Our Mission: To work together to responsibly grow our community, and to provide quality, cost-effective, and efficient government services 2. 1. ## CC Work Session ## Meeting Date: 05/26/2026 ## Primary Strategic Plan Initiative: Promote economic growth and development. ## Information ## Title: ## 2050 Comprehensive Plan Update ## Purpose/Background: Every ten years, city, county, and township jurisdictions in the seven-county metropolitan area are required to update their Comprehensive Plans. These updates are all done at the same time to ensure consistency and continuity across jurisdictional borders and levels. It is now time to start the process to prepare the 2050 Comprehensive Plan. These Plans are due in years ending in 8 (2028) and are reviewed by the surrounding jurisdictions and Metropolitan Council with the intent that they are placed in effect beginning in years ending in 0 (2030). The Plans are 20-year documents and are the guiding land use and development policy for each jurisdiction. The Metropolitan Council is the regional organization that is charged with coordinating the plans. They start the process by looking at big-picture regional growth trends. They prepare "system statements" for each community, which are documents that allocate each community's share of the regional growth. Ramsey's system statement is attached to this case and staff will discuss it at a high level. This evening, Staff will briefly review the requirements with City Council; however, a greater in-depth discussion will happen at future meetings. Staff has reviewed the document and does not have concerns with the requirements set forth by the Met Council. The currently-adopted 2040 plan, in Staff's opinion, is a very good start. Staff is proposing to take the 2040 Plan and update it with current data and make updates, as needed. There are portions of the 2040 Plan, however, that will need in-depth discussion; mainly the Land Use and Housing sections. A few portions will need to be prepared by consultants—traffic, sanitary sewer, and surface water management, though these portions are dependent upon decisions made in the Land Use chapter.
