Lakeville Planning Commission Recommends Approval for 7 Brew Coffee Drive-Thru

The proposed convenience restaurant, featuring 20,000 drink options and expected to create 50-60 local jobs, received a unanimous recommendation for approval and is set to advance to the City Council.

Published May 13, 2026

Lakeville, MN – The Lakeville Planning Commission has voted to recommend approval for a new 7 Brew Coffee drive-thru restaurant, slated for development within the Marketplace U area, situated east of Cedar Avenue and south of 175th Street. The burgeoning coffee chain, recognized for its extensive menu offering 20,000 distinct drink combinations, presented its proposal for a compact, drive-thru focused convenience restaurant with dual lanes at its meeting on May 7th.

Jerry Wendell, a representative for 7 Brew, introduced the project to the commission, underscoring the brand’s rapid market entry into the Minnesota region. He detailed the planned structure as an approximately 900 square-foot building, designed to primarily facilitate drive-thru service without any indoor or outdoor patio seating areas.

They primarily serve um 20,000 different flavors of drinks, so um that ranges from coffee to tea Italian soda, hot chocolate. So, you can kind of get whatever you need here. They have um they'll employ a bunch of people. Somewhere in the range of 50 to 60 people will work at the stand. So, new jobs create.

— Jerry Wendell, representative for 7 Brew

Wendell further elaborated on the operational model, noting its similarity to Chick-fil-A’s system, where employees engage with customers in the queue to take orders, thereby enhancing efficiency. He projected a construction start date in late summer or early fall, aiming for August or September, with an estimated build time of approximately four months. The company has recently opened a location in Vadnais Heights and has another under construction in Apple Valley, indicating a strategic expansion in the metropolitan area.

Miss Bon, a member of the city staff, provided a comprehensive analysis of the conditional use permit application. She confirmed that the property is appropriately zoned and that the proposed 900 square-foot building adheres to all required setback regulations. The design includes two dedicated drive-thru lanes, providing approximately 150 feet and 190 feet of vehicle stacking space, respectively. Vehicle access to the site will be managed via a private drive, preventing direct entry onto Cedar Avenue.

The project’s parking plan includes 17 on-site spaces, complemented by 75 shared spaces on an adjacent future multi-tenant lot. This combined total of 92 parking spaces fully complies with the city’s code requirements. Miss Bon also highlighted that the applicant had submitted a revised landscape plan, which now incorporates a continuous shrub line around the drive-thru area to mitigate headlight glare onto the adjacent road.

Staff is recommending approval of the conditional use permit with the six stipulations listed in your report along with the findings of fact. As of right now, this is anticipated to go to council on May 18th, and we have not heard from any of the surrounding property owners.

— Miss Bon, City Staff

Chair Christine Zimmer presided over the public hearing for the 7 Brew Coffee permit. No members of the public stepped forward to voice comments or concerns regarding the application. Following the presentations and staff recommendation, the commission voted unanimously to close the public hearing and to recommend city council approval of the conditional use permit, contingent upon the specified conditions and findings of fact. Commissioners Scott Ike, Sweeny, Swson, Travis, Kuza, and Zimmer all cast votes in favor of the recommendation.

The project itself is a 75,000 square foot built to suit for Domino's supply. ... This will be a relocation expansion. The reach of this project is actually pretty cool. Uh to say it simply put uh this single facility will service the entire state of Minnesota and will distribute to all the chain Dominoes uh restaurants areas that you and I all order from. The project timeline is uh on hyper speed right now. Following uh entitlements and city improvements, we fully anticipate to break ground right away. uh goal is is to beat winter con winter. Do like the fact that, um, you're looking forward to potential for future expansion on the site. I think that's a great thing to see. I know a lot of times when we see some of these things come for through, they're kind of maxed out on the site development already. Doesn't allow for any future expansion of the the business as it sits on that, which means they're going to have to move someday if they get larger. So, I like seeing the potential for future expansion on here.

My name is Jerry Wendell. I'm here for 7 Brew on behalf of Seven Brew. Uh, we looking to put one here on 179th in um Seven Brew initially just kind of entering our market area. They're they're out of um Louisville, Kentucky. the franchisee they um the stand is roughly you know the building's about 500 I think it's about 510 ft with a small cooler building off the side of it of 38 that's about 900 square foot building um they primarily serve um 20,000 different flavors of drinks so um that ranges from coffee to tea Italian soda um they've Got shakes, smoothies, trying to think, there's a bunch of other stuff, too. Hot chocolate. So, you can kind of get whatever you need here. They're they're very busy. They have um they'll employ a bunch of people. Um somewhere in the range of 50 to 60 people will work at the stand. So, new jobs create. They um an average shift has somewhere around four to six people working. Uh a little bit differentiator for them. They they don't have a you know a menu board or anything like that Chick-fil-A that's got a similar model where you know somebody's going to come out and greet you take your order down and then you'll go through the queue order out to you. So um it's a pretty small site. Uh we're hopeful to start here this fall, August, September. Build time on the project would be somewhere around four four months roughly for us to get it started and complete.

So um trying to think if there's anything else that really sets it up, but they have a parking queue. Nine cars in the queue it can it can take um they'll roughly have see maybe about a thousand transactions per day, something like that. That's over some several different stores throughout their their demographic. So, um, I'm excited to kind of help them help them get roll these things out. It's just kind of refreshing. “Good evening, chair and commission members. This request is for property that's located east of Cedar Avenue. It's south of 175th Street in the Marketplace U development. The property is zoned M2, which is our mixeduse Cedar Corridor District. So, the request in front of you tonight is a conditional use permit for a convenience restaurant with a drive-thru in the M2 district and to allow a commercial building less than 2,000 square feet in size. The building itself, as mentioned, is about roughly 900 square feet. A little bit hard to see on this map, but right in this area, uh the building does comply with setbacks. There are two drive-thru lanes. The interior lane is about 150 ft of stacking space and then the exterior lane is about 190 ft of stacking space. Uh the building the main access point is from the south on a private drive. So it's not on directly onto Cedar Avenue. It's on the private drive internal of the plat. And then there's another shared access to the east. So parking is also shared with the lot to the east which will be a future multi-tenant building. So on this site alone there's 17 spaces and on the site to the east there's 75 spaces. So total there'd be 92 parking spaces which is in compliance with our code requirements. The applicant has submitted a revised landscape plan since your packet has gone out. So, they did add additional shrubs to have a continuous shrub line around the drive-thru so headlights will not go shining under the road to the north. And then they did add some additional trees as well. Uh forestry did review this and they just had a couple minor comments more about their plant their planting detail. Nothing about the number of trees or shrubs on the property anymore. But they do need to have final forestry approval before it goes to council, but I'm not anticipating that to be an issue. But as of right today, that condition will still stay in your packet or with the motion going forward. Uh storm water design on the site, you may not have seen anything in your packet and that's because it was actually approved with the plat itself with the marketplace at Cedar Plat. So the grading on the site will be approved then the final grading will be approved at the time of building permit. The building elevations are all mainly gradea materials which is in compliance with our code requirements. Um there's no indoor seating and there's also no outdoor patio seating. So their main focus as the applicant mentioned is that drive-thru service. So staff is recommending approval of the conditional use permit with the six stipulations listed in your report along with the findings of fact. And as of right now, this is anticipated to go to council on May 18th, and we have not heard from any of the surrounding property owners. Thank you.”

“Um, just a comment on that. Similar, it is fun getting to name those things. At MDOT, we name our storm water ponds that are in the MDOT system. Don't ask about the Simpsons ponds or things like that. So, yeah. Anyway, um, do like the fact that, um, you're looking forward to potential for future expansion on the site. So, I like seeing the potential for future expansion on here. Um, also, we'll stay with the uh parking thing. Um, it's one of the things that we are always seeking to try and find a balance of enough parking but not too much parking um for a variety of reasons. Um, so that's why we have those caps written into city ordinance as as we do. Um, the explanation here and why they're doing what they're doing and why we have as many parking spaces as we do makes perfect sense to me and just getting all that kind of civil infrastructure built on site and in place at this time makes perfect sense. So, thank you, Commissioner Swson.”
