[1:04] get into our normal uh routine I just

[1:07] wanted to say

[1:09] um this weekend our community really

[1:12] faced some unspeakable acts of terror

[1:14] from a deranged individual And I wanted

[1:17] to express my gratitude first to our law

[1:19] enforcement who acted very quickly to

[1:21] ensure that our community and our

[1:23] representatives were safe and then

[1:25] assisted in others And as you join me in

[1:27] a moment of silence tonight to offer

[1:29] prayers to um Senator Hoffman and his

[1:31] wife Yevette and their recovery but also

[1:34] to the Hortman family um who lost their

[1:38] mother and father to this horrific

[1:40] incident So if you join me for a moment

[1:42] of silence and pledge of allegiance

[2:02] To the flag of the United States of

[2:05] America and to the republic for it

[2:07] stands one nation under God indivisible

[2:57] Good evening Um Mr Mayor city council

[3:00] city staff and the community of

[3:02] Lakeville It's always my pleasure to

[3:04] come and share a little bit about

[3:06] Panorama Progress in our 58th year Um my

[3:10] name is Paul Cause and I represent our

[3:12] volunteer board but more importantly I

[3:14] represent all of our volunteers that put

[3:15] on this festival We are just 18 days

[3:18] away Yes July 4th we kick it off with

[3:21] the city with the fireworks and we go

[3:22] strong for 10 straight days through the

[3:25] 13th Over uh two full weekends 60 full

[3:30] events Um some new ones brought on by

[3:33] some new partners Disc golf down at

[3:34] Living Waters on their disc golf course

[3:37] We've got Touch a Truck down on Holy Oak

[3:39] Uh brought together by Lakeville Works a

[3:42] new team joining our our support Um and

[3:45] we'll put historic trucks down on on

[3:47] Holio on Thursday That's part of the

[3:49] increased safety as we shut down Holio

[3:51] from Thursday at 5 till Sunday at 5 Uh

[3:55] we've got some change in venues as well

[3:57] Our family funfest formerly known as

[3:59] Family Tailgate we're moving from the

[4:01] Lakeville Arts parking lot out to

[4:04] Caspersonson Gives us a little bit more

[4:06] room Uh it takes advantage of a

[4:08] beautiful park and uh takes some

[4:10] pressure off downtown And speaking of

[4:13] taking pressure off downtown we're

[4:14] moving parts of our street market out of

[4:16] the curling lot parking lot and

[4:18] partnering with the Lakeville Arenas at

[4:20] the new uh Alina Pavilion down at Hayy

[4:23] where we're going to do two days of uh

[4:26] arts and crafts with a uh shuttle back

[4:28] and forth Saturday and Sunday 10:00 to 5

[4:30] So that should be a nice addition We're

[4:32] expanding our music again outside of

[4:34] downtown You'll get a theme here um

[4:38] moving our Lakeville Community Band

[4:40] which always does a great job with their

[4:41] patriotic music to a Sunday night and

[4:43] then partnering with our uh Live at the

[4:45] Lake and the Arts Center uh to put a

[4:47] tribute band a Tom Petty tribute band

[4:50] out on the on the Caspersonson stage on

[4:52] that Wednesday Um all of our traditional

[4:55] events are back Beer Bratz and Bingo on

[4:57] Thursday night cruise night will be

[4:59] Friday night chalk art will be on Sunday

[5:01] All good fun A highlight of course is

[5:04] our big parade As the parade director I

[5:06] already have 105 entries in already but

[5:09] let me give you the tip Charlotte Baker

[5:12] is a 23 graduate of Lakeville South She

[5:15] is the University of Minnesota Golden

[5:18] Gopher

[5:19] um drum major That is the highest

[5:22] student position that you can hold in a

[5:25] university band And she is bringing her

[5:27] band the summer marching band to

[5:29] Panaprog So be there We've got Minnesota

[5:33] Gophers coming to our parade Should be a

[5:35] awesome time Um let me close with

[5:38] appreciation First of all none of this

[5:39] happens without volunteers Hundreds of

[5:41] volunteers both working with Panda

[5:43] Prague plus with all of our partners to

[5:46] our local partners city uh police parks

[5:48] art center streets fire

[5:53] sport ongoing uh feedback and uh a true

[5:56] partnership And what can I say about our

[5:59] business community Uh unbelievably

[6:01] generous and supportive We have over a

[6:02] hundred sponsors large and small that

[6:06] help us uh deliver our continued

[6:09] panorama of progress to Lakeville So uh

[6:12] before I hand out

[6:14] the traditional button 58th annual Ali

[6:18] will stand for any questions or comments

[6:23] I'll just say I'm excited about the new

[6:25] events and also the the moving of the

[6:26] two events I think it was great use of

[6:28] expanding the footprint outside of

[6:30] downtown So I'm very excited about that

[7:05] six our consent agenda These are uh

[7:07] routine items in front of the council Mr

[7:09] Miller anything you wanted to highlight

[7:11] Thank you Mayor A handful of items

[7:12] tonight Item 6C is a donation from the

[7:15] Lakeville Public Safety Foundation This

[7:17] is a utility vehicle that is being

[7:19] donated to the police department valued

[7:20] at over $38,000 So we're very

[7:22] appreciative of that donation There's a

[7:25] couple ordinance amendments here that

[7:26] have been discussed at work sessions but

[7:28] I just wanted to highlight them tonight

[7:29] Item 6D is an ordinance amending our

[7:33] control of dogs So our previous

[7:34] ordinance required a leash but also

[7:36] allowed voice control Uh per the

[7:39] discussion of the council we are

[7:40] removing the allowance to for dog to be

[7:43] under the command of your voice Um so it

[7:46] will be required to have a leash but the

[7:48] parks department will be establishing

[7:49] some dog training areas in specific

[7:52] parks that will be allowed for off leash

[7:54] um work Great Item 6E is related to the

[7:58] furnishing of cannabis um under our

[8:00] social host ordinance We have had a

[8:02] social host ordinance where um that's

[8:05] pertain to alcohol but with the

[8:06] legalization of cannabis by the state

[8:08] legislature The council discussed adding

[8:10] cannabis to that ordinance And so that

[8:11] is 6E And then item 6G is an ordinance

[8:15] that allows staff in the city to post

[8:18] certain uh city-owned storm water ponds

[8:21] as no fishing We have had some um

[8:23] complaints about fishing and impacts to

[8:25] some neighboring homeowners and this

[8:27] will allow us to do that um where it's

[8:29] appropriate Okay Very good

[8:31] Uh thank you for that council Anything

[9:27] the plat purposes we need to um have

[9:30] this resolution approved public hearing

[9:32] and this resolution approved to take

[9:33] care of that Um we should have done

[9:36] caught this when we did the final plot

[9:38] but it was something that we caught

[9:39] after all of that review I stand for any

[9:42] questions and we do need a public
