Council Hears Concerns Over Sports History Displays
The Bloomington City Council addressed several community concerns during a listening session Jan. 27, with the preservation of local sports history taking center stage.
Dan Laris, representing the Bloomington Hall of Fame, requested assistance relocating 148 historical photographs that were removed from the ice arena during renovations. The displays, featuring 60-plus years of local sports figures, had occupied 50 feet of wall space but now need a new location when the facility reopens. Laris said he could accommodate the displays in as little as 20-25 feet of space and needs an answer by February to take advantage of reduced printing costs for downsized photos.
Council members expressed support for preserving the city's sports history but noted that Parks and Recreation staff are still developing policies for wall space allocation in the renovated facility. The displays have been part of the arena for 40 years, honoring individuals who contributed at least 10 years of volunteer service to Bloomington sports after age 50.
The session also addressed ongoing disputes over police records, with one resident again requesting internal affairs investigations. Additionally, Alan Ready of Bloomington Parents Alliance criticized a city award video that allegedly mischaracterized his organization, leading to the video's removal from city social media channels.
A church representative inquired about relocating to a commercial building, with staff directing her to city planning officials for zoning consultation. Council members indicated they would continue working with Parks and Recreation to find a solution for the Hall of Fame displays.

[0:01] Sally, Dave if he shows up, otherwise we'll jump to Alan and we'll save the final section for Dave if and when he gets here. So good evening what we're gonna need you to do introduce yourself, make sure we know who you are for the record and off you go. My name is Dan Laris. I'm 60 year plus residents. This is your friend of mine and he's part in Hall of Faye with me.
[0:21] And we're here to discuss.
[0:23] History in Bloomington that seems to be fading bloomington's ice cards or any ice gardens history is a big part. The city's history is there, ok? And in that ice card, there was a hundred and 48 pictures of people who were in the Bloomington Hall of Faith. I had to take them down because I understand there was a elevator going.
[0:43] There have you. I want to keep them there and move them over to a different spot.
[0:47] But I'm not getting much help from Park and Rick. We met with him, it was a battle to get a meeting with him, we got it, and we need much less space. We can go down to this size here versus this size, but I can do it with 20 ft.
[1:04] I would like to get 25 ft or so on the south wall and wrink one. We were on the west, the north wall, but it's gonna be gone. I just want to be there where everybody sees it. People come in there, I get calls, get comments.
[1:19] Been going on from people who built this city like John Beyonkey at already Johnson, their photos are up there. They're now in my garage. I feel like they should go back up there. And I don't understand the problems with the parking wreck, not wanting them up there, but they told me they have a mural going on that wall. I asked what.
[1:39] What the mural was, got NO response, so I'm assuming with some kind of DEI mural or something but I don't know that, but I would like him right up there and it's just a very important part of Bloomington, the history, and there was either Bloomington briefing, there was gonna say, have meetings with the stakeholders.
[1:57] Never got a call. I have, I had 50 ft of wall there. I have zero. Never got a call, never anything was going on. So Paul, you want to say a few things? Yeah, the big thing is the history, you know, it goes back to Jean Kelly and some of those people, 1st parking Rick.
[2:13] You know, a guy in Bloomington and not the dancer. What ******* record, not the dancer job. Okay. So I mean, you know, a lot of these people have made Bloomington sports, you know, BAA and athletic directors of Jefferson and, you know, and poaches and so it's a lot of history going.
[2:33] Going here and hey, I don't want to lose it. That's the main thing. And there's NO pops all the way to get in there you have to be 50 years old.
[2:40] To give ten years of your volunteer time to Bloomington, so it isn't like it's a popular, you have to done something to get, ok? And if you look in the 1st piece of paper that I gave you, we didn't start this. This was started by parking Wreck way back, and it's been going for 40 years, and I kind of feel we have some grandfathered in.
[2:58] Clause there. I've been told by parking record, what if someone else wants to put a hall of feedback? Well, we've been there 40 years. I just feel like we we deserve a little something from the city. But I also under timescrap I need an answer because.
[3:13] I can get these scan down to this size here. I need to do it the month of February. They have a half price sale I can get them done for two bucks a piece, Otherwise they go up to four bucks a piece, so I need an answer from you guys here. So with that, any questions? Well, I appreciate you guys being here and Dan, you and I talked on the phone. I agree with you a hundred percent about the importance of.
[3:33] The history of the city, the importance of not forgetting, just remembering the folks who helped build this city and and celebrating the folks who built the city and the the the championships wanted by the different sports teams and so forth without question I think there, there, there needs to be a place of that in some way or shape, way shape or form. You know for well the buildings.
[3:51] Under renovation. Oh yeah, it's gotta be gone by 1 February. We have it all down my garage, like I can put it back up when it gets done. Yep. I just want to do it then, but I gotta get a you guys to say yes. Well, but I think the the yes that needs to happen, working with Park and rec, we gotta come, we gotta figure this out some way. There's a lot of wall in there, right? There's gonna be a lot of.
[4:11] But there's also gonna, there are considerations that they I know are thinking about and want to make sure that they they accommodate anybody who would would want something. They were gonna have to have an answer for that. Yes, you've been there for 40 years, but if somebody comes and says, well, what about, what about us? So there's a lot of questions. I know they're working on it. This just kind of came to light.
[4:30] You brought it to light to me talk to the the internal folks, been looking at what they have in terms of what what they've said and what what they've been looking at in the internal conversations that have gone on at parking rec. And honestly right now the the answer that I can give you is right now we don't know because there's NO finalized decisions. But I get that, you know, the month of February.
[4:50] If it's a two for one deal, absolutely will.
[4:52] You know, if I invest the money of hundred and 48 things I need to know? Yep, I mean yep does it help you or anybody else to know how many of us support what he's talking about? No I think we probably have a pretty good idea, but Thanks good questions Mona? Yep, so the the memorials that are there now, the, the, the.
[5:12] All of that is owned by this and adult Sports association. Is that right? Okay.
[5:17] And that's all sports in the city of Bloomington, not just the, not just hockey, right? Correct. Oh, ok. Anybody. Like I said, you have seen it before, but I wasn't sure if it was. 50 years old and ten years of volunteer time. That's how you get elected. Yeah, ok. Awesome, thanks. Okay. Other questions? Council?
[5:35] So we have we we continue to have the conversation with staff, we told them we need to work this out. We need to find a solution and to work it out. And so we we're, that's the goal and that is the plan. That's the direction I know from from administration and informally from the mayor's office, let's get this done let's figure out a way cause it's the there's gotta be a compromise that we can find here.
[5:55] As I say this it's a 200 ft wall at least. We're only investing for like 20 ft 25 ft to put it up.
[6:01] We had 50 ft. We can calmize down, I can get four of these in the place of one. So we're trying to make our working, we're not looking very quick one and then we gotta move out. Okay, just how many people generally speaking get added every year? Four or five. Okay, so we want to make sure we accommodate that too, so it's not just the one you have. Well I can get a hundred and 20.
[6:21] Five on the 1st board, so I have I have and I have another 75 open for the next board. Yeah yes, gotcha, ok, thanks. In my lifetime. Appreciate that. Yeah, thank you. Along. All right. All right. All right. Very good. Thank you gentleman. Thanks. Appreciate it.
[6:38] I am once again requesting an internal affairs investigation. There should be an internal affairs investigation in the police complaints request for prosecution and the eight CAD reports should be corrected or removed from the record.
[6:55] As I stated at the last and in an email to the council, restore the nine, address the council for almost a year. Restore the nine documented area and provided the council with data. That is not unreasonable. Residents to Martin Luther Manner took pictures and provided the council with data. Again, that is not unreasonable. The residents took pictures of.
[7:15] Similar concerns.
[7:17] Such as parking, semis and late night use, which did not include through the night as Smith parked neighborhood is subjected to. Unlike 9 mi Creek and Martin with the manner, Daryl Frooke has proposed multiple uses over multiple years and continues to be overused in non compliant. Examples include opening at a.
[7:37] Restaurant, university, weekend school that was reported online to have a thousand, leasing to a semi pro football team, proposing a dome for the field. There were businesses operating from their parking lot such as someone making keys in another vacuuming vehicles. The property even inquired about changing its zoning, which is residential. An example of my.
[7:57] Multiple use proposed uses from.
[7:59] 2017 and 2018 includes requests for daycare and a charter school. Note to council, there were two city code amendments regarding daycare and institutional uses. The city code amendments require institutional uses to be adjacent to an arterial or a collector. DF is not and yet the city approved an expansion of any.
[8:19] The institutional use to property that was and is overused and non compliant. Concerning a charter school on 10 July 2017 Success Academy inquired about a certificate of occupancy for a school and Bloomington fire responded. Typically we get a form and that the location they are looking respon.
[8:39] Restricts them to 60 students teachers based on mccap.
[8:43] An email dated 11 December 2017 from Jennifer Nelson with the Minister of Department of Education states. The school's charter indicates that it expects to serve up to 325 students and grades A through twelve. It is currently serving fewer, so operating within its contract.
[9:02] The property had a conditional use permit from 2011 for a private school for 60. The school did not open and yet the Minister Department of education wrote that it expected the school to serve up to 325 students. That is not normal. August 2017 Success Academy opened the doorful property.
[9:21] Opened at the Darrel Frug property. Success Academy told the city that they would limit the school to 60 but did not. They had over 80 students. The city informed Daryl Froke that they could not expand an institutional use, but the school expanded anyway.
[9:36] Five months later on 11 January 2018, Doll Froke inquired about a daycare for 264 children. Doll Froke was informed the daycare they inquired about could not be expanded beyond the approved occupancy of 20 persons because of.
[9:52] Two city code amendments regarding daycare and institutional uses. Darles Rooke was informed they could not expand an institutional use daycare, but had already expanded the charter school without a conditional use permit. On two on 12 February 2018, there was a conditional use permit application to expand an inc.
[10:12] Institutional use a charter school from 60 to 84 students and later was approved.
[10:17] Seven months later, 10 September 2018, there was a cup to expand the charter school again. This time from 84 students to a hundred and 30 students. The point, the city did not have a problem with restoring the nine, a residence of Martin Luther manner, but as the former city manners stated, he was unable to understand the concerns raised about Darrell fruit.
[10:37] Okay.
[10:37] That makes NO sense. The planning commission meeting for the cup to expand from 84 students to a hundred and 30 students was held 23 August 2018. The executive director in Principal of Success Academy requesting the expansion is the person who called the police the Friday before the planning commission meeting, 17 August 2008.
[10:57] He knew who I was. I had talked to him about my concerns with the overuse to non compliant use of Daryl Frooke and the use of the playground by the school.
[11:06] I said tie to him the night of the planning commission meeting, we spoke to each other at the playground after planning commission meeting as well. I did not find out until later that he is the one who called the police. The point, the person who made the call to the police knew who I was, knew where I lived, would have known the students were my neighbors who lived behind me, would have the video that shows.
[11:26] As a students approached to me and knew I was concerned with overuse of non compliant use of the property and concerned about the property requesting expansions. The day before the planning commission meeting 22 August 2018, two detectors in a police lazy on were at my house. Regardless of the executive director knew who I was, where I.
[11:46] I lived, there was not a violation of law, and when he called the police, it should not have resulted in a report. Again, there should not have been a report. Four students approached me and I talked with them. That is not a violation of law. I was accused of video recording the students, which I had not, and it is also not a violation.
[12:06] Of law. Additionally, inaccuracies include the report indicating three students when there were four and accusing me of leaving my grandchildren at the park and I did not. There was another child at the park whose parent was sitting in their car. The police should not have written this complaint or the complaint in 2019 because there was NO violation of law. The city of.
[12:26] My attorney should not have requested that I be prosecuted and my name should not be on in eight CAD police reports that I am aware of. These complaints, request for prosecution and the eight CAD reports should be re corrected and removed from the record. And the city's stating that there has been an investigation that it has gone through both civil libigation and in.
[12:46] Internal affairs investigated process and allegations in both processes were settled, not in her favor is inaccurate. There was not an investigation and there should be. I sued the city because this council passed an unconstitutional city code and was applying for an unconstitutional state statute that was determined to be mute because the legislation that changed its.
[13:06] Constitutionality. Additionally during the case, the city clarified the state's statue did not apply to me and yet the city attorney had asked the county to prosecute me. Additionally, as noted in the civil 19 et cetera opinion, it states the city does not dispute that Nest is a privaley party and post judgment.
[13:26] The interest on the total judgment amount of $54023 and 60 success.
[13:33] The, the two questions I heard in that, in that the request for an internal investigation, we've talked about this before and we're not gonna be doing an internal investigation and police records are fixed public records. They are, they re reflect the police officer's observation and recollection at the time.
[13:53] We have NO way, we have NO process of going into correct or fix or or do with, with police records. That's not going to happen either. So those were your two questions. I've given you answer to both of those. I appreciate the, the context, the, the background information you provided.
[14:12] Alan, and let me just ask, Dave, is Dave here yet? Dave yet. Okay. Yeah, sure, whatever.
[14:27] Good evening. Yeah, Alan Ready I'm here representing Bloomington Parents Alliance, my colleague John. So I think everyone should have received my email requesting the seasoned assist on the.
[14:43] Omar Bonderood video, award video. I did see that it was taken down today. I don't know how long it will last. I do want to point out though that in the video with the council chambers where that video was shown that still is available. So I believe that probably should be edited out too.
[15:02] But I guess what I really wanted to accomplish here tonight is gonna set the record straight on a few things and kind of talk about what Bloomington Parents Alliance is about, what we're doing, and frankly talk about what we think some next steps should be just in related to this situation and and other things. So, you know, just 1st off the reason why.
[15:22] We asked for the video to be taken down was around the, you know, the multiple violations around fair use. And one of those is the, you know, the continued assertion in there that we have an association with moms for liberty. So I'm sure there's a lot of things that we agree with moms for liberty on on a number of issues, but we are not.
[15:41] Any affiliate or chapter of monster or liberty, we have never taken a single dime from them or requested any money from them. And is this, this type of accusation is being used in the community to try and discredit us and basically say we're just, you know, some sort of.
[15:57] Well funded proxy for state and national groups and that we're not about Bloomington. We are entirely a grassroots organization. We're representing, you know, Bloomington dis district families. We're representing Bloomington residents and what they think needs to be improved in the schools and how we can go about doing that. So that is a real.
[16:17] Really important distinction and really 2nd part to me that really is.
[16:22] It's very frustrating is that, you know, the accusations and and the you know the implication that we're somehow trying to erase LGBTQ PIA two S plus representation in Bloomington public schools library collections. That is, you know, abs absolutely not the case.
[16:39] The facts of the matter are that we challenge books on the basis of sexually explicit content regardless of orientation or gender identity and the gender and orientation topics that we challenge in elementary middle school books were based on whether or not they're age appropriate according to evidence based scientific and child development standards. And just for more context.
[16:59] Total of 29 books were challenged. So when you consider that the Bloomington public schools contains hundreds of physical titles on the classroom shells and the media center shelves.
[17:08] In addition to the hundreds of titles in the LGBT QPTI two S plus representation, there's hundreds of books maybe on the order of a thousand books there, and we challenge 29 based on age appropriateness and sexually explicit content. So I yeah, I feel like those, you know, those.
[17:28] Assertions were completely unwarranted and they really harm our reputation in the community because we are trying to do some good work. We're really trying to make a difference and we feel protect the rights of students and families.
[17:40] So, and furthermore, the reason why this is you know extremely frustrating is that one of our group members have been targeted several times for harassment receiving threatening and taunting packages at their house. So I think I I talked with you and Jamie Ferbugie before the November election I believe.
[18:00] It was at the 28 October?
[18:01] Listening session and I I related to what was going on and you know what was happening and I I don't think I got the response I wanted from the city manager of but you know this is harassment that has occurred and, you know, frankly, you know, the, the reason why this.
[18:21] I I can't, you know, I don't want to relate one thing to another, but you know, we did have, I believe your your brother spoke at a school board listening session and the words you used right now really, you know.
[18:35] Came across as, as threatening to a lot of people, and I mean I can read them off if you want, but basically we felt this, you know, the 1st, instance of a threat occurred a few weeks after that. So I I don't know if it's coincidence or what, but it really, it really, you know, had a chilling effect on a lot of people.
[18:55] They did not want to show up at the the school listening sessions to speak up anymore. They did not want to participate in any social media discussions. And frankly, it really kept them from raising the concerns within their own schools, which is that's what we want. We want them talking to, the principals, the teachers and the schools, and if they are afraid to do that, then that is the big.
[19:15] This problem. So I just, I guess I don't understand how this award video was approved, including the information that was, you know, calling out BPA, how that got approved when there was a lot of prior know knowledge around this, around.
[19:31] You know, between yourself and the city manager. So that doesn't sit right with us in BPA and I don't think sit right with anyone else here tonight. So I don't know if there's any comment on that or, you know, I appreciate you being here and and I will say a couple of things. 1st of all, I agree a hundred percent harassment of that kind is absolutely.
[19:51] Unacceptable. And please, if it happens, that that's what 911 is for. I mean call, call the police and and make make sure there's an official record of it and absolutely do that. You're correct in that the videos, we took the video down from our YouTube channel and from Facebook and that kind of thing. We're looking at what our options are. I mean, can we.
[20:11] Can we edit out that certain parts so it becomes acceptable and it's not it doesn't doesn't do what what you think what you're saying it does. As for the, the video that's part of the city council meeting, much like I just told Sally.
[20:26] There's really, it becomes very complicated when we start talking about editing public record. And I mean it becomes very, I I don't know of an official avenue to do that because it is official, it's the official record of the city of Bloomington and to go in and to edit it in some way, shape or form, frankly, I don't think it's legal, and secondly, I don't.
[20:46] I think even if it was legal I don't even know if there are steps laid out to, to do that kind of thing. So.
[20:51] At a minimum, could you put a disclaimer on there? That portions of this video, you know, are, are not approved by the city or not endorsed by the city? I mean, that might be something worthwhile. That that we could do that. I mean, yeah, we could certainly consider that. And then your questions about how it was the the video was made. Actually, the video followed the the steps that we typically do on.
[21:11] Do any video or communication staff goes out, interviews the folks who are.
[21:15] Principles in the video get gets the information and puts it together to to tell the story in the best way. Honestly the 1st time I saw the video was at the council meeting also. So I don't know if, if it if it flags went up within our communication staff, if they, if it was just part of the story that they were trying to tell. I'm honestly, I think it was just part.
[21:35] Of the process that they typically do. And to be honest I don't think they do a whole lot of fact checking when they do that. I mean they there there just hasn't been a a reason to when we're doing public interest or.
[21:44] You know human interest stories through our communications. Well, is there any, are you are you aware of what role the human rights chairperson might have played in this? I know it went through the Omar Bondrood award comes through the Human Rights Commission every year, and so I.
[22:00] Don't know if it, if it was specifically the chair or if it was part of the whole group that made this decision. Well, and I bring that up because the human rights chairperson, I mean, they have been leading efforts in the community to oppose our group and it's NO secret that the human rights chair has a pretty controversial history with online attacks against other booms.
[22:20] In groups and individuals, so I fully acknowledge that chairperson has every right to partici participate in the public squares or private citizen, even if even it does lack civility, but they do not get to use their position to influence in the city of government to attack another group of residents and put a target on their back.
[22:39] That and to to say that is is as perhaps unfounded or or you know you're responsible to saying to say that she did that without actually having proof of that is about as your responsible is having something in a video that may not be correct. Yeah, I'm saying if that, that were true, that's why I was asking what role that the chairperson had to play in that because I.
[22:59] I mean these are matters of record two of.
[23:01] You know, what's been said online so you can agree or disagree with the opinions that were expressed as a, again, a private citizen, but I'm saying if there's involvement and you turn around and you use that to go after another group of residents I mean that to me crosses the line. So I'm I'm really concerned about that.
[23:21] And so member Dallassandro a quick question? Yeah, I do. I have a quick question. Thanks for being here.
[23:26] My my recollection of that video I've watched it a couple of times since I got your email your email. The the comments that were made were made by a private citizen. So they were they were the opinions expressed by the individuals in that group. There wasn't any endorsement by the city.
[23:43] Other than the fact that we supported the making of the video. So I guess my question to you would be, what, what do you, what do you you're you're making a public statement here which you know other people could refuse your commentary or whatever, that would be fine. Right.
[23:59] And I get it. You have the right to do that. The question I would ask is, I I don't Yes, it, I mean we we It wasn't an editorial video, right? So it doesn't speak on behalf of the city of Bloomington. They don't ever do that. So is the issue that.
[24:16] There was this assumption made in the public square that somehow there was an endorsement or an affiliation or is it clear to what a reasonable person, I guess I still use the legal term, say that came out of the mouth of that person in that video and it does not necessarily.
[24:35] Express my opinion or any other council members opinion or any city government opinion or whatever. Like, how, how are we supposed to look at that? Cause I could argue like that's a slippery slope on the 1st amendment grounds, right? And so I'm just curious about what you are thinking about that. Sure and and if we could, we're we're we're over time here, but just if you could respond I'd appreciate it. Just.
[24:55] Her questions can do. I know, I'm sorry I'd like to provide context makes sense as opposed to just throwing a con question. Right. Yep. 1st and foremost, this is being put out on, you know, a city website, you know, city social media channels. So you're responsible for that content, so.
[25:15] There's some sort of implicit endorsement if you put something out there. If I, if I record something to private citizen and I say something super offensive, I don't think the city is going to say, well, it's their 1st member right, we're gonna put that out there, even if it smeared, you know, half of our pop half of our resident population. It gives the impression of tasset approval. That's why I'm asking them.
[25:35] Yeah. So we have public access, e.g., and people can go out there and say anything they want to and that's also provided by the city, but we don't, we don't govern it, and we don't editorialize it. So I'm trying to figure out what the right answer is. And this is a.
[25:47] City sanctioned, sponsored endorsed, promoted, award video, award and and the video that goes with it. So this is not, you know, arm's length, like, oh, we just provide a space for people to produce content and you know do their own thing. We actually are.
[26:06] You know, managing this and promoting it. Appreciate your helping with the line. We're, we're we're over time here, but I appreciate your you're being here and and yes, the the video's down. We're trying to figure out how to address it. Okay, I appreciate that. Thank you, everyone. Thank you. Thank you. Dave, are you here yet? Dave Gross?
[26:24] Alright. If anybody has something in 2 min, we can go, but we gotta be out of here by you. We literally gotta be out here at 06:15, so. My name is Tracy Greenfield I represent a church here in the South Points cities, Bethels rock church. And we are currently looking for a building.
[26:44] And it is, there's a building inside of your city limits in Bloomington, Southwind Slumberland furniture. It's right now is currently zoned as the CR one.
[26:55] And right now what we're doing is we're just doing the the groundwork to trying to figure out what the city council would approve or disapprove your kind of your grounds of what you would if a church would be ok to begin there. We've toured the building, we've talked with Slumberland. Their Brian Brisky. He they've worked with churches before.
[27:15] As a company and sold to come, sold the churches before, they're very interested, we're very interested in the building, but we obviously know that zoning is a thing in places of assembly. So we wanted to call today and come today and just find out where you guys would stand on a church being in that building. I think your 1st call, Tracy needs to go to Nick Johnson in our planning staff.
[27:35] Okay, and and we all know enough to be dangerous about planning everything about planning, and he would be able to answer your questions very, very directly and Nick Nick Johnson Nick Johnson will get you the phone number here very quickly. But yeah, Nick Johnson is the person to call and he can definitely help you out. Okay, and even in the context of approving a rezoning.
[27:55] Yep, and he can, he can walk you through the steps, how it all will work.
[28:00] Okay, it's I mean it's a process like everything. It is, it is yep but it's yeah and that he he can help you out with all of that. All right, so, Alright great, thanks. So 2 min. I'll sweet off that. For 06:15 council, we gotta get downstairs. I look for a motion to don't don't go away Tracy, we'll get you the phone number. I look for a motion to adjourn tonight. So.
[28:20] Got a motion in a second to adjourn this evening?
[28:23] Favor please signify by saying I. Motion carries, we are adjourned. Thank you all for being here tonight. I appreciate it. Everybody wants to get on the list for next time. Okay. Yeah, we just, we were out of time. Sir? If you want to get on the, do you want to get on the list for next time?
[28:42] This is the one that you talk to. Yeah, we're gonna.
[29:02] Back because we didn't get enough time. He's actually here with with me, so Wait a minute. Yeah, we'll send it. Yeah.
