Golden Valley Poised for Economic Growth with New EDA, Broadening City’s Development Scope
The Brooklyn Center City Council approved the establishment of an Economic Development Authority (EDA) for Golden Valley, granting new powers for city marketing, job creation, and mixed-use development.
The Brooklyn Center City Council officially approved the establishment of an Economic Development Authority (EDA) for the City of Golden Valley during its June 2nd meeting, marking a significant strategic shift designed to broaden the city’s economic development capabilities. This new authority is set to expand beyond the traditional scope of the former Housing and Redevelopment Authority (HRA), empowering Golden Valley with enhanced tools for attracting businesses, fostering job creation, and supporting diverse development projects, including mixed-use properties.
The transition to an EDA follows the city’s strategic planning process and aims to consolidate development initiatives under a single, more versatile body. Ms. Costello, the Housing and Economic Development Manager, presented the staff report, outlining the distinct advantages an EDA offers compared to an HRA.
Statutorily, HRA is primarily focused on, again combating the blight, improving housing, undertaking redevelopment activities and designated areas. EDAs promote broader economic redevelopment projects, including commercial, industrial, mixed use developments which can include housing as well as those activities beyond that, traditional housing development.
A key expanded power highlighted during the discussion was the EDA’s ability to actively market Golden Valley for job creation. This function was previously a significant limitation under the HRA structure.
One of the things for me that we can’t do under an HRA is some of the marketing of the city for job creation. We’re very limited under HRA. We can’t do that with an EDA. We have the ability to go out and market the community at events, to host events where we can do that marketing to bring people in, to bring those jobs in.
