Seconded by Councilmember Evanson. Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously. ## Approval/Receipt of Minutes 1. Approve the Minutes from the City Council Meeting of June 22, 2026. 2. Receive the Minutes from the City Council Conference Meeting of June 22, 2026. ## New Business 3. Resolution No. 2026-80, Approving Three Separate Highway Safety Improvement Program (HSIP) Grant Applications to MnDOT for Citywide Safety Improvements. ## City Council Meeting 7/13/2026 Minutes Page 2 4. Resolution No 2026-83, Abating a Voluntary Assessment for 2025 Tree Removals. ## Claims 5. Resolution No. 2026-82, Approving Claims for the Period Ending July 8, 2026. Open Forum, Visitors: (Consideration of Items not on Agenda – 15 minutes.) No one from the audience spoke. ## Adoption of Regular Agenda Motion made by Councilmember Cardona to adopt the regular agenda. Seconded by Councilmember Vescio. Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously. ## Regular Agenda ## New Business 6. Resolution No. 2026-79, Appointing Election Judges for the 2026 Election Year. Melissa Moore, Assistant City Manager, presented a resolution to appoint Election Judges for this year’s election activities in August and November. She provided background information and recommended approval as presented. She noted that Mayor Ostwald will be volunteering as an Election Judge and therefore should recuse himself from this item. Mayor Ostwald recused himself from this vote. Motion made by Councilmember Evanson to adopt Resolution No. 2026-79, Appointing Election Judges for the 2026 Election Year. Seconded by Councilmember Cardona. Upon a voice vote, all voting aye, Mayor Ostwald declared the motion carried unanimously. 7. Resolution No. 2026-81, Affirming the Hearing Examiner’s Declaring the Dog Known as Astra as a Potentially Dangerous Dog (Fridley Police Division Case No. 26-113965).
