[0:11] a.m. and this is a uh meeting uh special [0:15] meeting of the ad of city council to [0:17] Canvas the vote of that took place on [0:19] the general election on November 5th uh [0:23] 2024 uh I'm going to call this meeting [0:25] to order and I'm going to ask our clerk [0:27] Sher and Allison to call the role [0:31] here [0:35] here here um next we have a meeting [0:39] agenda to approve is there a motion to [0:41] approve the meeting agenda so moved [0:43] second uh member U moves the approval of [0:47] the meeting agenda member Jackson [0:49] seconds uh any further discussion all [0:51] those in favor of approving the meeting [0:52] agenda say I I I oppos carried meeting [0:55] agenda is adopted uh we have one item [0:58] here as I mentioned the caning of the [1:00] vote the results of the municipal [1:02] election held November 5th [1:04] 2024 and that's in the reports and [1:06] recommendations portion of the agenda [1:08] it's embodied in resolution 2024-25 [1:30] is the um results um congratulations [1:32] mayor hublin on being elected to another [1:34] term congratulations uh council member [1:37] Jackson and council member Pierce on [1:39] being elected to another [1:42] term before you approve the elections [1:46] though I'd like to share some data with [1:47] you um uh and other information about [1:50] the elections um so actual turnout was [1:54] 86% um which is actually within the um [1:57] range of what we normally see um in a [2:00] Dina in 2020 we did have a high of 90% [2:04] um but generally it's between 75 and 86% [2:08] is what we've seen um early voting [2:11] though uh we had 59% that is extremely [2:15] high um for Adina and then on Election [2:18] Day 41% of Voters went to their polling [2:21] place to [2:25] vote in terms of the um voters who came [2:28] to City Hall we had 1,54 voters um that [2:32] voted at City Hall um in the first four [2:35] weeks we had uh just a little bit over [2:38] 3700 um that voted and that daily [2:41] average was [2:42] 171 now in the first four weeks that's [2:45] the time period when voters are filling [2:47] out their ballot and putting it into the [2:50] envelope uh to be sent to the county and [2:52] counted later um as you can see in the [2:55] last two weeks when voters were able to [2:57] put their ballot into the ballot County [3:01] that is the period when voters are more [3:04] um interested in voting with [3:08] 11,294 um voters coming to City Hall and [3:11] that was a daily average of [3:14] 753 um an extremely high number um our [3:17] two highest days were November 1st where [3:20] we had [3:21] 1,138 voters and then on November 4th [3:25] the day before election where we had [3:28] 1,147 voters um in City [3:34] Hall I'd like to thank the staff nearly [3:37] 200 um people that made this election [3:39] possible we had about 167 election [3:42] judges and then the rest were um actual [3:45] full-time City staff that helps out um [3:48] with the election process and we [3:50] definitely could not make this election [3:52] work without um this Village that we [3:55] needed um in order to pull off a [3:57] successful election in a d so thank you [4:00] all who helped [4:04] out I'd like to um show you a [4:06] year-by-year comparison um you may [4:09] recall that in 2016 that's the first [4:11] year that voters were able to vote [4:14] without an excuse um and just to show a [4:17] comparison of 2016 to [4:19] 24 um we had the exact same turnout the [4:23] only difference is that for early voting [4:26] um it flipped with what we saw in in [4:30] 24 um way more people chose to early [4:33] vote in 24 compared to uh [4:36] 2016 um what the data really showing us [4:39] here is that there's a really high [4:41] interest um for voting early um and what [4:44] that really does for us is that it [4:46] creates some challenges um with City [4:49] Hall then being a polling place um for [4:51] early voters it creates some challenges [4:55] in terms of um what I have to do here at [4:58] City Hall part in for example um there [5:01] just isn't enough parking for employees [5:04] Alone um let alone to accommodate all [5:07] the voter um that are coming to City [5:09] Hall so for the employees I actually got [5:12] approval from the city manager to have [5:15] as many employees work from home as [5:18] possible just so that we could free up [5:19] some parking [5:21] spaces um the voting space is right here [5:24] in the council chambers um it has gotten [5:28] small um it is just not big enough to [5:30] accommodate the number of Voters um that [5:33] we're seeing um it is a lot of work to [5:37] make the space work for voting um in [5:40] terms of setting and resetting the space [5:43] um when there are meetings and then [5:47] having to reset for voting um in terms [5:51] of the voters I do believe that the [5:54] voters had a great experience uh coming [5:56] to City Hall um we pivoted so so that [6:00] they would not even feel the the tension [6:02] the challenges that we're that we're [6:04] experiencing in the lobby for example um [6:08] I changed the lobby several times just [6:10] to make sure that I could accommodate [6:13] employees coming and going and other [6:15] customers coming and going at the same [6:17] time that um we are accommodating the [6:20] voters and voters were very grateful [6:23] that we made it possible um for them to [6:25] be able to vote early but still [6:28] challenges that we'll need to talk talk [6:29] about um as you look at the numbers here [6:33] um luckily we don't have another [6:35] election until 26 and the presidential [6:38] election in 28 so we do have some time [6:41] to work on some of these challenges that [6:44] we've [6:48] experienced and with that um I'll stand [6:51] for any questions you have or um ask you [6:53] to approve the resolution as [6:55] presented any questions for clerk [6:57] Allison or comments commissioner and [7:00] council member Jackson thank you uh Mr [7:03] Mayor [7:04] so when we're looking at this going [7:06] forward in the voting space um one of [7:09] the questions I will have is are there [7:11] any constraints on moving this to our [7:12] new fire station number two um I know [7:15] when we looked at the site design of [7:16] that building one of the things we had [7:18] in mind was being able to do early [7:20] voting there to take that out of City [7:22] Hall and so you don't have to have an [7:24] answer now but that's one of the things [7:26] I would like to see if it's legally [7:28] possible and logistically possible it is [7:30] legally possible to have a new site for [7:33] absentee voting logistically that's what [7:35] we'll have to look at to make sure
