approve all the [0:49] recommendations except for three right [0:51] so no one wants to approve anything I [0:54] think they're just looking to make a [0:55] separate motion potentially well wa let [0:57] me finish my first ask for a second [0:59] there's no discussion until I have a [1:00] second is there a second hearing none [1:03] motion dies for the lack of a second now [1:06] at this time we can entertain a uh any [1:08] other motions I'll make a motion to [1:10] approve all the recommendations as [1:11] stated I'll second that all right we [1:13] have a motion by commissioner Dietrich [1:15] uh to approve the recommendations as [1:18] presented and we have a second by [1:21] commissioner Holland any further [1:22] discussion Mr chair yes uh so we didn't [1:26] spend any time talking about the [1:28] employee engagement survey report [1:31] because we ran out of time or interest [1:34] or both I'm not sure at the workshop but [1:36] I'll just reference it for the board [1:39] that there was at least one question [1:41] that pertained to the County Board in [1:44] that survey and I don't want that to go [1:47] unnoticed because the 300 or so people [1:50] that completed it did uh answer that [1:54] question so I guess it's on your own [1:57] time you can go look at it but I want to [1:58] reference that there is [2:00] one question in that survey that applied [2:03] to the County Board MH okay right and uh [2:07] I I'm kind of baffled as to why there [2:10] it's not okay to to part out everything [2:15] but one and why we can't take a separate [2:18] motion on on number three I I don't [2:21] understand that it happened once before [2:23] and I clarified it [2:25] and and then we we went on allowing that [2:28] so I I guess i' some discussion as to [2:31] what the trouble is with separating that [2:35] I think it still gets the same effect I [2:36] don't think your Mo your point has been [2:40] made that you're in you're you're [2:42] planning to vote for all of them uh to [2:45] me this is this is more of a political [2:47] play of saying well you know we're not [2:50] going to give you that luxury of voting [2:51] for them all separately they it's it's [2:53] the board's Collective ability to manage [2:55] the agenda how they do it based on on [2:57] three votes i i i to me me you've made [3:00] your point that obviously you're not in [3:01] favor of three but you're in favor of [3:03] all the rest and I get your point that [3:04] you don't want to have to vote against [3:06] all the other ones just in order to vote [3:08] for the one well right I I guess I don't [3:11] understand the gamesmanship and you're [3:12] speaking for the other two but maybe the [3:15] Motions that's I can say that you well [3:17] can we hear from I was confused I I [3:20] would like more engagement I I was [3:23] thinking that recommendation was to move [3:25] forward with the engagement survey to [3:28] the next uh meeting so now that I'm [3:32] reading it it says to do the engagement [3:35] survey to move forward with the [3:38] points because we didn't talk about it [3:40] at all we didn't talk about the [3:43] engagement service at all no blew it [3:46] over and said that'll be at the next [3:47] Workshop no we didn't we said uh we're [3:50] running out of time here as [3:52] Administration asked is is everyone good [3:54] with the engagement study and going [3:56] forward and everyone said yes my point [3:59] was just bringing up in discussion that [4:02] because we glossed over it kind of the [4:04] perception is that we didn't take any [4:05] time to discuss what 300 of our staff [4:08] filled out that was just my point in [4:11] discussion that if take the time to look [4:13] at it if you haven't because we haven't [4:16] talked about it here I mean that I think [4:19] there that is something is like a living [4:20] breathing document until you till you do [4:23] your next engagement Ser me I don't [4:24] expect it in my mind it wasn't like we [4:26] did it we didn't discuss it that day to [4:29] me it's like it's something that we keep [4:30] going back to until you do one that's [4:32] more [4:33] relevant at a future date so to me it's [4:36] always relevant always necessary we can [4:38] discuss it almost at every meeting [4:40] because almost any every everything that [4:42] we do should pertain at some level to to [4:45] that engagement survey uh so I I I I I [4:49] understand your point that it didn't get [4:51] maybe the Limelight that it did there [4:53] but I think it can get its Limelight at [4:55] multiple other subsequent meetings uh [4:58] that point I think the other part too is [5:00] like the to moving forward was a lot of [5:02] it was my thought was the direction to [5:04] staff to move forward with the external [5:06] survey which was the the which is better [5:10] being outlined in this recommendation [5:11] was to move forward kind of with the one [5:14] that is live right now uh which I [5:16] encourag people in the public to take [5:17] our external survey uh of County [5:20] Services Mr chair and I didn't write the [5:23] wording but the wording under number [5:25] nine was to review the employment [5:27] engagement survey report to review it [5:30] and we didn't so I just think In [5:32] fairness to the 300 that took the time [5:34] and I'll I'll leave it at that but yeah [5:37] it sounds like there's confusion over [5:39] this motion yet because I really did [5:43] when I read read that I I left that [5:45] meeting thinking that we were going to [5:46] be talking about this at the next [5:48] Workshop [5:50] um so I would hope that we disseminate a [5:54] little bit so yes there is staff that [5:56] filled it out and we're very [5:58] appreciative of that and and that's why [6:01] I do think I'm sure there's some things [6:03] that we need to move forward with um now [6:06] with things that you guys want to [6:08] implement but I think for the large [6:11] scale I do think we should have a [6:12] discussion on it confused was to approve [6:16] all the recommendations minus three not [6:18] removal of nine right their was to [6:21] remove all of them so so but we're [6:23] discussing nine not three so I'm a [6:25] little bit confused here I'm I was in [6:27] the discussion phase Mr chair the [6:29] engagement study and I said my piece on [6:32] that now the others take your time or no [6:35] time to look at the survey if you wish [6:37] now if you want to petition that onto a [6:39] future you can so that's my only piece [6:42] so now we [6:43] could but now we're still in that [6:45] discussion phase for like this coverall [6:48] and I don't know if you two [6:50] understood where I was coming from like [6:52] another meeting where then you said oh [6:54] okay we thought it was something else [6:55] and then you agreed with approving them [6:58] all except for in this case number three [7:01] and then one of you can make a motion to [7:03] deal with three separately it it only [7:05] Parts it out but me saying I'm okay with [7:09] one through nine but most likely not [7:11] three is is that just but you made your [7:13] motion it didn't get a second I made a [7:16] motion I got a second we're having that [7:17] discussion based on that motion I mean [7:19] this that's just the process but the [7:21] last time the point was that people [7:23] admitted that they didn't understand it [7:25] right remember that and then don't Rec I [7:28] think they knew what doing because they [7:30] they could have done that they knew what [7:32] they were [7:33] doing they chose to yes they knew what [7:35] they're doing the first time I think [7:37] they I I think they're they're quite [7:38] intelligent and they understand what [7:39] they're doing it's it's they're forcing [7:41] your hands sometimes like how bad do you [7:43] want to to vote against the EDP are you [7:45] willing to vote against everything [7:47] because you want to vote that bad [7:48] against it they're forcing Your Hand by [7:49] not giving you the luxury to vote for it [7:51] on a one by one basis sometimes that [7:54] that is it's a political tool or a [7:58] strategy you could use to somebody but [8:00] Mr chair so I'm clear what I mean by the [8:02] first time was like a couple weeks ago [8:04] when this happened and they said oh we [8:06] thought it was something else and then [8:07] it changed and then it was allowed to do [8:09] the one through except for one that's my [8:12] point is just the past once they [8:15] understood it but if they want to hold [8:17] their ground I guess uh you know take [8:20] the vote all right there we do have a [8:22] motion and we have a second any other [8:25] discussion hearing none all in favor say [8:28] I hi [8:30] opposed I I so two two so now we're so [8:35] the recommendations fail um now now [8:38] we're going to get deep into my uh so in [8:40] order to make a for a motion forward it [8:42] has to come from a descending side of [8:45] the [8:46] vote so in order to can we remake the [8:49] motion what can we remake the motion you [8:51] can make a new motion yes as a as a [8:53] descending vote I'll make a motion that [8:57] we approve all [9:00] um all [9:02] recommendations uh excluding [9:05] nine of the [9:08] county to be pushed forward to the next [9:13] Workshop all right Mr chair can I help [9:17] with the conversation just a bit I think [9:21] what we're looking to do is approve to [9:23] remove item nine from the [9:25] recommendations to take a separate vote [9:26] on it okay and to approve items 1 [9:30] through eight is that what you're [9:32] looking for commissioner H separate [9:36] action on item nine yes [9:38] there [9:41] yes so we have a motion to approve 10 [9:44] there's so one through eight and 10 and [9:48] 10 10 removing number nine per separate [9:51] consideration all items with the removal [9:53] of nine all right so motion by [9:56] commissioner Holland to approve the Pony [10:00] board uh Workshop items recommendations [10:04] one through nine or one all of them [10:07] except for nine all [10:09] right and do I have a [10:12] second do I have a [10:15] second I'll second it right second by [10:18] commissioner [10:19] Dietrich any discussion I I think I mean [10:23] I think nine whether we approve it or [10:25] don't approve it it doesn't matter [10:26] because we can still come back and have [10:27] the discussion it's purely it's not even [10:31] a recommendation as it is informational [10:33] item it could have been listed as an [10:34] informational item that the engagement [10:37] survey was presented to the board it so [10:40] yes we've seen it is there chance to [10:41] have more discussion yes we can put it [10:43] on every board every Workshop if we want [10:46] for the rest of the year if that if that [10:47] makes the board happy I just wanted [10:49] people to understand that it's not it's [10:51] not a really actionable item per se yeah [10:56] and Mr chair I can maybe comment on that [10:58] at the board meeting we were running [10:59] short on time and so we offered to just [11:02] briefly offer our commissioners an [11:03] opportunity to comment on it we're happy [11:05] to come back and present on it have a [11:07] whole presentation already put together [11:08] so it won really take any more work if [11:10] you'd like in August we can bring it [11:12] back to the workshop and present and [11:14] just get consensus of the group a little [11:15] more thoroughly than we did before happy [11:17] to do that perfect all right thank you [11:19] very good so we have a motion we right now we have to deal with [11:41] item nine I don't even necessarily know [11:42] that we even need to take action on it [11:44] because it's not there's no action to it [11:46] the survey has already been done it was [11:47] just purely acknowledging that it was [11:49] discussed in in there which it was [11:51] already approved in the minutes so I [11:52] don't necessarily know that's even an [11:54] actionable item but if the board wants [11:56] to take action on it they certainly can [11:58] Mr chair I think we can just move the [12:00] discussion on the employee engagement [12:01] survey to the workshop in August happy [12:04] to bring It Forward at that time I think [12:05] that be yeah because there's no changes [12:08] to it or anything so I think if that [12:10] sense all right um now we are on to the [12:14] last one is D1 uh we have the approved [12:17] the reimbursement for money spent on the [12:20] connection with Fair uh the felsa a [12:23] journal entry budget amendment pardon me [12:27] [Music] [12:29] morning [12:30] board um this is a request to approve a [12:34] journal entry and budget amendment it is [12:37] related to [12:40] a [12:41] known [12:44] calculation missing calculation we'll [12:47] say in the Oracle system at the time we [12:49] went live on phase two which is the [12:51] payroll um we began discussions with [12:54] Sierra Cedar in October as we were [12:57] preparing for go live they called our [12:59] attention to this that the calculation [13:01] for the flsa credit was not um working [13:06] out correctly and they needed more time [13:07] to do it and we would be delaying our go [13:11] live timeline if we held off on ensuring [13:14] that this credit was in the system prior [13:17] to go live staff discussed this we [13:20] included the sheriff's office in this [13:22] discussion and decision making for their [13:25] awareness um and ultimately based on the [13:28] timeline it was was a decision on our [13:30] end to move forward without this [13:32] calculation knowing that ours incurred [13:36] by the Sheriff's Office who is [13:38] predominantly impacted by the flsa [13:40] credit would be at their lower end um [13:45] summer is when they typically have the [13:46] higher end of these flsa uh eligible [13:50] hours which where we would have this [13:52] credit effect um unfortunately in May an [13:55] incident occurred increasing the [13:57] liabilities on on our flsa being that we [14:01] were not allowed to take the credit it [14:03] caused a larger dollar amount than [14:06] originally [14:07] anticipated um so we are requesting that [14:10] we make the Sheriff's Office whole for [14:12] this item which is outside of their [14:18] control [14:21] discussion Mr chair that just makes [14:23] sense to me let's just fix this problem [14:25] and moving forward it's all been [14:26] adjusted and it'll it'll be correct [14:29] moving forward the correction was put [14:31] into place on June 6th so the credit is [14:34] now being taken as we are [14:37] allowed it was the most cost effective [14:39] prudent uh way to move forward so with [14:43] that I'll entertain a motion to approve [14:46] the uh uh budget amendment with the uh [14:49] changes for the felsa journal entry so [14:52] moved I'll second all right motion by [14:54] commissioner dri second by [15:17] committee H to take uh to discuss items [15:20] four and five from items for [15:21] consideration oh yes are you're right [15:23] schedule correct thank you for catching [15:26] that so uh with that let's look find a [15:29] date here when we want to Circle back on [15:31] those said two positions and how we want [15:34] to move forward um so it looks like [15:39] uh I would say we don't want to go too [15:41] far I would I would ideally like to do [15:44] something next week uh to keep the ball [15:46] rolling on it since this Friday is out [15:49] so what does everybody look like next [15:54] week is nen [15:56] around yeah she's she's back she she's [15:59] available next week when does she go to [16:01] Louisiana not until in August I believe [16:05] okay with the [16:07] 30th in a week would that [16:10] work the 30th is good for me we have the [16:14] canvas work group The what will will [16:17] that give us enough time in between [16:19] that's that's on one we do it in the [16:22] morning yeah we can do in the morning [16:24] I'm good schedule something in the [16:25] morning that day we scheduled a aend a [16:29] board meeting at 9:00 a.m. depending on [16:30] the yeah so we could do it so we could [16:32] do 10: do at 10 o' yep so I'll entertain [16:36] a motion to schedule a committee the [16:37] whole on July 30th at 10 a.m. Mr chair [16:41] just for clarity is that will we have [16:43] the information we need at that point or [16:44] we'll just be discussing what we will be [16:47] be reviewing well I guess information is [16:51] really largely D driven by the board [16:54] because based on earlier discussions [16:59] you wanted to define a process and then [17:03] there was just things brought up about [17:07] job descriptions and such um those [17:10] things can't be done without the [17:12] collective discussion of the board and [17:14] we have to have a bigger we ran a little [17:16] bit short on time this morning too for [17:18] sure so I think it's more of a [17:19] continuation of those discussions and [17:21] what that process I just want to [17:23] clarify yep so it's more about [17:25] discussing because we don't have a hard [17:26] and fast process when uh in interims uh [17:30] in this organization so uh it's more to [17:33] Define what that process [17:36] is so with that uh I'll entertain a [17:40] motion to schedule a committee the whole [17:44] uh for the said items for the uh two [17:47] interim positions at 10:00 a.m. on July [17:50] 30th I'll make that motion motion by [17:52] commissioner Holland [18:20] uh which is for the river crossing was [18:22] uh very uh graciously blessed through [18:24] deed with a million dooll uh Grant to go [18:29] forward with the tier one environmental [18:32] process so that'll be a substantial [18:34] savings to the region on getting that uh [18:36] very costly analysis done as it is [18:39] required as part of the NEPA process to [18:42] move forward with uh that potential [18:44] Crossing will that cover the whole cost [18:47] pardon me will that cover the whole cost [18:48] of that no it will not the uh tier one [18:51] environmentals it could be anywhere from [18:54] two to3 million uh so but it will cover [18:59] a good chunk of it though [19:00] congratulations yes [19:01] yes all right Mr chair I just have to [19:04] add one thing um I
