[0:05] funding available uh and it's not even
[0:09] this money didn't exist it's not all
[0:12] local dollars because it's money that we
[0:14] got from the federal level yes it is tax
[0:16] dollars but it is not uh local property
[0:20] tax dollars that are funding this

[0:31] favor of going ahead and making a motion
[0:34] to accept it as we had recommended

[0:41] a motion to approve both recommendations
[0:44] the uh from the it infrastructure
[0:47] project as well as the uh ditch project

[0:59] the they

[1:46] I and I and I understand you had other
[1:48] commitments that you couldn't be there
[1:49] at this meeting or the one in September
[1:51] and I want you to understand that we
[1:53] actually parsed out uh a chunk of money
[1:55] to use as seed money to be able to use
[1:57] it to as matching money for Grants
[2:00] ongoing so that way uh Matt and his team
[2:04] has the opportunity to go out there and
[2:06] get other funds so that this isn't a
[2:08] one-time deal because what We've ran
[2:10] into the issue in the past is that there
[2:12] hasn't been matching money for him to be
[2:14] able to apply for grants for these
[2:16] Drainage Systems so we've actually as
[2:18] part as this move we've actually given
[2:19] him funds to do that so this isn't a
[2:22] one-time action we're looking to solve
[2:24] it going forward it's still General
[2:27] funds it was grant money that has been
[2:29] contributed to ditches in the past
[2:33] so all right uh with that uh is there
[2:37] any
[2:38] other discussion hearing none uh all in

[2:52] recommendation was for the uh
[2:55] infrastructure uh for the Erp system uh

[3:02] was it was for allocating 500,000 for
[3:05] the Oracle Erp enhancement fund and
[3:07] authorizing signatures on a contract
[3:09] with E capital advisers to implement the
[3:12] modules right now to whether uh board
[3:16] members or or even the public understand
[3:18] that this is actually a situation that
[3:20] if we don't do this uh it's actually
[3:22] going to continually to cost us more
[3:25] money to operate this this uh this
[3:28] module or this this investment to it is
[3:31] actually to help us stop and having to
[3:34] pay out contractors and making oneoff
[3:36] modifications to our individual system
[3:38] we're actually making a permanency
[3:40] modification to it so uh what I will say
[3:43] is it's a way to prevent the
[3:47] hemorrhaging and Mr chair members of the
[3:49] board the purpose of this module is also
[3:51] to give us accurate and timely uh
[3:54] updates within our budget during the
[3:55] negotiation process so we don't end up
[3:58] like uh the byon school dist dist or the
[4:00] Robinsdale School District where they
[4:02] make an errant miscalculation in their
[4:05] negotiations and end up in the Holy
[4:07] their a million or
[4:09] $700,000 um this is to prevent that from
[4:11] happening um and will end up resulting
[4:15] in a better Levy at the end of the day
[4:17] and better cost
[4:21] savings at this time I'll entertain a
[4:23] motion I'll make that motion motion by
[4:25] commissioner Shane second by
[4:26] commissioner Holland any other
[4:28] discussion yes Mr chair yes uh just a
[4:30] comment we just did a Year's worth of
[4:32] budget and approved our budget um I'm
[4:34] curious why this conversation never came
[4:36] up over the past eight months while we
[4:38] were
[4:39] budgeting so actually uh I'm going to fi
[4:42] this question once again uh had you been
[4:44] present at the workshop and not that I
[4:45] want to put that out there but uh we
[4:47] discussed it because it was um a lot of
[4:51] stuff came in after the budget the these
[4:53] are impacts that we realized when we
[4:55] actually had to switch insurance
[4:56] carriers and we had to create a modular
[4:59] for people to en roll with a different
[5:00] carrier and we it came to our
[5:03] realization that with with uh the
[5:06] current Erp system that we couldn't
[5:08] manipulate it without having a another
[5:13] uh provider to do it so we paid somebody
[5:15] else to do it at Greg what was the
[5:17] dollar amount it was 25,000 for just
[5:20] that one or was it it was even it was
[5:21] maybe more or was it 50,000 it's a lot I
[5:25] don't want to miss I don't I don't want
[5:26] to misstate the figure Mr chair on the
[5:28] record but it it was ific so a lot of
[5:30] these ones and we that was just the HR
[5:33] aspect of it but then we also we knew
[5:35] that there was some uh what do I call it
[5:38] idiosyncrasies within last year's budget
[5:40] cycle uh and they didn't even come into
[5:42] those those barriers till actually going
[5:45] through it and they knew at that point
[5:47] that they thought well maybe we could
[5:48] work through it but now adding the HR
[5:50] aspects to it it came to the realization
[5:52] that ongoingly we will have to purchase
[5:55] this module or we will pay for it three
[5:57] times over in the next uh uh two years
[6:00] so it was easier for us to buy it and
[6:04] have it and be able to do it ourselves
[6:06] versus paying in outside one offs on it
[6:09] so that's where commissioner vet also we
[6:12] are going into a negotiating uh session
[6:15] this next year with our unions and this
[6:17] will greatly help uh alleviate a lot of
[6:20] the uh extra time um and attention
[6:24] needed when those budgets are being
[6:26] crunched during labor negotiations so
[6:29] that why as well Mr chair yes and and I
[6:33] was here and I've spoke to those points
[6:35] I said this isn't a good look because
[6:37] we're in between preliminary and final
[6:39] budget and I'm one that's lobbied that I
[6:41] think there is a budget Seasons like
[6:43] deer season that's got a beginning and
[6:45] an end but the timing doesn't seem right
[6:48] it seems like that's there's some
[6:49] speculation here and because of those
[6:52] Reasons I'm not I wasn't in favor of
[6:54] this 500,000 going to that but um
[6:57] everybody said their peace here I guess
[6:59] yes so I do have I have one more thing
[7:02] to say as well I appreciate that you
[7:04] point out I wasn't at the meeting um I
[7:07] have typically in the past when the
[7:09] workshop has been extended to January
[7:12] because the annual um Association of
[7:14] Minnesota counties conferences that week
[7:17] and typically Commissioners attend that
[7:19] I was the only one attending this year
[7:21] it doesn't make it wrong or bad um but
[7:25] you continue to with the workshop um at
[7:28] the same day when in typically in the
[7:30] past we'd push it to January because
[7:32] there's nothing urgent on that
[7:37] agenda all right any other
[7:40] discussion hearing none all right we
[7:43] have a motion we have a second all right

[8:10] agenda
[8:11] item uh Greg correct that's correct Mr
[8:14] chair and and then yep the next is the
[8:19] 2025 committee appointments which is
[8:21] purely informational as we'll come
[8:23] forward at the first meeting in January
[8:25] to actually make those formal
[8:27] appointments so there's no Vote or
[8:30] discussion at this time on that
[8:32] necessary uh the next one would be the
[8:35] commissioner expense budget uh so there
[8:38] we had to have a discussion to figure
[8:41] out how to deal with the individual
[8:43] accounts for Commissioners there's a
[8:45] recommendation on there to make a
[8:47] modification to it to meet the
[8:50] inflationary cost uh so we're adjusting
[8:52] that from 2400 to 2700 as well as there
[8:55] was a did an additional ask by uh
[8:58] commissioner Hall is willing to uh
[9:01] reconcile commissioner uh Shane's uh
[9:04] small overage so it with out of her
[9:07] account Mr chair we do need to go back
[9:09] and approve the signatures on the
[9:11] contract with f hood on that seeing it
[9:12] on consent okay I'm sorry I I didn't
[9:15] know if we were if it was going to be a
[9:16] consent for January 7th or if it was one
[9:17] that we were gonna uh do now I think we
[9:20] can take care of it now we know we can
[9:22] get things going and then he can be here
[9:24] timely for our meeting on the 7th okay
[9:27] because I just remember at the
[9:28] discussion we were going to put it on
[9:29] the the agenda to move forward but okay
[9:31] that's fine I'll make the motion that we
[9:33] accept flarity and hood
[9:35] for next coming
[9:38] 2025 year second all right motion by
[9:40] commissioner Holland second by
[9:42] commissioner Shane to approve the flarey
[9:44] hood contract for lobbying services for
[9:46] the 2025 year uh any other

[9:59] the uh expense account uh
[10:04] reconciliation uh as I just stated there
[10:06] we had those two different modifications

[10:11] approve uh both the uh reconciling of
[10:14] the stated amount between Holland and
[10:17] Shane and then the increase of the
[10:19] expense account from 2400 to 2700 to
[10:22] meet the inflationary cost so move
[10:24] second right motion by commissioner

[10:32] in the in the for 2024 you had um we had
[10:36] I guess agreed that we could request
[10:38] funds um from Commissioners that had
[10:41] balances in order to offset our costs
[10:44] and I had asked you twice in the last
[10:47] month that you if you would be willing
[10:48] to cover those costs and so I would like
[10:51] to include that in that motion if you
[10:52] would be so willing to cover the my
[10:54] overage for this year
[10:57] please so we've proposed under this
[10:59] motion is that any negative balances
[11:01] that aren't reconciled would be
[11:02] subtracted from your subsequent previous
[11:05] years's uh overage so anything that if
[11:09] you are over instead of paying it out of
[11:10] your pocket it'll just be subtracted
[11:12] from your travel budget the next
[11:14] subsequent year that was clear and Mr
[11:15] chair can I just make a comment I want
[11:17] to thank jeie I think she just wants to
[11:19] have that you know St Michael Orville
[11:22] but I do appreciate that but I also want
[11:24] to say that um as soon as I found out
[11:27] that my budget was in jeopardy
[11:30] that anything and all of it was out of
[11:33] my own pocket so I just want to that to
[11:36] be known that it was not um spent
[11:41] um carelessly and as soon as I found out
[11:44] then everything was out of my pocket
[11:46] from there forward so Genie thank you
[11:48] for at least tapping in and saving me at
[11:51] the end

[11:56] request I guess to the motion makers if
[11:58] there's an interest in it in uh amending
[12:01] your motion to accomplish commissioner
[12:04] dietrich's

[13:10] miger anyways Missy who's been working
[13:13] with the EDP for the I don't know last
[13:16] three some years it has taken the role
[13:20] uh the board's very excited it was a
[13:22] very nice holiday party very relieved to
[13:25] be at this point uh for this coming year
[13:28] with all the turmo we've had last year
[13:31] and then two I want to say this been a
[13:33] year uh a a big year for CM jts a lot of
[13:38] turmoil in that uh in Workforce
[13:41] Development board um and I just want to
[13:43] say that um I will now be the vice chair
[13:48] of the um or I will be the chair of the
[13:52] um joint Powers the 11 uh District joint
[13:55] Powers board starting January 1st due to
[14:00] uh our Sheran County neighbor uh uh
[14:03] commissioner not being reelected so it's
[14:06] big shoes to fill um but just wanted to
[14:08] let you know that I'm now taking that
[14:10] role as of January 1 very good
[14:14] congratulations you'll be busy next year
[14:16] because that is a especially in light of
[14:18] all the different changes there with CM
[14:19] jts you will be busy and I just want to
[14:22] say we are on very good footing we have
[14:25] rectified everything uh we're just
[14:27] putting a lot of um the final touches on
[14:30] it and we can go forward uh next year
[14:32] with all just on everybody on board and
[14:36] everything in place and we're doing well
[14:39] Mr sh yes commissioner Dietrich um I
[14:41] would just like it to add um our child
[14:46] protection and social workers put on a
[14:48] great Christmas um event for our foster
[14:51] families and those children um my
[14:53] husband and I were able to attend and it
[14:55] was just such a joyous occasion um all
[14:58] the smiles laugh after Santa visiting um
[15:01] just a really good event so uh thank you
[15:02] for the invite and having done foster
[15:05] care for 5 years it was really an honor
[15:07] pleasure to be there to
[15:08] celebrate thank you and at this time we
[15:11] before one last thank you commissioner
[15:14] catchmark uh you will be missed I hope
[15:16] you enjoy retirement and uh keep
[15:19] yourself busy uh you did a fantastic job
[15:22] serving the citizens of R County and
[15:25] thank you again thank you fellow
[15:27] comrades and we got a run at the bat
[15:29] signal or the cast signal if they need
[15:32] me they can try and shine that see if I
