[4:53] individually or collectively I will entertain any corrections modifications or a motion Mr chair yes uh starting [5:01] with the first one the committee of the hold 1016 I'd make a motion to approve all [5:07] except item two so you're except for the [5:12] 117 no not the other meeting minutes but just that one in particular I've got [5:17] some other comments on the other ones also I I didn't want to do a blanket okay so my motion was just going to [5:23] apply to the 1016 Committee of the whole except for item two which was the [5:30] facility lease rate for the dental clinic because I'm not in favor of that [5:35] but I would make a motion to approve the rest of them so we're just doing minutes not in favor of it just [5:42] there's modific it's not the recommendations keeping it as is where is and I was surprised to read that [9:19] neither one is on this now when we talked at the workshop last week Mr chair you said hey I'd be fine being on [9:26] that if you don't want to be at this time I'd take you up on that offer if unless commissioner dck was interested [9:32] but this is the first meeting that all five of us have been at to otherwise I'm [9:37] speaking for you you're not here people are speaking for me I'm not here so uh so that's where I'm at I the passionate [9:45] part comment that you had made yes I but my passion has kind of come and went because the thing has gotten decided on [9:52] it's going to stay there it's in two districts away the it seems like it be [9:59] be more of a survey done by the locals per se plus we have some on Wetland [13:40] easement uh good morning Mr chair members of the board I was reached out to by Blair mace with the US fish and [13:46] wildlife uh service to ask for approval on a signature of a wetland easement on [13:52] a parcel of property Blair is with us today to explain that easement and his [13:57] request good morning Commissioners morning uh did everybody receive the letter from [14:04] November 6th in regards to our easement that we are going to try to acquire yes [14:12] okay um we present every acquisition we are requiring to the county Boards of [14:17] Commissioners for certification and then to the land exchange board for approval [14:22] uh the land exchange this is due to a procedural agreement between the R and [14:29] the US Fish Wildlife service in 1962 requesting that we get [14:35] certification from County boards prior to going to the land exchange board for [14:41] every acquisition that we make um the land exchange board consists [14:46] of the governor auditor and attorney general and they meet quarterly and [14:52] these e or this easement will be presented to the land exchange board in [14:57] March February whenever their next one is didn't release the schedule yet um [15:03] this easement will be funded through the migratory bird conservation act the duck [15:09] stamp act and not tax dollars so every duck stamp that's purchased from Hunters [15:15] 99 Cents goes to 99 Cents out of every dollar goes to purchasing easements with [15:22] the fish M life service um the Wetland easen I have today for your consideration [15:29] is with Daniel and amand the Hess of Anand Del Minnesota uh this is a wetland [15:34] easement that protects one Basin consisting of approximately 1.7 Acres it [15:41] is located in section 10 of French Lake Township and the Wetland easement [15:46] protects the Wetland Basin from being drained burned leveled or [15:52] filled if it goes dry naturally they can mow it and farm it or whatever they want [15:58] to do but they just can't do it unnaturally um the easement is Perpetual [16:04] the land owner continues to pay taxes on the property because the land stays in private [16:10] ownership we control and access are still part of the land owners rights is [16:16] there any questions no not here uh chair I'd have a quick question just to make [16:22] sure there's like no ditch along that property so there would be a conflict of [16:28] training no NOP the main reason we're trying to get an easement with thees is [16:34] because there's a waterfoul production area right next to them and we want to restore that one Basin that's shared on [16:41] the property line so that's why we're trying to do it this way Mr chair and I [16:47] haven't had any comment from the public for or against on this but heavily relying on waterfall production and [16:54] that's the purpose of this and you said 99 cents of every duck stamp money goes [17:00] how many people are buying how many duck Commissioners schedule a date and time for a public hearing to consider adopting a moratorium on [18:09] cannabis uh attorney krysler do you have any comments yeah Mr chair members of the board staff is at the point where [18:15] we're looking to set up a moratorium for the recent cannabis legalization we are [18:22] looking at having the public hearing on either December 12th or December 19th at 9:30 um I gu [18:28] staff's preference would probably be the 12th try to get this going because I think the 19th will probably be a busier meeting as it gets near the end of the [18:35] year so the 12th would be a good one we are just looking at trying to with this moratorium it would place a freeze on [18:42] anything going with Planning and Zoning at that aspect for um opening new shops [18:48] within the unincorporated areas of the counties so the townships we would be looking at then undertaking a process of [18:55] studying and then regulating cannabis within the county at that point in time we have received a [19:00] number of consents or joint power agreements from townships and from cities I think a couple cities have um [19:07] don't have the exact numbers in front of me today right now but we are looking at partnering with a number of our jurisdictions here to regulate cannabis [19:14] in their area so this will help us start the studying process for that and to [19:19] really get into the meets and and everything dealing with the regulations of it I appreciate uh your comments on [19:27] that uh number of different Miss uh municipalities across the state have already even acted such uh moratoriums [19:33] uh we had discussions about this back in July uh we felt that it was a little bit too early to start that uh research uh [19:42] phase of it uh now we are at the point where we need to begin having uh bigger [19:47] discussions on what our involvement will be with that of the cities and actually start developing a plan on how we will [19:53] deal with this from a Planning and Zoning perspective as well as that from a licensing perspective Ive especially [19:59] as the state hopefully will be rolling out more information to us in the months ahead as we get closer to 2025 uh where [20:07] on sale licensing will be uh required to be available so with that do we have an [20:15] mpca meeting that same morning for some reason 10:30 yeah [20:21] yep will we have enough time I I'm not expecting this public hearing to be a [20:28] very robust although I could be uh wrong I have been wrong before uh largely at [20:34] this point there really isn't anything that we're stopping per se because there isn't really the ability to get license [20:40] at this point we're really making a declaration that we are going to begin the process of researching and uh having [20:48] deeper discussions in developing internal policies to how we will manage cannabis in the upcoming year Mr chair [20:57] is this typical mark atorium length then it's up to a year but no longer this one we can go all the way to January 1 of [21:04] 2025 uh so we we get a little bit more than a year because we we just have to be out of the moratorium uh as of [21:10] January 1 when sales are licensing is me needs to be available to the public to [21:16] be able to buy the licensing required to be able to sell cannabis oh okay thank you and Mr chair and for the board's [21:23] information as well here our office has been investigating and researching um what other jurisdictions have done in [21:30] Denver and Michigan and Illinois to see what they're at and I think now is a good time for us to start the study once [21:36] we've kind of gathered that information and come forward with some of the best practices we've seen from across the the [21:41] country as far as regulations and at this time I think it's good for us to start formulating our questions as we [21:46] can start sending them down to the State Office of cannabis so that they can maybe react on questions that we may [21:53] have locally uh there might be things that might get missed in this process so I think it'd be important for us to be [21:58] able to start developing those questions and submitting them down to the state so Mr chair could we could we set this for [22:06] 9:30 during the board meeting then my intentions would be at 9:30 on December 12th would be my moratorium moving on to item C taxpayer [22:52] Services uh we have item number one the overall license center update Jesse [22:58] thank you good morning well I have some fun news to bring to you all today uh license center [23:05] is doing well so I provided you all with some numbers to show the growth that [23:10] we're seeing over the last three years uh I took a quick peek this morning and we've already surpassed our driver's [23:16] license numbers from last year uh and we still have a month and a little bit to go here in [23:23] November overall I just want to say our exam room is going great we seeing huge [23:28] growth in that um motor vehicle is rebounding those a lot of those [23:34] transactions went to the state when the online became really popular but people want to come and see us so everything is [23:39] going great DNR numbers will look good after December December's our second busiest month for DNR registration so [23:46] don't worry that that number looks a little small for what I had provided you'll probably be most curious [23:53] in that kiosk update that I provided I pulled some numbers off our kiosk April of 2 is when we opened through last year [23:59] we had 47,000 people check in to our license center uh this year January to [24:05] October we had over 57,000 people check into the kiosk so we've never been able [24:10] to quantify how many customers have used our office that kiosk obviously quantifies that so um it's been a huge [24:18] benefit to have that queuing system it makes our office run efficiently and then our drive-thru my clerks when [24:25] somebody pulls up and they determine they can process a transaction or provide the customer service to the drive-thru they direct admit them so [24:32] when I pull the direct admit reports last year we had just under 3,000 and we're probably going to easily exceed [24:39] 6,000 transactions so still room to grow in that D in that drive-thru I think um [24:44] it's still a service I'd like to Market and find different ways to get the word out there but our our service center is [24:50] growing the constituents seem to enjoy it uh and they're still coming from all over so we're still seeing uh lots of [24:57] people coming from surrounding areas and we get a lot of positive comments about that uh just in general in case if [25:04] you're curious we are still offering appointments we offer them pretty limited as the majority of people really [25:09] want to come in and just renew their tabs or their license when they have time they don't want to schedule but [25:15] some people like that so we're still offering appointments we are offering for about 35 to 40 written exam [25:22] appointments on our exam days and we still offer walk-ins on exam so that's been really beneficial to people who [25:29] waited a while to take a test unfortunately didn't pass they're able to walk into our service uh Center and [25:35] go ahead and take that exam the state did roll out some additional options we can offer the exam now in eight [25:41] languages when we started we could only do two and we also have audio version available so we have headphones at every [25:47] terminal if the tester would like to utilize that so that's been heavily utilized by many of our [25:54] testers as far as the phone calls um we have found a a really great way to manage all of our incoming calls we [26:00] typically return all messages by the end of the day so that has been something that we've really been able to get a [26:06] good handle on uh if we can't get to anything or all the messages we return them the next business day so uh we are [26:13] definitely seeing a more manageable flow with phone calls coming in uh we were very overwhelmed with phone calls [26:19] previously so that's been good we want to get the customers their information back quickly too and then a little bit [26:25] of a I guess unplanned benefit of our drive-thru is we have been accepting property tax payments through the [26:31] drive-thru so we were having constituents drive up everything ready to go can I drop this off here why not [26:37] why not why make them pull around to come in to drop it off so during those heavy tax weeks we go ahead and bring [26:44] those down to taxpayer Services uh so that's been a positive we're trying to just let everyone know [26:51] we have that drive-through there uh don't come in and wait inside when there's long lines use that drive-through if you can and then as far [26:58] as legislatively it was a massive session this year so some really high level highlights we finally got some fee [27:04] increases that we get to keep on site here so that's been nice um Motor [27:09] Vehicle sales tax rate went up so my clerks have been having some difficult conversations people are just paying more at our counter they're paying more [27:16] for everything uh so they have been doing a very good job balancing that [27:21] good customer service while also understanding these are some pretty hefty bills that the customers are now [27:27] having to pay before uh the state did remove that requirement for new [27:32] residents coming in to test so we anticipated that to kind of put a decline in our exam room however with [27:39] the deal for all initiative it balanced out so we are seeing a positive influx [27:44] in exams for the deal for all initiative even though the expected decline in [27:49] those new residents coming in not needing a test so that's balanced out upcoming we have some exciting stuff [27:56] so we get another dollar increased search charge on all motor vehicle transactions that again we get to keep [28:02] internally that's to try to help offset all those online transactions that the state is able to process we also are [28:09] required to provide a new service which we will be able to collect a fee for my staff will start going undergoing [28:14] training we have to do driver and Vehicle Record requests and crash reports that are counters starting in [28:20] January 1 no idea what that's going to look like uh and how that works but we do get to retain a fee as well as we [28:26] will collect a fee for the state for that report uh we also have uh the veterans [28:33] will get a benefit here uh 100% service connected uh disability veterans will be able to get a free driver's license or [28:40] ID card and free vehicle registration starting January 1 I have worked with Greg already on that to let his uh [28:47] customers know so that is a no fee transaction we are required to provide by the state uh and then kind of [28:53] something a little bit fun it's fun to provide fun news is we have have some new specialty plates that we anticipate [28:59] to be very popular so the blackout plate it's all black plate with white lettering looks like the Minnesota plate [29:05] just black and the Vikings plate will be coming January 1 so we should be getting those on hand shortly and we'll be able [29:12] to sell them in the New Year twins Viking or twins wild lyns and [29:17] Timberwolves designs will be coming in the new year as well and then lastly the biggest news [29:22] you probably want to hear the state exam station they are moving so last day will [29:28] be November 29th here in Buffalo they will close for a couple of weeks and reopen at their new location on [29:34] Commercial Drive they're going from two days a week to 5 days a week they will be also offering driver's license and [29:42] permit applications on site so we don't really know how this will overall impact us they are following the state standard [29:48] of being by appointment only for written test classd and the road tests they will offer the CDL motorcy and motorcycle [29:55] written tests by walk-in but the all the other tests will be by appointment only [30:00] we'll see what their availability is actually going to look like how many tests they'll be able to perform um and [30:06] if they'll be able to handle all of those applications for those customers so after a couple of months we'll have [30:12] to assess the impact of that new station and how how that affects our flow [30:18] whether it be more customers walking in every day uh new customers how our exam [30:23] room looks but overall it's just been a It's been a busy year legislatively for our office uh we're seeing an increase [30:30] in customers overall but uh they're finding us they're liking our service center so so you're commented that the [30:39] one in Buffalo the new one that they're opening the state site is the road knowledge you said is can be appointment [30:45] by appointment only for both Road and knowledge yep that's the state standard unfortunately uh they switch during [30:52] covid to just go by appointment only for the class D Statewide and as of two [30:58] months ago they still confirm that is the route going forward and which is it's disappointing it's very [31:05] disappointing if you right now you went online and if you have to go to a state site for a Knowledge Test just to take [31:11] the actual Knowledge Test it's about running about 60 days out and you would be lucky to get that appointment to be [31:18] within 30 40 miles of where you're at road test you're you're out no chance [31:24] yeah no chance you're out about four to 6 months and will likely be driving to mano or uh very much out Grand Rapids [31:33] you're going to be driving quite far yes so we plan on continuing to offer our written tests by walk-in we encourage [31:40] appointments if they're available and that fits in the customer schedule uh but it's just not realistic people fail [31:47] and they're going to want to retry the next day uh so our walk-ins have you [31:53] know positively impacted we have still people driving an hour from an hour away to come come to our service center so [31:58] they're driving the distance for sure to go to state exam stations so it's really I don't know how we will be fully [32:05] impacted uh we have a pretty loyal customer base and we have parents that [32:11] are saying go to go to the license center they have it all down so and and at the end of the day I don't know how [32:16] many appointments they're going to offer well and I really appreciate Jesse your help that you've had here with the board [32:22] uh R county has advocated uh very hard over the last four years to the state to [32:30] help us help you is the approach that we've had we've made numerous suggestions and delegating Authority for [32:36] us to do everything from uh commercial knowledge tests to being able to take an unlimited amount of Class D knowledge [32:43] tests to motorcycle tests anything to lower their burdens so they can get these appointments into a more [32:49] reasonable time frame and to this point it has fallen on deaf ears at the [32:55] legislator and at the DPS off office um we'll continue that fight forward at [33:01] this time I I would rally citizens to uh cry foul on what DPS is doing and how [33:08] far they are making citizens drive to take a knowledge test or a road test it is truly truly unfair it is yes we get [33:16] the calls all day so we tried our best to to help them out but we'll gladly take any of the Class D knowledge tests [33:23] off anyone's hands we have an awesome um set up in our office since the state [33:28] didn't want to take advantage of it so we might as well but Mr Sher yes I would just have to pass on I've get feedback [33:35] of what a great job you do with C customer service in the process so thank you very much to all your staff yeah I [33:42] have a great team M Mr chair I just first off want to say thanks for taking that tax payment service I you know [33:49] taking them in that y that was that's a great service that you're adding in as just an extra so we appreciate that also [33:56] can you talk a little bit what is this CRA this is something new the crash report so still to be determined we [34:03] haven't gotten the training yet so right now currently you can only get these specific reports going through the state [34:10] uh I was under the impression it wasn't a large amount however when I was seeing uh some of the numbers that it was up to [34:16] 16,000 reports a month I'm a little bit like what is going to walk through our [34:21] door uh we will have to go through training on it there's certain people who are able to get the report so you [34:27] can't obviously access a report that has nothing to do with you or you're just curious um but again it's just another [34:35] thing that we have to take on another level of responsibility and it's really huge unknown we've never done anything [34:40] like that before but legislation push push that through that they want that I think more accessible to the public [34:46] which just means push it out to the license centers okay keep us posted yeah [34:52] sure I'd like to say thank you too I've heard such good things and you know the best part [34:57] is uh when anybody complains about the Taj Mahal I can always say but we have that drive-thru and they'll that'll stop [35:04] them in their tracks because they go oh yeah we love that yes so thank you for uh and and you know you guys just do a [35:11] great job everybody's uh very happy to have it here yeah I but those are calls we get that hey you know someone didn't call us [35:30] back around the compound here so thank you yes on those specialty team plates do you know who gets the revenue that [35:35] people pay extra to get a a plate that's supporting a professional private owned [35:41] team yes so it is their charitable organization that they pick um and that will be posted for each one so right now [35:48] the Minnesota United does not qualify to even get a plate because they don't have a charitable organization that they [35:54] support um but yes each team all the other sports teams have one it's just the other four are still in the design [36:01] process and they didn't get the designs through quick enough to be able to have plates drop January 1 okay but I know [36:06] we've been hearing about the Vikings plate the Vikings plate for years and it finally went through and last thing so you got a [36:13] deputy sheriff over there pretty regularly do you have any stats on a number of conflicts that he's had to step in and [36:20] resolve I don't have any stats on that I will say we can tell that when he's [36:26] there there there's no issues but when he's not there is when the hearing fees for Planning [39:09] and Zoning um that I communicated with earlier about potentially raising those [39:16] up to help offset uh cost of requesting Deputy presence during those meetings [39:21] and you're going to bring that forward at a different time once you have a better a better prepared are you had put [39:26] those you had sent out those proposal we have those recommendations based on pretty much what we feel are typical [39:32] hearings for like mining extraction we feel that uh $50 increasing the fees is basically $50 um per what we typically [39:40] see as a hearing so Mining and extraction usually goes three different hearings they not full full commission [39:45] meeting so that would be an increase of $150 from 750 to 900 um that's kind of [39:52] what uh what we're proposing and I can go through that laundry list if you'd like me to if you'd like to consider [39:57] increasing those for that no I only reason I say that is because you said there wasn't any changes after the workshop but that wasn't a change that [40:03] was proposed after the workshop and that's the reason I wanted to make sure that you were whether you were or weren't including them at this time I I [40:10] would only include them if uh they come up as part of the public hearing to adjust the fee schedule we're having the [40:17] hearing on that made a lot of sense to me but not Greg so he's gonna he's for [40:22] Greg is goingon to interpret Mark yes yeah Mr chair members of board um staff [40:28] has is proposing some fee increases and they would be Germain for this adjustments 8:30 on a Friday now [41:51] typically there would be a deputy in the building somewhere but if that person is on vacation [41:57] is there going to be a a plan is there interest for the board of adjustment [42:02] which I sometimes called Board of attitude adjustments because sometimes they need that but that would be a [42:09] potential uh contentious meeting also so are we at [42:15] that time that would be some more fees that' be passed along to applicant so [42:21] just kind of for board discussion I I don't want to just assume that well it's between 8 and 4:30 there's probably [42:27] going to be a deputy in the building because things happen then we'd have to have some little asteris that said some [42:33] other department or division is going to send a staff person over for that 8:30 a.m. meeting on a Friday once a month [42:40] was there any consideration to that Mr chair members of the board staff did consider the board of adjustment but [42:46] given the fact we normally have a deputy in this building we didn't feel at a staff level that we should add a a [42:54] standard fee onto the board adjustment fees because there's generally already a deputy in the building yes there are [42:59] those occasions where the deputy here could be on vacation but I think on those dates we can try to coordinate [43:05] with the sheriff's office if you want but if you want to increase it it would probably be a nominal fee to make up for [43:11] those instances where we have to get overtime coverage when the normal Deputy isn't here but it I guess at the end of [43:18] the day it's a policy discussion that the board can take up staff at our level did not feel comfortable moving it [43:25] forward without talking to the board at this time so at this time I would say hold off on it would see how many [43:31] situations arise where there would be a vacancy with the current position that's [43:36] in the building at that time and we can maybe mitigate it in the short term uh but we can decide how see how frequently [43:43] that happens and maybe we can adjust the fee schedule next year if if needed but I don't think there's going to be enough [43:48] situations that would happen within the next 12 months that we need to be that proactive to change the fee okay Mr [43:55] chair so how about not fee but how about just an asteris about uh in lie of the regular Deputy [44:02] not here that there would be correspondence or communication with the court security division to provide I [44:09] mean so we're going to I'm going I'm going to just call it Germain to the fee schedule we will be having some bigger [44:15] greater discussions about internal uh security and that will be the discussion that will be having down the road at a December 12 14th 14 so the typical contract rate [45:53] if you want to rent a deputy I think is 3 hours of overtime is that pretty much [45:58] what they're quoting there was like a minimum where if it takes an hour you're going to get paid for three and what is that rate now [46:06] do you know what do we figure Greg it's like $15 or probably figured like [46:13] 96 okay so around 300 bucks is going to be divied up per meeting amongst right [46:19] however many people are on there on the agenda yep well it'll be divied up based [46:24] on these fees right but if there's we might have we might have two applications commissioner that meeting [46:30] where we're might not be offsetting that but the next meeting we might be making more than the offset we're hoping to [46:37] average that uh humre aens Park about 10 acres and another one for uh [55:40] Stanley Eddie going through this process with our park and rec commission we have kind of a um um like a project oversight [55:49] or questions that we ask during the meetings just to make sure that this would Elevate itself to [55:55] um proceeding forward and both have um those reached that those kind of those [56:01] Pinnacles for moving forward uh the one at Humphrey erand is lo is about 10 acres located just to the south of the [56:08] park park itself has kind of an In-N-Out trail system so this would hopefully Aid [56:13] into uh creating more of a round or more of a kind of a circular trail system and [56:21] the one at Stanley EDI I think is Sim adds to the park uh it's also part of [56:28] the Stanley Eddie uh for property acquisition for the master plan so it's [56:33] provides habitat um protection for the park as well and potentially could add [56:38] some trail miles in the one at uh Stanley Eddie currently the property [56:43] owner approached the county and asked if we were interested it was within our master plan and so there's a building on [56:50] there his house is on there now and so the thought is after talking with Barry and planning and zoning there's a [56:56] potential that we could split that property and then be just kind of looking to do the property appraisal on [57:02] just a split that we would be looking at and not taking the building and Tel portion so how much would you leave the [57:09] building on I gu how much of the property would you leave the building on eight Acres five acres five acres [57:19] yeah which I would rather see that I hate to see an entitlement just [57:25] be dissolved in that process yep certainly other options that we could pursue if we wanted to but that seemed [57:31] to be the one that would work best for us um and also we don't we currently [57:36] don't have any money set aside for property acquisition so this would just be for the appraisal process and that [57:42] would help us then oops sorry about that that would also then help us uh look at [57:47] acquiring like applying for grants for acquisition in the future Mr chair yes [57:53] well thanks for bringing us forward so on the Humphrey erands one did the property owner approach us or were you [58:00] that one too yep and what is a typical property appraisal cost for something [58:06] like that so we just did this for nine it was around $750 okay so then you'd get that cost [58:13] and then you'd come back and say here's what it costs and here's where what the funding source would be so we would [58:19] approach the property owner to see if they would be if like the one at n we got the appraisal they were not [58:25] interested at all proceeding after they saw the appraisal there was no in between with that so if the property [58:30] owner said yeah that looks like something I'd be interested in when they approach the county I let them know that [58:36] this is a lengthy process it's not one that we just get the appraisal back and we just write them a check and say here [58:41] you go so certainly you have to go through the process of um identifying funds to proceed and then would you with [58:48] that be able to provide like a trail uh development and maintenance [58:53] costs that would go with it for especially Humphrey errands because you're talking about expanding the trail [58:59] and certainly and if there there would be some potential hay ground or [59:04] something else that because I know in one case I don't know if the guy pays rent or not but they come in and cut hay [59:12] I don't know what the rest of this 10 acres would be used for besides Trail but I'd like to see what that 10 acres [59:18] would be used for is there any potential revenue or and what's the cost to [59:23] maintain and get the trail plowed in MH and there's no building entitlement with hum free errands right correct but with [59:30] Stanley Eddie I I don't know if we just write off that that we don't want that [59:35] but a building entitlement is potentially worth about 30,000 maybe I'd like to see what other [59:41] options there be for us to sell that off move it someplace else if that is an [59:47] option I don't want the rest of the board thinks but if there's some potential revenue and helping someone [59:53] that needs an entitlement somewhere else maybe that's something we could look at I think what they're intending to do with that one was to only purchase the [1:00:01] property that does not have the entitlement split off the one with the entitlement and then the uh seller would [1:00:07] keep the entitled property and probably sell it on their own so therefore we would get the property that would be uh [1:00:14] less expensive because we'd be buying the property that doesn't have an entitlement is that my understanding [1:00:20] correct correct yep there's a house on it and shed and yeah and we don't want to get into demoing cost and such so um [1:00:28] okay I thought there was some undeveloped part that had an entitlement the 10 acres does not have an [1:00:33] entitlement on the other one on the humy no so okay all right yeah I i' cautiously be [1:00:41] in favor of spending the 750 and then coming back and seeing I mean I I don't have a lot of feedback and concerns in [1:00:48] District 5 that says we need to have more Park ground Just For What It's Worth it's I have to look at that [1:00:55] consideration well it sure be nice to expand this park or that Park but yep [1:01:01] yeah this is certainly just a first step we would certainly develop a more robust [1:01:07] plan I guess at this point it's just a matter does the board interested in spending $4 to $1600 to get an appraisal [1:01:15] on the two properties to then use that to determine whether we want to develop a plan whether it's going after grant [1:01:21] funding or whatever property yeah part of the park commission you know this was discussed [1:01:26] and again we we we have a kind of a checklist of of discussion items to make sure it fits in with um our future plans [1:01:33] for the the park so it's not anything out of the blue it's not an odd piece of property or anything it's just um and [1:01:41] this is just the very first step again the owners could say no that's not going to work recommendations um but looking forward [1:02:41] to hopefully getting this accepted um standardly we would bring the grant contract here for signatures um I was [1:02:48] told by the minister Department of Natural Resources that they will be emailed to Derek and Lee for signature [1:02:54] atures at a later date so this is approving it but the signatures will come later through your email all right [1:03:00] Mr chair just wondering about that condition to not kill healthy trees [1:03:05] where where does that get because we got that later in the recommendation but we're taking this [1:03:11] before um and I don't know what the boards everyone wasn't at that Workshop [1:03:16] but I'm I'm sticking to that because it's speculation that that tree is a healthy tree is going to die but does [1:03:23] that have to be part of this to accept that we'd have to check a box that says we're only going to remove and replace [1:03:32] the sick and the injured or yeah I think that would be for the [1:03:37] board would that be more of a process of how we spend the money isn't this just accepting the money is a grant yeah this [1:03:43] is just accepting the money from the state but if you have to agree to but then the resolution coming later the the [1:03:52] the discussion about it as how we spend it is where where our our governing [1:03:59] body can dictate right well yes to a degree I think a lot of this is going to [1:04:05] be internal policy from it and I think they're going to use the guidance of the board and if you the guidance of the board is to avoid healthy trees at this [1:04:13] time they will adhere to that guidance okay and thank you I just wanted to clarify that part of um applying for and [1:04:22] being granted this you have to agree to be that proactive which to me is Extreme [1:04:28] I'll say that we're going to cut healthy trees and and if that isn't delineated [1:04:34] in there then we don't have to discuss that as part as of accepting the grant but you see what I mean some of these [1:04:40] things you have to agree to certain conditions and if the fine print doesn't say we have to then then I'm okay with [1:04:48] accepting that yeah there's more trees than we have grant money to cut so exactly [1:04:58] yeah Mr chair members of the board uh they've been surveying the asht trees in [1:05:03] the park System since about 2018 there's 651 ash trees identified in the [1:05:08] maintained areas of the park not outside in the forested areas you know there's nothing they can do with those if they [1:05:14] get disease they're going to die they're going to be cavity nesting trees they're going to be all sorts of good stuff [1:05:19] right that you guys maybe don't care about um but the trees that are in the maintain areas they've been suring those [1:05:26] surveying those with survey 123 with the gis application identifying their health [1:05:31] stresses all that type of stuff them are the trees that they're going to concentrate on are the ones that hit that survey that have poor health [1:05:38] they're being flagged they're having woodpecker activity um I think they [1:05:43] understand very well that they're not going to probably go down and cut cut down perfectly healthy ash trees they're [1:05:48] going to maybe start replacing those next to them during that time frame so that one if and when those trees become [1:05:54] diseased or have health issues that we have a replacement tree already established rather than cutting them [1:06:00] down and having am I right is um so that's that's their management plan that [1:06:06] they're working at on doing that and I think leaving that staff expertise on what's healthy what's not healthy is [1:06:12] what's key here because how are we going to be like who's going to come out and identify the tree if healthy or not [1:06:17] healthy I believe Matt and Matt's uh staff have the ability to do that and the knowledge and skills and abilities [1:06:22] to do that with that direction we're not cutting down perfectly healthy as trees however some perceptions are not reality [1:06:28] they could be having health issues that you don't see you know girdling or roots and stuff like that but giving them the [1:06:34] opportunity to manage that but that expectation I think is is good well I want to also do it with the notion of [1:06:41] health and safety I mean some of these there's there's timing that you're better off getting it earlier on than [1:06:47] others so I want take that into consideration as well Mr chair I'm wondering how this Falls underneath the [1:06:53] purview of the drainage coordinator when it seems like he's got enough on his plate already and you're coming up here [1:06:59] now in charge of of the ashbo detail so he manages a lot of the natural resource [1:07:05] aspects of the parks department that was added in there how long ago was some of the natural resource management I you uh [1:07:13] basically when when I left Matt Matt loves to do Matt Android's natural [1:07:18] resource aspect he was willing to take on some additional responsibilities later on today you'll be discussing [1:07:24] those changes in that job description chairman um uh Mike he uh wrote the [1:07:30] grant so that's why he's up here and I want to thank you for all the hard work [1:07:35] that's a lot of money and uh I appreciate that and uh all you do so [1:07:40] thank you no I and I agree but I don't still want you to get to stretched too thin to where you got all this ditch [1:07:47] stuff and now all these Ash projects and it just was surprising that it fell on his plate but I hope you got enough [1:07:54] support staff to make it all work and even out the work otherwise if you can't [1:08:00] you'll have to come and see somebody and say hey it's too much but yeah I think that was our parks department again I'm [1:08:07] a division within Parks main concern is there's a lot of trees that without this money staff would have to cut and treat [1:08:14] so with this money we'll be able to hire contractors which frees up our staff to do the 20 other things they have for [1:08:21] that day [1:11:40] discussion the uh regarding the public hearing that was set for December 18th at 5:00 p.m. regarding County ditch 16 [1:11:48] and 19 uh commissioner Holland I yes uh [1:11:55] um I I would like to cancel that uh meeting because just of the situation of [1:12:00] uh security issues I think I'd like to see that moved on to later in to next [1:12:08] year so that we can figure out um a Safety and Security plan um and I would [1:12:16] just entertain a motion to uh cancel this upcoming one in December uh [1:12:21] commissioner Holland or yes Comm catchmark uh so this is one of those [1:12:27] ditch crises that I inherited it stopped and started many times for different [1:12:33] reasons we had uh something come up at a recent meeting related to this I've I've [1:12:40] spoken to staff about it too I think with an organization this large [1:12:46] and all the resources I would hope that this type of incident we could make [1:12:51] changes and resolve things and and keep it on schedule we have a lot of Ditch Projects that are in the works Matt and [1:12:58] the staff have worked really hard to get and keep this moving and I for those [1:13:05] Reasons I'm not interested in changing the schedule I think that we can we can manage it how we need to it it's a [1:13:12] District 5 ditch that uh I would like to see play out as would lots of [1:13:19] constituents on both sides of the fence here for against it seems like now what we're running across what I'm [1:13:26] hearing this is my opinion but the constituents have realized that the law [1:13:32] says that we have to fix the ditches when required now it almost seems like [1:13:38] there's different wrenches and hurdles and different things being thrown in that maybe have worked in the past to [1:13:44] slow down or stop these Ditch Projects and and I don't want to buy into them and then pass it along to somebody else [1:13:51] so that's that's what I'm seeing there's one or two maybe on each ditch and I [1:13:57] just I think we can get together and meet to resolve any concerns that that we have going forward without altering [1:14:04] the ditch schedule thank you Mr chair commissioner catchmark uh my suggestion is and I I I kind of agree that we are [1:14:12] just moving this along but uh I also understand that the reason this is contentious because it's expensive I [1:14:17] don't want to add any more expenses to this so my suggestion is that we move the public hearing from [1:14:24] on December 18th from 5:00 p.m. to 10:00 a.m. here and we have Security in the [1:14:29] building at that time so we wouldn't incur additional costs if we do it at 5:00 that night we'll end up having to Bill uh these homeowners more money to [1:14:37] put Security in the building uh that was driven uh largely by their own accord uh [1:14:42] so for that reason I would suggest we hold it on December 18th and move forward it's going to be contentious [1:14:47] whether it's December 18th or whether it's February 18th it's going to be contentious either way so I think at [1:14:53] that point if we do it during regular hours we have Security in the building uh we don't incur any additional costs [1:14:59] and we just move forward with it that would be my suggestion Mr chair yes I think that's a good that's a good mix I [1:15:05] I think uh given the situation that there should be clarification that there will for sure be a security staff here [1:15:12] that day and I'm I'm not going to deviate in the future to say every one of these now is going to be during the [1:15:19] day I'm still going to stick with in my district they prefer evening meetings but this one I'll I'll go with the [1:15:26] exception here because of the current state of this dit so I I'll recognize that and I think Administration will [1:15:32] work with the uh Sheriff to make sure that if for some reason somebody was on vacation that we'll be able to supplant that with somebody over there across the [1:15:38] street all right if we can get that as part of the record and then uh well [1:15:44] commissioner Holland whatever she has to weigh in here because she was inkling a motion another way but did can we ask Mr [1:15:52] chair could we ask asked the staff if they had any any thoughts here uh on that yeah Cher what about you Matt what [1:16:00] do you feel like um kind of a literally the wrenches get thrown at [1:17:32] us and we tell people 10 times in the introductory statement that repairs are [1:17:38] not meant to be talked about here but it the message never gets chair board um [1:18:57] as you stated um I'm asking for approval of three separate resolutions offering support for border-to-border uh bradar [1:19:04] applications um the state of Minnesota opened up the grant round in October with applications being due at the [1:19:10] beginning of December three providers have um reached out asking for support [1:19:15] two are asking for financial support um Charter is planning to bring Broadband [1:19:20] to more than a thousand locations within the county and they are asking for a contribution of $60,000 um midco is asking for a [1:19:28] contribution of $50,000 and they will be bringing service to just over 450 [1:19:33] locations I don't have details on the frontier um application which is why the [1:19:38] resolution is more generalized in nature all right with [1:19:46] that is there any discussion otherwise I'll entertain a motion to uh support [1:19:52] all three uh applicants so we can do with that in one resolution the second item would [1:20:45] be the consensus of the board to bring to the November 21st County board [1:20:50] meeting to approve the 2024 Community Dental lease rate that was the October 16th uh we [1:20:58] have the November 14th which was the uh variety of informational items as well [1:21:05] as uh a discussion on the reasonable accommodation policy which was to to [1:21:10] direct staff to make some modications to that application uh just being able to [1:21:15] add another box to be able to be checked uh another one would be allowing the Buffalo to have a Precinct here on [1:21:22] election day then there was the discussion of the application process [1:21:28] for uh tobaccos and licenses and how they come forward on the agenda there was a informational discussion as we [1:21:35] just went for that Grant here today for the emerald ashor uh then the other one was the ditch item which we already [1:21:42] approved uh then there was also the followup which is informational on our [1:21:47] leadership philosophy and then we had a discussion on formalizing a policy on [1:21:52] how citizen requests get onto the agenda that'll be coming as a a formalized [1:21:57] policy at a later date uh then the the employee engagement uh and then more [1:22:04] information and more discussion will be coming about that and developing some sort of a survey for internal and [1:22:09] external uh at a later date and then the uh we reviewed the committee list as we [1:22:14] move forward and making appointments at the first organizational meeting in January of 2024 uh November 14th we also [1:22:22] had a Broadband committee which we already uh supported those letters of recommendation just here in a moment ago [1:22:29] and then there also is the Ways and Means Committee which we approved in the uh earlier in the meeting the changes [1:22:37] to policies so with that uh open up discussions on the recommendations Mr [1:22:44] chair yes I was ready to registrations [1:24:43] as well as uh the removal of mileage for County board members and uh the [1:24:49] continuation of the change in prium and no longer collect prium and shifting all [1:24:54] of that into a flat more trans uh transparent uh compensation Mr chair oh [1:25:02] I just I had a question just for clarification of who who's the keeper of [1:25:07] the the list as far as approved committees and boards and things that [1:25:12] people just want to take off and go to on on their own that they think is a benefit or an offshoot to the county or [1:25:19] something else that we're a member of who's the determining factor is it just purely discretion if we turn something [1:25:27] in that it's assumed to be good or I just so this is kind of an this is like a step one here that we're having of [1:25:33] step two uh so we'll have a bigger discussion because now that we put this kind of puts an individual dollar amount [1:25:40] per commissioner we can have a bigger discussion sometime in the the next [1:25:45] month or two about what those parameters are for that but be before there was we [1:25:51] didn't have have a box around each commissioner and and we also didn't have a box on what it could be used for and [1:25:57] we're now trying to hone that in and getting a better policy for finance to be able to manage it so I would conclude [1:26:03] that this is step one of two so there's room for discussion on that we do we do [1:26:09] need to have more discussion that we will be modifying in the handbook that will articulate uh what those that [1:26:16] budgeted amount can be used for in terms of uh registration and such okay I I [1:26:22] here's a scenario so I go to the Batcave and I take a car and I want to drive to [1:26:27] another state because uh it's a third cousen to some other board I'm on and [1:26:33] then I turn in for something or other or that Fleet cost for the gas and whatever [1:26:39] gets build to somebody that's my scenario Mr chair so in in your scenario number one [1:26:46] uh the county car would would be removed from it that's managing the fleet side of it but any registration [1:26:53] lodging Etc would be diluted out from that individual amount of that $2,400 on [1:26:59] your side of it uh the the relevancy of what you're going to uh at this point we [1:27:05] haven't put any parameters around it uh we can have some discussions about putting policies around that uh we [1:27:12] probably should put some but this is at least a first step that we've had in actually putting some boundaries around [1:27:19] a dollar amount uh so so this is like I said step one of two steps okay sorry [1:27:26] for the extra question but it no it's it's a good it's a good question cuz yeah working our way through it and [1:27:32] trying to build a much more uh robust uh fiscal policies around the County Board and the county holistically hence the [1:27:38] reason we adopted a lot of fiscal policy changes today in our
