Former Office Depot parcel at 11609 Leona Road moves closer to transformation into a commercial hub featuring Shake Shack and Valvoline after securing key approvals.
The Eden Prairie Planning Commission on Monday, June 22, 2026, recommended approval for the comprehensive redevelopment of the 3.44-acre site at 11609 Leona Road. This decision paves the way for the completion of a commercial project that will introduce new businesses, including a Shake Shack restaurant and a Valvoline service center, to the community. The site, previously home to an Office Depot, has been undergoing a phased transformation since 2024.
Applicant Gary Dreyer, representing the redevelopment, presented the detailed plans to the Commission. The project encompasses multiple entitlement requests, including a Planned Unit Development (PUD) concept review, PUD district review with associated waivers, a preliminary plat to divide the property into three lots and an outlot, and a site plan review for the proposed new structures.
My name is Gary Dreyer. My address is 200 Southdale Center, Edina. Um thank you very much, Madam Chair, members of the Planning Commission. We're delighted to be here today. Um as you all know, the initial stage of the redevelopment of the site took place in 2024 with the partial demolition of the old Office Depot. So what we're in front of you today for is the completion of the project. Uh as indicated, uh including Shake Shack and Valvoline.
Project Scope and Approvals
Jeremy, a staff member, detailed the four specific applications under review for the project. He clarified that no zone change or comprehensive plan amendment was necessary for this particular redevelopment, simplifying the approval process compared to other projects the commission often reviews. The requests focused on refining the site's layout and operational details within its existing commercial designation.
Staff is recommending approval of this project subject to the conditions outlined in the staff memo.
