our executive [4:20] director Scott Neil to uh begin the [4:23] discussion thank you madam chair the [4:25] only item on the agenda for the HRA this [4:28] morning is the approval of the proposed [4:31] 2025 operating [4:33] budget this is a budget that is separate [4:36] uh from our general operating budget it [4:38] has a separate tax levy associated with [4:40] it the tax levy is approved first by the [4:44] HRA and then is confirmed by the city [4:47] council at the same time that the [4:49] council approves the preliminary uh 2025 [4:52] total tax levy um so what we're asking [4:55] for uh today is your approval of a of a [4:58] budget proposal [5:00] that really is a 3% increase in our Levy [5:03] um it's about a $7,600 increase in total [5:06] revenue uh it's what we would we would [5:09] refer to it as an incremental budget uh [5:12] this has been a a pretty consistent 3% [5:14] increase um with our HRA every year we [5:17] use our HRA revenues to fund staff costs [5:21] uh admin costs um legal costs associated [5:25] with our housing and economic [5:26] development uh functions in city [5:28] government um if you have if you have [5:30] specific questions about any of our [5:32] numbers either me or our finance [5:36] director patau can answer your [5:39] questions okay so um in our memo uh well [5:44] first of all I'll just turn to my fellow [5:45] commissioners before I start talking um [5:48] anybody have any uh questions or [5:51] comments I'm good for [5:54] now okay well um I just wanted to put [5:58] out the for the the general public the [6:00] total number so we are looking at um a [6:04] total uh amount levied of [6:08] $259,300 is that correct that's correct [6:11] okay and that's a 3% increase from what [6:13] we had previously and this is something [6:16] we do annually is that correct that is [6:17] correct okay and and uh what's the [6:20] current rate of inflation do you know um [6:23] approximately director to do you know [6:25] what that is [6:30] okay okay okay wonderful thank you um so [6:33] we're right in line with inflationary [6:36] increases here okay terrific thank you [6:39] and there's no there are no special or [6:42] other otherwise extra inflationary kinds [6:44] of changes that are happening in this [6:46] budget there are we could we'll argue [6:48] next week in the in the larger City [6:51] budget but in this budget uh there are [6:53] not thank you very much commissioner agu [6:56] thank you are there limits to [7:00] how much this can increase in any given [7:03] year no I don't think there is I think [7:06] there's like a percentage that we can [7:08] only have the H Levy be per I think our [7:12] tax capacity It could only be a certain [7:15] percentage of it and I don't have that [7:16] percentage off the top of my head it's [7:18] it's a percentage I of our market value [7:20] which is which means that that maximum [7:23] you I'm sure we could Levy two or three [7:26] million do here well below it yeah we [7:29] well below that number then most cities [7:32] are okay that and that's helpful and and [7:35] where my mind was going is I know we've [7:36] had a few conversations in the past [7:39] about the opportunity that might exist [7:43] to [7:45] um use these funds in another way and I [7:48] just wanted to make sure that you know [7:49] if we had a plan together in the future [7:52] that we would still have the the [7:54] possibility of increasing you if if [7:57] there like next year yes I would [7:58] acknowledge that um this Levy that we're [8:01] uh that I'm recommending to you today [8:03] would preclude those for 2025 but it [8:06] does not preclude them for 2026 or [8:09] Beyond thank [8:11] you that prompt any questions from you [8:14] commissioner Pierce yes thanks uh Madam [8:16] chair [8:18] um so as we move forward just the bigger [8:22] context of the total Levy um and so [8:27] we're we are asked to assess this and [8:31] approve this today and then speak about [8:35] how we determine the final Levy and how [8:39] um if we decided to make some decisions [8:42] that were different um as it within the [8:45] respects of HRA then what would happen [8:48] if we wanted to um say raise this for [8:52] whatever reason in the context of the [8:55] the broader [8:56] Levy tax levy so commissioner Pierce [8:59] you're asking asking how we determine [9:01] the final Levy for the H or for the for [9:04] the full City budget I'm asking both so [9:06] I'm saying the final Levy for the city [9:10] and then this as a subset of that okay [9:12] um and then I'm asking um proc [9:15] process-wise if we decided we wanted to [9:17] adjust something within the HRA Levy [9:20] what's that process how would we do that [9:22] okay so those two levies and those two [9:25] budgets are separate right the HRA is a [9:28] is [9:29] is a subsidiary organization of city [9:32] government so when you set this Levy [9:35] today you're setting the the maximum [9:38] Levy that could be Set uh for 2025 so as [9:44] we move forward uh to December and final [9:47] approval of that Levy uh after today if [9:51] this is approved as proposed you could [9:53] only go lower you can't go higher okay [9:55] um and that's the same the same is true [9:57] with the general city budget as well [9:59] okay thank [10:01] you good question our meeting [10:48] schedule for [10:49] 2025 uh we would like the the HRA to [10:53] give some thought to whether or not [10:54] you'd still like this format um of a [10:57] 7:30 a.m. Thursday a morning meeting um [11:01] we we have other options of course uh [11:04] there were there were the first few [11:06] years I was here we would try to tack an [11:08] hre meeting on the end of a city council [11:11] meeting uh those years meant that [11:13] sometimes that h meeting didn't start [11:15] till 11:00 at night sometimes after [11:18] midnight um that's why we actually mve [11:20] that meeting until an early morning slot [11:23] um but we are thinking about whether [11:25] this is a good time for you is it it uh [11:28] staff can make it work whenever we [11:30] whenever we choose but um our Thursday [11:33] is the right day uh we've talked about [11:35] whether or not to substitute this [11:38] meeting uh for some of our work session [11:41] time slots and do do an h meeting [11:43] immediately prior to the city council [11:44] meeting um so we don't have to decide [11:47] that today but I'd like you to give some [11:48] thought to it because we will bring uh [11:51] sometime in October we hope or early [11:54] November uh the 2025 meeting schedule [11:57] back to you for an approval [12:00] so comments on that yeah thank you so my [12:06] initial reactions are I don't want to [12:10] change it dramatically like I don't want [12:11] to tack this on to the end of a meeting [12:13] I don't want to go that late um and I [12:16] also don't love the idea of using our [12:19] work sessions for it because it feels [12:21] like we always have things that we want [12:24] to discuss in those forms as a council [12:26] and so I I think it would be unfortunate [12:28] to lose out on any of that time together [12:32] um so my recommendation would be keep it [12:36] mostly the same maybe bump it earlier [12:38] like 700 a.m. so we can uh be sure to be [12:43] out uh before the workday starts for [12:45] some folks but I can continue to make [12:48] 7:30 work if [12:50] needed yeah so I I agree with [12:53] commissioner agnu um although I don't [12:58] know that I want to start at 7: but I [13:01] think where she's coming from is spoton [13:03] so the thing that's difficult to uh deal [13:06] with is when we move beyond the end day [13:10] or end time and so um either starting [13:13] earlier so that we can ensure that we [13:16] finish um as um expected or we need to [13:21] build the agendas and control the [13:23] conversation so that we're done on time [13:26] and then it's easy to adjust this with [13:28] our our day job [13:31] schedules I will uh confirm you agree [13:34] with my fellow Commissioners I think the [13:37] one thing that comes to my mind is in [13:39] both our work sessions and our H HRA [13:41] meetings we've been dealing with such [13:43] complicated issues that the time really [13:45] feels tight um so I definitely don't [13:48] want to get rid of the work sessions um [13:52] but let's see we've got a little over an [13:54] hour for a work session this is an hour [13:56] and a half scheduled so if there 's any [13:59] way to control the agenda where we can [14:01] actually get things done in a timely [14:04] fashion I don't know they things come at [14:06] us from the outside world Fast and [14:07] Furious um and we have a lot of [14:09] complicated decisions to make but I do [14:11] want to make sure that we have enough [14:13] time for both our work sessions and our [14:15] HRA meetings um this time does work for [14:18] me do do any of the three of you have uh [14:21] thoughts on you know one of when we' [14:23] moved to Thursday mornings there we had [14:25] this discussion about do you want to [14:27] have HRA meetings synced with a council [14:29] week uh or do you want it to [14:32] be uh staggered does that have any [14:36] anybody have strong feelings one way or [14:37] another and that missioner Pierce uh [14:40] thanks Madam chair I what's more there's [14:43] two things that I would say important to [14:45] me one is having the schedule as early [14:49] as possible so that um I can kind of [14:52] work that in the everything else um and [14:55] then I think second would be [14:59] we meet when we need to and so if that [15:02] ends up meaning in a year for HRA we [15:05] only need to have five meetings then [15:08] let's just have five meetings um so [15:11] whatever the need is let's schedule that [15:14] but let's try to to um schedule it far [15:17] enough in advance so that we can adjust [15:20] okay personally um I found having two [15:24] meetings in a week was exhausting I know [15:27] it's hard to schedule vacations that way [15:29] way um but having having to turn around [15:32] two days later and deal with another set [15:34] of complicated issues was uh very [15:36] difficult and it can be done but I'd [15:39] prefer to have that time to stop and and [15:42] re refocus on being [15:47] HRA yeah I agree with that as well I [15:49] think there is so much preparation that [15:51] goes into most meetings um today was a [15:55] shorter packet right but in most [15:57] meetings where it's it's I wouldn't be [16:01] able to start consuming the packet for [16:04] the Thursday until after the Tuesday [16:06] because I would have too much on my [16:07] brain and so I think for me I I like to [16:10] keep it staggered um even though I agree [16:14] it does kind of add some of that [16:16] difficulty in scheduling uh travel and [16:18] other construction [17:00] has been very hard on our businesses [17:02] there they can use your patronage [17:04] they've got wonderful sales things are [17:06] turning over with the new season and [17:08]
