Osseo Schools Board Considers Closing Open Enrollment at Four Schools
The Osseo Area Schools Board discussed closing open enrollment at four schools during a work session Monday, citing capacity concerns and the need for better enrollment management.
The district plans to ask the board to formally close open enrollment at Maple Grove Senior High, Maple Grove Middle School, Fernbrook Elementary, and the new Aspen Ridge Elementary at its next regular meeting. The action would remain in effect until October 2026, when the board would review the policy annually.
Executive Director of Finance John Morset explained that Maple Grove Senior High and Fernbrook Elementary are currently over capacity, while Maple Grove Middle School is within 20 students of its limit. The new Aspen Ridge Elementary was included because it represents the same geographic area as Fernbrook and faces significant anticipated demand from neighboring districts.
"If we let a hundred kids into Aspen Ridge, eventually I have a hundred more kids that we have to figure out how to fit into Maple Grove Senior," Morset said, explaining how open enrollment decisions create long-term capacity challenges throughout the system.
The board also reviewed staff retention data showing 30% of departing employees complete exit surveys, with career advancement being the top reason for leaving. Financial projections presented during the session show district expenditures will outpace revenues starting in fiscal year 2026, with no strategic investments planned for fiscal year 2027.
