Planning Commission Approves Drive-Through Variance, Car Wash Plans
The Brooklyn Park Planning Commission approved two development applications during its May 14 meeting, advancing both projects to the City Council for final consideration.
The commission unanimously approved a variance request for 7625 Holdings LLC to allow a drive-through for Chipotle at 7631 Jolly Lane North. The variance permits the drive-through to wrap around the building between the principal structure and public rights of way, which normally violates zoning code. Senior Planner Aaron McDermott explained the site was developed under different zoning regulations and is now legally nonconforming, creating unique circumstances that justify the variance.
The commission also recommended approval of site plan and conditional use permit applications for Soda Shine car wash at the intersection of 109th Avenue North and Highway 169. Owner Nick Netley said the facility would feature a 305-foot car wash tunnel, which would be the world's longest, along with 33 indoor vacuum stations. The indoor vacuum facility would be the first of its kind in Minnesota, designed to provide climate-controlled vehicle care during harsh winters.
The car wash will include water reclamation systems and solar panels as environmental features. Associate Planner Matt Hayes confirmed the applications meet all zoning requirements for the business park district. Residents raised questions about operating hours and construction noise, with Netley indicating operations from 7 a.m. to 8 p.m. daily.
Both applications will proceed to the City Council meeting on May 27 for final approval. The Chipotle drive-through represents an effort to retain a longtime tenant, while the car wash is positioned as an amenity for the developing North Park area.
