three the Historical Society uh to be added catchmark [1:10] proposed funding for operation of the three busiest days which would be a [1:15] reduction of the current appropriation amount there was no support for this [1:21] proposal and I advise the minute taker of that if people are in agreement the [1:27] next one is under number five front desk to be added catchmark proposed moving [1:33] the why I absolutely okay thank you [3:57] um so in in reviewing the claims I found the $200 bill paid to Green interiors and I [4:04] inquired about the scope of work and and the contract with this and what I learned is that it's been a [4:10] long-standing verbal agreement and that in 2022 when we were going to be moving [4:15] talking about the move from the old building to the new the past board voted to move some of the live plants over [4:23] here and which would have been a reduced cost and stick with the same service so [4:28] what I found is that uh I didn't know how many plants we had around in the different buildings but apparently it's [4:34] about five plants in the front of this building and that's it that were paying the service $200 a month for to water [4:41] and whatever they need and finance shared that we paid the same service about [4:47] $60,000 in the past several years now it's reduced to $200 a month but um with [4:54] the verbal agreement so finances recognize that this should at the very least change to a written agreement if [5:00] we continue it but what I want to talk about is is other proposed options I talked to Allan um it seems like it [5:09] could be within their realm to take care of these plants and if they're not familiar with doing it that they Peak [5:15] over the shoulder of the person when they're here the next time and see how much water and how often and if we don't [5:22] do the right thing and they pass away they could be removed and artificial could be replaced or something else so [5:28] that's my foundation for the discussion today all right so if the plant passes [5:34] away all right plant Gates I'll call it because of the way the agreement is set up and the cost commissioner catchmark I [5:42] appreciate you bringing this up for discussion um what I think we should do with it just so we can get better information have a deeper discussion [5:48] with Allen as to whether they can and can't do it and then at that point [5:54] decide whether we still as a board collectively want to have them or not I do a pro pros and cons analysis on there [6:01] whether there is or not um I at this point I I just say we can make it as a quick discussion coming up at next month [6:07] at the workshop it would be my my suggestion I want to make a special meeting for it but I also don't know [6:13] that right here off off the cuff if everybody wants to just make a quick decision on it I mean well Mr chair I [6:20] don't know if there's a whole lot to I don't know if there's a whole lot to discuss I don't there isn't I mean I mean if you I just if other [6:27] Commissioners want to win besides you and I I I think we maybe could clean this up here now if someone thinks that [6:33] they need more information then pass it along but can we just briefly maybe get [6:38] some input from the other decision makers here and chairman and Commissioners a reminder that this one will have to be paid even after [6:45] discussion fair enough I I'm just more like I don't want to pay $200 a month either to water uh five or 10 plants I [6:51] just don't I I'm with you it's just a matter of do we want the plants or not [6:56] and and if well does anybody else have any input [7:01] sounds good to me too so I guess we don't even have to refer to a workshop we can just Mr I mean a lot of [7:06] businesses do have life plants in their in their buildings for health reasons environmental it's just it's it's not [7:12] uncommon um I mean this is obviously a discussion so I'm not like anti-plant by any means it's just um I'd rather I'd [7:19] rather this be coordinated you know with our staff um to make that [7:28] decision I Mr chair I don't don't think we need [7:36] to be paying a service to have this in and if like you said if they don't last [7:41] and they're gone it's only saving the taxpayers money um they make some really [7:47] nice artificial ones now and maybe it's less maintenance I'd rather not move [7:52] this to a workshop I think it's would be spending too much time on something that's I agree I fair enough I just want [8:00] to put it out because I if there was a discussion if you guys want to make a quick decision I'm all for that too so I [8:05] I'm hearing the sediment collectively here is that we don't want to pay somebody uh 25 or 20 bucks or even 10 [8:13] bucks per 103e 715 [9:36] yeah thank you Mr chair members of the board um yeah so repair petitions nothing really new I think the unique [9:43] one about this is It's a repair petition on a joint ditch a joint ditch is a ditch that goes into one or more [9:48] counties um in this case joint ditch 14 goes into Meer and McLoud counties we serve as the host County in this [9:55] situation because most of the majority of the ditch is located within right County but it still requires input and a [10:02] joint drainage Authority consisting of members of right Meer and McLoud counties to hear this petition and to [10:09] have a public hearing on their repair request so just to meet our statutory obligations today you are reviewing the [10:15] uh petition repair under Minnesota statute 103e 715 you're required to hear [10:21] this repair petition within 10 days of it being filed so obviously having boards every two weeks makes that [10:27] difficult so I wanted to get this on the schedule the next item will be to work with the Auditors of the other counties [10:34] and to uh figure out which commissioner they will be appointing from each County to schedule that joint meeting um that [10:40] first joint meeting will simply be to appoint the Commissioners for that joint drainage Authority and to schedule the [10:47] date for the public hearing obviously once we go on to public hearing notices will be sent to All land owners uh [10:53] letting them know time in place and to provide feedback on the petition repair so a couple steps that we normally don't [11:00] have to do if it's just a san county ditch that we have to with a joint ditch so if you have any questions we have an [11:07] answer yes um is the redetermination already been done on this yes was [11:13] completed in uh 2017 okay thank you Mr chair yes so I I understand there was a [11:20] request made to repair if someone if everyone got a chance to look at the pictures they kind of speak for themselves the big voids even though [11:27] there's snow cover you can see um so is this 10 business days or calendar days I I wouldn't know um I'm [11:37] just trying to just for our window if it's 10 calendar days we've got till March 1st and uh I'll be on it because [11:45] it requires the commissioner whose District it is so then we need first two [11:51] others to step up and then we pick we can pick the day on our part within 10 days and then you'll relay to the other [11:58] two counties yeah that works with those uh Commissioners who again that their Auditors will still [12:03] have to work figure out who they're appointing for that joint committee and then um try to verify time so it's just [12:09] a lot of will this be done via Zoom as we've done in the past I think and I'll verify with Greg the the initial meeting [12:16] to plan the public hearing can be done but the actual public hearing for the repair request has to be in [12:23] person that's correct Mr chair okay just a clarification is that is it just the three one from each County of the County [12:29] Commissioners or do you need additional two from from right oh yeah yeah so since we're the host County we will have [12:35] three Commissioners and then there'll be one from each um County if it's a joint ditch with just two counties then it's [12:41] we as the host would still have three the other County would have two Commissioners um but in this case we have three total counties so we need one [12:48] from each Mr chair I can volunteer for one of those positions okay we need one more Mr chair [12:56] all right is in motion the funding has already been approved so this grant would just be in addition and [21:03] would allow us to potentially put in uh port in place to make the playground [21:08] totally completely accessible and then also add some additional amenities so [21:13] the the grant the match and everything is already in place so you're putting in those what is [21:19] it like that foam GL p in place it's called yep yeah it's kind of like a high dense foam yeah it's uh those are nice [21:28] features in playgrounds but man I couldn't believe how expensive they are they're really expensive how long do [21:33] they last that's a good question probably between 15 and 20 years right because I say they relatively new I [21:39] don't think we've seen a lot of them that have hit uh We've the [22:33] Department Brad especially has already received uh funding up to about 719,000 [22:39] from the uh Transportation alternative Grant and we're leveraging those funds [22:45] as our match for this particular Grant and we have $550,000 set aside in the [22:50] CIP for this Grant and so we're going to be looking to try to maneuver and do some plinary design and Engineering to could look at either [23:57] 10:30 or 11 on the 27th I'll be gone I will be too I [24:07] mean is it in are we in a hurry I guess it's not urgent by any stretch I mean [24:12] we've got it's it's s out there that's true um I think they've already articulated to Bradberry [24:20] that it's that that that contract is unless you wanted I mean at this point I [24:26] think the only thing that's hanging out there is that cont cont and whether we were going to try and execute that contract as is or if we should just end [24:33] that contract and then decide uh and Mr [24:38] chair I thought it especially in light of the fact that there's some items that uh we want to weigh in on one [29:11] item that I wanted to get in front of the group was related to uh the next [29:17] item on the agenda was the uh Department of Revenue regarding their proposal to [29:22] change from a gross operating Revenue uh taxing system versus that of the State [29:27] assessed properties which is um largely similar but different of of assessing [29:34] based on value so it's a big change it's got a lot of moving parts to it so at this legislative uh uh committee the [29:42] whole we're going to go over that as well as some of the other items as we have a variety of bills in there and we [29:47] also have a document that I've been working with uh administrator Kelly we want to uh walked everybody through that [29:53] as well um Mr chair yes another another item just uh maybe to catch me up to [29:59] speed I was looking at the egg tax that was disseminated to townships and we [30:05] asked the legislators to look at how that tax was divvied up to townships because it's supposed to be for road [30:11] maintenance for roads that are abused by hauling from gravel pits but some of [30:17] these gravel pits are not on Township roads in the townships but they're [30:22] getting money to maintain a road that's not being used and abused you're talking about gravel tax right [30:28] EG egg tax otherwise they aggregate tax oh okay yeah that's a more legal name [30:34] but do we have any update on where that went or does that need to be Revisited or I don't remember hearing anything uh [30:40] from last year so the we didn't propose anything on it uh having a lot of the conversations that I've had out there [30:48] with it is it was something that we really need to get the townships mat Minnesota associations of townships to [30:54] sponsor it first um we would be better off on a a secondary route because they can't even collectively agree amongst [31:01] themselves because those that those County or townships that have gravel pits uh don't want to share their money [31:07] with those that don't so if we weigh in on it we're choosing a side uh this is something that they have [31:14] to they have to sort out amongst themselves we we're not we're really non-players in it uh well except that we [31:21] write the check well we we're just we're just pass through money because they don't like a lot of uh their Township [31:27] Road Assistance stuff all go through our our Highway Department that I can't articulate what was their methodology of [31:34] that back in the day but that's the way it is we're just pass through money uh so oh I I understand that then Mr chair [31:40] it just it's glaringly obvious when you know the townships that have gravel pits [31:46] that are accessed off County roads but they're given thousands of dollars to [31:51] maintain Township roads that are used to access these pits but they don't exist [31:58] that that's where what I'm looking at but has correspondents been sent to the [32:03] townships that say Hey we've we've heard concerns but you folks should really take the Reign on this did that ever get [32:11] relayed that we discuss and feel that it should be brought up by them just so [32:17] that they're not looking and waiting for us to do something I will go back in time too we [32:23] uh we've had discussions about this a couple of times over the years at the uh Township officers meeting I guess we [32:30] haven't given them I would say a do this then this a a checklist of if you want [32:36] to make changes to this do here's the path forward we haven't done that for them um we can certainly have some [32:43] discussions uh you and I prior to the next Township associations if we want to give them some of that guidance um a lot [32:50] of it been at this point was articulated to them is that if you're interested in seeing changes with the aggregate tax [32:56] and how it is dispersed uh the balls in your court on it uh you guys need to collectively agree amongst yourselves as [33:03] an organization uh how that should look uh with that but because 50% of the [33:09] counties and well I don't even know if it's 50% but it it's not not every county has a gravel pit and the ones [33:15] that do don't want to share so it's it's going to be a complicated discussion so that's a good point I'll just bring it [33:20] up at the next meeting Mr chair at township officers sure just for review and update okay thank you [33:27] all right uh with that let's look at the calendars here uh we hate to wait too [33:33] long just because I'd like to get in front of everyone there's a great document that I think every I want to walk everybody through that uh [33:39] administrator Kelly's done a fantastic job on uh and I think it's going to be a helpful tool for a lot of you uh in [33:46] being able to follow some of these uh topics that we're working through in this session as well as I want to get uh some [33:53] updates to everybody sooner than later I understand that some of you are gone [33:59] next week so could we teams in for that I've asked legal [34:06] no not to [34:12] okay I mean are we able to also pick that uh sixth day with that work following the committee the whole we [34:18] just scheduled we can certainly do that sure all right close enough for your timeline Mr [34:24] chair it'll it'll have to do so um we'll just work on the meantime [34:29] with uh that'll come to their next item so I want to get some direction from the board on the next item so we can work on some stuff in the meantime but all right [34:37] what time on the 6 we have a meeting so we have a committee of the whole we'll just add this as a secondary item on that Committee of the whole so it'll be [34:43] uh two items that the 9:00 a.m March 6 committee the hold oh okay as long as [34:49] we're done by 11:30 then yeah we should be chairman vetch uh uh commissioner d [34:57] cat a good point uh talking with uh flarity and Hood maybe having a day at [35:02] the capital you know uh with with Shane just to kind of push forward some of [35:08] these uh things that are are select to our County we can certainly talk about that [35:14] on that six um he's down there all the time so if any of you want to go down there and meet ahead of time he can help [35:20] you make sure they find out which items are being heard when and where uh so you're more than welcome uh to do that [35:27] that though Mr chair how do we communicate I don't have to be the point [35:32] person but if because you're more than welcome to contact Shane if you have a particular bill of interest that you [35:38] want to weigh in on or you want to hear it more uh on a closer or you want to uh [35:44] work on setting up appointments to speak with individual legislators you can certainly communicate with Shane and he can help you navigate that uh to getting [35:52] you the uh meeting appointments that you need as well as giving you in line with [35:58] uh possibly giving testimony or uh guiding you as to when things are being [36:03] heard do you get a do you get regular emails from him him and I correspond uh [36:08] probably at least every other day or do you want to pass some of them on because so we know what bills are like coming up [36:14] or so like my correspondence I'm certainly happy to pass them on with you mind more more on like an individual [36:19] topics they're not holistically so there's like some of the ones that are in that we have on that list I don't I [36:25] don't track as close uh some of them Greg is following from the data practices side so so he has the [36:32] correspondences on those ones because he is working on helping craft the language some of the other ones are more specific [36:39] to like HHS uh they're having conversations with Shane so it's it's [36:44] more of you have an ISS a particular item on those legislative initiatives that you have interest on and then he he [36:51] can keep you informed on those so all right uh so but by all means [36:59] you're you're always more than welcome to reach out to him and uh communicate if you have some uh issue uh an interest [37:06] in weighing in on a particular topic so uh with that I suppose do we [37:13] need to make a motion to administrator Kelly to add that item to it I think that'd be good and just for clarification are we going to do that [37:18] here or do we want to go on site for the sheriff's conference room again I think at this point we can do it [37:25] here yeah next one is uh looking to get the approval of the board to authorize a letter as well as [38:13] comments to the uh Department of Revenue as well as possibly uh pu and possibly [38:19] the legislative delegation depending on how this route comes forward uh this [38:25] will be an item that we'll disc in a little bit more details on March 6 it's kind of a complicated change that the [38:31] Department of Revenue is proposing regarding how State assessed properties are valued so right now State assessed [38:38] values are State assess properties are those of railroads uh pipelines uh utilities um [38:47] there's a few other what yeah power plants y there's a there's a variety of other ones as well but they're proposing [38:54] and changing this methodology currently they are assessed based on the value of [38:59] the buildings as well as the personal property on the uh property itself uh [39:06] now they're change they're having a discussion about changing it in taxing them based on their uh gross revenue and [39:13] not based on the value of the properties we have some great concerns about this because there is a lot of uh exemptions [39:21] to this as well uh so with doing this they would be exempting uh from an [39:26] energy perspective uh solar and wind power that was generated would be exempt [39:31] from that basically that Revenue would be taken out of that gross revenue so essentially any power line uh that's [39:39] running uh electric or running uh solar or wind powerered energy through it [39:45] would then not be uh paying any tax for those uh power lines and so there's [39:52] really now we be losing an immense amount of of value on just those [39:57] especially when you fact that you look at the makeup of the grid is is looking like in all actuality by maybe 2028 2030 [40:06] and definitely by 2035 we could have maybe 60 70 80% of our grid made up of [40:12] the those those sources of energy and if they're exempt from the gross revenue tax then essentially uh all those power [40:19] lines in our throughout our County would be paying nothing uh that's just one aspect of it there's other aspects of it [40:25] as well and I want to get everybody uh informed about it and what some of our concerns are uh so that we can [40:32] articulate to the Department of Revenue as well as the uh legislator uh why this move has uh a lot of potential [40:40] pitfalls yes so but in the meantime because the comment period closes on [40:46] March 6th or March 9th uh and I want to be able to be work with uh we're having [40:52] a meeting tomorrow with uh Sherburn County Becker in monacello uh on being able to get comments in sooner than [40:59] later I just want to at least get the approval of the board at least in the short term for us to be able to put some comments together we will share those [41:05] with you um but it's kind of want we want to stop it sooner than later so we're taking a very active approach on [41:12] it that sounds good all right with that I'll just stand for a motion to at least [41:18] give staff the ability to direct us to be able to construct letters on behalf of the County Board and to uh render [41:24] comments on the Department of Revenue regarding our concerns on this proposed change so moved second motion by [41:31] commissioner Dietrich second by commissioner Holland any a collection of eight different recommend ations uh does the board want me to go through [41:59] them or do any of the ones particular that want to be removed for further [42:05] discussion Mr chair I'd make a motion to approve the recommendations from the [42:13] workshop except for number three the Historical [42:18] Society all right so we have a motion by commissioner catchmark to approve 1 two [42:24] 4 five 6 7 seven and 8 uh from the County Board Workshop do I have a second [42:31] I'll second that second by commissioner Holland any further discussion hearing none all in favor say [42:37] I I post same sign all right the recommendations are approved unanimously [42:43] uh the third item was the historical society performance measurement presentation uh the discussion was a [42:50] good presentation by the Historical Society uh in the consensus of the board was to issue the one3 of the [42:57] appropriated uh amount budgeted for the Historical Society for 2024 um done a fantastic job on uh [43:30] leveraging their resources within the historical society and have uh brought [43:36] uh much greater attention to the services that they have there I think they're on a good path forward I am very [43:42] pleased at the short term so with that I give them a hats off um if there's no [43:48] other comments all in favor say I I I pose same sign I all right the historical [43:56] society's recommendation of allocating their uh funds for the first third of the year is approved for one and Mr [44:04] chair I'd make a motion to approve and adopt the recommendations from the revisor's work group from 213 all right [44:11] motion by commissioner catchmark I'll second that second by commissioner Holland I will first off say thank you [44:17] to the two of you on your uh diligence to review uh these proposed ordinance [44:23] amendments as well as I think sounds like there might be a a good number of them that they have to be revised over [44:29] the uh future here so I appreciate you guys' uh do diligence to that and Mr [44:36] chair just for those that weren't there uh planning and zoning and administrator [44:42] Matias was there and we we went through a list and then we kind of prioritized and we we said this is higher priority [44:49] or lower priority and they they came up with a list based on that concept thank [44:55] you let's well at least you have a good pro at least you have a good uh good process [45:01] and a good uh I guess staging for the months ahead to try and get through them all in the next 12 months because I [45:08] don't think there's any way you could possibly try and do them all in a short period of time and I think there's some of them that need to be done more [45:13] urgently than others I appreciate your uh on the uh large assembly and some of [45:19] the proposed language changes there walking through that so I think that was uh well done yeah should be communicated [45:28] well change and and one of these things as you do this this is a topic that it'll will probably be change a couple [45:34] more times as we uh live and learn and and more guidance comes our way but this is the best we could do at least in the [45:41] uh short term with that so all right uh if there's so we had a [45:47] motion we had a second and all in favor say I I post same sign all right motion to acknowledge the precious lives of the Burnsville police officers and um Paul [46:07] El Eland and Matthew Rouge and the firefighter par paramedic Adam feni taken by a murderous felon my heart is [46:14] broken for families friends and co-workers grieving the loss of these Heroes I cannot fathom the extent of [46:20] their pain and I'm so sorry for their tragic loss now I call upon the people of right County in the great state of [46:25] Minnesota s to stand up to this lawlessness when is enough enough the policies of defund the police bail [46:31] reform and open borders has created so much chaos and suffering for families businesses and communities victims are [46:37] forgotten while criminals are repeatedly let loose within communities to continue to commit crimes right County believe [46:44] believes and is committed to Public Safety and the rule of law thousands of people have fled from the metro to re [46:50] County in just a few ways for this better way of life let us stand together to be a Beacon of Hope and Justice the [46:57] God I serve is full of grace mercy and love so please join me in a moment of silence to remember those who have [47:03] sacrific for our
