2025 Annual Audit Presentation
Dissent: None
Moved by Commissioner Dietrich · Seconded by Commissioner Holland
Kristen Hou from CLA presented the 2025 annual audit. The county received an unmodified opinion, indicating strong financial health. No material weaknesses or significant deficiencies were found in internal controls, except for a minor documentation issue in the ARPA program regarding suspension/debarment verification dates. Financial results showed revenues exceeding expenditures, with property taxes and charges for services as key drivers. Capital outlay decreased due to the completion of project Cassadan 19. Future GASB standards, particularly GASB 103, will require more detailed financial reporting and analysis starting in 2026.
Appointment to County Canvassing Board (2026)
Dissent: None
Moved by Commissioner Chien · Seconded by Commissioner Holland
Lindsay Meyer, Finance Director, presented the need to appoint two board members to the 2026 County Canvassing Board. This board, comprising five members including the County Auditor, Court Administrator, and the Mayor of Otsego, is crucial for certifying election results. The meeting for the board is scheduled for August 14th.
Grant Application for Bertram Park Improvements (Resolution 2648)
Dissent: None
Moved by Commissioner Mo · Seconded by Commissioner Dietrich
Ross presented Resolution 2648, seeking approval to apply for a $1 million grant from the Greater Minnesota Parks and Trails funding. The grant would support significant improvements at the south entrance of Bertram Regional Park, including paving of parking lots and boat launch access, a portable restroom area, and a self-service kayak rental system. The county's local match would be between $100,000 and $170,000, representing a high return on investment.
Engineering Services for County Road 39 Reconstruction
Dissent: None
Moved by Commissioner Holland · Seconded by Commissioner Mo
The Board considered an agreement with WSB for over $319,000 in preliminary and final design engineering services for the reconstruction of County Road 39 from Odin Street to Nasha Street in Otsego. This proactive design work is crucial to remain on track for receiving $1.8 million in federal funds slated for 2029 for the project. The costs are for external engineering services and are part of previously allocated project funds.
Approved Agreement 2653: Box Culvert on 13th Street (Chatham Township)
Dissent: None
Moved by Commissioner Dietrich · Seconded by Commissioner Chien
The Board discussed and approved Agreement 2653, which designates the county as the fiscal agent for Chatham Township in a project to install a box culvert on 13th Street. This project is noted as a long-awaited solution to significant flooding problems in the area, indicating its importance to the local community.
Annual Review and Approval of Data Policy
Dissent: None
Moved by Commissioner Dietrich · Seconded by Commissioner Chien
Clay presented the annual review of the county's Data Policy. He highlighted the significant volume of data managed by the county (439 record types) and the dramatic increase in public data requests, which are projected to exceed 600 this year, largely due to the convenience of the 'Next Request' online portal. Policy changes were primarily administrative, including updates to contact information and a new provision allowing staff to temporarily pause requests awaiting clarification or identification from the requester.
County Board Workshop Schedule Adjustment (August 11)
Dissent: None
Moved by Commissioner Holland · Seconded by Commissioner Dietrich
The Board addressed a scheduling conflict for its August 11th workshop, approving a change in time from the usual 9 AM to noon. This adjustment was made to accommodate an unspecified conflict.
County Board Meeting Cancellations (September)
Dissent: None
Moved by Commissioner Chien · Seconded by Commissioner Holland
The Board approved the cancellation of two September meetings: the Board meeting on September 1st and the Board workshop on September 8th. It was noted that other dates had already been added later in the month to compensate for these cancellations, ensuring continuity of governance.
Notable Quotes (11)
We issued an unmodified opinion, which is a clean opinion or the best opinion you can get, and that's what you strive for every year.
We did have one significant deficiency for the ARPA program around suspension and debarment. It was verified, but we didn't see the date that it was verified, so it wasn't there in the documentation. So, no one was suspended or debarred, but just the date wasn't documented.
You will notice that revenue exceeded expenditures this year. Revenues actually increased 16.6 million while expenditures actually went down about 300,000. So very favorable results.
GASB 103 is a bigger standard. Our finance team and us will work together to ensure that your report accurately reflects the management discussion and analysis in the front of the ACER report, which now needs more robust and detailed language.
Ross, that's a good deal if we actually get the grant. I mean, if we only have to kick in 100 to 170 to get a million, let's hope we get that to get these improvements done.
We're really trying to focus on access improvements, which is something that Greater Minnesota is really keen on highlighting.
We're looking at a total cost of just over $319,000 for preliminary and final design for the reconstruction of County Road 39 from Odin Street to Nasha Street in Otsego. This work is being done in anticipation of $1.8 million of federal money coming in 2029.
I just want to thank you for working with them. That's been a long-awaited project. The flooding issues they've had out there have been very difficult. Is it a bridge? Is it a culvert? Or whatever it is. So, I'm glad we're moving forward with it. So thank you.
Just to give you a sense of the volume of data that we maintain here, we had to recently complete a data inventory for state statute, and we have 439 different individual record types, meaning there's 439 different areas where we maintain records.
In 2023, we received 288 requests for the county, not including the Sheriff's Office. In '24, that jumped to 366. It jumped to 534 in '25, and we're already at 335 this year, putting us on pace to go over 600 requests.
Clay, I appreciate the administration's time in trying to make this process easier for residents and more measurable, as well as managing it from our internal side. Overall, good policies to adopt.
