Open Forum is an opportunity for the public to share comments, concerns, or input on other
items. While Open Forum is not intended to provide responses or discussion during the meeting,
city staff will contact the speaker(s) after the meeting if follow-up is needed. Each speaker is
limited to three minutes, with a maximum of 15 minutes set aside for Open Forum.

All items listed under the "Consent Agenda" are considered to be routine by the City Council and
will be enacted by one motion. There will be no separate discussion of these items unless a
Councilmember so requests, in which event the item will be removed from the Consent Agenda
and considered in its normal sequence on the agenda.

## MINUTES
1. Call to Order by the Mayor
The meeting was called to order at 7:04PM by Mayor Sanders followed by the Pledge of
Allegiance and the Roll Call.

PRESENT: Mayor Tim Sanders, Councilmembers Terra Fleming, Chris Ford, Leslie Larson, Tom
Newland, and Jess Robertson.
ABSENT: Councilmember Chris Massoglia.
Quorum Present.
ALSO PRESENT: City Manager Erik Thorvig; Housing Program Coordinator Elizabeth Showalter;
Safety Services Director/Police Chief Brian Podany; Finance Director Jason Zimmerman; Director
of Administrative Services Scott Johnson; Director of Engineering Dan Schluender; City Attorney
Eric Larson; Communications Manager Ben Hayle; and City Clerk Catherine Sorensen.

## 5. Open Forum

Mayor Sanders opened the Open Forum at 7:06PM.
Tom Madigan, 12037 Vermillion Street, shared concerns about algae blight on stormwater ponds
and presented a petition from his neighborhood to address these concerns. He then passed
along information from the US Fish and Wildlife, DNR, and Coon Creek Watershed regarding
algae blight to the city council.
Rona Nesser, 765 122nd Avenue NE, expressed concerns regarding the council's direction to
have no mow zones in Oak Creek Park. She reported this park was in her backyard and she did
not approve of the waist-high weeds. She stated she has lived in her home for the past 40 years
and did not understand why the city was taking away park mowing services. She encouraged the
city council to mow all of Oak Creek Park.
Kumar Seemakurthy, 4335 130th Court NE, shared concerns regarding extending lanes from the
Park and Ride to 35W, merging concerns at Lexington north of 125th Avenue. He recommended
the city consider adding composting bins at Lexington Waters and suggested the city have
increased speed enforcement for cars and e-bikes in the Lexington Waters neighborhood.
There being no further input, Mayor Sanders closed the Open Forum at 7:14PM.
6. Communications
Mayor Sanders thanked all the volunteers and committee members for putting on a great Blaine
Festival and 4th of July fireworks display.
Councilmember Larson discussed the upcoming USA Cup soccer tournament and commented on
how this event would impact traffic.
