[0:03] all [0:04] right Well good morning everybody and [0:06] welcome to the uh Thursday May 15th 2025 [0:10] meeting of the Adana Housing [0:11] Redevelopment Authority Uh it is [0:15] 7:33 [0:16] a.m And uh we are doing these meetings [0:19] uh in a hybrid fashion You can watch [0:22] them on [0:24] uh cable TV or on YouTube TV [0:29] YouTube.com/edanatv Uh we've got one [0:31] opportunity here doing community comment [0:33] for folks to call in for [0:36] um the purpose of expressing any [0:39] concerns that they might have about uh [0:41] things that aren't on the agenda or [0:43] scheduled for a future public hearing [0:46] And um having provided that information [0:48] there's a number on the screen that you [0:50] can call in for community comment And we [0:53] will now call the meeting to order and [0:55] our executive director Scott [0:57] Neil will call the role [1:01] Thank you Mr Chair Commissioner Richer [1:03] here Commissioner Jackson here [1:05] Commissioner Pierce is absent [1:07] Commissioner Agnu is absent Chair [1:09] Huffland here President Uh next is the [1:12] pledge of [1:16] allegiance Allegian to the flag of the [1:19] United States of America and to the [1:21] republic for which it stands One nation [1:25] under God indivisible with liberty and [1:28] justice for all [1:34] Uh we have a meeting agenda that's been [1:36] published and for our benefit and the [1:38] benefit of the public so they know what [1:40] we're doing at these meetings of the HR [1:43] or the city council And uh is there [1:45] anyone that wishes to modify the agenda [1:47] in any form or fashion any commissioner [1:49] or staff is there a motion to approve [1:51] the meeting agenda as published so moved [1:54] Second Mr Jackson moves Commissioner [1:56] Risser move seconds to adopt the meeting [1:58] agenda as published Any further [2:00] discussion all those in favor of [2:01] adopting adopting the meeting agenda as [2:03] published say I I I Opposed Carried Uh [2:07] and now it is time for community comment [2:09] We have no one uh joining us live this [2:12] morning uh probably because we will soon [2:15] be going into closed session But [2:16] nonetheless we have nobody here live and [2:18] waiting to hear from Director Benerott [2:20] whether we have anybody joining us [2:22] online that wishes to address the [2:23] council or the the HR on a matter of [2:26] concern to them Good morning Chair [2:28] Hublin I do not yet have anyone on the [2:30] line but because there is a brief delay [2:33] in the broadcast I would recommend we [2:35] wait about one minute or so um to ensure [2:38] we're giving people time to call in My [2:41] clock shows that it's 7:35 so I will [2:43] come back to you at 7:36 or when I have [2:45] a you We will now uh move [4:08] by community comment and move to the [4:10] executive director's response to [4:11] community comments that were made at a [4:12] prior meeting Do we have any responses [4:15] that are required uh no sir we don't [4:17] Okay Uh next is the consent agenda We [4:20] got a couple items on the consent agenda [4:22] Is there any commissioner that wish [4:23] wishes to remove an item from the [4:25] consent [4:26] agenda hearing nothing Is there a motion [4:28] to adopt the consent agenda in a items [4:30] in a single motion so moved Second We [4:33] got a motion a second to adopt the [4:35] consent agenda items in a single motion [4:37] Any further discussion all those in [4:38] favor of adopting the items on the [4:40] consent agend agenda in a single motion [4:42] say I I Opposed Carried the agenda uh [4:47] the items on the consent agenda are [4:50] adopted And now we are at kind of the [4:52] heart of the meeting which is as folks [4:55] uh may know that will watch the tape or [4:58] may be listening in um we've been [5:01] discussing for uh years now ideas and uh [5:06] uh on the sale of the uh or use of the [5:08] potential property uh the uh property [5:11] over at the old public works site on [5:13] Eden Avenue And uh we have a latest [5:16] round of RFPs that went out Uh Bill [5:19] Nounorf our [5:22] our planning director not our planning [5:24] director but our economic development [5:26] director uh has been leading the way on [5:28] that effort And we had 11 responses to [5:31] the request for uh proposal and we're [5:35] going to move into close session uh as [5:37] permitted by Minnesota statutes to [5:38] review and discuss these proposals for [5:40] sale of that land at 5146 Eden Avenue uh [5:44] this morning So uh is there a motion uh [5:48] by one of the commissioners as permitted [5:49] by Minnesota statute [5:51] 13D.05 subdivision 3 to move into close [5:54] session to review and discuss the [5:56] proposals for the sale of land at 5146 [5:59] Eden Avenue So moved Commissioner [6:01] Jackson moves Commissioner Richer [6:03] seconds The motion as stated to move [6:05] into close session Any further [6:07] discussion all those in favor of [6:08] adoption of the motion as stated say I I [6:11] I Opposed Carried [6:14] All right Um we have been in closed [6:17] session to discuss the 11 uh requests [6:20] for proposal responses involving the [6:23] property at 5146 Eden Avenue which is [6:25] the old public works site We've had a [6:28] thorough discussion amongst those [6:29] attending We're going to have a future [6:30] special uh session that's again closed [6:34] to continue those conversations around [6:36] the proposals for the sale of land at [6:38] 5146 Eden Avenue And we are now back in [6:42] open session and uh Commissioner Jackson [6:45] has a point that she wanted to make and [6:47] then we're going to go into the final [6:49] comments here from H members and our [6:51] executive director Thank you Mr Chair [6:54] Yeah I had occasion to think about um [6:56] our affordable housing programs in [6:58] general and the second mortgage program [7:00] that we've had to put on hold um and [7:03] then to have this discussion today about [7:05] this uh 5146 Eden Avenue Um I just want [7:08] to make a note now because I'll forget [7:11] maybe in the me in the future that I [7:13] would like to see some of these proceeds [7:15] uh put towards that program Um so it's [7:18] an idea I had Um I'm very sad that that [7:21] program's been suspended Um you know one [7:23] of the goals we have for this uh [7:26] property is to look at affordable [7:28] housing opportunities and ownership [7:30] opportunities and one of the ways that [7:31] we could meet that is by putting some of [7:33] these funds towards a second mortgage [7:35] program So I just wanted to make a [7:37] record of that before it slipped my mind [7:38] Yeah good thought Uh any other H member [7:41] comments at this point in time um well [7:44] since Carolyn just made that um or [7:47] Commissioner Jackson made that point um [7:49] I I remain very concerned that you know [7:53] the the weather is heating up The [7:55] temperatures are rising Um and again we [7:58] have summer It's already you know really [8:01] really hot out It's only May but um and [8:03] the Lewis Park building does not have [8:05] HVAC And I just you know talking about [8:08] how funds could be spent we need to take [8:10] care of our infrastructure and that park [8:14] does serve um so many people including [8:18] people who live in affordable housing [8:19] and so I think you know I we're probably [8:23] going to have a lot of issues or um [8:25] ideas for how to use any proceeds that [8:27] emerge but um that is high on my list [8:31] and so that's all I've got Thanks Okay [8:32] good both good comments uh about [8:36] potential future use of uh funds that [8:38] may come about from the sale of property [8:41] at 5146 Eden Avenue Uh just a a quick [8:44] reminder for folks uh this weekend [8:47] Saturday morning is a busy morning for [8:49] the Rotary Club and the South Del Y It [8:52] is the Dina Rides morning Uh and it [8:55] kicks off at 9:00 from the South Del Y [8:59] And uh member Jackson and I will be over [9:01] there Commissioner Jackson I will be [9:02] over there I help kick it off And then [9:05] uh at noon on Saturday over at Rosland [9:08] Park is the um uh what we call the EAA [9:12] the Dina Asian-American Alliance and [9:14] their affiliates having a celebration of [9:17] of uh that I'll call it South Asian [9:19] broadly South Asian culture And it's a [9:22] wonderful event that they started a year [9:23] or two ago and it's really grown nicely [9:26] Invite people over there Uh should be a [9:28] fairly decent day It sounds like we're [9:30] back to normal May temperatures on on on [9:32] Saturday that we're used to Uh unlike [9:35] the ones we've been having as member as [9:38] Commissioner Risser points out at least [9:40] we're not in Texas where they're getting [9:43] record temperatures in May Um okay [9:46] that's all I've got And executive [9:48] director any comments uh thank you Mr [9:50] Chair Just very briefly we we will begin [9:53] the process of assessing your calendars [9:55] the calendars of of the other two [9:58] commissioners who aren't here and staff [9:59] So I would say keep your keep your [10:02] calendar sharp uh for about the next 60 [10:04] days and we'll get this done Uh Jennifer [10:07] Garski is particularly good at it We'll [10:09] sign her this later today Thanks [10:12] And then we're continuing to work on uh [10:15] there these 11th hour housing bills [10:17] popping up at the legislature that are [10:20] ill thought through in my opinion as [10:23] they try to do something about housing [10:25] production and affordability So we're [10:28] continuing to monitor those as well Um [10:31] and then manager Neil I wanted to talk [10:33] to you quickly about train noise as we [10:36] get done here I'll do that offline Uh um [10:39] so is there a motion to adjurnn so moved
