As we do each month each August, we proclaim an overdose awareness month in the state of Minnesota here in the city of Rosemount as well. We've we've really appreciated a strong relationship with both our friends at Dakota County and then local friends in the city of Rosemount who have gone through the tragedy of overdoses in their families. And so, we look forward to the council proclaiming this. And then, I was going to if you wouldn't mind, Mayor, would turn the microphone to JJ from Dakota County and the Young family as well. If they'd like to pop up to the microphone and and say hello and share some information about what's coming up here for the community in the month of August to acknowledge overdose awareness. >> Please come forward. >> [clears throat] >> And welcome. >> Thanks, Mr. Mayor, council. James Johnson Jr. Or my friends call me JJ. I'm the overdose prevention coordinator for Dakota County Public Health. It's good to be here and acknowledge gratitude for using this time to proclaim overdose awareness month. As you know from the statistics, that Dakota County has not seen a good solid decline in overdose deaths year after year. And so, we're out in the communities doing the work to inform you and your constituents. We had a wonderful time at Leprechaun Days. We gave over 150 Narcan kits and engaged your community members over and over again challenging some of their beliefs and ideas about why it's important that they carry Narcan. So, it was a huge success coming from me and from our county partners. Also, there's lots of events simultaneously going on right now in Hastings City Council. They're proclaiming proclaiming overdose awareness month, but we're Rosemount's the first. It's going to be a succession of proclamations throughout the county. We have five different cities participating this year with vigils and events including Overdose Awareness Month event in Hastings on the 20th. We have a Overdose Awareness training and harm reduction training at the library later this or in September. But, just here to express our gratitude and acknowledge our partnership with Jackie and Jim to acknowledge the loss of their son and their continued support and outstanding representation of Rosemount. So, thank you very much. >> Thank you, JJ. I'm Jackie Young. I reside on Bengal Avenue in Rosemount. I would really like to thank the Rosemount's mayor, the City Council, and all the city staff for supporting my family and supporting all those in our community that have been affected by by the opioid and fentanyl crisis. Last year was our first year and our first proclamation, our first Overdose Awareness vigil. This year we've been working hard. We have held naloxone trainings at the Rosemount Library. We held an awareness event at Rosemount High School. And we educated the public at Leprechaun Days. And I'm proud to say that we will again host a vigil on Sunday, August 30th, 7:00 p.m. at the Steeple Center. And I invite all of our residents to come out and support us. Thank you. >> Thank you. We'll go ahead and proceed with the proclamation. >> Whereas August is International Overdose Awareness Month, a global initiative aimed at raising awareness around overdose prevention and honoring those impacted substance use disorder and >> Whereas communities across the United States, including the city of Rosemount, continue to be impacted by opioid overdose and fentanyl poisoning, resulting in a tragic loss of life and lasting effects on families, friends, and the community. And >> Whereas fentanyl, a powerful synthetic opioid, is involved in the majority of opioid overdose deaths and is often found in counterfeit pills and other substances without a person's knowledge. And whereas education, prevention, harm reduction, timely access to treatment, and recovery support are essential to saving lives and addressing the ongoing opioid crisis. And >> Whereas the city of Rosemount recognizes the importance of reducing stigma, supporting individuals and families affected by substance substance use disorders, and honoring the lives of those who those lost to overdose. And whereas the city also recognizes the dedication of healthcare professionals, first responders, public health agencies, educators, community organizations, and recovery advocates who work every day to present prevent overdose and support recovery. >> Now, therefore, I, Jeffrey D. Wiesen, mayor of the city of Rosemount, Minnesota, do hereby proclaim August 2026 as Overdose Awareness Month in the city of Rosemount and encourage all residents to observe this month by increasing awareness, supporting prevention, and recovery efforts, remembering those whose lives who have been lost and helping build a community of compassion, hope, and healing. Stated this 3rd day of August 2026. And with that, again, our uh I just reiterating the vigil for Sunday, August 30th at 7:00 p.m. at the Steeple Center. Last year was well attended. We'd like to continue seeing that attendance. Um it's just a great opportunity for the community to come together in dealing with this um with this issue. Again, thank you to the Young family uh for your leadership in uh in the community on this, as well. All right. We have a 28 additional judges. The 2026-27 school resource officer liaison services agreement with District 196. Approval of the construction agreement with Northwind Pest LLC public infrastructure work. The community center armory lease agreement basically allowing the city to use the gym, auditorium, and classrooms, and parking lots. And the acceptance of improvements at Telemore 3rd addition uh completed in 2023 and finalized here in 2025. Council wish to pull any items for further discussion or comment. >> No. >> Seeing none. This evening we have no public hearings or unfinished business. We'll move on to new business. Playground proposals for Bloomfield [clears throat] Park. Mr. Schultz, please come forward. >> Thank you, Mr. Mayor and council members. Uh this evening before you is a recommendation to purchase playground equipment for Bloomfield Park from Northland Recreation. Uh we recently sent out a request uh for proposal to uh seven different uh I'm sorry, six different playground vendors in the Twin Cities area. Um we sent the RFP out with a base price of $95,000 for the equipment, which is what they all target in their plans. Um and then uh from there we take those plans, we share them with the neighborhood in both in a public open house where they can come in in person and see the plans and talk to staff. And then we also allow them to weigh in online and tell us what they think about the different plans and vote for the one they like the most. Uh we also shared these plans with the youth commission to get their input and then we also uh shared these with the parks and natural resources commission to have their input as we look at the uh replacement of the the playground equipment in Bloomfield. Um you know, they all were good proposals as they all had some very unique uh you know, apparatus involved with what they were proposing. Um I think everyone looked, you know, favorably at the uh the proposal from Northland. Both uh people at the meeting and then people voting online as did the the youth commission and also the parks and recreation uh parks and natural resources commission, excuse me. Um and so uh should the project move forward tonight, uh we will be removing the uh playground equipment uh that's currently there sometime in uh September uh with the plan to install the new equipment uh in October this fall. So, once the kids are back at school, we see a drop in some of that use and so we would uh plan to to make them change at that time. And with that, I will stand for questions. >> Okay. Uh just a couple items quickly tonight. Uh just reflecting kind of on the past, wanted to thank the community for the engagement that we received at the city council booth at the city booth. Uh just really good feedback there, but I'll let you all reflect on Leprechaun Days and if you'd like but I I shout out to staff certainly uh and the volunteer committee, no doubt, uh for the work that it takes to pull off uh Leprechaun Days. But I'll again, I'll let council talk about that. Looking ahead to this week, um excited for night two night tomorrow night. Uh we've got 47 parties uh in town that the council and uh public safety staff will be finding their way to, so thanks for signing up to host parties and connect with your community that way and for you all for attending and we look forward to that. So, Mayor, I think that's all we had on our list for tonight. >> Okay. Uh again, just um to recognize our uh fellow council member up here, Heidi Freske, for her work on the Leprechaun Days. Um didn't hear too much negative things at all. A real positive experience. And also attribute to that and a shout out to our uh police public works for helping uh with all the things that they do to make that thing happen as well. So, thank you very much and congratulations with your efforts. >> It's work. >> Other items that we have, um we have on the 14th, uh which I believe is a Friday, 11:00 to 12:00 at Central Park is the splash pad summer celebration. So, this is a rescheduled event. Looking forward to that to occur and not get rained out. And then our next time that we get together is the Port Authority meeting 6:00 to 7:00 p.m. on August 18th and followed by the city council meeting at 7:00 to 8:00. I believe we also I'll look to Mr. Eager for actually that evening from 5:00 to 6:00 we have a special utility meeting. >> Thanks, Mayor. Correct. It's a joint meeting of the Utility Commission and the City Council. What will be the topic on that agenda will be a presentation of where we're at with regard to solutions for the gross alpha issue and informing uh all of them the members about where things are trending towards and and and working further towards getting to a point of final decision-making. >> All right.
