[1:00] 20th city council meeting. You'll be
[1:02] joining for a moment of silence and
[1:03] pledge of allegiance.
[1:18] To the flag of the United States of
[1:21] America and to the republic for it
[1:24] stands one nation under God indivisible
[1:28] and justice for all.

[1:41] We'll move on to item three, citizens
[1:43] comments. Opportunity for anybody here
[1:45] to address council for up to three
[1:48] minutes.
[1:49] Come up. State your name and address for
[1:51] the record. Good evening, Mr. Ericson.
[1:54] How are you?
[1:55] Good evening, mayor, members of the city
[1:57] council. I'm Bob Ericson, 19081 Indale
[2:01] Drive. Recently, I received several
[2:03] calls from residents who participated in
[2:05] the original public hearing for the uh
[2:09] Ritter Meadows development, specifically
[2:11] the Meadow Ritter Meadows town homes.
[2:15] And at the original public hearing at
[2:18] the planning commission, the 127
[2:21] attached town homes were represented for
[2:23] sale. And that's what how the project
[2:26] was uh ultimately approved. Uh now Twin
[2:30] Cities Land Development, also known as
[2:32] Tradition Development, has given
[2:33] approval for 135 rental town homes.
[2:38] And uh just within approximately one
[2:41] square mile from the Ritter Meadows uh
[2:45] rental town homes uh is a athentics 252
[2:50] affordable rental town homes, tax
[2:53] subsidized units with no park or public
[2:56] green space. Dakota County Community
[2:58] Development Agency, Keystone Crossing,
[3:00] 36 units subsidized housing. It's
[3:03] interesting that that project represents
[3:06] the city of Lakeville's past policy and
[3:08] that policy required scattered sites for
[3:12] uh
[3:13] rental and um mixed uh mixed housing and
[3:19] that was to avoid a concentration of
[3:21] mixed housing in a specific area.
[3:25] A large portion of the remaining
[3:27] property adjoining Ritter Meadows, the
[3:30] Dale property, former Dale property
[3:32] adjoining Ritter Meadows, Ritter Meadows
[3:36] rental town homes is zoned RH2 and that
[3:39] will allow for upwards uh or could
[3:45] experience a permitted use of 300 plus
[3:49] apartment units, which was part of the
[3:51] comprehensive plan and well known and
[3:53] agreed to by all parties. Um, recently
[3:57] the adjoining property west of Ritter
[3:59] Meadows was purchased by a national home
[4:00] builder and their proposed plan included
[4:03] single family and town home units for
[4:06] sale. The question is, the rhetorical
[4:09] question is, will the newly established
[4:10] rental town homes um
[4:14] modify those plans? And I'm also
[4:18] concerned that the uh new town homes
[4:20] aren't following the plan that was
[4:22] approved, which would have not…
