The HRA currently oversees several key programs. The Housing Choice Voucher program, commonly known as Section 8, provides ongoing rental assistance to approximately 650 households that qualify based on income. This program helps low-income families afford rent in the private market by subsidizing a portion of their housing costs.

Beyond rental assistance, the HRA operates two homeownership programs designed to help residents transition from renting to owning. The Rental Homes for Future Home Buyers program is a five-year initiative where participants rent from the HRA while saving for a down payment and completing first-time home buyer courses. The HRA also recently launched the Bloomington Affordable Home Ownership program, a new initiative that will develop and sell 27 homes to income-qualifying households.

Additionally, the HRA manages scatter-site rental properties throughout Bloomington, integrating affordable housing into neighborhoods across the city rather than concentrating it in one area. Salvador emphasized that these programs work in concert to address different stages of residents' housing needs and financial readiness.
