate [6:18] headquarters was in operation from 2007 to the spring of [6:23] 2017 in 2018 the council approved the conversion to the school facility for [6:30] leadership academy at that time they reviewed and approved the use of the building the access the lighting the [6:37] parking and future concepts for that site in 2021 a building addition including a multi-purpose gym for the [6:44] school physical education support systems a stage and also additional classrooms were were approved the [6:51] proposed site uh for this application again is the 8147 Globe Drive which is shown in with [7:00] the red star on the screen uh Woodbury Leadership Academy is [7:06] a tuition free charter uh public elementary middle school currently that serves just shy of 900 students and has [7:14] 85 employees the charter school has been located in Woodbury for over a decade [7:20] and was previously located at the Crosswind School off of Weir Drive the school day generally begins at 9:20 a.m [7:27] and ends at 3:50 with student drop off at 900 a.m which lasts for approximately [7:34] 15 minutes a day pickup occurs around 3:55 and that lasts again for [7:39] approximately 15 minutes per day approximately 60% of the school families [7:45] rely on busing provided by the school and the remaining families utilize their own [7:52] transportation uh it is important to note the school contracts with private busing company to provide busing for the [7:58] families some other uses like math and science academy that the commission recently reviewed um receives busing [8:05] services from the school district uh in order to retain schedule flexibility and [8:10] the ability to identify when they want pickups and drop offs Woodbury Leadership Academy has contracted for [8:16] busing services just a little bit of a unique situation for charter schools a [8:21] conditional use permit is required uh and it is identified within code section 2443 of the Woodbury code um there is [8:30] the findings of fact identified within the draft resolution and I'm happy to answer any questions on those [8:37] findings again Woodbury Leadership Academy is requesting a conditional use permit to allow for the utilization of [8:44] the existing building for educational purposes those educational purposes would serve an additional 300 to 400 [8:51] students at the campus for a campuswide total of approximately 1,300 students [8:57] currently the building um is a multi-tenant commercial building and the proposed acquisition will ultimately [9:04] allow for control of the entire campus by a single user as was originally [9:09] envisioned when the site was designed and developed by Globe College um [9:15] previously the applicant does intend to utilize the entire building over time but that will take a little time because [9:21] there are existing leases within that building those leases currently extend out until 2031 but the applicant uh is [9:30] actively negotiating with a number of users to try to see if those uses will terminate prior to that the graphic on [9:37] the screen identifies the initial phasing for the project including the [9:43] utilization of a few of the suites within the fall of 2025 and then later acquisition as those buildings become [9:54] available um just for background information and as shown on the screen there are four existing commercial [10:00] tenants within that space once fully utilized this building would accommodate [10:05] approximately 20 classrooms or up to 400 students and around 25 faculty and [10:12] staff vehicular access to the site is off of Globe Drive as it is today which is a private drive act connecting with [10:20] Wood Duck Drive and Hudson Road as shown on the graphic there is significant parent [10:27] parking that's provided that's the vehicles that are shown on the screen there's also an area to the right of the [10:34] main campus building that is for parent walkup pickup as well as other uh parent [10:40] pickups that is consistent to how the school has functioned for this school [10:45] year but that area will be slightly expanded to due to the an increased [10:51] enrollment the applicant is further committing to implement a staggered pickup approach to increase the duration [10:57] of the afterchool pickup window and we the city staff identifies this [11:03] mitigation step will have a significant benefit to on-site traffic um issues [11:08] that could occur um including the stacking along uh Hudson Road [11:15] uh parking for the proposed use is regulated by a code section 24242 and is summarized on the screen there are 286 [11:23] parking stalls uh existing the required parking is [11:29] 277 that does not include the additional parking that is available along the [11:35] western portion of the site where the bus parking generally occurs there is some additional parking there um for [11:42] overflow and peak uses but generally speaking as shown on the screen the parking exceeds the requirements within [11:48] the code a concept plan was also provided within your packet that identified the [11:54] potential for a future gymnasium performing a future possible performing arts center those are concept at this [12:00] point in future uh designs building materials landscaping lighting would need to be reviewed through the site and [12:06] building plan process and that process is of course reviewed by both the planning commission and city council a [12:13] neighborhood meeting was held on May 27th with one planning commissioner in attendance and with that the applicant [12:20] is on hand for any questions thank you chair all right thank you very much would the [12:27] applicant like to add anything additional at this time [12:33] all right thank you for your consideration are um you know we're [12:39] pleased that our school is growing and serving approximately 60% of the [12:45] students are from the city of Woodbury and so we feel like we're um you know a [12:52] good service to the community and we want the added space to continue our um goal of having our [13:00] facility serve as a a community center and we have programs through the city of [13:06] very in our in our building almost seven days a week so there's uh there's that [13:12] piece that we want to continue to grow and I'm available for any commission for questions commissioner Kennedy would you like to start us off yes thank you Chair [13:39] um excited for your growth and that the one you user Thank you excited for your [13:47] growth and that one user will be um able to use the whole space um we were there [13:53] during the pickup time this afternoon and so just to see it two more days and [13:58] school is out as I understand um I have a couple of questions about the use of [14:03] the building across the parking lot from the main two buildings um how is that [14:10] going to be scheduled um as far as students transfers from the building the main building to the I'll call it the [14:17] new building um once those classrooms are open what I'm asking is are you going to [14:25] have students walking across the parking lot to get to those classrooms generally that would only [14:30] happen during the drop off and pickup [14:36] time right during that 9 to 9:15 window and then in that window from about 3:45 [14:42] to 3:50 it' actually be real quick after school okay where they would would [14:48] transport back and forth from the main buildings for drop off and pickup um [14:54] it's possible that until unless or until we build the [15:01] gymnasium which is at this point future concept um that occasionally students [15:07] may walk across the street for VIA class but we intend to primarily do that [15:14] either outside on the field across the street andor through um a wait room that [15:19] we will be having in the facility as well in the the new facil in the new [15:24] facility is what I'll call in the area where the spine clinic is we intend to actually have an area [15:29] that's a workout areaweight area right now that we will [15:35] keep a similar purpose and expand it out to be a more high school appropriate okay room and that's [15:42] is that is that area you have now in the two it contained in your existing buildings now how do you do fizzed now [15:50] well it's pretty much in the gymnasium now but this is because we're adding additional grades at high school right [15:57] and really in elementary school and middle school ages they need to have [16:02] SIED you know weekly multiple times a week throughout the year right where in high [16:08] school they really only have one required credit so there's not as much required fire time and our gym facility [16:16] in our existing space is excellent for after school activities even at the high [16:21] school level okay good so um is the new building will be dedicated as it were to [16:27] the higher grades the upper grades yeah the plan is that next year it'll be 8th [16:32] 9th and 10th grade then 20 fall 26 we'll move seventh grade over as well if if [16:39] the space is available okay but ultimately it will be 7th through 12th when when we occupy the whole space okay [16:45] so you've got one quarter of the building and a little more available this fall is what it looked like fall of [16:52] 2025 we have one quarter in the fall and then we'll get another quarter at some point during the school year um when the [16:59] spine clinic moves into its new facility yeah yeah once that lease is up by the middle of the year some point we'll have half the building okay in my head what I [17:07] what I have is it's a blizzard outside and you have students going from the existing building to the new building [17:13] that that was the whole basis of that questioning yeah it's it's you know half [17:21] of a block to walk across the street it's not long but it is a is legitimate question and we've given a lot of [17:27] thought to how to make that work logistically okay at some point at some point we may need to get [17:34] to a place where we have separate start times for our secondary school and our elementary school it's all in the [17:41] planning isn't it yeah just a matter when we hit that tipping point yeah there there's a lot of moving parts [17:46] there that sounds like you're focused on yes with the the the phasing in of the [17:52] new building absolutely and we've given a lot of time and effort and planning to [17:57] what you looked at this afternoon and we expect even with the additional students next year it to be much shorter [18:05] wait times and and less backed up traffic with the plan we have in place for next year okay it moved pretty [18:11] smoothly today i was pretty impressed with it actually and it'll be much even much more efficient next year yeah okay [18:18] um I have a couple other questions the Excuse me i counted about 13 buses [18:24] they um the the handoff I know school ends at 3:50 officially and um that was [18:32] when some of the students started coming out and everything was just about done by about 4:08 um the buses moved out at [18:39] 410 you're going to have more buses when you have more students if [18:44] 60% of your new students um use the buses um you've got about 200 [18:53] students who will be busing but they're upper level upper division i assume some of them will be driving [19:00] not right away next year because we'll have ninth and 10th will be our oldest [19:06] grade okay and most students don't get their driver's license till some point during their 10th grade year mhm yeah [19:12] and so it will be we anticipate a handful but we're also starting very small at those grades so next year we [19:19] only will have about 20 10th graders and some of them won't even be driving age [19:24] by the end of the year no and of course others will not have access to vehicles [19:30] and so on so forth so it's a the expectation is that by the time we have [19:35] a significant number of drivers there's less tenants we're sharing the space with for it to be as [19:41] much of a challenge okay and we've also talked about and made plans [19:48] around considering we share the space with elementary school that there's [19:53] going to be very specific areas where where student drivers will park and that [20:00] their driving privileges can be revoked very very easily because we need to keep [20:05] a safe environment for everybody that that's that's a a good thought you also won't have the 60% won't equal the 200 [20:13] until you're fully um um fully um filled with students right and the reality is [20:19] that those percentages are tricky to quantify because there's so many families that bus some days and drive [20:25] others yeah and so you know we have we have right now 1100 students [20:32] enrolled for next year and we have 850 signed up for busing and 550 signed up [20:38] for the drop off lines the schedule that's 1,400 because about half the kids [20:44] are on both lists yeah oh I see right some days they pick up and some days they ride the bus and with those new [20:50] students that you'll have in the upper division are they related to is it older brothers and sisters of existing [20:55] students well they're they're majority are students that are moving up from lower grades okay and so right now we [21:03] are starting real small because we want a majority of the students um somewhere over 50% to be students that are [21:11] continuing with us and not to be a whole new culture we have we have enough students that have applied we could have [21:17] more sections at 9th grade next year but we want to start small particularly as we're sharing space and make sure we [21:25] keep the culture um a culture that's building on what we've already worked on with students i [21:31] bet some of your parents real glad not to have to go to a different school with the older ones yes they are um a couple [21:36] more questions uh the the buses were filled that air [21:42] bus area with about 13 of the buses and I know with a staggered start and and pickup you're going to have some of [21:47] those buses moving out a little earlier than than and others arriving so that um [21:54] they look like they filled that area pretty good yeah well the expectation is one of one of the things we've [22:00] identified is the buses aren't pulling out till 4:05 right now but really our [22:06] students have plenty of time to get down there by 4:00 so we anticipate releasing the buses in two shifts okay where we [22:13] have you know 8 to 10 that arrive earlier we send off at 4 and then [22:19] between 4 and 4:05 we're loading the second wave of buses and sending them [22:24] off okay and based on when the buses can get to us from their previous routes [22:29] because they all have a route before us with a different school okay it kind of works out well that they can't all ride [22:35] exactly the same time anyways so we shouldn't have too much of buses having to sit and wait to get into the parking [22:42] lot yeah okay but we're working closely with the bus company but that's that's still not a a public area outside of [22:48] where if they would have to wait or is it just the one just outside of Globe Drive it's it's really protected and [22:55] that's a kind of a pass through yeah but we're gonna have to we're really working on the timing with the bus company with Monarch um I will say another piece just [23:04] with the point that Eric brought up that um that we contract with the private bus [23:10] company where math and science uses South Washington County to do their busing we're technically located in a [23:17] small sliver of Woodbury that is that is not South Washington County schools so [23:24] if we were to work with a bus company I mean with a school district it would have to be North St paul School District [23:29] 622 and that's only to transport to within the 622 borders so we don't have [23:36] the option with 60% of our students coming from Woodbury we don't have the option of of utilizing South Washington [23:45] County schools because we don't technically lie in their boundaries just one more question you have a unique [23:51] situation in that you're going to be sharing the campus or portion of the campus with non-school humans tenants [23:59] and so um there's their parking their business and their ingress and egress of [24:05] the area it's it's right there around the corner from from public but and it [24:11] did go smoothly i saw several cars pulling out and your traffic control people did a good job of of paying [24:18] attention to that but you will be sharing that for up to six years so um [24:24] non non-school people associated with the students um in that building um I mean [24:33] there there's no overt problem there but it is a unique situation it is and it has have its challenges i will say that [24:40] only one tenant has a lease that goes to 2031 which is the child care which has [24:47] very small amount of traffic at at the same times that that we're going in and out the other leases are all 26 27 [24:56] 28 if they choose to go that long so it's it'll be two or three years of up to two or three years of really that [25:02] being a challenge but with just the daycare in there and with them having their own entrance right um we [25:09] anticipate in the medium to long term and their staff is vetted for child care [25:16] so that that adds to the benefits of that all right chair that's those are all the questions I have [25:23] all right thank you very much Commissioner Swanson hi thank you for your application i [25:31] think it's really exciting that you guys want to expand and you guys have that much demand um I'm I'm not particularly [25:37] concerned with the traffic component or the parking or the busing i am confident [25:43] that it's going to work my discomfort comes with the phasing of the project [25:49] and it makes me nervous to have a high school with commercial tenants there [25:55] because we just had the referendum for the school district where we're talking about secure entrances we did the math [26:02] and science academy we did another um homeschool project that was in a church [26:08] but the church wasn't going to be really being used when the students were there and so can you walk me through how this [26:17] is secure for the students yes um easier point but but the the wing [26:27] that we are in has will have its own secure entrance that we have a [26:33] receptionist that will buzz students in and out and people in and out in other words students walk in the building they [26:39] walk to the top of the stairs that front entry isn't secure but once the students [26:44] arrive at school they walk up the stairs walk to our area they're buzzed in by the receptionist okay who lets them in [26:51] and then it's a secure entry from that from that point forward and really [26:56] there's no reason our should students should be in and out of that that wing and and coming in contact with you know [27:04] clients of the tenants um other than in that 15 minute window in the morning [27:10] when they're coming in and that 15 minute window in the afternoon when they're leaving okay so students the the [27:17] first floor area it's the staff break room so they're going to go upstairs and [27:22] they'll be upstairs the entire time for at least for the duration while we [27:27] are in this fourth of the building yes okay yes um and then when we get the [27:33] spine clinic area the little bit of time that students might be down there there really isn't any interaction with [27:40] tenants down there because daycare has their own children would never be out in the [27:46] common areas or their employees really okay and so it's a daycare the spine and [27:51] wellness center and what else is there so on the first floor is a spine and wellness center on one side and the [27:59] other half is the daycare and then on the upper level we're taking one half [28:05] and the other half is two um wealth advisors and an attorney okay so we're [28:13] not mixing slaughter houses and schools okay no we we've met with the clients [28:19] and with the tenants and discussed what their concerns are and how we can make them work and work together for the time [28:25] periods that we're together and we're you know we're having a lot of flexibility in trying to address their [28:31] concerns both in terms of while we're together and and what their long-term hopes you know are i'm Sean Smith i'm [28:39] helping the school with the real estate project too i He just said what I was going to say um we've met with all but [28:45] one of the tenants as well and you know they've the other thing too to realize [28:50] you know they've been at that campus now since um since after the school has been [28:57] operational so they are familiar with a lot of the protocols that you see for um for all the parking and the traffic and [29:03] everything but when it comes to the interior it's interesting we've had um different dialogues for preferences for [29:10] types of security and some wanting the lobby open but I think the biggest um [29:16] the biggest security that the tenants felt good about was having a full-time staff person during school hours to [29:22] greet people not in the space but outside in the common area too so um you [29:28] know we had talked about adding uh separate doors with card access readers um some of the tenants didn't like that [29:35] because they wanted it more welcoming for their clients so um that is something that we are going to have to [29:41] uh work through um we're also um talking [29:46] about um potential ways for them to um [29:52] exit their lease early as well so all of those are being considered and um and uh [29:58] with this cup application so they've been fully made aware of the neighborhood meeting we've met with them [30:03] personally and um just working through all the small stuff as we're under contract and trying [30:09] to find find out uh what we all need to do there and then just more of a um suggestion I [30:17] guess rather than anything else uh you guys have this really interesting opportunity with this expansion of there [30:24] are going to be some seventh eighth graders maybe even fourth graders who are geniuses who want to take calculus [30:31] it would be really great to have pedestrian access across this area [30:37] um even just where the second area of [30:43] parking is with trees around it if there could be some kind of pedestrian path [30:48] going through that lot to connect the high school building to the middle school and the elementary school [30:54] buildings where you're also doing pickup and getting back to Commissioner Kennedy's comment it would be really [31:01] great to have some kind of pedestrian access through here because I I understand the idea is elementary school [31:08] middle school high school but with you guys having the all of these buildings [31:14] of all these grades here there are going to be some kids who can go up and so I [31:19] just want to make sure that they can get across safely and that they don't necessarily need somebody holding their [31:25] hand if they're the super smart fourth grader going across the parking lot um there there is sidewalk but it does [31:33] require crossing the the parking lot intersection right on Globe right on [31:38] Globe there is a sidewalk there but we could also thought we could look at different ways of doing that [31:45] it's a great comment and we've Yeah between there but also if you go into [31:50] that long range plan with the uh gymnasium and the um uh performance arts [31:56] center we've talked about somehow potentially connecting all of these buildings as well to have that one so um [32:04] we've certainly talked about that I think at this initial phase um I think the challenge that presents itself is [32:11] just the existing agreements with the tenants but it is a very good comment and we we've we're we're thinking about [32:17] that for the next phases to try to make it a lot more um pedestrian friendly and and safe as well thank you for walking [32:24] me through the secure entry i feel a lot better about it now and that was all my questions thank you [32:31] all right thank you very much Commissioner Chair uh thank you Chair so [32:37] I think we've we've at previous meetings discussed the traffic flow and the drop [32:43] dropping off picking up and I really I don't have any concerns with any of that [32:49] on the ghost plot for the future edition i have a couple of questions because I [32:54] think there's at least one easement that runs through there um are these [33:00] properties se do they have separate property IDs and then if they [33:06] expand what I'm trying to get to is if if you move into their take over this [33:11] building and then you have constraints on future plan you know what does that [33:17] look like now at this meeting are they planning on uh combining property IDs or [33:25] uh how would we handle those easements that run through the property yeah um as [33:30] additional information is known we would evaluate and as you can see on graphic A3 the proposal that the the school [33:38] would present to the city is relocating that existing drainage and utility easement that currently runs through [33:44] that location um the city staff and would certainly review that and council would have to [33:50] make an action to vacate a a easement in that fashion but um that that [33:56] encumbrance is there um but we have not reviewed detailed plans to show kind of [34:02] the final details of the area shown in green or the area shown in yellow there [34:07] so it's it's premature from our standpoint how do we handle uh parking requirements for like a theater or a [34:14] performing arts building i think in this case we would really need to have [34:20] detailed conversations with the user about when those spaces are anticipated to be activated if we use similar [34:28] thought process to what we've seen at other schools that have an amphitheater they are definitely used during the day [34:34] by the students that are already in the building so there's not an increased demand during the day we certainly see [34:39] utilization in the evening time but that's when there isn't the parking field used by the school so it has [34:45] worked in other locations but those those would be the conversations that would we would have is how they would [34:51] plan on activating the space my expectation or my assumption would be [34:58] that it likely will um be utilized during off- peak time where there's ample parking okay [35:05] i I really don't have a whole lot extra to add on this i think that the campus concept is excellent and uh good luck [35:13] with this i think it looks great that's all I've got chair all right thank you very much [35:19] Commissioner Shaw thank you Chair um I had a followup from [35:26] uh Commissioner Swanson about the security um have you uh looked at you [35:31] know what the others like 833 you know just got significant amount of you know [35:37] funding from primary number one was security have you looked at what they are doing and is there anything that you [35:42] can actually you know incorporate in your plans I mean you talked about ID and so on so forth and uh entrance um [35:51] especially because it's kind of a mixeduse campus right at this point Mhm [35:57] um maybe talk about what you already do yeah so in our current facility which we [36:02] would be doing the same thing in this facility when families come in they need to be buzzed in to a secure entry and [36:10] then buzzed in again into the office um during school hours and then they [36:15] have to present a driver's license or a state ID that then goes we swipe into a [36:22] system or put into a system that automatically does a background check um [36:29] around um sexual offenders in the nationwide database so anybody comes in [36:34] gives an ID that actually immediately does that and then it prints them out a badge that they have to wear before they [36:41] can access the space um so I guess I'm not exactly sure what 833 what funding [36:47] they've accessed or what they're doing but that's what we do we do now to kind [36:52] of keep it secure so based on my kind of limited understanding of 833 and what [36:58] they are actually pursuing they've actually created like a one entrance right and and it is actually you know [37:05] secured you know with with some form of ID to make sure that it's an authorized access [37:12] you know to and that's we already do that in our current facilities okay um and I guess I maybe have a question for [37:19] Eric here is you know I see that uh in the recommendation um you had number five [37:27] which is prior to issuance of the building permit traffic management plan shall be reviewed and approved by the [37:33] city um is that beyond what you already have approved because of the higher [37:39] enrollment yeah many of the components that will ultimately be in the traffic management plan are in the information [37:46] that you're reviewing right now what we like to uh layer in is an actual written [37:52] form that also identifies that if issues arise what are some of the mitigation steps that can be taken in case there is [37:59] a circumstance that changes that we were not expecting and so the traffic manage [38:05] mitigation plan becomes a a secondary supportive document to the conditional use permit process okay thank you that [38:12] that's all I have chair thank you all right thank you Commissioner Harrington [38:17] uh thank you Chair Olson um I've got two questions the first one is on parking um [38:23] maybe this is to Eric so it looks like um no parking is going to be added and [38:29] that parking is sufficient it meets zoning requirements is that is that true [38:35] for all the different phases of of tenants leaving the building and you [38:41] adding more younger drivers sounded like you're going to not have 200 drivers on [38:48] day one but you're going to you're going to add over some period of time so all of those incremental moments of tenants [38:56] going away adding drivers do we do we meet the parking requirements yeah the [39:02] the calculations were done based on the full utilization for high school drivers [39:07] so there will be uh appropriate parking spaces for um the 10th 11th and 12th [39:16] graders that have access to a vehicle um the rest is really staff and visitor parking requirements that um again this [39:23] site does provide for as it relates to the time where there is the multi-tenant [39:30] usage um the multi-tenant aspect the office use is parked at a higher ratio than the other uses so there is ample [39:38] parking there okay which which I guess gets to the question of arrangement and [39:44] where the where the young drivers would be required i imagine you're going to have a place for them to park versus [39:51] they can park anywhere they want so I think about that and I think about a previous question of the potential for [39:58] students walking back and forth on a sidewalk in safe locations and that [40:05] interaction of young drivers coming out of a parking lot i witnessed that at [40:10] Woodbury uh senior high school one day and it was a little scary um it can be [40:16] scary um and so I just think about that interaction and and wonder if you've [40:21] given it thought as to where they would go when they can leave and how that's timed out with younger walkers in the [40:30] area well a couple things one we [40:36] really only have a couple of student walkers and they would be going on the [40:43] teardrop side where our the opposite end of the parking lot they [40:48] wouldn't be near each other um to start with but we've definitely given it [40:54] thought and really exactly where we put it and when we do it does depend on [41:01] which when how many drivers we have and which tenants are still in the facility [41:06] at the time so we want to make sure that we have ample parking for all the tenants as well um but the idea is we [41:14] would try and have the students park as close to the exit as possible so they're not really driving through the park [41:20] through the parking lot where they immediately are exiting out onto Globe [41:25] Drive and out to Hudson so they might be closer to the road versus that blue [41:31] parent right park and walk up they might be opposite as close to the road and as close to the exit as possible okay and [41:39] that should minimize if not eliminate and then the other piece is that we'll be releasing that the 8147 building up [41:48] five minutes earlier so the students can walk over and get to transportation so expectations the drivers need to get out [41:55] right away before the students are really being even released from the other building well that's great that you thought of that safety is a of [42:02] course a very critical part of this um thank you for the for the parking [42:08] answers um the other one I think about when I was leaving the the meeting the [42:13] other evening I wasn't sure where the students would go outside and besides [42:19] the one small play lot for the smaller kids where they would exercise outside [42:26] and then I saw there's an open field you know just this side of Hudson and I [42:31] thought I saw some soccer goals and wondered is that where they have what I used to call recess yeah well we have [42:38] three spaces right now for recess okay one is directly behind the building we [42:44] have recess equipment behind um building B okay i don't know if you can see which [42:49] one building B is looking at your thing there but the new gym building the new gym building where the building we were [42:54] in yep there's space there okay um on the right side if you face the map of [43:02] building A towards 8147 just outside there there's some playground equipment we cone off that whole area for students [43:10] to play there okay and then on the teardrop side on [43:15] the not like east west north south west but west that's west on the west lot [43:21] there that's just for the buses so once the buses leave there's no vehicles in there and then we con that off and [43:29] that's a third area and then we've had plans that we brought to the council to [43:34] put recess equipment um in the lot across that you just described and what's been holding us up is we want to [43:41] make sure we have some good plans there that we've gone through but we want to [43:46] make sure if we did need more parking that we didn't put recess equipment where we need more parking as we went [43:51] through all this process or just that everything fits together and we have the kind of the plan for the whole site [43:58] first but we have onh hold equipment that we've fundraised money for that we have waiting to purchase the equipment [44:06] um to go in the really have a fourth area across the street so do do or can [44:12] kids play in that open area where I saw the soccer goals toward Hudson well [44:17] right now older kids will go out there and do soccer you know side classes [44:23] there sure right now we don't because there's not equipment but we that's the [44:29] area we purchased equipment not purchased we have money we fundraised we have equipment on hold to purchase for [44:36] that area um and we've just been waiting to make sure we have the whole plan and we don't we don't need it for something [44:41] else in this you know in the whole plan and so ultimately that will be a fourth area that will essentially be a recess [44:47] area and that's out in the lawn area that's not asphalt but right actually [44:52] grass yes So the reason I asked this question I I just think about you're going to be adding um older students and [45:00] you know they're a bit stronger a bit bigger a bit faster and require probably [45:06] a bit more space and the question would be do you have enough space to provide adequate [45:12] outdoor activity area for for all of these new students yeah I mean that the [45:18] area you're talking about is where we'll have most of our outdoor activities and athletics and extracurriculars [45:25] um and activities during the day so in addition to the it's a pretty big area so you have to have a soccer field and [45:31] have recess equipment and even have potentially either parking or football [45:36] courts we've looked at right um within that and it's just really seeing how the whole thing comes together and where the [45:43] needs are are the greatest okay but there's also been conversations um and plans with with the city parks and [45:50] wrecks about you know they're able to use facilities in the evenings at no cost [45:57] and we're able to use some of the softball fields and they help maintain that that field so there's really a [46:02] partnership already happening there that is helping with that as well okay great that was my uh only two [46:10] questions thank you thank you all right thank you Commissioner Cho [46:16] thank you Chair um I just have more of a suggestion to the applicant so speaking from experience as an MSA student going [46:22] from out going outside just to go to class is not the most pleasant experience especially if going through [46:27] snow rain or the heat so I would suggest if you can if you can fit into your schedule maybe have students who are in [46:33] that new building to just be in that new building the whole entire day so they won't have to go out into the parking lot where cars might be coming in [46:39] through to go to the businesses and just like just like and [46:45] if if they do need to go outside I maybe encourage like some staff just to be out there looking after the students just [46:51] like so they can go safely to their uh classes if they need to and yeah that's just all my suggestions thank you [46:57] appreciate it thank you thank you Cheriel all right thank you um I'll just stick on that theme so with the new [47:04] building having just 10th grade there to start is that what you said 9th and 10th but it's only four classes four classes [47:12] two eighth grade one nth and one next year is the plan okay and I know Commissioner Swanson hit on this but I'm [47:18] going to um ask again just for understanding so at the end of the day when kids are getting picked up the [47:25] expectation is for the the kids in the new building to walk back toward the [47:31] pickup line at the existing building correct okay to the buses and five [47:37] minutes before we start picking kids up so they're not walking when there's traffic [47:42] going through okay so you'd almost say an earlier release for that building for the kids that need to get Okay [47:48] um I think I'm also just going to hit on the sidewalk piece again um I don't know if it could be a motion or or just a [47:55] suggestion or how planning commission wants to look at it is um either connecting the sidewalk to that new [48:01] building to encourage that path that would be safer than cutting through the parking lot and I know with the future [48:08] gym expansion running it along the south side of that parking lot initially versus having them come up and around [48:15] just to avoid the need to cross where the traffic is and where the traffic is [48:20] likely stacked i haven't been there during pickup but I imagine if it's like any other elementary school they start stacking an hour before school gets out [48:27] oh yeah because people I don't know what they do with their day to be able to do that but part of our plan is that is [48:33] that that we've communicated repeatedly to the families is families will not be [48:39] allowed to start entering until 15 minutes before the end of the day [48:45] because it's blocks handicap parking spots and restrict traffic flow so that's also part of our plan that we're [48:52] implementing that's going to All right and then Eric pulled up a great photo so [48:57] my guess is he has something to add as well thank you chair as you can see on [49:03] the screen there is a sidewalk system and as it's been referenced and there is a a sidewalk connection that from a [49:09] grade standpoint fair could be investigated here yep why that may work well from a student safety standpoint is [49:16] there is blocking of when during the stacking time the vehicles block here so this is a pretty straightforward cross [49:23] right here actually perfect look at that this is what that looks like okay and those yellow dots that were on there [49:29] those are folks who are standing out there during pickup is that what those yellow dots then were indicating and they'll help manage traffic flow [49:36] hopefully out there before the the kids are actually crossing at least a dozen people out there at a minimum wonderful [49:44] wonderful thank you um so I want to hit a couple things now [49:52] specific to the the new area that you guys will be holding just in terms of emergency and security um I don't have a [49:59] suggestion here but just sharing some experience when it comes to that buzzing in um whether it's buzzing in or ID card [50:06] or if it's even training of your students to make sure that there's no piggybacking you know folks them holding [50:12] the doors up for for folks and allowing people who aren't supposed to be in that building slip in so other kind of what's [50:19] that secondary line of defense other than just the buzz in not proposing anything just something to think through [50:26] I would say the location of the reception is right next to the door so the one really entrance other than [50:32] emergency should make a big difference with that [50:38] um that we can really tightly monitor it good um the other thing I might add too [50:44] is you know that's um that could be a long-term solution to have somebody up on the second level but as we get into [50:50] that first level where uh Woodbury spine is the plan is similar to the new [50:56] building or similar to the existing building there's a locked vestibular [51:01] there now and so you'd get buzzed in and as you come into the first floor uh the administrative for that would be right [51:07] to your right and so okay um there would be another point of entrance after we get access to that space uh for staff [51:15] great um I don't know what the procedures are currently um I mean no [51:21] school ever wants to face this the situation of any sort of a lockdown or anything are those systems from an [51:26] emergency perspective going to be tied together if one's in lockdown the other one is okay and then communication [51:33] between the buildings kind of on the same system then as well okay lockies [51:38] have plenty of range good good good um last item just on security with that [51:45] building if we were to have a night like tonight in the middle of the afternoon where we're hitting severe weather where [51:50] kids need to be you know in for tornado warnings or other type of things what part of that new building will they be [51:56] going to i'm assuming there's something existing that they're already using stairwells or the fire chief tells us when we have the inspection okay okay i [52:04] mean my experience is a you know we have to both for our lease aid with the state [52:10] have something that's abiding we have to have a regular inspection and the and the the fire will tell us exactly and [52:18] and at that time there would likely be a plan where the potentially um the tenants their clients and [52:26] students could mix into one central area in those severe situations have to be if [52:31] it was sever yeah okay the other thing too is um in building B I believe any [52:36] new structure that was built after I think 2001 or 2021 some there um for the [52:44] type of capacity that we have for I think e occupancy we have to have a storm shelter so we're one of the only [52:50] storm shelter safe buildings in the city probably correct and I think I don't know the exact capacity but I do know [52:56] we've looked into the code on that we have ex quite a bit more excess capacity in that storm shelter so good um this [53:05] being unique I don't know if there's ever been thoughts or concerns about mixing kind of the multiple uses if [53:11] there the very low probability anything severe would happen but I don't know if [53:17] there's a best practice there but maybe even just something to think about in those worst case scenarios how to make [53:22] sure to just keep students safe and separate from mixed tenants and things [53:28] um since we have this picture up I guess one last just verification so the school [53:33] entrance will be the one I'll say on kind of the southwest facing the parking lot and is the daycare the one on the [53:41] side that's where the entrances are um as it stands today I'm assuming there's [53:47] no challenges with daycare pickup and drop off is there any potential challenges in the future to mark a few [53:52] spots specific for them or are we not anticipating those they already have about six or seven spots awesome [54:01] you guys are on top of it all right that was all I had for questions then um with [54:06] that I'll open it back up to the planning commission and see if there are any other additional questions from that conversation anything additional at this [54:12] time sure um and this is a good uh [54:18] screen to see it there's just one spot that I would be concerned where the students would cross at the end of the day from the new building and take the [54:26] the the sidewalk which is along the driving path from the red star eric if [54:32] you go left slowly right there right there that's the spot that's the spot [54:37] where tenants come and go where parents are booking to the blue area to to park [54:43] and and walk and it was it was very busy so that would be my focus that area [54:50] right because it's not 100 100% blocked off and in our conversations [54:55] um when Eric and others in the city have come over early in the school year [55:01] because you know one of the things that happens is the first week or two of school is very different than the rest of the year right until things back up [55:07] and traffic was backing up beyond that point the first sure week or two of the school year which was creating an unsafe [55:14] situation and so we really with our plan we've identified how many cars we can [55:20] go at a time in each window so that we don't ever back up there but we also [55:25] have person in a vest there controlling helping control traffic there and when [55:32] students would be coming across we would have we would have an adult you know in [55:37] a vest out there monitoring that that area particular that's the that's the one area we'd be concerned about and [55:42] we'd have an adult there to okay to monitor it that's the weak spot in that whole plan I think yeah yeah thank you [55:49] the other thing too as we met with tenants it was interesting um you know we've we've been there since 2017 I [55:56] believe and um it's funny how uh these tenants have adjusted their client [56:01] schedules because nobody because nobody wants to be there you know so during that time so it was funny as as we [56:08] talked with these tenants yeah they're like "We don't we don't advise clients to come in between you know 3 you know [56:16] 3:30 and 4:30 you know." So um I thought that was really interesting as well and [56:21] they they do and I think that showed the level of care and awareness that they have for our students as well so [56:31] all right thank you very much have there been any other questions submitted via teams [56:38] not at this time chair all right unless there's any additional questions staff would be looking for recommendation on [56:45] ahead one additional question Commissioner um so um one thing that kind of uh came to mind is is any of the [56:53] construction happening during the school year for the future phases [57:01] uh yes that it would be Yep if the best case scenario is we're able to start [57:07] this year yet probably late fall on a on a building um that would expand [57:12] classrooms and potential uh physical education space so So there's two [57:18] separate there's two separate things there's construction of the space existing space oh yeah and then there's [57:24] construction of additional space which would still need further vetting by the city but the area we're moving into next [57:31] year would wouldn't be done before the school year starts my question is primarily if the students are around and [57:37] there is construction traffic and construction people you know it's not just the security but you know [57:44] just if they were to go from building to building um you know so that is there going to be [57:52] like specific areas where construction folks would have to park and be there or [57:58] Absolutely yeah when when we built building B that was a very coordinated [58:03] effort we had um sight fencing around and even um you know a lot of times [58:10] subcontractors will start at around 5:30 or 6 so they get there well before the school and then their day typically ends [58:16] at um I don't know anywhere from uh 3 to 4 um so we've we've already lived [58:23] through that um and most contractors that I've worked with work handinhand with the city to make sure that there is [58:29] a safety plan uh before even a permit's pulled so um Eric if you want to say [58:35] anything else on that too but yeah I think it was well said we would anticipate having dialogue with the [58:41] general contractor to identify where the parking area would be what there are anticipated hours of operation and we [58:48] would evaluate any u overlaps that might be concerning and and in this case the [58:53] And on this application we would definitely need to do that because there is certainly opportunity for the [58:59] different types of traffic patterns to intersect with one another and that would be uh that that could be problematic okay we have a very active [59:08] involved parent community they see anything that looks the least bit unsafe they're going to [59:15] make sure we address it right away too so you know we have a a keen eye for it and student safety is the most important [59:22] thing we do um I say safety first then learning is second and so yeah definitely good good [59:34] point and and absolutely something we'll have to pay very close attention to [59:41] thank you thanks thanks chair thank you chair all right thank you very much [59:48] unless there's any other questions commissioners uh from any commissioner staff would be looking for a recommendation on the project [59:57] i um like to make a motion that we approve um the project Woodbury [1:00:02] Leadership Academy use permit project number [1:00:10] 04202500579 with one condition being considered and that staff work with the applicant to consider adding an [1:00:17] additional sidewalk section to connect existing sidewalk on Globe Drive to the [1:00:25] main entrance for the proposed classroom expansion building [1:00:30] all right hearing that do we have Thank you do we have a second so just to summarize we had a motion to approve uh [1:00:39] this project with the con a new condition connecting a sidewalk from the [1:00:45] existing meeting was cancelled um and in doing some due to unforeseen emergencies with [1:01:50] a couple of the council members it's only the second time in Woodberry's history that that has ever happened i [1:01:56] did some research which is pretty impressive but emergencies things happen [1:02:02] um our primary focus has been over the [1:02:08] past two weeks is interviewing and going through [1:02:13] resumeumés for our new city administrator um we have spent extensive [1:02:19] time with interviews and uh we have made a final selection the [1:02:26] announcement will be made on Wednesday and will be public on Wednesday and we're very pleased with [1:02:33] um our candidate and all of the candidates it was a national search so it was very difficult we actually [1:02:39] considered at one point in time in the negotiations and the conversations we [1:02:44] were having is are we going to have to get out the Suma suits for the council members [1:02:50] um but that will be announced on Wednesday um on Thursday just a reminder [1:02:56] it is the reception for Clint Gridley because the 6th will be his last day and [1:03:03] it'll be at Eagle Valley from 4:30 to 6:30 with the program being at [1:03:13] 5:30 and that's all we've been doing is interviewing and [1:03:19] talking all right well thank you Member Stafford or Council Member Stafford and [1:03:25] um all you've
