[0:04] their upkeep We review and grade all
[0:07] city roads every 3 years Based on
[0:09] funding we prioritize what roads need
[0:11] work and schedule construction and
[0:13] repairs This is our pavement management
[0:18] plan One technique we use to repair our
[0:20] city roads is full depth reclamation
[0:23] Full depth reclamation or FDR involves
[0:26] grinding up a road's existing asphalt
[0:28] and mixing it with the top part of the
[0:29] aggregate base to create a new base
[0:32] layer After that base layer is set new
[0:34] layers of asphalt are installed on top
[0:36] Any excess material that could be
[0:37] recycled on site is hauled away to be
[0:39] recycled elsewhere We use this
[0:41] construction technique when the existing
[0:43] pavement shows signs of significant
[0:45] deterioration and generally scores below
[0:48] a 60 on the overall condition index a
[0:50] zero to 100 point scale we use to rate a
[0:53] road's health Although we use the OCI to
[0:55] address road rehabilitation keep in mind
[0:57] that other engineering factors may play
[0:59] a role in the selection process For more

[1:06] method is more expensive and extensive
[1:09] than the mill and overlay technique it
[1:11] avoids the more costly total
[1:13] reconstruction which involves various
