[1:30] it is Tuesday October 17th at 9:00 A.M we'll call the right County Board of Commissioners to order we'll begin with
[1:37] the Pledge of Allegiance I pledge allegiance to the
[1:42] flag of the United States of America and to the Republic for which it stands one
[1:47] nation under God indivisible with liberty and justice for
[1:54] all this could be one of the lightest agendas today
[2:00] the review of it it looks quite long but if you actually look into what a lot of those ones are are renewals of licenses
[2:06] and such uh but we'll begin with the uh uh dispensing of the minutes from the uh
[2:13] County board meeting on October 3rd and the County Board workshop on October
[2:18] 10th we can do them combined or separately Mr chair yes um I did um I
[2:24] did add some clarifications that have been included already in the in the in here um yesterday so I would I would
[2:32] approve those minutes with those um adjustments made they're just clarifications Mr chair yes I had a item
[2:41] from the workshop to address and I would be number four on the fee schedule
[2:48] review uh two things there if we want to talk about them now or do you want to
[2:54] approve the meeting minutes first and then so if you're wanting to discuss items that are about the fees schu we
[3:00] can do that part of the recommendations uh from the workshop which would be under items for consideration oh so if
[3:05] you but if you want to actually alter the minutes we can that then that we need to do that now well there's an
[3:10] addition to that fee schedule that we didn't get to discuss the other day so I that would be a separate recommendation
[3:16] and that we because we couldn't add it to the minutes because it was didn't actually take place at that meeting so um that I would say then discuss that at
[3:24] the uh items for consideration under the approval of the recommendations from the workshop okay all right so that was my
[3:31] motion I guess have a motion on the floor to approve the minutes from October 3rd and October 10th do we have
[3:36] a second no second all right we have a second by commissioner catchmark to approve the minutes uh for October 3rd

[4:14] uh December meeting scow Joel um I'm going to add a real quick discussion
[4:20] under items for consideration C which would be uh letters of support for the lrip for monacello and Clearwater
[4:27] townships uh they have some requests for that
[4:34] and if that I will entertain a motion to approve the agenda with such stated
[4:40] additions I'll second um motion by commissioner uh Dietrich second by commissioner Holland any further

[5:55] reading through the material what's up for Renewal today there were 17 facilities businesses in Ray County up
[6:01] for renewal for the tobacco licenses I noted there were a few that had one
[6:07] violation there was one in District 5 the D tobacco store that had three I
[6:12] just want to note I know there's several Department departments and offices in Ray County that work on this program
[6:18] there were appropriate fines handed out to all those that didn't pass and I just want to acknowledge that I read and shed
[6:26] a little light on that one but look at all the circumstances everyone still
[6:31] qualifies for this renewal so that's what I just wanted to note that I read that over and that that
[6:38] stood out to me and it's my district so uh just wanted to note that so with that
[6:44] uh I'll make a motion to approve B3 those tobacco license renewals as listed
[6:51] all right we have a motion by commissioner catchmark to approve consent item B3 uh tobacco renewals for
[6:58] 2024 I'll second second by commissioner Holland any further

[7:16] set dates for a public hearing related to the changes in the fee schedule uh
[7:21] suggested date of November 21st 2023 at 9:30 a.m. at the County board
[7:27] meeting yes good morning Mr chair members of the board um first uh first request is to set a date and time for
[7:33] the public hearing related to the fees for service schedule um November 21st 2023 at 9:30 uh the fee schedule was
[7:41] presented with the modifications at the workshop last week and that was what we'll be moving forward with the public
[7:48] hearing barring the recommendations that may be adjusted or not adjusted and
[7:54] that's and that's fine that those can be as long as they're put as part of the posting that's that's more important as
[7:59] long as they're included in what we put out for publication we will include any modifications perfect so with that uh
[8:07] it's a regular board meeting I just I need a formal motion and approval by the board to put that on the agenda for
[8:13] November 21st I'll make that motion all right motion by commissioner Holland I'll second second by commissioner
[8:19] catchmark to set the public hearing for fees scheduled changes to November 21st
[8:24] at 9:30 a.m. during the County board meeting any further discussion

[8:56] requesting if more than one attends or two attends we'd like to post it as a potential public event so that's why
[9:03] we're here today to invite you to that uh we'd like to RSVP back to the extension by November 2nd uh I suggest
[9:11] that we just uh if you're interested in going let myself or Caitlyn know and we will put in the RSVP for you as a as a
[9:19] group I already did well tin already did Tina is done and I also did too all

[9:43] the projects Administration is the approval of the ARP program request for the township surface Transportation
[9:50] grants rolls right off the tong good morning Mr shair Commissioners so as stated I'm here to request approval of
[9:56] the non-competitive grant program for the Township service Transportation projects um the program was developed
[10:02] based on Direction given during um a committee of the whole for ARP the grant program will be funded using ARP funds
[10:09] for $1.1 million um we've used the highways Town Road formulas to develop
[10:14] the allocations that you saw within the packet um we are asking townships to provide a 50% match um that's similar to
[10:22] what we requested for the City Grants using ARP funds um and then all the
[10:27] grants will be reimbursement type grants because that's how we have set up all of our ARP grants um so each Township will
[10:34] be asked to complete an application that way we have a chance to review and make sure that the projects they're submitting for are eligible so to go
[10:40] through staff review and review by our consultant um in terms of schedule we
[10:46] would like to have all their applications submitted by May 1st um and then all of their projects must be done
[10:52] by the end of September of 2026 so if approved uh we'll finalize the documents
[10:57] and then we will communicate out with Township leadership um and get the ball rolling Mr chair yes and maybe for staff
[11:05] could you reference what page that that's on that shows who's getting what I saw a separate uh item on a document a little
[11:13] bit ago but just to save me from the 369 Pages here I guess I'm not entire I does
[11:20] anyone know what page it's on in the 325 okay you can thank you and I just want a
[11:27] quick discussion I mean I think September 26 is being super generous I just want to make sure that we I know we
[11:33] have things that we can pivot on but I'm kind of I I think most of them will spend it much sooner I kind of would
[11:39] almost like to say a like a July of 2026 just because it gives us a little bit
[11:44] more time to meet as a board if we need to to discuss on how we want to Pivot from there I I just we won't be able to
[11:52] Pivot after the end of 2024 we have to have all of our ARP funds obligated by the end of 2024 so that means we we need
[11:59] to know what projects we're spending it on um which is why we've asked for applications earlier but but even from
[12:04] like a reporting standpoint are we going to run into these issues we going into September of 2026 I just we easier for us to say July
[12:13] and if we had to give them an extension for 60 days would be better than to get to September and be like no we can't
[12:18] extend it anymore because we don't have enough time to get yeah U good morning chairman board
[12:25] Commissioners we do we have to have all the funds obligated by 20 so you really in all reality if you wanted to be safe
[12:32] you would have to say they'd have to be in by 24 like all they'd have to be said and done done we we can ask for um
[12:39] reimbursement requests earlier than the end I mean we've asked for at the end of August but we can move that up to the
[12:45] end of July of 2026 just to make sure but I guess because what in my mind is I
[12:50] just don't I I I'd imagine all of them are going to utilize it but I almost want to would want to go to the route of
[12:56] saying that in order for us to to be able to to Pivot on it they'd have to have
[13:01] them completed by November of 202 four for which basically means that
[13:09] they have to utilize it next year which all of them have a road project every year so I I mean I don't feel like it's
[13:14] not an issue for them to utilize it I I just I I I don't want it to be like
[13:21] we've seen where some of them in the past have like held it down to the very last in our other granting rounds as
[13:27] we've seen they held on to it till like the very last day of our deadlines and
[13:32] that's I I would appreciate we can we can make
[13:38] that change and they are able to use um I don't remember the exact date but retroactively they can use it back to I
[13:44] think December of 2021 or 22 so there there's a little thing go back and find
[13:49] an eligible project they've already spent money on and that might be I think if we do enough education on that uh so
[13:55] I guess I would like to set the deadline for it to be uh of November 1st of 2024 uh it is a short deadline but I
[14:03] think that is still very achievable because they can go back to other expenses that they can use to use for the reimbursement piece to it that way
[14:09] it still gives us time and to Pivot if need if necessary good
[14:17] good Mr chair thanks for the efforts I think it it'll be money well spent it
[14:23] was interesting at the township officers meeting a week or two ago a couple of us went and we were told who was getting
[14:31] what by a Township officer and I didn't know what what we were giving so I was
[14:37] getting questions afterwards and hey where are we at so this was actually now once we approved this when we can
[14:45] actually legally tell them we voted to give you this amount so I'm glad we're getting this out of the way because I
[14:51] have a couple that were pending just for following the rules and not given early
[14:56] info so that's what I'm going to do with and you might get calls too but there's these deadlines are important and so
[15:03] what's the plan for telling the townships is it a mass email or what what are we going to do I was intending
[15:08] to send emails to their clerks and supervisors or I'm sorry their chairs um
[15:13] and then copy you guys on that as well and if you have the opportunities to speak with any of your townships
[15:19] encourage them to follow up that would be wonderful okay sure well thank you Mr chair yes um Elizabeth but you um I know
[15:27] they expanded like defin of what projects could you just um explain that just a little bit how they've expanded
[15:33] now what's eligible for these funds uh so surface Transportation projects are now eligible under ARP uh the there's
[15:41] several different types that are eligible we're focusing in on what's called the Streamline path 2 I believe
[15:47] which is really anything that's eligible under what is their raise program it's another grant program but for townships
[15:53] what they're going to care about is um basically roads Bridges and culverts so any projects
[15:59] there that don't have significant environmental impacts should be eligible okay thank you Mr chair How about if
[16:06] they run short or they got extra money stockpiling gravel and a piece of
[16:12] equipment can it go toward road maintenance equipment those two things are they eligible equipment no okay how about the
[16:22] their gravel stockpiling for the year no no buying gravel okay not less they're
[16:27] intending to and do something with it well as part of the project oh okay
[16:34] thank you they can iron out the rest with you thank thank you for all your hard work that's put together really
[16:40] quickly so thank you so I would entertain a motion with the amending of the uh uh approval of
[16:48] the deadline of uh November 1st for them to have the encumbered the expenses of
[16:55] next year of next year yep so mov to all right motion by commissioner Shane I'll

[17:14] Township you have a lot of them okay uh moving on to items for
[17:22] consideration uh approve and adopt the recommendations from the October 10th Workshop uh there's a seven different
[17:29] items on there uh the recommendations the first one was some uh scheduled meetings that uh were part of the
[17:37] minutes and then there was The Advisory uh updates as well which was informational only we had a good robust
[17:43] discussion uh about the initiative foundation in 7w the recommendation is
[17:49] that it's informational only and there's no interest in the board in pursuing anything further at this time uh
[17:54] regarding an ed with 7w at this time the next item was item number six was the
[18:00] fee schedule review uh which was uh discussed and reviewed there'll be some
[18:07] discussion here we'll take here afterwards with some items that were um missed or changed after that Workshop
[18:13] that need to be included as part of that recommendation uh process uh for
[18:19] appointments to the grit River Regional Library uh the recommendation was to continue the use of the same application
[18:26] and interview process uh postal open board and committee uh seats publicly
[18:33] the sixth item was the third floor Government Center uh which is the
[18:38] recommendation is there's no interest of the board to move forward with any remodeling or construction projects at
[18:43] this time um that was a pretty uh good discussion as well um then the last item
[18:50] was the phone analysis which the board uh came with the recommendation to use
[18:55] the project Administration team to do an anal analysis of the phone
[19:01] system with that I'll entertain a motion but we have some quick discussion here on the fee schedule first do you Mr
[19:07] chair um just for number three third floor Government Center um this is my a
[19:14] minor change but there's no interest I would say there's no consensus from the board to move forward with any remodel
[19:20] or construction projects at this time that's fine if you want to change it from saying interest to no consensus
[19:27] that that's fine no problem all right well Mr chair my minutes say there's no
[19:33] consensus from the board isn't that what what you wanted right the minutes did but the recommendation says
[19:39] recomendations oh I have a different version says I don't know mine says there is no interest okay well I don't know how we
[19:47] got two different versions but there's no consensus from the board to move forward with any remodel or construction
[19:53] projects that maybe that was included in the in there with the updated oh
[19:59] so well if it included in the updated but we had then I'm fine that's right okay all right that was one of the
[20:05] pieces where I printed this out yesterday and I think there was a there was a a change from that saying interest
[20:10] to consensus after I printed out this okay yep and I was looking at yesterday's to interest consensus I that
[20:19] that's fine it's just subtle that's fine so no problem there uh commissioner
[20:25] catch mark on the fee schedule thank you you so a claim review long time ago led
[20:32] to checking with Highway Department about the plat review fee how they came
[20:38] up with it uh what are we well who's paying what basically for the service um
[20:43] so I met with actually slipped my mind with all the excitement at the last fee schedule meeting so I met with them
[20:49] right afterwards they were appreciative of that and what what I was looking for
[20:54] is just kind of consistency with the other departments that took the time and review some were due and some weren't
[21:00] but we saw a lot of 90% cost recovery in the updated fee schedule and the
[21:06] constituents that I talked to the taxpayers paying the bills aren't interested in supplementing development
[21:13] for profit and and the staff time that goes into the plat reviews so Highway
[21:18] took another look and they have submitted a proposal for the fee schedule it came in the last couple days
[21:25] I think everybody got a copy that basically shows a 90% cost recovery for
[21:32] what they consider like an average or a typical plat review but they do vary a
[21:37] lot um we can only get so close but I we're a lot closer I think than we were
[21:43] so that's a little background on that change where it came from and and Highway I appreciate the extra effort in
[21:49] them sitting outside of their rotation and getting it cleared up to this degree
[21:55] so that's in a nutshell save Mark a little bit of time at the podium
[22:00] maybe yeah Mr chair members of the board so after the fee schedule meeting at the workshop uh commissioner catchmark um
[22:08] brought this to our attention a concern uh with the plat review of the highway department uh I believe the the
[22:14] information you had yesterday showed uh 79% and an 84 down to an 84% cost
[22:20] recovery um after some conversations yesterday afternoon the new one actually shows a 90% at
[22:26] all3 uh um tiers um and that would be if uh if
[22:33] you have it in front of you uh Unit 10 or less units with no Road improvements
[22:38] at a 90% cost recovery be 110 uh less than 10 acres 10 999 units would
[22:47] be a 90 recovery at three what heck was that
[22:53] number at 290 and then uh th000 units 10 or 10
[22:58] plus acres would be 570 out of 90% cost recovery um this act the highway
[23:03] department is scheduled to do a full fee schedule review in 24 for implementation in 25 so this is just a little bit of an
[23:11] outlier and wanted to bring this to the board for either inclusion or or not in
[23:16] the fee schedule before we post it to public hearing Mr chair he mentioned the
[23:21] tier process and what that allows for more so is if you have like a family
[23:27] farm set up and you want to uh give a couple entitlements to your kids that they're not going to be charged at the
[23:32] same rate that a developer is going to when they're here for profit and hundreds of units and lots so I'd
[23:41] propose that that get Incorporated with the rest of the changes that I believe would become effective January 1st of
[23:47] 2024 is that correct uh they will become effective January 1st if the fee schedule passes the public hearing right
[23:54] but this is set up to be lumped in with that and not something for the future correct yes okay so anyone have anything
[24:02] else on that more than you wanted to know maybe but no I just jumped out at me and I appreciate the staff time and
[24:07] working through it commissioner catchmark I appreciate the effort that you did you took on this with uh discussing with the administration in
[24:14] the highway department I think this is a good um representation of the cost and also not burdening those people for
[24:21] those situations where you're just subdividing things for uh family reasons and because the review on those time
[24:27] those are very little uh so this is a good representation of the time
[24:32] associated with it so Mr chair no and I just want to say that I got to sit in on
[24:39] part of that as well and really appreciate the time that they took because it does make sense now so thank
[24:45] you then I had another part to the then the other one was the discussion
[24:51] on there was another one it was part of the fee schedule was the discussion on
[24:57] the uh I forget what we call it uh the staff charging staff time fee
[25:05] associated with the uh training facility uh and just wanting to get clarity on
[25:12] the when and how it's applicable um I think there was the discussion at the workshop was that we were just
[25:18] anecdotally assuming that that was a fee that was uh meant for after hours and weekends but there wasn't uh we didn't
[25:25] know that definitively at that time I think at least three of us were wondering about it when there's staff
[25:32] out there and then it's noted that additional staff would be for range it
[25:37] seemed like the consensus was that if you have staff out there already that we
[25:44] wouldn't be looking at a extra staff so I guess the question isn't so much about the the the the
[25:51] dollar amount as it is pertaining to how or where it's applicable well there would be a dollar amount on it cuz it
[25:57] said that the cost of that additional staff would be assessed to the user yeah
[26:03] but I guess the discussion isn't so much on the dollar month that's on the fee schedule it's just more the question of
[26:08] how and when it's applicable is what the discussion is
[26:13] correct so um I guess Mr chair which line item is that in
[26:19] the in the P schedule schedule hold on it's under the range it's about in the
[26:25] middle and it next to the range it says uh additional share of Staff
[26:32] time language I and I guess I I think to the
[26:39] point at this point I think having it in the fee schedule is is correct and should be in the fee schedule because
[26:45] there is times that we would have to charge for things so I think that that is not an issue so I think having it
[26:51] published with that in there as such I think after the fact we can get some clarity as to when and how it's
[26:56] applicable uh at I think Administration can get that information for the board uh to those
[27:02] ends and chairman and then we will um before we have the public hearing um
[27:08] adjust that if uh the cities of uh the PDS from um Buffalo anadale and Howard
[27:16] Lake we would wave the fees for the training facility so the which I think the
[27:23] recommendation was is at this time we were just because we haven't even created a fee for such per se I mean we
[27:29] can wave the fee because there's a fee on there for rental per se but then we've discussed it's easier for us to
[27:35] have a fee and then for us to wave it than it is to do it the other way around okay okay but what uh the recommendation
[27:41] also was at this time to uh ask the cities in Wright County to make a formal
[27:48] request because at this time uh we've had spent a lot of discussion on something that is just a big question
[27:54] mark So if there I I don't want to have this discussion anymore because it could be at the end of the day all for nothing
[28:00] if they if they make a formal request then we can have a discussion uh and the sheriff can and the board can have a
[28:07] discussion of what that looks like what would be required and and what we would
[28:12] have for availability and and if it works it works and if it doesn't it doesn't but at the end of the day at
[28:17] this time I don't want to discuss it when we've just anecdotally said that they may be interested so I'd like them
[28:23] to make a formal request first Mr chair I just like they had after that last
[28:28] meeting that I had caused to talk to one of the Chiefs about something else and I gave him an update on the meeting with
[28:35] the fee schedule and hey what would you think are you interested and unsolicited
[28:40] by me the chief mentioned that they would be depending on the amount of red tape and I said what do you mean well
[28:47] this extra Guardian I'll call them per se that's noted on here watching over
[28:52] them they lose interest very quickly so I would be looking at I think they'd be
[28:58] in favor of like a 2hour whatever orientation for your designated person
[29:03] and and our our staff would say here's what you can do here's what you can't do and then you have people out there
[29:09] already incidentally whether these other PDS are out there or not that could troubleshoot anything else but I'm just
[29:16] bringing an updated feedback from the uh the Inc County Chiefs just an update on
[29:23] their thought on that's relative to this very item absolutely I guess we the
[29:28] biggest piece about this and like I'm saying is I don't want to have any more anecdotal conversations we haven't
[29:34] postured any requirements at this time we haven't had any formal discussions everything that's going on out there is
[29:41] literally just a lot of just anecdotal conversations so if we want to have if if they are seriously interested ask
[29:49] them to put in a formal request to Administration for the usage of the facility then at that time we will have
[29:55] a robust discussion about what we would require what we have for availability and then we can put this all in writing
[30:02] and then it's not he said she said type situations I
[30:07] don't want any more of that kind of conversations until we actually have a formal request I do want us to entertain it
[30:14] though just for the fact that they those citizen the r County Citizens are paying a lot of money for this training
[30:20] facility yearly and they should have their they should have a right for their
[30:26] departments to to be able to use it for no Fe Mr shair as well I think it's
[30:31] important to note that when our Deputy before we had this training facilities our deputies did train at the anandale
[30:37] facility and were charged for that to go there and have training so we were charged by the city of anandale but it
[30:43] wasn't a a county tax and I I think facility that we but
[30:51] it's still okay we're going to keep on topic here exactly and I just want but I just want it's balance this because you
[30:58] got to speak and you got to speak add that y we're good thank you commissioner
[31:04] Dietrich thank you commissioner Holland I think at this point like I said I don't at the board level here we're not
[31:09] going to have any discussions and though we have a formal request from one of the municipalities in the county and we will
[31:14] address those concerns uh both yours commissioner Dietrich as well as yours commissioner Holland from a from a a
[31:21] charging perspective as well as the availability but without any request I don't want to have any more disc
[31:27] discusss on it because uh we may having all this conversation for nothing so Mr
[31:32] chair just to clarify that's part of the project list that clay has tasked with right reaching yes y that was part of
[31:38] the recommendations which I wanted to add to this is that to to to communicate to the municipalities that if they want
[31:45] to have any uh discussions with it to please communicate with the administration uh and not via the board
[31:53] about these conversations just to actually put together a formal request Mr chair may I add to I mean part of
[31:59] that we haven't said is talking to the sheriff about this with together this is a big picture together in absolutely
[32:05] because that's where the piece is once we have a formal request we will have a discussion with the sheriff about what
[32:10] is the availability what would it take from uh liability costs and training and
[32:18] all the pieces about it then we'll have a then we'll actually develop a policy to it but I don't want to develop a policy when we don't have it we don't
[32:24] have any formal requests thank thank you Mr chair all right with that I will ask that the
[32:31] board uh make a motion to approve the uh recommendations from the workshop on
[32:37] October 10th I'll make that motion all right motion by commissioner catchmark what
[32:43] the addition of the highway yeah with the addition of the highway fee as well
[32:48] as the uh other discussion items pertaining to Communications the municipalities and the county if they
[32:55] want to have any discussion about it too correct submit a formal request M second

[33:13] December meeting schedule uh so we've had uh a little bit of discussion back
[33:18] at the workshop about this uh talking about what the interest of the board on
[33:24] how we want to shape the December schedule there is the AMC conference I

[33:56] Public Safety Committee meeting that I'm on would fall on that Tuesday morning so
[34:02] without confirming but past history has been that so if the board would sooner see me there I plan on coming and going
[34:10] just from MRC and Public Safety and not staying for the rest but that would conflict with A Tuesday meeting unless
[34:16] there's some pressing item that somebody feels and if there's at least three here
[34:21] you know I don't know how you want to look at that I I I'm okay if if you want to forgo the December 5th meeting so
[34:27] that's I don't we can then we just wanted to have a discussion of of pivoting I would probably recommend then
[34:33] at that point that we would uh go with a schedule of sorry I'm changing my view
[34:39] on my calendar here uh Mr chair that would leave us the Tuesdays of the 12th
[34:44] 19th and 26th i' probably recommend the 12th and the 19th and uh foro December
[34:50] 26 and we can always call a special one if for some reason we would have to address something at the last Tuesday of
[34:56] the year year but I think we could accomplish the business that we need to on the 12th and the 19th and we will

[35:41] monacello and Clearwater Township for letters of support for the lrip which is
[35:46] a local Road Improvement program uh last year uh clear water and uh Silver Creek
[35:54] Township had applied for this and got fundings funding for Gowan Avenue 150th
[36:00] Street this is their four-phase project they uh are applying for phase two now
[36:06] and looking for a letter of support as well as the see I got to get the
[36:12] uh uh monel tonship is applying for a letter of support for their project
[36:19] which is on I'm trying to remember all these different one 90th Street and Birchwood Avenue Mr chair just the
[36:27] question if were other parts of the county eligible for this there's a lot of Grants and programs that come and go
[36:33] I hard to keep track of them and so historically what we've done as a County Board anybody that that uh requests the
[36:40] board support to these as long as it's a qualifying project generally the county supports them whether it's the highway
[36:45] department parks department uh County Board universally um and hopefully the
[36:51] scoring down there will work for one or two or three of them to get funding across the county
[36:58] okay so it's not it's not a it's not an all or nothing so it's potential that three or four different townships in the
[37:04] county could be awarded these grants so oh do we know if they put in for it too
[37:10] or is monel the only one no monell and Clear Water Well clear water and Silver
[37:15] Creek combined are applying as well as then monell Township I've only know the ones in my district that have reached
[37:20] out to me asking for letters of support I can't speak to other townships within the county so
[37:28] okay is Mark the spokesperson if we want to if I want to talk sidebar if if there's anything else going on or
[37:34] potential so M Mr chair I don't have a list of all the townships yet but we're expecting six to eight different
[37:39] townships throughout the county to apply for local Road Improvement programs okay which the county is the sponsor for so
[37:47] uh in November either the 7th or the 21st we'll be bringing support resolutions for each of those applications to the board for for those
[37:54] projects so letters of support would not be necessary CU we do the resolutions
[38:00] which show the support through the board so we'll plan on bringing monell silver cck and the other ones that are going to
[38:07] be putting applications in if that works for you that's typically the past practice and that's fine and I'm just
[38:14] reacting to the requests that I've had on these and then uh I know because Ross is getting the same request as well as a
[38:20] highway department and I don't want I'm trying to get on the front end from us having to send out like six seven
[38:26] different letters of support because and I guess we have to maybe communicate a better process of how the county addresses these programs so we don't end
[38:32] up uh either looking like we don't care in not sending a letter of support or
[38:38] sending out six different letters of support and saying like here's our processes for it and and on this program
[38:44] since we are the sponsor for those for those uh that done by resolution in the past there's other Ro there's other
[38:50] programs like State Park Road account um Outdoor Rec grants that departments have
[38:55] written support letters if they they match into some of our planning opportunities so um
[39:02] yeah developing a little bit of a process but on this one program we'll plan on bringing support resolutions for
[39:07] each of those projects that are being submitted that are due to uh mop by December 8th and that'll be the same
[39:13] with the State Park Road account the spr one for the uh 97th in monel Township
[39:20] well we'll get that done all right I'll make a motion to assist my
[39:26] brother commissioner in uh that letter of support I don't yeah which is probably
[39:31] even if necessary because it sounds like we're going to do it through resolution here coming up in next month for those programs yep and then letter uh for

[41:23] ribbon cut cutting in anandale on Hemlock Street a great Community project that increased safety and traffic flow
[41:29] for the schools really um and a beautiful project as well it's on 24 and Hemlock um attend I also attended the
[41:36] rural County's um annual meeting out in Alexandria so that we could get a quorum
[41:42] there to elect the executive board um and we discuss also discuss the legislative priorities um that will then
[41:49] be finalized in at the December meeting and um yesterday we had a Highway 55
[41:54] quarter Coalition meeting um we did not receive the C cordor of Commerce um
[41:59] Grant this year that we applied for um we kind of recognized the things that we need to make improvements on um so we
[42:06] can get the the funding is for the four lane expansion from Adina to Highway 19 and ledto and then I did have one um and
[42:13] we also discussed kind of funding strategies and dues for the Coalition itself and then um grants and funding
[42:21] that we could strategize for um for the roads itself and then I did have one
[42:26] little clarification um to make um and the newspapers that ran a couple weeks
[42:32] uh regarding the County board meeting where we approved the preliminary Levy the story stated the initial reduction
[42:38] was a difference of $30 per taxpayer um it should have read um the $30 per
[42:45] average residential home not per person I just subtle Clarity but it makes a
[42:50] difference um we do property taxes not personal taxes so um just wanted that clarified thank you commissioner
[42:57] Dietrich uh so just to the general public just to notice the change that our advisory committee updates now will
[43:03] be done monthly uh at the workshops so just being able to give the County Board
[43:09] a little bit more of a robust discussion about what is taking place at our different uh advisories uh that we sit
[43:17] on uh versus doing them here in a very rushed fashion through the end of the at
[43:22] the end of the County board meeting we will take a moment at the end of every every County board meeting if there's anybody that needs to make any quick
[43:28] announcements but uh generally the updates will take place in the workshop with that with no other business to
