minutes we have minutes to approve from 212 uh 35 35 36 and 312 uh some committees committees the whole workshop and uh the County board meeting from March uh F Mr chair for I have a heirs and omissions on to address on 36 the committee of the whole uh paragraph third paragraph on that Committee of the whole meeting right after it says commissioner catchmark it should say take out the first sentence pointed out the existing room in the lower level of the LEC that was designed and labeled as training SL crisis management room and was was officially booked 18 times in 2023 can be used for the requested purpose and then the fifth paragraph starts catch mark it should be remove that first sentence and the question asked about conversations between the Sheriff's Office Administration and finance after it was learned that the cost for the new room went from $ 100,000 to over $300,000 and I provided that for the minute taker thank you commissioner catchmark I appreciate you getting those ahead of time so it makes it easier for them and with that if nobody has anything else I'll make a motion to approve the collective minutes with those couple changes all right we have a motion the aggregate tax committee this year I met with Commissioners dedri and catchmark a few weeks ago and this is what we came up with they just wanted to bring it forward to the board for any possible discussion all right is there uh any discussion otherwise we can entertain a motion to make these appointments I appreciate the uh service that these individuals will make on this committee this has been a a great creation and and allocating out some of those funds so Mr chair just for the record there was only four applicants so not a lengthy list or process to go over but this combination made sense according to where the the districts were that the applicants came from and if you want more we could give it to you but there was some logic to it besides only four names to pick from yep I'll make a motion to approve those appointees to that committee second all right motion by commissioner catchmark second by commissioner Shane to approve the uh suggested appointees to the aggregate tax right County uh Financial policies and procedures uh due to the dollar amounts uh to the signatures on purchase agreements so this is our good old annual time of the year I shouldn't say annual usually around this time of the year that we open up bids yes so we have a few for you today [Music] um make sure I'm doing them in the right order [Music] right okay so the um chairman vetch Commissioners the first one before you is uh for the uh cassad 19 project in Handover um city is the lead on that but we are purchasing the RightWay um this is for the Northeast northwest corner of the intersection right north of the bridge there's a house there that um we need to relocate the property owner so the first one is for the purchase agreement to um purchase that property Mr chair yes I have a question Chad and you tell me if this is out of order but just about picking bids vers uh lowest bid philosophy versus performance-based and I'm not trying to nudge you one way or the other but just informational because there's another department in the county that I'm taking a closer look because this has came up but can you share with us if this is all lowest bid at highway or if you have anything that's performance-based you're talking for the purchase of RightWay well no just any bids you have uh Pearson Brothers here first one is about the acquisition of RightWay property I'm sorry if I misled that but no I'm just if I'm out of order we can wait I just want that would be the next bid that's fine yeah any questions regarding the RightWay acquisition no sorry about that I I may have misled too I forgot that we had the uh RightWay acquisition first on the agenda there yeah so is there any discussion on the uh the um purchase agreement if not I'll entertain a motion to purchase agreement is approved now we are on to the first contract which is the 2404 yes this is for our annual striping contract um remember last year we only had one bidder because of some consolidation of uh contractors we did find another um bidder out of merer County um sir lines a lot is still a little bit this time but the bids were at least within 5% of each other so it's reasonable you know it's still considerably higher than two years ago but it's in line with last year so we didn't see a a spike again so I think they they flattened out even drop a little bit so um sir lines La has the low bid at um 78,79 and then the remainder out of that line item budget goes for pavement markings like the arrows and the for the turn Lanes on the ground so this is just for the long line striping which I appreciate the background information on that which I know we had the discussion about a year or two ago when this transition went to this way where there wasn't much competition in the market if the prices continued at the rate that they were going they we were going to have to look at maybe having to do things internally uh just to put a stop Gap in it but at least it looks competition commissioner's question regarding um procurement I guess was kind of a nutshell as far as um so most of our Construction contract s are uh you know low bid statuto I think there is an option where we could do go uh performance spacee but that's you know we I don't think we've entertained that on the construction site we do do that for our Professional Services okay but the construction contracts are have always been other than buildings buildings seem to be a little bit different animal um as far as procuring the you know we do you can do Performance Based on that initially to select your construction management team but road construction in general I think 99.9% of them are um low bid per state statute so Mr chair so you haven't run across any concerns with a a certain contractor on a road project to where you've kind of thrown your hands up and said oh I wish we we had this option because it is low bid but the service isn't the best do you ever have that consideration the thought does cross your mind during some Summers but usually we try to address that within the bid document ments like holding them to certain um Quality based or time based so if a contractor they they know most contractors know their skill set and how long it will take them to do things so if we have tighter timelines and you know um tighter specifications we usually can address some of those issues that pop up and I I say Kevin Johnson retired after like 47 years and he still says well never saw that before you know so then we let's deal with that in the next project you know so you're never GNA be perfect you know um but I think the contractors we have around here I'm you know especially with our Paving contract and Stu I'm pretty happy with the quality of workers contractors we have okay thank you that's helpful I think it's funny because if you would rewind to like 20 years ago those construction documents were probably uh half the size they are now just the more things you learn and run into you add more and more uh things into the contract and now it's like a book itself each contract contracts so um so I don't know did we do we did we vote on the payment markings no we did not uh entertain a motion I'll make that motion motion by commissioner Shane second second by commissioner Holland any further discussion hearing none all in favor say I I oppos same sign all right uh contract 2404 is approved unanimously next would be approval of contract 2402 to do the seal coding with the Pearson Brothers have Handover yeah yes so uh Pearson Brothers was the low bid uh $642,500 s3675 but to stay within budget when the project starts we're going to eliminate one park to stay I think around 990,000 um so like I said we since it's a unit-based contract we can underrun we don't have to you know we can eliminate a park and or a road and still award the contract so if you're looking at that Parks line item um it's over budget but we're going to remove shorter Park and then still stay within their budget so and then ours is over the seal coat budget if you notice but we will balance um funded coming from other um local Levy funds within Highway a roll up as we like to call it so so uh Chad I guess I'm curious on like the by removing shorter Park okay because of the difference is so small but just to stay within the budgetary sides doing it alone would cost more than that than that overage sub bitting it separate I I'm just wondering if it's better for us to make a budget amendment and actually include that in there just because the dollar amount is it's so fractional and it would it would almost make sense to get the economy a scale of bidding it with this but I'm okay with that I'm especially because some of the other ones have come under a little bit so there's money within the budget to shift it from one line item to another Mr chair members of the board um that would be fine Finance says we could do that budget amendment if you'd like to do that to include that uh additional fog seal on that park because that's what that is um or next year they'll also do some pavement management and they'll do other fog ceiling and a few other areas you always included in that one but um it is good to have econom economy of scale as as you can it's probably one of the bigger uh Park seal coating Fox seal contracts we've included so you said you do get that economy of scale for that type of work that's right like you looking at what you'd be doing with it the next year you wouldn't have quite the economy of scale and it and it it still doesn't make I I don't even necessarily know by tying that those two together would even make as much sense that you would get the anywhere close to that unit price and Mr chair the that part there has uh with the Redevelopment on the uh the non- lake side with the new uh Comfort station and um roads and stuff so all that new pavement half the park has new pavement so a fog seal would spr set up and and make it look look nice and Blended together and I just know that oil prices right now are who knows what they'll be next year so right now we're the price is very reasonable for what that is so I I would I would encourage our board members to do a budget amendment to uh accomplish that small overage and be able to include that project is that altern alternative project I'm sorry okay we'll review the bid specifications and put a budget amendment request to finance all right and now we we'd be looking for a motion then to uh approve that with the full alternate full alternates y I'll make that motion Mr chair all right motion by commissioner Shane I'll second that second by commissioner Holland and any further discussion Mr chair can we just have finan just weigh in for the record as far as this year or next year I didn't hear that clarified of which would be better just from our neutral Finance person good morning chairman head yes so I thought we were okay so well that she covered doing it now but I wanted make sure now versus later is another option thank you yep all right uh any other discussion hearing none all in favor say I I I oose same sign motion passes unanimously next would be contract 241 the pavement preservation contract with Knife River yep um I think for the 11th year in a row Knife River uh Auto stock Rapids is the a low bidder um they do great work happy to work with them um basically it's the old Buffalo binus kind of Consolidated with soccer Rapids Bley brothers so we're happy to work with them again they are the low bidder um uh the local Levy roads came in slightly under budget but once we um you know there's about 15,000 to account for future any overruns or patching we need to do so we're comfortable with that and then the other funds are made up of state aid and local option sales tax um and budget wise those are fine too we have one alternate bid for the public works repaving the Public Works parking lot and we'll recommending to award that also Mr chair I just would like to comment yesterday Chad and I had a really good discussion um I want to thank him for taking the time to get me all caught up to all the questions that this might have been addressed and I feel real comfortable with all these going forward is there any other discussion on that otherwise I'll thank you moving on to the next item we are up to Greg with veteran services Greg's making his way here so I'll let Greg speak to the uh good morning good morning so uh what you have in front of you is a donation from the D chapter 37 and their auxiliary um for the last couple years it's been a routine donation that they've been given us to help with veteran services um you know everybody for veteran causes and stuff money's tight across the state just like everywhere else so these veteran organizations um find places they can insert because they get lots of donations through their efforts um and then so going along with their uh Charters kind of help out a veteran where we don't have another funding line that could help you know there's state grants there's other things but sometimes even with all the other federal and state assistance we have that veteran situation that veterans family situation just Falls outside the guidelines of that program and I don't have any other way to help them you know it could be as small as something as helping them get a couch or move something from one place to another you know whatever it is so the DAV gives us this little bit of money to help out with those kind of instances very nice very appreciated yes so you have the resolution obviously and then that uh draft thank you letter again it's just a draft so military training if I'm going to have the commander boss sign something well here's the letter I want you to sign boss you can edit it as well so entertain a motion to accept the donations from the Disabled American Veterans you everybody thank you you thank you all right moving on to items for consideration we need to set a time and date for a transportation committee the whole uh this will be uh to deal with the uh Master service contract The Five-Year Plan update the 2024 construction schedule and a 2026 men. Corridor update as well as an update on the Maple Lake outling shop so the suggested date is April 23rd at 9:00 a.m. or April 30th at 9:00 a.m. Mr chair I have a conflict on the April 30th I have a conflict with both is it have to be on those days can we move it up is it urgent Mr chair we could look at alternate dates just wanted to come with some [Music] suggestions is the desire of the group to go into May or sooner work better than later for the board I'm a open to whatever here so sooner what does it look like the week before 17th 16 or 16th we already booked some stuff I think didn't we so we have 17th I'm good 18th um 22nd or even the 15 we have Eda after that 18 yeah after that so he's looking uh Monday the 15th at 9 9:30 should we say or yeah 9:30 that way if we can always start 15 minutes late if we had to but I think Eda should be done within an hour we've been that way so far so yep you going to be here Mr chair yeah I'm here oh yeah no is the meeting going to be here oh here there I'm here yeah uh yeah committee Transportation commit the whole I guess I would defer is there things that uh the highway department wants to do it over there or I think we did the last transportation Comm the hole over here I believe but uh I don't recall we've done them both 11:05 we've done them over in there so Chad on the transportation commit the whole would you here there um I would say right now our our we have a it ticket in to fix our technology and the where we usually meet we it's fried I guess is that's my technical term so they're uh they're working on it so recommendation was to bring a resolution to a future board meeting is there any comments by uh either commissioner on that committee um Mr chair it went fine I see Tanya's here she explained it well and I I had had my questions answered so it was clear and commissioner Holland was there also all right uh there's no action I'll make a motion to I guess there isn't even no action at this time because we have to wait for a resolution to come forward at a different at a later date so it's a a no action piece at this time I believe oh not just to implement it or take it for did I miss something in there or is it yeah I'm looking over the administration here did I miss the resolution in [Music] there don't see it attached to the packet here but I believe there was discussion at that meeting about having that come forward Mr chair it was presented as part of the meeting so I I assumed it was going to be carried over to the agenda as part of the minutes um and recommendations so I will get that over to the board um looks like we have to adjourn anyhow till 10 o'clock so I'll have it ready for the board for dissemination but I I apologize I I distributed it at the Ways and Means Committee so I thought it would be included sure uh so are we planning on taking action on it yet today or are we planning on taking action at it at a future board meeting I'd prefer to take action on it today okay all right I will uh we can get that if we if you can go on it right now because we may be adjourned before we might but right after the ceremony so yeah I'll have it ready okay for distribution we'll come back to this item here uh all right and anybody in the public we can make that uh resolution available to them out in the public as well so all right next would be the approval of the recommendations from the committee of the whole on March 6 this was the uh secondary discussion to the uh Sheriff's Office conference room the recommendation was to bring forward a County board meeting for approval and authorized facility director alen to enter into an agreement with ARA Architects to revise the Sheriff's Office conference room construction documents with uh reduced scope to include uh relocation of the South wall and removal of the two offices and the use of fund uh funds from the Sheriff's Office 2023 Turn Back Carry forward budget and CIP allocation to offset the CIP allocation is there any discussion no I'll entertain a motion so moved motion by commissioner Dietrich I'll second second by commissioner Holland any further discussion Mr chair yes I already noted in the meeting and in the minutes that there was other options that we talked about and we actually had the unanimous support the minutes noted for one option I think it was more of a majority maybe it was unanimous but then after unsolicited statement by a non-board member then it kind of flipped and that's how we got to where we're at but um so I'm going to be opposed to it and I want to just really quick cor uh the reason that came back for a second discussion because there was some misunderstanding of what the original uh original recommendation was out of the first meeting uh so with that is why it came back for a secondary discussion so I just want to make that UND what the clarity was to it and I believe that that was the group's thoughts on it because when we came out of the actual written consensus everybody's like I that wasn't what I agreed to uh so hence the second Committee of the whole to get that Clarity to it uh so I appreciate it thank you for your comments so only we had a great uh legislative update discussion those have been great uh the HHS update and the Strategic plan so there's no action need to be taken it's all informational only Mr chair just a comment I was at a city council last night in District 5 and talking about these legislative updates that we discussed and lo and behold on their agenda they were doing a resolution on that missing middle housing Bill and in my travels I haven't seen any townships or cities at meetings I've been at now recently actually take that step but it was good that we're just not carrying it on our back but they're actually taking the time to pass that that also and I and the legislators have told us in meetings that's what they want they want to hear from individuals and cities and townships and counties so I hope the rest are following suit in their own way and uh throughout Ray County well chairman V I just also I was at Albertville last night and they're going to draft a letter as well um the they're very upset with that uh language um also uh they did find out that it's do hasn't had a Committee hearing yet so we're we're we're hoping that uh that does not see the light of day because it's a it's not a good bill uh I will say that uh commissioner Shane and I had a good discussion on Friday with uh Florian Hood Shane on that item uh it's optimistic that it it's not likely to go forward through this session it has a lot of big hurdles especially uh as the information's making his way around there that uh piece of legislation is becoming more and more unpalatable uh by people's on both sides of the aisle so Mr just for clarity it's about the pl basically State Planning and Zoning all the way through um and taking Community uh over over Community planning and zoning and so um we have been we were down at the capital um actually speaking with legislators last week so um yeah it was very very good conversation and I'm hoping that doesn't continue through this process yes chairman uh I do want to say that three two and T days of visiting with legislators and uh it was it was nice that we also had Steve bot with us um the one day and we we pressed them hard so hopefully they get the message um from our County at least and I think they're hearing it from other counties and cities so and I personally want to thank uh commissioner dietr Holland and Shane for their work on getting us authors on our uh DVS legislation uh hopefully that's going to move forward well it sounds like it has a good strong bipartisan support with it it's it's really just about getting people the services that they need it's it's not really a contentious political item at least I don't see it that way it's just about people being able to get a driver's license or a permit in a timely fashion in a close Loc so thank you good and with that is there any other uh notes or uh announcements before we adjourn or not adjourn I'm sorry we are going to take a short recess for about board this just allows upon adoption of this resolution um then constituents and people in R County will be able to utilize the the certificate of possessory title process for registering their property under Minnesota statute chapter 508a uh we have had discussions with the deputy title examiner on this and he's excited for the opportunity to help people with it I don't think there'll be an large influx of them um he showed us stats when I when T and I met with him going back to an hopan County originally adopted this as the first County in the country to do it about 30 years ago and they maybe have done a thousand I'm going to speak at a turn I don't know how many but it's it's not a lot I think Carver's been doing this for a long time and the number was under 20 yeah I think Sheran had 30 yeah it's a very low number yeah so all right so with that I'll entertain a motion to approve the recommendations from the March 5th uh Ways and Means Committee make that motion all the group of the year because we have great people that work here uh as well as uh a good number of of uh applications that are submitted so uh without further Ado uh we will present our individual award recipient uh this year our recipient is Brian Johnson Lieutenant from the Sheriff's Office uh Brian was nominated by Josh Hinton of the Sheriff's Office and I believe Josh will say a few words to provide uh why he recommended Mr Johnson for this award so with that I'll turn it over to Josh Hinton hello everyone hello board morning I want to read you what I wrote as my nom ation letter as I believe it's important I'm writing to enthus enthusiastically nominate Lieutenant Brian Johnson for the employee-supervisor of the Year award Lieutenant Johnson has consistently demonstrated exceptional dedication leadership and a commitment to Excellence throughout the past year Lieutenant Johnson's contributions to the right County Sheriff's Office have been invaluable his leadership skills have not only fostered a positive and collaborative work environment but have also inspired his colleagues to strive for excellence he consistently goes above and beyond in his duties exhibiting a strong work work ethic and a willingness to take on additional responsibilities to ensure that the success of the right County Sheriff's Office one notable achievement of Lieutenant Johnson in his outstanding performance uh during his oversight of the operations at the r County Training Center his strategic thinking attention to detail and ability to motivate and guide his team are instrumental in the successful day-to-day operations at the Sheriff's Office and in the training center his Innovative approach and problem solving skills are key factors in overcoming challenges and achieving exceptional results furthermore Lieutenant Johnson has shown a deep commitment to professional development and has activ and has actively pursued opportunities to enhance his skills and knowledge he has been a mentor to staff members that he supervises by providing guidance and support to help them grow in their roles in addition to his professional accomplishments Lieutenant Johnson the public that we serve thank you thank you Brian you g to come forward he's being all shy back there can I make a comment I I appreciate too that the holistically Brian's been very good about coming and doing safety classes for the campus um and a lot of our our employees really uh ad admire the fact that he'll come out and do those classes for us the floor is yours now you have to sing I know I heard I was told I wasn't going to be allowed to talk cuz it would take forever but um since I have this chance I will just say a few things um just hearing all the other applicants I think I know almost all of them and and uh very humbling uh when you know so many of these employees and been here as long as I have not as close as long as Brian Jan has but just uh to be in that company is is is really amazing uh it this this nomination award's been a little contentious with my family having a wife who works for the Sheriff's Office and a brother-in-law who works for the sheriff's or for the county um a wife who works for the county and brother-in-law who works for the county um you know I I did remind them that you know my I I put in the hours I'm I'm always working I'm available 24/7 and they reminded me 24 hours a week 7 months a year so a little tougher room than I might thought here um but ultimately what means the most to me is that somebody that I work with a close friend um a team member would take the time just to put me in for this uh it means a lot to me um that that anyone's just willing to take that time and I've been really fortunate in the last last few years uh especially last two years uh working with their Command Staff and uh just working with so many different people not just in our Command step with within our Sheriff's Office and we've literally changed our culture with our Sheriff's Office uh we have built an office that is caring family orientated and compassionate and the leadership is second to n around here um when I took over the training center four years ago I told the sheriff that if he gave me a few years we be one of the best training facilities in the Midwest and I absolutely um believe that that is the case right now um and I think we're just going to keep growing so I'm just really appreciative and I do want to thank my wife and just all the other people that I've worked with over the years and uh I just you know I love I love R County I love this County uh we're fortunate to be here and I I see it every day um watching the news and this is just a great place so I'm very grateful thank you everybody appreciate it [Applause] well we're looking forward to all the great things you can do since you committed to uh working at least another 15 years to show up Brian Jans so together on over there we go thank you [Music] congratulations congratulations to you sir I've greatly enjoyed working with you over the years as well so great words uh moving on to the group achievement nominations as I mentioned we did have a large number of groups also nominated this year that I'd like to recognize at this time uh finance and taxpayer Services Information Technology actually received two nominations uh project Administration Parks and Recreation the land records process Improvement group and Corrections Officers were all nominated this year so Flames are all listed in your program uh I didn't want to read them all but again another great list of employees I'd like to give them a round of applause this time so this year we have a bit of a unique scenario in that we had two group Achievement Award recipients selected by the committee uh the first of those being the highway department um they were nominated by Jacob Swanson and uh I believe that um Mark is going to say a few words uh but while words for the highway group yeah if we can get the highway crew to come on up to the front yep Doug come on get all the highway guys up so everybody can see these hardworking folks um [Applause] so we got a a great crew in the highway department nothing against the other groups the other groups it just shows you how many great employees we have in Ray County this group right here is the group that designs stuff they maintain the stuff that those people design and then they fix the stuff the maintenance guys break so they keep our road system in topn shape if you travel around the state of Minnesota you'll see that Ray County PR has the best County highway system in the state absolutely that goes for our design crew our maintenance crew and our mechanics that keep everything running um last winter This Crew dealt with over 80 Ines of snow had 82 snow events they treated more than 100 almost 120,000 miles a road they kept their equipment running um they had almost uh 1,00 12,200 hours of labor hours in maintaining that roads it was one of the snowiest Winns we had so thank them for uh keeping our road safe clear and get letting uh the rest of our great employees come to work um the design crew probably one of the most uh interesting designs they did securing ex extra rly I on briwood Avenue um every employee got to see what the highway department does some of it was great some of it was questionable but in the end it turned out wonderful so uh this crew right here is a hardworking Bunch that deserves uh a lot of respect and a lot of Praise so thank you for all your work this past year and uh good luck this weekend with the uh forecast I know right the picture with the commissioners move in for a picture with the Commissioners gentlemen need a panoramic for this mentioned there was also a second group that was selected this year by our committee uh and that would be the Oracle Phase 2 implementation team that worked on the roll out of phase two of the Oracle project this last year um they were nominated by Shawn Johnson and Heather Lemieux uh the group consists of Heather Lemieux Ryan Coda Kate dah Carla Nelson Carrie Jones Alicia Gillum Jan Edmonson Don Baron seano Lorie pook Tony person Tanya persons Barb Peterson Zack robodo Dina Peterson and Jeremy Hooch so Sean you want to say a few words well good morning chairman vet and members of the board it is my honor to say a few words about the Oracle Phase 2 Implement implementation team this morning as we all know the County's implementation of the Oracle Erp system has been a long and tedious process the representatives of the Oracle Phase 2 implementation team that are being recognized today truly went above and beyond to make sure that the project was a successful for right County was the implementation of this project perfect over the last year and a half or easy for finance and HR team absolutely not but this team knew that failure was not an option it's always a challenge when you're implementing Legacy software for 20 different departments and approximately 950 employees that touch every touches everyone these individuals being recognized today put in countless work hours including evenings and weekends and continue to move this project forward while also continue to complete their other daily job assignments your hard work and determination moving this project to the Finish Line is greatly appreciated and thank you again and congratulations on being one of the right County 2023 group Achievement Award recipients uh you're all welld deserving of this honor thank department uh both well-deserved Awards uh both of you have uh dealt with very stressful situations in the last year and we're able to overcome all the challenges that came with both of those situations and the the work that was surrounding it and we thank you very much for that and the right county is a better place for the work that you've done so thank you and Mr chair I this whole event is is put together by a great group of people both selecting and making sure that it runs so I feel like we need to also recognize the recognition committee members uh tany West Jesse Miller
