Conditional Use Permit for Cannabis Cultivation and Manufacturing at 9130 Grand Avenue South

As a result, no formal action was required from the Planning Commission, and the public hearing for this item was cancelled, effectively closing the case.
9-Unit Detached Townhome Development at 9025 and 9033 James Avenue South
Moved by Commissioner Len [01:46:58] · Seconded by Unknown [01:47:18]
The Planning Commission considered a proposal to rezone two single-family lots from R1 to R3, approve final site and building plans, and subdivide the property into nine detached townhome lots and one outlot. Staff recommended approval, noting consistency with the Comprehensive Plan's Medium Density Residential guidance since 1981 and the Missing Middle Ordinance. The applicant emphasized providing affordable homeownership opportunities, with lots priced under $150,000. Public testimony raised significant concerns regarding increased traffic on a narrowed James Avenue, insufficient guest parking leading to street overflow, changes to the quiet neighborhood character, potential for constant and uncoordinated construction due to multiple builders over time, and a perceived lack of respect for long-term residents' quality of life. Commissioners discussed the interplay of the Comprehensive Plan and zoning, the city's intent for road narrowing, and ultimately focused on the need for a Construction Management Plan to mitigate neighborhood impacts from construction activities. The Commission voted to recommend approval of all three components of the application, with the explicit addition of a Construction Management Plan as a condition for the final site and building plans.

Yes, any dwelling in the city of Bloomington can be rented. You just have to get a rental license after it's constructed.
So the comprehensive plan is effectively the city's policy document that is trying to establish what the pattern will be in the future. It's a a plan that looks out 20 years. ...So in this particular case, this whole neighborhood is guided medium density residential on the future land use map.
Um the 32 foot wide street allows parking on both sides. You would do, as one of the testifiers say stated, if there's parking, you do have to like pause and let someone go through. Um that's intentional. We're trying to get um the traffic speeds in our neighborhoods to be a little lower. So we we feel a few seconds of delay is not unreasonable.
But what a construction management plan does is it helps the city and the contractors and the developer be very clear on the upfront side of things what the expectations are and can dive into details that are not in the building code.
I absolutely think that a construction management plan would be recommended in this particular case. I think in terms of the impacts of the construction, I think the impacts of the, you know, coordinating amongst different builders, um connecting with different systems, you know, connecting with the road, all of those things are of concern.
