Lakeville Council Addresses Rental Housing Concentration Concerns
The Lakeville City Council approved routine business items and heard citizen concerns about rental housing concentration during its Oct. 20 meeting.
Bob Ericson of 19081 Indale Drive addressed the council about changes to the Ritter Meadows development, stating that Twin Cities Land Development, also known as Tradition Development, received approval for 135 rental townhomes instead of the originally planned 127 for-sale units. Ericson said residents who participated in the original public hearing were concerned about the shift from ownership to rental housing.
Ericson outlined what he described as a concentration of rental units within approximately one square mile, including 252 affordable rental townhomes at Athentics, 36 subsidized housing units at Dakota County Community Development Agency's Keystone Crossing, and the potential for more than 300 apartment units on adjoining RH2-zoned property. He questioned whether the development was following approved exterior finish requirements and expressed concern about the departure from the city's previous scattered-site policy for mixed housing.
The council approved its consent agenda, which included setting 2026 meeting dates and accepting a $217 donation from State Farm Insurance to the fire department. Council Member Dan Walter abstained from voting on a development contract for Spirit of Branch Farm Commercial 7th Edition due to his employer's involvement in the contract, but the item passed on a separate vote.
The council scheduled its next work session for Oct. 27 and next regular meeting for Nov. 3.

[0:58] Good evening and welcome to the October
[1:00] 20th city council meeting. You'll be
[1:02] joining for a moment of silence and
[1:03] pledge of allegiance.
[1:18] To the flag of the United States of
[1:21] America and to the republic for it
[1:24] stands one nation under God indivisible
[1:28] and justice for all.
[1:32] Roll call please.
[1:35] Michelle Vulk
[1:36] here.
[1:37] Luke Kelly
[1:38] here.
[1:38] John Burmel
[1:39] here. Dan Walter
[1:40] here.
[1:41] We'll move on to item three, citizens
[1:43] comments. Opportunity for anybody here
[1:45] to address council for up to three
[1:48] minutes.
[1:49] Come up. State your name and address for
[1:51] the record. Good evening, Mr. Ericson.
[1:54] How are you?
[1:55] Good evening, mayor, members of the city
[1:57] council. I'm Bob Ericson, 19081 Indale
[2:01] Drive. Recently, I received several
[2:03] calls from residents who participated in
[2:05] the original public hearing for the uh
[2:09] Ritter Meadows development, specifically
[2:11] the Meadow Ritter Meadows town homes.
[2:15] And at the original public hearing at
[2:18] the planning commission, the 127
[2:21] attached town homes were represented for
[2:23] sale. And that's what how the project
[2:26] was uh ultimately approved. Uh now Twin
[2:30] Cities Land Development, also known as
[2:32] Tradition Development, has given
[2:33] approval for 135 rental town homes.
[2:38] And uh just within approximately one
[2:41] square mile from the Ritter Meadows uh
[2:45] rental town homes uh is a athentics 252
[2:50] affordable rental town homes, tax
[2:53] subsidized units with no park or public
[2:56] green space. Dakota County Community
[2:58] Development Agency, Keystone Crossing,
[3:00] 36 units subsidized housing. It's
[3:03] interesting that that project represents
[3:06] the city of Lakeville's past policy and
[3:08] that policy required scattered sites for
[3:12] uh
[3:13] rental and um mixed uh mixed housing and
[3:19] that was to avoid a concentration of
[3:21] mixed housing in a specific area.
[3:25] A large portion of the remaining
[3:27] property adjoining Ritter Meadows, the
[3:30] Dale property, former Dale property
[3:32] adjoining Ritter Meadows, Ritter Meadows
[3:36] rental town homes is zoned RH2 and that
[3:39] will allow for upwards uh or could
[3:45] experience a permitted use of 300 plus
[3:49] apartment units, which was part of the
[3:51] comprehensive plan and well known and
[3:53] agreed to by all parties. Um, recently
[3:57] the adjoining property west of Ritter
[3:59] Meadows was purchased by a national home
[4:00] builder and their proposed plan included
[4:03] single family and town home units for
[4:06] sale. The question is, the rhetorical
[4:09] question is, will the newly established
[4:10] rental town homes um
[4:14] modify those plans? And I'm also
[4:18] concerned that the uh new town homes
[4:20] aren't following the plan that was
[4:22] approved, which would have not given
[4:25] them the right to the new exterior
[4:27] finishes which was approved by the
[4:29] planning commission and city council. In
[4:32] other words, was the PL was the uh
[4:35] Ritter Meadows town homes um required to
[4:39] do the original exterior finishes as
[4:42] opposed to what they're doing now, which
[4:44] is exclusively uh sighting. So, we're
[4:48] talking seven over 700
[4:51] rental units um within one square mile
[4:54] of each other. And it kind of
[4:58] to me looks like or feels like um the um
[5:04] Cedar Avenue uh corridor plan which I
[5:08] think we all had agreed to and made
[5:10] sense and was changing the urban reserve
[5:14] to developable parcels and that's been
[5:17] followed closely and now we have another
[5:20] similar quite similar um scenario
[5:24] happening in an area that was never
[5:26] planned for that uh for this type of
[5:30] mixed
[5:31] primarily rental.
[5:35] Thanks. Any other public comment?
[5:40] Okay. Seeing none,
[5:47] moving on to uh item number four,
[5:50] additional agenda information. Mr.
[5:52] Miller.
[5:53] Okay, skipping over presentations. Uh
[5:55] item six, consent agenda. These are
[5:58] items for more routine for the council.
[6:00] Uh Mr. Miller want to highlight.
[6:02] Thank you, mayor. Two items of note.
[6:04] Item 6F is a resolution setting dates
[6:06] for the 2026 city council meetings. Just
[6:09] to note, the resolution does say that
[6:11] the meetings will start at 6:00. That's
[6:13] the correct time. The staff the most
[6:14] said 6:30, but the resolution which
[6:16] you're approved tonight says 6 o'clock,
[6:17] which is correct. And then item 6 is an
[6:20] accepting a donation from State Farm
[6:23] Insurance uh to the fire department in
[6:25] amount of $217. We appreciate that
[6:27] donation.
[6:28] Okay. Very good. Council, any items
[6:30] you'd like to discuss further?
[6:34] Um, Mr. Mayor, like to pull item 6M
[6:38] as I need to abstain from that because
[6:40] the contract my my employer is a party
[6:42] to that contract.
[6:43] Okay. Any other items for further
[6:46] discussion? I'll take a motion to
[6:47] approve the consent agenda except for
[6:50] item M. I'll make a motion to approve
[6:53] agenda
[6:55] minus I
[6:57] second.
[6:58] Okay. Is there any further discussion?
[7:01] See none. All those in favor say I. I.
[7:03] I.
[7:03] Opposed. Consent agenda passes except
[7:06] for M. No. Take up item M which is
[7:12] development contract for spirit of
[7:14] branch farm commercial 7th edition.
[7:20] Uh our approval
[7:24] conversation anything motion for
[7:29] I I'd like to make a motion. Uh I move
[7:31] to approve the development contract for
[7:33] Spirit of Branch and Farm Commercial
[7:36] 750.
[7:37] Okay.
[7:38] Second.
[7:38] Okay. Any further discussion?
[7:42] See none. Roll call, please.
[7:45] Permel
[7:46] I.
[7:47] Walter.
[7:48] Abstain. Bulk
[7:50] I hel
[7:51] I
[7:53] and that passes. Moving on to
[8:00] I can pull up my agenda here.
[8:04] New and un uh any unfinished or new
[8:08] business.
[8:10] Okay, seeing none announcements. Next
[8:11] work session is Monday, October 27th.
[8:14] Next city council meeting is Monday,
[8:15] November 3rd. And with that, I'll take a
[8:17] motion to adjourn. So move
[8:19] second.
[8:21] And all those in favor say I.
[8:23] I. I.
[8:24] Opposed. We're journed.
[8:32] [Music]
[8:42] Heat. Heat.
