[Music] welcome to agenda Edina a program summarizing the actions taken at City Hall that affect you most I'm your host dorothia Marty the city has identified where cannabis can be sold in Nina once the state's office of cannabis management begins issuing licenses in 2025 since August 2023 adults 21 and older have been allowed to use cannabis in Minnesota however retail sales won't begin until state licenses are issued expected sometime in 2025 under Minnesota law municipalities must allow state issued cannabis licenses but can set local regulations including the number of retailers registration fees and Zoning districts cannabis businesses will be allowed to operate in the city is required to allow one retail registration per every 12,00 500 residents so Idina could limit the number of retailers to five or allow more the city council decided to start with five when it approved ordinance amendments at its latest meeting of November many cities choose to Zone cannabis retailers similar to tobacco and liquor stores in Idina those stores are permitted in the planned commercial District or PCD examples of pcd1 Zone areas for smaller neighborhood businesses are Valley View and Wooddale 44th in France 70th in Kill and Lincoln and London Dairy pcd2 allows for more and slightly larger commercial businesses examples are Grand View and 50th in France PCD 3 allows the most and largest commercial businesses and is limited to the Southdale District so there's actually very little that the city is allowed to control under the new state law one thing we can uh decide is uh where we want to allow cannabis businesses to locate and so um with our update to the zoning ordinance it will allow cannabis retailers to be located in all of our commercial districts um exactly the same as where tobacco and liquor are allowed to go and one thing that does is it um allows for the possibility that Canabis retailers could be kind of spread out rather than just concentrated in one area the local ordinance requires cannabis retailers to be at least 500 ft from schools dayc carees and residential treatment facilities businesses May operate from 10:00 a.m. to 1000 p.m. also according to the updated zoning ordinance cannabis cultivation manufacturing processing wholesaling testing transportation and delivery will be limited to the pl industrial districts all operations must take place in an enclosed building the city has created a new tax increment financing or Tiff District to support public improvements tied to the Redevelopment of the 9 acre Macy's Furniture and Mattress Gallery site on France Avenue Enclave companies and lifestyle communities secured approvals earlier this fall for the project which will include four new buildings the existing Macy's store will relocate and the existing building will be raised one of the new buildings will be an 11-story condominium building with office space and either a restaurant or retailer on the street level another will be a seven-story mixed use building with Apartments the other two will be seven-story apartment buildings one of those will also have space for a restaurant each building will include indoor parking for residents employees and customers the street level parking stalls would be aail ailable to the general public the site plan is arranged with new roadways sidewalks and Landscaping areas that will be available to the general public the existing 9M Creek bicycle trail will remain on the southern edge of the property the development team plans to invest nearly 310 million in the project under the Tiff Redevelopment agreements approved by the city council after the new 72nd and France free Tiff District was established lished the city and Housing and Redevelopment Authority pledged up to nearly 23 million to reimburse a portion of eligible costs using a combination of Tiff and a grant from the city's special projects and Redevelopment capital or spark fund what we'll be using those Tiff dollars for is to reimburse the developer for a lot of those costs that are really unique to the site that create public benefit and make the project possible so for example raising the existing building cleaning up the property it's an 8 Acre Site that used to be gravel and sand pit so there's really no portion of this building other than what's behind us today that's even buildable so there's a lot of site preparation that has to happen that's millions of dollars and then the final project has a lot of the public space on the exterior as well as public parking on the interior affordable housing units all those things that deliver public benefit cost a lot of money and that's where the Tiff dollars will be spent establishing the Tiff district and approving the Tiff Redevelopment agreements with the developers were the first few of many regulatory and procedural steps in the process approval of each design or construction project to fund public infrastructure projects would be approved by the city council or Housing and Redevelopment Authority the city is set to Mark its 136th anniversary on December 18th since its incorporation in 188 88 land in Edina has undergone a transformational change Edina TV explores the transition from crops to Condominiums and sits down with one resident who witnessed much of the development firsthand stuff stuff stuff when you've been around for 92 years it goes back so far the memories kind of Stack Up school days that's where mother graduated from Frank curell an army veteran can tell you a lot of stories about those early days and how his ancestors one of the founding families of Edina moved to the area after the Civil War all way from Missouri took 6 weeks 35W was very slow with those days back then the town was called Richfield Township settled on 9M Creon Valley View Road back when this was all farmland and uh that was the beginning seven Carter Generations later Edina is a busy place and all of those Farms well they've disappeared at Arnis Acres Park we learn why our mission really is to collect and preserve as well as tell the history of Edina a story you can experience here we are in the addition at the Edina Historical Society over here we have all the artifacts of from idina's varying eras from its Pioneer era all the way into its modern era beginning in the 1860s the most influential families all had very expansive Farms they grew big fields of wheat but it was more Tomatoes cabbage lettuce the next big change came nearly a century later during the post World War II economic boom different uh Farms that were in the area started selling off the land to Suburban developers the city kind of just exploded in 1956 the world's first indoor mall literally changed the landscape by the time the mall was built you were seeing less and less open space I think it's important for people to understand our past because it helps us to understand where we came from and also the unique challenges that we face today as well as what our identity is as a community one witness to din past has a prediction for what's to come I would assume that 50 years from out there'll be December 17th new unwrapped toys along with gifts for older kids and teens will be accepted in the police and fire department lobbies for the next several weeks the police drop off is open 24 hours a
