in our assessment process and uh [3:48] look to continue that for the next four years so if uh Tony's willing I'd like [3:53] the board chair to administer the oath of office for for Tony for the next four years through January from January 2025 [4:01] through December 31st 2029 that means you can't [4:07] retire there's a there's a no retirement Clause I didn't see that in there but but uh assumingly you are willing to [4:15] accept this role uh Tony uh then at this time I will administer the oath for the [4:21] county assessor Mr chair do we have to adopt the resoltion we do have to big big big thank you um you do a wonderful job [6:22] you're active with the assessments accuracy your whole team just does a wonderful job working together um and [6:29] even to be recognized by the state of Minnesota um with the Excellence of your service to the people of re County so [6:35] thank you thank you and Mr chair and my phone seldom rings for assessor related [6:42] items which I always appreciate for 60 some thousand Parcels that you work on [6:47] and then the very short list of people that come to protest for one reason or [6:52] another they do or don't come but that speaks for itself also so thank you I am [6:58] blessed with a great staff just want to say that it could not be done without [7:03] them thank you thank you thank you all right second item on today's [7:11] agenda is the uh Mr dchen requesting permission to apply for the Statewide [7:16] wood waste utilization Grant good morning Mr chair members of [7:22] the board uh yeah so the first item on the agenda is requesting the permission to apply for this grant this grant does [7:28] require a 20% match um that can be in kind or um cash match so we wanted to [7:35] bring this forward for discussion obviously we need to get permission to apply for the grant but how we scope the [7:41] tasks of the grant is important depending on what type of match we were providing so if we were looking at [7:47] purchasing equipment or something that's eligible obviously in kind or labor match wouldn't be eligible to match [7:54] those funds um so we'd be looking at pairing down our application to to fit the board's Direction for [8:01] that board members Mr chair what are some of the [8:07] ideas that are you considering to use this grant for yeah um I'm really excited about the idea for micro grants [8:15] uh typically grants are only available for Public Lands this one we'd be eligible to apply for uh grants that [8:22] would serve private residents um so that is something I'm was looking into um how [8:28] much money we would apply for that to help offset costs of tree treatment or potentially even tree cuting um for [8:34] disease trees you know I think this grant was really pushed forward because of emerald ashb but a lot of other [8:40] diseases such as buroke blight and such are eligible under this Grant application there's also opportunity to [8:46] provide those funds to cities and townships as well not just residents for the ongoing work that they're doing Mr [8:54] chair I think it's important to talk like Matt said about the scope of this grant as were looking at approving and I [9:00] talked to Matt yesterday and I want to draw attention I know we have two Commissioners that are working on new [9:06] design of the plant out there I didn't I think this is probably new and you [9:12] haven't discussed this but we have the existing pile of wood chips out there [9:17] that we're going to have to pay a lot of money to get rid of and there isn't really a usable [9:23] marketable way for for that so I've talked to him about this is to discourage burning but [9:30] I'm I'm hoping that he'll look into a legal way to potentially dig a hole out [9:35] there and push some of this in there that we have and burn it because it'd be a lot less money than having to haul it [9:41] the cost to haul and and then dispose of somewhere else is he has the figures and [9:46] it'd save a lot if we could dispose of it on site but then in the [9:51] future there's an option or opportunity with this money if the staff would sort [9:56] the wood when the people bring it in that takes a little know how to make sure your soft Woods go here and your [10:02] hard woods here but then there's a process to make it into a potentially a usable bedding material for Animals now [10:10] he talked about buying equipment and I don't think we should speculate and spend a million that's what he's [10:16] referenced a piece of equipment to shred this stuff when we don't know what the market would be that's that's what got [10:23] us into trouble out there in the first place is buying machines that worked in other countries allegedly that didn't [10:30] work here so there's always a contract Professional Service uh some uh Gypsy [10:36] outfit that drags this grinder around and could potentially grind this up into [10:41] some usable material and then Matt puts the shingle out hey for sale and then see what we get and go from there that [10:48] Grant could apply to that so I'd like to see efforts with the existing pile which we're left with that's there's not a lot [10:55] of options but then going forward what we could do to uh make a usable product [11:01] out there and not just shell out money to dispose of this these wood chips when this tub grinder comes around and [11:07] charges us a lot of money to make a pile that we can't do anything with commissioner catchmark I think that [11:15] along with the micro grants it's worth applying for the grant and at least seeing what what we get out of it and [11:21] then weighing out variety different options because if that can work towards getting some of our recycling waste [11:26] numbers and as well making usable product and then also just the [11:31] constraints right now on tree removal with all these uh diseases on these trees it's quite costly and I know a lot [11:38] of people are struggling on how they're going to be able to afford to remove those so if we can offer some micro grants potentially it's worth at least [11:44] entertaining and I just want to reiterate too I would have to bring it back for approval for the scope of the [11:50] the grant so if there's any concerns after that Grant even accepted uh you'd still have opportunity to decline or or [11:56] accept the grant so all right so at this time I'll entertain a motion uh for the [12:02] permission to apply for the Statewide wood waste utilization Grant so moved all right motion by commissioner right staff update on County ditch 19 yeah so I did provide a a short report [12:27] on the status of County ditch 19 um we hired a professional service and more engineering to complete both a [12:33] reestablishment of records and a repair report for County ditch 19 um still both [12:38] ongoing but I provided some background detail where they are um so just I guess [12:43] first um if you had any questions uh about that and then we can move on to [12:49] the staff Direction portion of that item members you have any questions all [12:56] right okay yep awesome so yeah as discussed in that report um looking you know obviously there's motivation to to [13:03] try to get some um repairs done um portions of the system were cleaned out [13:08] um relatively recently so that um history of repair obviously helps us when we go through the regulatory [13:14] permitting process um so the first actionable item is authorize the egg and drainage and National resource [13:20] supervisor up to $20,000 for tree removal along County ditch number 19 um [13:26] actually currently pursuing quotes for that that are due later this week um but before we would move on and accept that [13:32] just getting permission from the the drainage authority to to um hire that [13:38] work to be done all right any questions otherwise I'll entertain a motion to [13:44] approve the uh uh EG and drainage supervisor to approve up to $20,000 for [13:50] the tree removal I'll make that motion all right second motion by commissioner Holland second by commissioner catchmark [13:57] any further discussion Mr just the question is the that pending ARP money that came back from broadband is that a [14:06] potential use um yeah we I guess because that's a [14:12] discussion for December at the workshop on how we if we if they desire the board if we want because we already [14:18] reallocated it onto a separate project uh so that we removed so now there's [14:24] more available money in general fund if we wanted to take because there's an increase in general fund at a later date [14:30] in December we were going to discuss it at the workshop if we wanted to take some of that money and reallocate it to [14:35] some some of these said projects okay I didn't know when that's coming up but for the record I want to connect that [14:42] discussion at the right time but thanks for your continued work on 19 that's [14:47] kind of a thankless project in some ways but it we have to follow what we're [14:53] obligated to do so we need a motion for that or uh there is a motion moot is [14:59] second [15:31] to review and that's going to be a much larger long scale part of the process for County ditch 19 but hoping to begin [15:36] those conversation with the DNR since that has a maintenance history and there was permission given um relatively recently Mr chair if I could just [15:43] articulate we're not asking for permission from the DNR we're asking for concurrence concurrence okay we're not [15:48] asking license or permit we're not doing an eaw we're asking for concurrence so thank you for the you don't like [15:53] concurrence then we'll appoint an engineer and we'll go through that process so at that point staff can make [15:59] that that that concurrence request we don't you're just giving us permission to make the concurrence request pursuant to statute and then we'll follow that [16:06] statutory process if the concurrence is not granted Mr chair should that be included [16:11] in this motion I just want to clarify that the way it's written in their FBA it says permission is needed permission [16:17] is not needed concurrence is needed concurrence okay so we just acknowledge [16:22] that we're yes that we said we're doing it or they all right and the bids are coming in on the 7th so we'll see how [16:29] that comes out on that tree removal all right we need a motion Mr chair for motion for uh approve staff to submit [16:37] the request to the DNR meeting um more is pretty [17:17] far along in the reestablishment of records and repair report process so we'd be looking at having an [17:23] informational meeting relatively just a few weeks before having the actual public hearing on that public hearing [17:28] obviously provides uh land owners input um you know during the public hearing process so just to potentially avoid a [17:36] confusion and potentially reduce the professional service costs to have them at the informational meeting just [17:41] wondering if the board just wants to move forward and just hold the the public hearing obviously I'm a big [17:46] proponent of the informational meetings um you I think they're beneficial but since they would happen so shortly after [17:52] each other that it might be just better to to have just the public hearing on it I I'd rather save costs on it versus is [17:58] doing it twice over and and just incurring more costs especially when there's such a short Gap in between the two periods of time but that's my own [18:05] opinion no and I I'd agree as long as the scope of the questioning from the [18:10] people there will allow this is informational and a public [18:16] hearing that we don't narrow the scope for these people because the intent is to cover it all at that meeting so let's [18:23] let it be covered yeah so it would be we would just be moving forward then with the public hearing which they would have [18:30] ways to comment either in writing or email before or attending the public hearing to provide comments and I I get [18:35] where your point is wanting a little bit more latitude on the comments in the public hearing that that as long as it's [18:41] within the scope of County ditch 19 we'll give a little bit more latitude since we're not holding an informational meeting so we can that makes sense Mr [18:49] chair y all right awesome I do like the cost savings too just having one day [18:59] all right uh do we have a suggested time for that public hearing at this time or are we coming back with that at a uh we [19:05] to come back they'll be submitting the final report here hopefully soon so then until we have that date we don't want to schedule the public hearing yet so we'll [19:11] just wait to schedule the date for the informational SLU hearing at a probably next board meeting yeah that's okay and [19:17] just so people can think [20:07] y so yeah final item approve the lowest responsible bit for Granite Lake wascbs project and authorized staff to direct [20:13] to draft an a contract for legal review and approved signatures on that contract sorry I can't speak today um yeah so we [20:21] received really good bids for this project as you can see the lowest responsible bid was MSB tiling and [20:27] Excavating for $181 $127.50 um just for a a little bit of [20:33] background context this project is partially funded through the American Rescue plan and for clean water funds [20:39] through the soy and water office so doesn't involve any any landowner costs or anything like that um came in much [20:45] lower than our Engineers estimate almost $100,000 um so looking to move forward [20:51] with that contract um be authorizing signatures once final contract documents are done to have Greg sign those and and [20:57] get the contract removed moving no thank you Matt that is nice to [21:03] see a bid come in like that I think like $79 80,000 uh savings from what we were [21:09] projecting so that's nice all right at this time I'll make a [21:14] motion to approve the lowest responsible bid for the Granite Lake it I did [26:11] see that their rate reflects uh depreciation and everything else that [26:17] they're paying the fair rate but I didn't see anything it says that it's the use of 951 Square ft but they will [26:27] occupy the adjacent boardrooms for different events and that's not spelled out in the agreement that I [26:34] saw so the they that falls under a separate policy uh so any entities that [26:43] we make allocations to within our policy allows them the utilization of conference rooms so I guess how would I [26:51] say it there's this was when we first moved into the building and I'm not quite exactly sure maybe Administration [26:56] knows where that policy was cuz I remember remember we had discussed it early on about how the utilization who [27:02] has lot use of the building and who doesn't yeah Mr chair you're correct on your recollection of that policy it's [27:08] for organizations that are affiliated with the county or that use our facilities and they would fall into that [27:14] where underneath the policy they could use those conference rooms how often they use them I don't think we have a set schedule too much maybe once twice a [27:22] year for a morning full day maybe once or twice I think it's about a half a dozen probably about six times a year [27:29] they they do a couple two three lunch and learns they do one annual meeting [27:35] and there might be one or two one-offs from there but that's about the extent of it yeah and when they use that Mr [27:41] chair commissioner catchmark the the use of the room is when the room is vacant and no other staff is using it [27:48] so it doesn't interfere with any County operations commissioner vet uh so as to [27:55] your knowledge then we're not taking space away from any of the people that need to use it Mr chair commissioner [28:02] Holland my understanding is no okay their use of our conference rooms on those six times a year would not interfere with any County operation okay [28:09] great thanks and to my recollection the policy was set up to make sure that uh [28:15] County use is uh prioritized over that of secondary [28:21] uh what would I call it secondary users so okay that's it's worked so far we [28:27] haven't haven't had any situations where We've ran into any issues so otherwise [28:32] the rate that's on this lease amount meets the cost allocation plan just [30:15] to match whaton state law updates some of the language and definitions and to just streamline the process on [30:20] potentially dangerous dogs and to make the ordinance read in a better more concise manner instead of having things [30:28] two different places we put it in one so that the process applies to everything instead of having to worry about [30:33] amendments later on if we change one missing another one so just trying to make it streamline and and flow [30:41] better all right so at this time um I'll open up the public hearing so anyone in [30:47] the audience that wish Bon up to the Laurel Smith she was Laurel Bon for quite a while um would [34:51] Karen would you and like to join us so Laurel is going to take advantage of a a [34:57] upcoming retirement to leave Health and Human Services Laurel started with the county at the financial services front [35:03] desk back in two January of 2017 she moved to child support as an office Tech in October of 2007 where she's been a [35:11] positive presence ever since she's worked through many staff changes several supervisor changes and even a [35:16] building change all the while maintaining a great attitude a strong work ethic and a heart for helping her [35:21] co-workers in the community she will be greatly missed by all um as you know our child support team many which are here [35:28] are a high performing team and many much of that is can be attributed to the support they've gotten from Laurel over [35:34] the years she's been an outstanding employee else no that's that's it thank [35:40] you Laurel Laurel thank you for all your commitment here to right County and to [35:46] the citizens we can't thank you enough welcome and I've enjoyed my tenure here anything else Laurel I'm [35:54] looking forward to retiring thank you and happy retirement [Applause] [36:08] congratulations all right um going on with the director's comments uh just a congratulations is also in order um we [36:16] are now accredited wellwater testing facility as you know we made some changes in the last year to bring uh [36:22] more testing and things like that one of our goals was to become accredited um our Public Health water testing team is [36:28] Laura Walter Chassidy Jacobson and Patty malich the team completed the requirements for accreditation through [36:34] the Minnesota Department of Health the team has spent many months working toward this great accomplishment re [36:39] County Public Health now offers accredited wellwater testing for total coliforms eoli and nitrates water sample [36:46] containers can be picked up at the public health during regular business hours um we are only accepting water samples on Mondays and Tuesdays we're [36:52] kind of trying to make sure that it's uh things don't just kind of come in and dribs and drab so we can focus on the [36:58] our staff time to accommodate this each test costs $30 and results are returned [37:03] within two to three business days so that's just information I hope when you're out there talking with the community um you can certainly encourage [37:10] them for their well water testing to come up to second floor thank you thank you I also wanted [37:16] to provide an update with the community connect event that was held in Sherburn County um I had an opportunity to go [37:22] over there to take a look it was I don't know if any of the Commissioners made it it was really amazing um this is that [37:29] event that was um it's by Sherburn County United Way we brought the wri county United Way in along with it um I [37:36] think you have information in your um packet about it but you'll notice um in [37:41] 2022 they had 237 attendees and 36 vendors in 2023 they had 183 attendees [37:48] and 33 vendors and this year in 2024 they had 960 attendees 53 vendors they [37:55] gave out 43 haircuts gave away 455 coats and 478 pairs of shoes but I think the [38:02] most astonishing part of this was that of those 960 attendees when third were from right County um so really a [38:09] remarkable effort that kind of came together at the last minute um we'll be evaluating this to see if there's an [38:14] opportunity to either do a joint one in Wright County with sherban County or what that would look like for the future but really a great um it was it was [38:22] really impactful being there and seeing the folks that were coming and taking advantage of the resources that were available [38:27] available to them chairman V I want to say thank you to um all the staff that [38:34] participated and uh especially Diane kins who did a lot of work on the backside to work with Sherburn County [38:42] but all the partners we had rake County Community Action was involved um just it [38:47] was great to see everybody come together and put this event on and it was well needed for sure so thank you yeah it was [38:54] it was really it was it was great so um we were happy to be part of that um and I feel like I'm never up here without [39:00] putting out some kind of congratulations or latory comments about Sarah Gres so if Sarah would like to join join me I [39:07] know she's here um Sarah was El let's see where am I going with this um she [39:13] was elected to orac and she's going to have to help me out with that what that stands for again as a vice chair this morning and we're stepping down I don't [39:20] think that's what I'm reading though she spell it out somewhere is this what I read right [39:25] here that's not it Sarah has been our [39:30] 2024 it was in the board comments put it um opio yeah opioid [39:36] epidemic response advisory Council right but I was you also won an award oh you [39:41] were nominated for the yes I didn't bring that um yeah I the local Public Health [39:49] Association legislative award award for the state of Minnesota so that was a um [39:55] a very I would say for what this a Time Sarah spends in her position here in R [40:01] County as a director of Public Health um you know that she's aiding Us in the [40:06] research and the work she does legislatively but also the count the state at large so that's really amazing [40:11] and again she will be the um Vice chair of the orac committee which is that Governor appointed committee that I [40:18] think you're the only County person involved with that so again we like to have a county voice in some of these um [40:24] you know large uh State dominated types of um um committees so we're happy to see that she's taking a a position there [40:32] to be impactful as well thank you and congratulations [40:39] Sarah I just want to say that anytime that I go anywhere for public health for [40:45] sha um she is the rock star I always say the last one she wasn't able to go [40:52] because she went to some big convention in California so she couldn't go to the [40:57] Minnesota one and I said I had to know where she was going cuz everybody was going to ask and they did uh we're so [41:04] grateful to have Sarah she's such a hard worker and so that's a well-deserved uh [41:10] uh committee they're they're gonna we're we we're well represented for sure and [41:16] it's not just you know it's um I would say it's also we have to be very you know um thoughtful on our side because [41:22] it's a big ask you know to have Sarah take the time to do this and my estimation has been well worth it over [41:27] the time for the insights it provides us as a health and human services department to provide you the board with [41:33] the best information we have about how to move through some of these challenging times in public health along [41:39] the same lines um we're uh I heard from the Department of Health that we're pleased to inform you that the Minnesota [41:44] Department of Health cannabis and substance use prevention program is awarding funds to the Community Health [41:49] Boards of which you are one um as a formula grant the award for wri County Community Health is [41:57] $70 um this is more of an update from our budget time we knew we would get be obtaining funding for a position for [42:05] cannabis um awareness and you know prevention education those kind that kind of work this is just we don't know [42:11] at the time of the budget what that's going to look like necessarily so this is just an update to the board that the amount came in it's 141,000 which is [42:19] probably what we were thinking um it's right y so it won't impact our 2025 [42:24] budget much because I think we were pretty close to that formula we're getting we're getting better at estimating what the formula results in [42:30] in right County thank you Sarah thank you this is just an update um if you [42:39] remember we added an adult protection worker um this past year and because [42:46] we're seeing more adult protection reports we have had a record high number of incoming reports in October 124 [42:52] reports typically we're closer to 80 per month and we had 101 in September so as [42:57] you can see that position is well warranted and needed and that we have I'm been getting a lot of um we have [43:04] been getting a lot of referrals I have one quick uh additional update on how close we are to the next public hearing [43:10] um this is more informational in October this happened in our eligibility specialist area and again I just want to [43:16] um I'll Echo what Tony said earlier he's blessed with great staff we're blessed with great staff and HHS in October of [43:23] 2024 an eligibility specialist received a case and noticed a picture on the client driver's license looked to be [43:28] inconsistent with the angle that is seen on a typical license this worker immediately brought this concern forward [43:34] after review of the license there were other inconsistencies based on this finding the agency reviewed all drivers [43:39] licenses back to 202 January of 2024 we found five cases that contain driver's [43:45] licenses with similar abnormalities the information was reported to DHS and they were able to alert all counties of this [43:51] possible fraud and hopes to stop benefit issuance in HHS we're able to investigate the five cases and immediate [43:57] stop benefits from going out moving forward the case has been referred to our criminal investigation unit and is an ongoing investigation so this is kind [44:04] of exciting stuff for HHS we don't usually get this type of things so um but very good work on the part of the [44:10] staff to have seen that they were actually like pictures taken online that were just very generic pictures and [44:16] there were other abnor malities in the driver's license but some big dollars were going out in the snap food program [44:22] particularly that's all I have great thank you thanks [44:28] all right uh at this time it is close enough to 9:45 here uh we're at this [44:34] time we have published the 20 the proposed 2025 fee schedule uh at this [44:41] time we're having the public hearing for the said changes for the fee scheduled [44:46] for 2025 Mr chair members of the board uh we have published as you said the fee [44:52] schedule and the public hearing notice uh we have not received any written or verbal comment comment on the fee [44:58] schedule from the public thank you at this time if there's anyone that wishes to comment regarding [45:05] the proposed fee scheduled changes for 2025 please come forward and state your name for the record would anyone like to [45:13] comment would anyone like to comment would anyone like to [45:21] comment seeing that there's no comments at this time I will close the public hearing and bring it forward to the board for discussion [45:28] uh board members is there any uh questions or uh suggestions regarding [45:33] the proposed fee schedule for 202 uh commissioner vetch um just wanted [45:39] to say thanks to staff for putting this together it was a lot of work and um [45:44] also uh it's nice now that we finally have a fee schedule for the training center um and all of it looks very well [45:52] done and um uh so yeah I think I think the whole the whole thing turned out [46:01] well this this process of reviewing the fee schedule on a schedule the fee [46:06] schedule schedule review as Mr mati would say uh has gone really well I also [46:12] love how well you've organized it so it's very very uh legible and very easy [46:17] to understand and how uh we've come up with these amounts and the justification [46:22] for it so with that I'll tobacco ordinance appeal from a fourth [47:17] violation from uh one stop get the name right One-Stop smoke [47:23] shop um plus is the assume name that they're operating under in the city of Albertville you have the proposed [47:30] findings from the hearing officer before you um Mr chair I did notice in the packet that staff inadvertently copied [47:37] the ordinance tobacco ordinance resolution twice into the packet so that's why I hand it out to you and put [47:43] out for public distribution the proposed ordinance um for you uh to adopt the [47:49] findings from the hearing officer if you'd like Mr chair I'm happy to read it but um just a Verbatim we're just adop [47:56] adting all the findings that was presented Mr chair I'll make a motion to [48:02] adopt that [48:15] process for the appealing the claims for tobacco license violations uh seems to [48:21] work quite well I uh appreciate the thoroughness uh by Mr Anderson and yeah [48:30] this process should work well going forward yeah Mr chair I would have to concur with that I think Mr Anderson [48:36] went Above and Beyond in his findings I mean the findings he made the conclusions and the recommendation at [48:41] the end um you know his Eight Pages of work here are well documented and well stated and it's nice to have him take [48:48] this process on for us instead of having to do it say thank you to Public Health and to Rebecca specific and I appreciate staff's work on this it [50:30] was interesting when going through this and finding little loopholes that we didn't know existed till until you get [50:36] into it and you run into situations and being able to uh robust the ordinance to kind of close some of those loopholes uh [50:43] so that's this is a good action all right
