point. When I was put in this position, I started noticing a

number of level 3 predatory offenders that were moving into

the city. It was an alarming number. It seemed much higher 01:06:30.233 --> 01:06:33.667

than normal. Uh, so I went and take, took a look to see if

that was true, uh, compared to other cities in Hennepin County,

and I found out it was true. This data is a little bit old. 01:06:40.233 --> 01:06:43.867

Brooklyn Park actually has 21, not 20, but you’ll see that

most of the cities around us have very few, um. I looked

into why that might be, and I believe it’s twofold. I believe 01:06:50.867 --> 01:06:54.533

there’s two things happening here. One, we did not have an

ordinance or do not have an ordinance that uh restricts

where predatory offenders can live in the city of Brooklyn 01:07:01.100 --> 01:07:04.767

Park. 18 cities in Henneman County do have that ordinance.

The other thing that’s going on. And this is kind of back to

congregate living facilities in the city, about 450 or so,

in congregate uh settings. I believe that is driving a large

number of why we’re getting a lot of uh predatory offenders

uh, I came to you and talked to you about some um options uh we

ordinance, uh, that was crafted with the help of our city

attorney, um, and I’ll go through the language really

quickly. The new ordinance does show intent. Why did we craft

this ordinance? Well, it is to, uh, um. The interest to promote, 01:07:53.367 --> 01:07:56.200

protect, and improve the health and safety and welfare of our

residents. By establishing areas around locations where 01:08:00.266 --> 01:08:02.934

children regularly congregate in concentrated numbers wherein

certain predatory offenders are prohibited from establishing uh

temporary or permanent residence. This is actually

directly out of state statute. Um, it urges cities to do this 01:08:11.133 --> 01:08:18.900

type of work. So here’s the restrictions. Restrictions are

500 ft of any public park or playground,, 1000 ft of any 01:08:22.734 --> 01:08:26.500

childcare facility, school, or place of worship, and then

additionally 1000 ft from the residence of another designated

level 3 predatory finders, those that are the highest risk

maintained by the chief of police. And there are some
