Moved by Commissioner Holland [01:06:50] · Seconded by Commissioner Moina [01:07:08]

The Board debated whether to require a discretionary EAW for a proposed expansion of Hidden Acres Pet Resort, a dog kennel, grooming, and training business. Key points included the project's size (up to 400 dogs), its location in an agricultural district, and concerns raised by neighbors about noise, waste management via holding tanks, and potential water runoff from impervious surfaces. Commissioners expressed differing views on the necessity of an EAW, with some arguing against it due to lack of state statute requirement for kennels and existing site cleanliness, while others stressed the unique size and commercial nature of the operation in a rural setting, warranting further environmental study. The lack of proper record-keeping for township-level complaints about IUPs/CUPs was also highlighted as a broader issue.

I look at this as like comparing apples and oranges when trying to compare a cow to a dog. Um dogs by nature aren't inherently considered an agricultural use. They're not a consumable product. At least to my knowledge, they're not a consumable product.

We are asking you as neighbors, as we stated in our EAW, to look at the proposed items that he wishes to have. Besides the 18,100 foot building I mentioned, to the east of that building, there is 3,00 uh 300 dog runs and [laughter] a maximum of 400 dogs.

Currently right now we could have without any expansion, without any remodel, we could have over 300 dogs there currently. Um we've been in business for 26 years. We've been in spec for 26 years without any complaint.

My other concern would be um the number of permits required in our life. Everybody has to go through how many permits or certificates from birth to as I recently learned, oh, I can't call that a death certificate. It's now an end of life certificate. But in that time, how many permit certificates do we have to have in our lifetime as an individual or a small business?

And the problem what happens in in a lot of situations is that there isn't any of the complaints are articulated or recorded and transferred to the county when these discussions take place here. cuz we do know that there are people that show up these meetings when they're reviewing them and articulate these concerns, but they go nowhere.

his leadership and strategic vision he has brought to this role has been exemplary. Um throughout his time in there, he has done three phases of re-engineering in HHS where he has cut 21 positions and reorganized them um into 23 different air new positions. So, but with that he saved over $1.1 million in those three reorganizations.

I want us to show solidarity, advocating that we are committed to going forward and supporting I94 Coalition um when we go to DC to make sure that they know how important this stretch of road is to our commun.
