The city council finalized zoning rules for cannabis retailers in anticipation of state licensing beginning in 2025. Under the new ordinance, Edina will allow up to five cannabis retail locations — one for every 12,500 residents — placed in the same commercial districts as tobacco and liquor stores. This approach, council members explained, allows retailers to spread throughout the city rather than concentrate in one area. Cannabis retailers must stay at least 500 feet away from schools, daycare facilities, and residential treatment facilities, and can only operate between 10 a.m. and 10 p.m. All other cannabis operations, including cultivation and manufacturing, are restricted to industrial zones and must occur in enclosed buildings.

In a separate action, the council established a Tax Increment Financing district and approved redevelopment agreements for the 9-acre Macy's Furniture and Mattress Gallery site at 72nd and France Avenue. The project, developed by Enclave Companies and Lifestyle Communities, will transform the former gravel and sand pit into a mixed-use neighborhood with four new buildings: an 11-story condominium with office and retail space, two 7-story apartment buildings, and one 7-story mixed-use building. The total planned investment is approximately $310 million.

The city and Housing and Redevelopment Authority pledged up to $23 million in Tax Increment Financing and SPARK fund reimbursements to cover site preparation costs, building relocation, property cleanup, and public benefit features. According to city officials, the site required extensive remediation because much of it was previously unusable. The redevelopment includes public parking, affordable housing units, new roadways, sidewalks, and landscaping, while preserving the Nine Mile Creek bicycle trail on the property's southern edge. All buildings will feature indoor parking for residents, employees, and customers.
